Vail Community Theatre Request for Funds Tom Gorman Action Requested of Council: Hear request and determine whether or not funding is appropriate. Background Rationale: The Vail Community Theatre Board requested funds at budget time and were told by Council to the community fund which they did. Now they are seeking approximately $6,000 to .front the costs for their summer musical. Ron Phillips has directed them to the Vail Valley Foundation, but they have no response from the Foundation as yet. 2:20 2. Discussion of 1989 Resident Survey Results Charlie Wick Steve Barwick Action Requested of Council: Discussion item only. Background Rationale: The survey results are tabulated and all comments listed. This will be a time of open discussion of the results for the Council. 3:00 3. Discussion of Real Estate Transfer Tax - Should the Ordinance be Changed to Allow RETT to be Used for Open Space Outside Town of Vail Boundaries? Action Requested of Council: Discussion only. If concensus yes, staff should be instructed to draft an ordinance. Background Rationale: This came up in discussions of the Berry Creek 5th Filing proposed purchase. Adjourn . 4' IOWA Ol V31 75 sou4fi 1ron4age road vail, Colorado 81657 (303) 479-2116 MEMORANDUM TO: Ron Phillips ~-- FROM: Steve Barwick ~~-~~- DATE: May 11, 1989 RE: 1989 Resident Survey Results In order to facilitate understanding of the results of the 1989 Town of Vail Resident Survey, the results are presented in three ways: 1) a summary narrative 2) rank ordering of responses to each question 3) listing of all citizen comments SUMMARY NARRATIVE TTEIGHBORHOOD PROBLEMS The primary neighborhood problems areas named were: o Street disrepair (potholes, cracks, etc.) o Speeding or reckless automobiles - Frontage Roads o Speeding or reckless automobiles - Neighborhood Roads o Unsafe walking routes o Dogs (running at large, barking, etc.) These results are identical to the primary problems identified in last year°s survey. SERVICE QUALITY The overall rating of Town of Vail services was 3.63, indicating a relatively high level of resident satisfaction with Town services. Town services which were rated highest include: o Snow removal and sanding of streets o Bus system - ;shuttle route o Fire suppression /emergency medical o Bus system - Sandstone route o Park maintenance/cleanliness SERVICE; LEVEL Most Town service levels were rated at or near the "adequate" level. Among those services receiving ratings tending toward the "too little" level were: o Street repair o Street lighting o Animal control o Traffic law enforcement - Neighborhood roads o Bus system - Bighorn route o Street sweeping CAPITAL PROJECTS In their rating of the importance of various capital projects, Vail residents continued to express their desire for "quality of life" projects. Five of the six projects receiving a high approval rating are primarily designed to make Vail more livable. Those projects receiving si:rong approval ratings are: o Construction of additional recreational paths o Tree planting and landscaping along I-70 and public areas o Purchase of additional open space - in Vail o Addition to tYie Village Parking Structure o Completion of Donovan Park o Enhancement of the connection between the Village Core and Lionshead GENERAL QUESTIONS The concept of a property tax increase to fund a television translator system received a rating between "neutral" and "unimportant". ,~ °~j' The concept of the Town of Vail providing bus service to Eagle- Vaii received an average "neutral" response. 6 The following is an analysis of the results of the 1989 Vail Resident Survey. At first Bank of Vail especially. We must do all we can to prevent an I-70 expansion. Let's be a leader and innovator in mass transit (i.e., light rail). There aren't enough stones on E. Vail roads. During the recent 4 ft. snowfall, I watched numerous cars go off the road by the bend before the Racquet Club - our roads don't get enough sun, they need stones! On-street parking is a problem in the winter. Solution? Meetings of a church group congest roads one or two times per month. On residential streets. Congested parking and trash/litter are a major problem in the area of '°Ski Club Vail" across from Manor Vail on Vail Valley Drive. Caused by failure of TOV to monitor. TOV does not enforce parking. No adequate signage (as per Judge Allen) spasmodic enforcement or selective ticketing. An extreme problem due to rental properties who stack tenants in with no regard for parking restrictions or regard to caring property owners. 1-2 Trash and litter Trash - old washing machine sitting by neighborhood road. At Sundial Townhomes. Trash all over streets, creek side, trash sheds. Around bus stops. Congested parking and trash/litter are a major problem in the area of "Ski Club Vail" across from Manor Vail on Vail Valley Drive. Once a week is not adequate especially if we do environmental sorting of cans, papers, etc. ~ 1-3 Dog (Running at large, barking, etc.) People let their dogs run free after dark when they know TOV animal control is off-duty. Dogs are a big problem - I'm surprised more aren't hit. Cats are a big problem that people don't address. Dogs running loose, into trash. Barking dogs. I really wish Vail would attempt to enforce leash laws. Dogs at large are my biggest grievance. My neighborhood is full of dogs - I live on Alpine Drive off Gore Creek Drive. Dogs are constantly on the loose and barking at all hours of the night. Even on common (condo) property, dog owners are obnoxious in letting their dogs run and mess up the yards and don't clean up after them. Dogs are a major problem in Intermountain, thus the trash problem. Need stricter regulations against dogs running loose. Dogs at large annoy me, but every time I call animal control, they are there. I appreciate that! °°Pooper-scooper1° laws are needed. 1-4 Street disrepair (potholes, cracks, etc.) Construction road cuts and potholes. Bus route in very poor condition. Potholes on highways/other roads are a problem. A section of Buffehr Creek needs Permanent Repair. Buffehr Creek Road was recently repaved but many other streets are in terrible disrepair. My street has been dirt in front of my house for four years. It was very appropriate not to assess property owners for street repairs. The TOV needs to set up an escrow account for future repairs. s 1-5 Lack of recreational facilities Community pool/recreation center is a very needed project. The bike path to East Vail needs to be completed. We have skiing but other normal recreation is below average. If you remove the softball field from Vail, I think you're crazy. TOV gave this away to VMRD - bad move. Dissolve VMRD and reinstate all recreation with the TOV. Public tennis courts (like Avon). We don't need an aquatic center. You're catering to one individual family's request - the Garton's. I think the Town should pursue a neighborhood park in Intermountain. Need for public golf courses - or price in range for locals to be able to afford. Get the joggers off the frontage roads. 1-6 Unsafe walking routes Either we need better transportation service, or some sort of pedestrian crossing form Valli Hi to the Post Office and Cascade Village. People will cross, it will only get worse with the post office. If this can save one life, isn't it worth it? My children cannot ride their bicycles to school (VMS) except on the Frontage Road. We need a paved shoulder on Red Sandstone Road for walking and riding bikes. Red Sandstone Road needs a walkway and/or bike path. The bike path runs through my neighborhood, but lack of sidewalks in general is dangerous and frustrating. Sidewalks on Frontage Road, pedestrian overpass in Matterhorn. Think about another 4-way for I-70, i.e., tunnel or bridge to access post office and Safeway. Dangerous walking paths on Red Sandstone Road from Frontage Road to Potato Patch subdivision. If we don't separate 'the foot and bike people from the auto traffic, there is going to be major problems or deaths!! There is no way to walk from Sandstone to core area via 4-way. Pedestrian walk over is not adequate as people want to walk, jog and ride all the way down North Frontage Road into town and back. South Frontage Road is deadly! It is quite obvious the TOV needs more I-70 crosswalks at new post office, Westin, and Matterhorn for sure! 1-7 Speeding or reckless automobiles--Frontage Roads There should be more speed signs at least towards East Vail. Speed checks needed on Frontage Roads. Too many people don't go by the speed limit that is posted in the town and neighborhood roads. Walking at night is not safe, even in the neighborhoods. It's scary walking from Matterhorn to Safeway. I drive on the South Frontage Road at speed limit and am passed by out of state vehicles going over speed limit. It seems that the police are never out. I would like to see a definite crack down on speeding. With as many police as we pay for, why can't they control these basic problems? The tourists more than locals constantly high speed the frontage road instead of using I-70 and tourists cannot figure out stops signs. None of them ever stop in the right place or at all. Locals always pull a California roll stop. "If you're in a hurry you are living in the wrong town. This is Vail, not N.Y.C." You need a turn lane from 4-way to Safeway exit on the S. Frontage Road. 1-8 Speeding or reckless automobiles--Neighborhood Roads We need to get people (especially visitors) to slow down. They don't know the roads as well as locals and don't understand the hazards of winter driving. Most people don't want to share the road with pedestrians or bicycles. We need speed bumps. Speed limit is 15 m.p.h. in entire neighborhood and few people drive less than about 30 m.p.h. - many dogs and children run loose in area. How about a lower speed limit on Frontage Road in East Vail? Cars coming down Red Sandstone Road speed constantly. You can't even see the 15 MPH sign posted by Aspen Tree and I've newer seen it enforced. We recommend a speed dip by Aspen Tree. Cars/trucks exceeding speed limit on Red Sandstone Road. Kinnickinnick in front of Meadow Creek is too narrow. Children play at Kinnickinnick and Larkspur - blind hill and curve. Too many speeding vehicles on Sandstone Road. Never enforced despite numerous requests by area residents. 1-9 Crime against persons or property Need better lighting. Heaviest during springtime, i.e., burglaries. Cooperation, neighborhood block watches. We had a problem with the police responding, but they never followed up. We called twice. With as many police as we pay for, why can't they control these basic problems? 1-10 Neighborhood noise Forest Road west of Gondola is the main access for snowcats, etc. I am consistently awakened by them at night, dodging them during the day, and observing their destruction of our newly paved road. I--70 behind our house is the biggest noise problem (other than the dogs). That is difficult to live with! Dogs barking that have been left on tethers or on decks and porches. Noise from I-70 impossible to escape - major irritant. Renters are especially noisy and uncooperative and just plain inconsiderate and there doesn't seem to be any recourse. The use of West Forest Road as the construction access to the village in the summer and for the snow cats and snowmobiles in the winter has gotten out of hand. We are not just talking a "few vehicles" as there were in the early '70's. It is now like the German Danzer troop movement up and down the mountain eight times/24 hours period. With the new VA plans for a structure in LH. The staging of those vehicles and their maintenance should be moved to an underground facility in their building. Residents who are paying the "premium" property taxes should not be impacted by this illegal use of neighborhood streets. OTHER COMMENTSe Bike path on to Frontage Road. Bike racks on buses going to East Vail. Bald Mountain Road is in extreme disrepair!!! Katsos Ranch Road residents should not be responsible for the cost of the trench behind the houses when the TOV should not have zoned that area for homes when lives could be in danger. Criticisms by/of TOV Councilmen must be constructive. Need a unified plan on Vail's future (mountain expansion, transportation, basically a plan on how to control skier/person volume. The dog doo situation in Lionshead is still bad. Very much in need of bicycle path and enforce law. Installation of noise barrier would greatly alleviate problem of traffic noise from I-70. We are working with Holy Cross Elect. to eliminate above- ground power lines and install underground service in East Vail. Current service is unsightly and very unreliable. Could TOV help in this huge task? Bus route: Need more frequent service for locals. Rec. District: TOV should help support long standing important organizations such as Ski Club Vail, Vail Jr. Hockey; as the town used to do. Use of 1/2 duplex on Snowshoe Lane by church group creates traffic and parking problems. Far too many Public Works signs, No Parking, etc. They are very unsightly! I counted 68 signs on Frontage Road - from I-70 exit to end of Main Gore Drive. What happened to the proposed park behind the Texaco station? No one should be allowed to put trash out sooner than night before and always in a sturdy trash can. Long time resident owners and renters have made efforts to improve appearances in Matterhorn. We must do something to motivate absentee owners - especially those who rent to seasonal residents to keep grass cut; trash under control; abandoned vehicles, furniture, etc. hauled away. OTHER COMMENTS: (CONTINUED) Trash, construction material, etc. At the end of a street and snow is pushed in front of our drive. Ptarmigan bus stop not maintained by town. Softball fields with :lights please! All of the above are a direct result of overcrowding in town. We are compromising what we all came here for. Police ruin resort feel to Vail because they (some) are too determined to "bust" and harass people. (A police officer) - where does he get off? Anything to improve aesthetics of Vail is important, especially to improve looks along I-70. Curve in Red Sandstone at first entrance to 770 Potato Patch, too narrow, banked poorly, blind. Witnessed three fender- benders this winter. No sign on downhill side warning to go very slow and keep far right. Snow dumping in open space killed all the wildflowers. Dumpsters in road right-of-way (enforce adopted ordinances) dumpsters should be covered and approved place for same. Dumping at Steven's Park -- When will this park be built? Why does the Town use the area as a dumping ground? It looks horrible and should not be allowed to continue. If it can't be utilized as a park yet, then just leave it alone. No dumping - even snow! West Meadow Drive should be pedestrian. n2 HOW 6dOULD YOU RATE THE QUALITY AYdD LEVEL OF THE FOLLOWING TOWN OF L~ VAIL SER~IICES? (PLEASE ANSWER BOTH QUALITY AND LE~TEL SECTIONS.) 2-1 Snow removal and sanding.of streets East Vail seems to be the last priority for snow removal, sanding. Sanding Lionsridge Loop at N. Frontage corner should be improved after snowstorms and ice conditions. I and my only friends in Sandstone have had near misses and I witnessed an accident of a vehicle sliding into the N. Frontage Road on ice. Too much snow pushed into streets by private companies for town to remove. Too bad that the snow plow knocked over two aspen trees on my property by pushing so much snow off the road, and luckily I stopped him before more damage was done! 2-2 Street repair Sandstone area needs serious repair. Constant construction means streets always patched. 2-4 Street lighting But I like it dark! Lights burned out around structure need to be repaired inunediately. Out for 4 days once. Dangerous if you get off of work late! Too many lights destroy our "country" atmosphere! Poor to no lighting on all neighborhood streets. Unsafe for walking. If the Town Budget does not allow bus service at night during the summer, lights should be installed from overpass to Sandstone and West Vail. 2-5 Cleanliness of commercial core areas Crossroads area always a mess (litter, etc.) 2-6 Park maintenance/cleanliness Do not allow cars to park on the landing mats at the softball field. Remove by March 1 by latest. It is very expensive to repair the grass and takes too long for the grass to recover in our short growing season. Develop bike paths and Donovan Park. We would like to see a park built in the Intermountain area. Sandstone Park has been beautifully redone, but there are some dead trees which need to be replaced and the grass needs more attention than it received last summer. 2-7 Neighborhood police patrols I've never seen a Vail Police Officer on my street. I feel the police should be more visible at 5:00 when people get off work and speed home. 2-8 Business area police patrols Since core areas are restricted traffic areas, officers visible on duty on foot would be far more effective in controlling alcohol on streets and loud boisterous activity which openly occurs at times.. 2-9 Traffic law enforcement--Frontage Roads Too many speeders. Most police officers are not very friendly. Start enforcing pedestrian and bicycle laws at 4-ways!!! Especially at West Vail interchange area. Please enforce the no passing zone on S. Frontage Road between softball field and golf course. More law enforcement is needed. Too many people ignore stop ' signs, speed limits, and do not enter zones. Also, the pedestrian zone in the village is a joke. The speed limit there should be a strict 5 m.p.h. Why are so many trucks allowed in the village when there's so much pedestrian traffic? Why? Why? Why? Much needed patrols at Valli Hi to prevent residents from crossing I-70. 2-10 Traffic Law enforcement--Neighborhood Roads Traffic moves too fast at the corner of Bighorm and Main Gore. More patrolling is necessary. A lot of police officers use their badge for power. Even though there ar ordinances on the books matters the police will not ticket for them. example is the illegal piling of plowed snow private property, or much worse, the pushing Creek as does the Upper Eagle Valley Sanitat carbon dioxide kills the breeding ground for for specific One specific on other person's of it into Gore ion plant. The the fish!! 2-11 Traffic law enforcement--4-way Would like to see more citations given out for violators of the stop sign rules. The car that arrives at the stop sign first goes first. Too often I se a second car follow a first car in the lane that just went. We don't need three people directing traffic at the 4-way. Many times they disrupt the flow. People know how to go through a 4-way stop, even tourists. We need controllers at certain times, Holidays, etc. but not in the middle of February. Install traffic lights. Have come through 4-way stop several times and seen mass confusion; while people hired to direct traffic were sitting in TOV trucks. Couldn't you use a few more bodies at the 4-way stop during peak traffic hours.? 4-way stop traffic direction definitely could use some work. Traffic would back up ridiculously (exa past the Lionshead structure) and there would be one soul out there directing with four more just standing by the Amoco station chatting. I am one of the residents pro-stoplight in Vail. Too many times this winter there would be no one directing traffic at the 4-way between hours of 9:30 a.m. to 10:00 a.m., but upon coming to the front of the line, after waiting, I would see 2-3 sometimes 4 C5O's standing at the stop sign at the Exxon station talking and this does not look good for our guest who has been trying to get into town. Do they (LSO's) realize they are in the public eye?! S & N Frontage 4-way - rarely do cars come to a complete stop. West Vail 4-way people do not stop and continue through; almost impossible to get onto Frontage Roads from I-70 at busy evening periods. The traffic control at the 4-way stop this year was atrocious the people hired were complete idiots and only contributed to the problem. However, I feel that was the whole idea - put together by those on the town council who still want a traffic light put in. Put 4-way controllers on moveable pedestal to increase visibility. 2-13 Police investigations Incident: Took taxi home because had been out drinking, taxi driver was more drunk than we were. Reported it to dept. and dispatcher said maybe she would report it. Also called sheriff's dept. Serious lack of professionalism - seen it a lot among officers. Appears the system is "swamped" during the season - overwhelmed - need more help. 2-14 Municipal Court Long wait in courtroom. Try to accommodate local kids (first timers) so they don't miss school. Many times the judge does not have full knowledge of the entire situation which results in running back and for the between the court and Larry Eskwith, the Town Attorney. 2-15 Fire prevention education Try to encourage less use of fireplaces. Have newspaper/radio ads so our tourists realize how much a fire pollutes. Children's programs in the schools and fire prevention week are excellent! 2-16 Fire suppression/emergency medical East Vail has a fire house. West Vail needs one. Fast response is important!!! 2-17 Animal Control There are for too many dogs at large in Vail area. We need stepped-up patrols and stiffer fines. Pet owners leave dogs run loose before and after work. Animal Control should patrol early morning and late evening. Again, the dog problem in my neighborhood. Dogs constantly fighting, barking, etc. Animal Control is a joke, especially dangerous is dogs running freely on bike paths. But she doesn't have the ability to go onto personal property. I know the Animal Control Officer does the best she can in Intermountain, and that there is so much private property that she can't go on to pick up dogs, but the situation down there is very out of control! I think the laws need to be changed sown there, and heavily enforced. The present personnel does a good job but more needs to be done. I have been chased/attacked by dogs on bike path several times. More enforcement in that area is needed. Too bad Betsy left. 2-18 Building plan review The glass house on Forest Road is bad. Allowable building heights and size and density are out of control! Need more parking, not buildings i.e., 1988 expansion of Village Inn. 2-19 Building inspections Generally building frustrations in the square footage that residences, I think inspection controls construction. inspections are good. With the current community, however, regarding illegal is happening with new and remodeled the Town staff needs to have better as it relates to this illegal 2-20 Bus system - shuttle route Some bus drivers need to take a guest relations course. Too congested. Schedules during off-season/summer season make commuting very difficult for those without a car or bike. We need more service on the shuttle route. The Town has been known to change bus routes (i.e., extend route to Westin before it goes to the Marriott) with no notice to the public. 2-21 Bus system - Sandstone route While the bus system overall is excellent. One major complaint is failure to stick to published times - especially Sandstone. Change the published times and have drivers be consistent. Drivers do not adhere to published schedule. Additional buses are needed during the busy/peak days when skiers are leaving the mountain. Extend summer hours. Some bus drivers in this town need to take the '1smile1° class several times a year to keep their attitude up. Having spent my first two years in East Vail, I feel the summer bus schedule is inadequate, perhaps I'll feel the same regarding summer service in West Vail and Sandstone. I don't believe only having early morning and late afternoon service serves Town residents fairly. Also, the West Vail routes - north and south - should cross to serve both sides. Keep improving public transportation. Summer service is not available early and late enough for getting to and from work. It also should not be scheduled to arrive and leave the transportation center on the hour as that is when work hours start and end, requiring arriving and leaving an hour earlier to have time to walk from the transportation center to place of work. You are forced to arrive at work 50 minutes early and wait for the bus home for 50 minutes. 2-22 Bus system - Bighorn route Why doesn't East Vail and the Golf Course have their own buses? The ride from. E. Vail through Golf Course is not a pleasant experience. I've also been passed up numerous times this year because the bus was full, and I get on at T:imberfalls! I've had to stand smashed in with a lot of people - again, not a pleasant experience nine out of ten times. The Racquet Club alone can fill the E. Vail bus. I'd like to know why a Sandstone bus runs every 20 minutes even on off times, and the E. Vail runs once an hour - through the golf course - making the ride to E. Vail over 30 minutes long. More express routes to East Vail in evening. Going through golf course takes forever. I live at the end of the route and it takes almost 40 minutes. East Vail - good during season, bad rest of time. Too crowded in East Vail. O.K. in winter except not enough service after 7:00 p.m. Not so good in summer - later evening buses would be nice. We need later hours for night bus in East Vail. At least a 1:00 a.m. run. 12 midnight isn't accommodating to workers. There were a few days this winter when locals couldn't get to work on time because the East Vail bus was too crowded - mostly weekends. How about more in the summer, and bike racks. East Vail bus route needs to be more frequent. East Vail bus should be split from golf course and should run every 30 minutes from 6:00 a.m. until 12 midnight YEAR ROUND. This is especially important in the summer months as our children need to use the bus system as their parents must work and cannot afford to take time off work to chauffeur their children. Schedules during off-season/summer season make commuting very difficult for those without a car or bike. Racquet Club should provide its own shuttle. Extend summer hours. Increasing hours of outlying bus services would allow more locals to ride buses with the knowledge that they can get home after midnight. Maybe we could encourage more locals to ride the bus and not have to build more in the village (i.e., adding on to existing structures!) Keep improving public transportation. 2-23 Bus system - West Vail route How about a bus stop in front of Safeway. West Vail bus should stop west-bound at Ptarmigan, east-bound at Matterhorn. Need a stop at Safeway and Post Office in future. Would love to see increased bus service year round especially in morning and evening for commuters to town. This would help to decrease commuter traffic and air pollution, maybe the parking structure should charge year round so that people will be encouraged to ride the bus. On West Vail routes, I recommend a revamping of the system so that at least part of the day there is a bus that does a loop on North and South Frontage Roads. This would allow better access to Safeway and Valli Hi residents. Extend summer hours. A stop on the West Vail South bus at the Glen Lyon/Nail Professional going eastbound would enable me and many others to take the town bus rather than driving to work. This would be a very popular improvement on this route. West Vail north and south should be combined to create a loop. This would cut down on people crossing I-70. Summer services need to be improved. Some of us work here year round! What about us? Use mini buses to save on cost. I have to be at work in the Village at 7:30 a.m. I have to leave my house at 6040 a.m. to take the bus. I live 2.4 miles from my office. It would be faster to walk - except it is dark and too cold in the winter. So, I drive and take a place in the structure. Can't get from north to south Frontage Roads in West Vail. Buses don't run often enough. Takes too much times as route currently dictates. Keep improving public transportation. Need bus stops at Vail Das Schone, better connections between North and South Frontage Roads. Would like more summer runs, although I doubt there are enough riders at present. 2-23 Bus system - West Vail route (continued) Why can't the Frontage Road North and South buses do a criss- cross loop? This was suggested two years ago. Maybe this would keep people off of I-70. West Vail North - Bus should stop closer to Safeway for both visitors and locals. Too. far to walk up the hill with groceries - try it sometime at night while it's snowing! Would like to see W. Vail North bus route continue during the day during summer. Maybe once an hour. 2-24 Library hours Should be open early on Sundays. Evening hours. Extended weekend hours, i.e., Sundays. The library staff appears unmotivated and indifferent. This is particularly frustrating in a "service-oriented" town. If we ran our businesses this way, we would be out of business. Same problem with the post office but we know that is a nation-wide problem. I use commercial shippers and don't frequent the library because of the staff. Open later in the day to stay open holidays and evenings. 2-25 Quality of books available Need better section of both - library staff (for the most part) is pleasant and knowledgeable (confusingly worded question). Seriously lacking in up-to-date, current books in environmental and health areas. F<~r too little quantity - needs more selection, i.e., research material. Good selection of fiction; not-so-good reference/magazines. You spent a lot of money on the library building and are now ignoring their collections. Is it all just for show. Recently, I was greatly, distressed to find my favorite magazine, "Art Forum" removed from the library. I would specifically visit the library to read this magazine which has an expensive subscription rate. What distresses me is there was no attempt to survey readership. Isn't this why library's carry publications which might be out of the price range of an individual's budget but still worthwhile for its content and intellectual stimulation. Maybe some of the fashion magazines which have questionable merit and value should be eliminated first!! Library seems to be specializing in romances. Like to see more books on western history. 2-26 Quality of video and audio cassettes available Need better section of both - library staff (for the most part) is pleasant and knowledgeable (confusingly worded question)e 2-27 Planning and Environmental Commission I don't feel that enough care is being taken to preserve the European Alpine Village atmosphere in the newer architecture not only in town, but throughout the valley. We need to look more closely at the environmental impact of more people in town, i.e., garbage in the streets, creek and on the mountain; air and noise pollution from cars; etc. We need to make guests more aware that this is a pristine environment by making it one ourselves. P.E.C. should not consider themselves quite so omnipotent and be more responsible to individual's needs as opposed to their apparent service to over-zealous enforcement of regulations and service (apparent) to major architects and developers. Too many new houses being built - give the poor valley a break. The commission needs to protect Green Space - growth for its own sake is the ideology of the cancer cell. Need to concentrate on long term environmental effects. What planning? We need a park or 2 in Intermountain area. We need a recycling center. There is no recycling program. All fireplaces should be converted to gas. 2-28 Design Review Board I don't feel that enough care is being taken to preserve the European Alpine Village atmosphere in the newer architecture not only in town, but throughout the valley. Very poor - Buildings no longer in keeping with mountain country!! Too large. Neighbors have no input. The monstrous log °'cabin" at Streamside and Nugget Lane is too large for the property. It does not fit with the other buildings. O.K. except for that glass greenhouse on Vail Mountain. This group time after time oversteps the boundary of their job, thus causing excessive money to be spent as a result of their meddling where they should not. The DRB should be hog tied and flogged. Not thorough enough. Inconsistent, i.e., glass house on Forest Road. There are some awful looking homes and awful colors. You wonder how they go past! Also, the Cascade Club Building is an eye sore and blocks a nice view of the nicely done Westin. After seeing that glass house I shouldn't have any problem getting approval for any remodel I care to do because DRB looks like it will approve anything. That house sticks out like a sore thumb. The biggest bunch of cackling old hens! They make it too hard to improve properties, and they are all on the take. Certain people seem to get their way smoothly while others get stuff for no reason for the same request. Nepotism! 2-29 Town Council Depends on who's serving. Lack of vision and long term planning. Town Council is too self-destructive. Cacioppo has no vision; a bean-counter only. "Level" Council is too much here, too little there, not effective and strong enough to perform timely and broadly (community-resort). The decision to give all Rec. to VMRD was the worst decision. Creating two duplicate governments to serve the same taxpayer is a poor decision. Indecisive joke. Try reality and cohesiveness, not endless expensive studies on airports, convention centers, and swimming pools. They make Denver look sane! Need stronger community leadership image and actions. I am very dissatisfiE~d with the blatant abuse of existing building codes. The Council ignores them. The Tannenbaum residences on Rockledge Road is a prime example. The zoning variances have destroyed any integrity of the zoning codes. The "Gateway" project is another example of code abuse. We just spent $8,000 to study air pollution. We have identified it as a major health problem. The Town staff turns around and awards zone variances to build more density on the site, e:Efectively creating more pollution of air and visual. Pretty soon, people will be asking us; "Where's the mountain?"! Not decisive - too wishy-washy. Mike Cacioppo is a disruptive force and does not offer viable solutions. "Dr No". Town of Vail/Council lack leadership and vision to move the town forward in progressive creative direction. Lack of communication with Vail Associates regarding capital improvements programs, marketing programs. Efforts should be made to encourage involvement of local business leaders. The petty squabbling among the Town Council members and Mike Cacioppo is a real turn-off and discourages local participation in local government due to the Mickey Mouse routine at Council meetings. For what it's worth - At times the council as individuals and a whole becomes very self-serving. They pretty much do as they please with little or no regard for feedback from the community. The hide behind their power structures. Too often the "community leaders" forget the chicken/egg. That is - which came first, Vail and the Council or Vail Mountain. Does the mountain support the town or vice versa. Put things in perspective. 2-29 Town Council (continued) I have a problem with the town council. Where are school programs, special education programs, sport programs. No wonder nobody can make a living and raise a family. You must be a millionaire. You need to make a working class possible to service the tourist. Disagree with many town decisions i.e., business license is unfair and singles out certain individuals. Law should be abolished or re-written to include all businesses, not only visible businesses. I'm also appalled at the approval of new home construction - redirecting streams, developers blatantly breaking rules and getting away with it i.e., building homes that are too large for the lot, taking space from public access areas, houses that are too high, etc. Tell Mike Cacioppo to stop acting like a spoiled brat! Dr. Tom Steinberg is great! 2-30 Overall rating of Town of Vail services Services aimed at tourists rather than locals. The street crews (snow plowers) do a great job all winter! Pam Brandmeyer and Desiree Settles are excellent and deserve gold stars (or a raise - they'll probably get a gold star easier though). Kecreational staff needs to coordinate information and hire support staff eager to help citizens. 2-31 Overall rating of Town of Vail staff Town should bid out more services. A little more personable. Most of the TOV staff is excellent. The poor rating is for the male traffic controller who used profanity extensively when he was at the 4-way stop. Overpaid and probably inefficient. Town Manager should pay his own way or have much small salary. I work part time for the Town and I have to plead to get my checks, they won't mail them. I think it's very insensitive and inconsiderate. There seems to be an over-abundance of maintenance personnel and poor monitoring of their efficiency. Department Heads should be required to live in the town of Vail. As it is now, they make demands for the dollars in the budget like a Christmas list - but never feel the effects/or pay the bill so they don't care what it costs. OTHER COMMENTS: Street sweepers do a terrible job. Signage and newspaper box placement is poor decision in these areas, and also trash cans. Water flow off the Wall Street building is a safety hazard. Why doesn't the bus stop at Safeway, also another hazard. Police act like local militia at times - should have friendlier, less adveserial attitudes. TOV Police Officers are frequently on the verge of being unethical in their handling of various situations. This lack of ethics on their behalf should be resolved soon before their bad reputation is carried too far! Summer bus schedule needs improvement (more service) for outlying areas. Vail needs to be mucYi more concerned with controlling the quality of life here. More needs to be done to address air quality, noise pollution from I-70, environmental impact of skier population, mandatory recycling for restaurants and hotels. Town Clerk--very pleasant; efficient. Town Manager seems to do a very good job, minus the Mormon constraints. Bus System - keep it free! Great service, P.R. and community support. The two sections, especially "level" are not very clear - there aren't categories I would like to "adequately" express "level". How about Community Development, i.e., planning staff? Over- staffed and no one in the department has a clue as to what it's like to work out in the private sector. I think the town should refrain from hiring planners with no private enterprise experience. Traffic control and courtesy officers consistently show lack of judgement, courtesy and are an embarrassment to the town. Town staff needs to be more perseverant in regards to zoning reviews and violations. The Frontage Road buses should go down one side and up the other in a circle. General attitude of TOV clerical and lower level employees is poor. OTHER COMMENTS e (CONTINUED) Since you (we) are buying six new buses, I hope they will cause as little pollution as is currently possible. I've heard and seen Vail P.D. in action and they are for the most park very rude in dealing with the public. They leave a bad taste in many people's mouths. (Officer House is an exception, very nice.) A place is needed for children to play in the Intermountain area. Concerning our police officers, it would be nice if they were more human and less like robots. There are too many unfriendly ones. If I were a guest, I would hesitate to approach most of the officers for help or information. As a local, I worry about the turnover and the fact that new people don't know our community and who people are. Where I grew up, the police were 1°peace officers11. They knew the children. When they were in the neighborhood, they said hello and asked how things were going. Here, they worry about ticket quotas. You could be much more aware if you allowed for communication. Fix the roads! My car was spray-painted twice in three weeks last September, 1988. This a problem throughout the Valley with painters having total disregard for cars and homes adjacent to their job sites. Exterior spraying should be controlled or stopped!! I am concerned that we spend too much money. $18,000 budget for a town of 6,000 and we have all these overages? There is no °°environmental" in Planning and Environmental Commission. They have done zilch environmentally. Why doesn't the Town seriously search for another place for dumping snow? The present one - east of Ford Park - adjacent to what the Town promotes as one of its greatest assets, is an abomination. The ruination of the wildflower slope is irrevocable (for at least a generation). But there's still time to save the Gore Creek. It takes too long to get an officer when you need one. Bring them up to the number they need. Adequate performance considering how little they get paid. The severe parking problem showed itself during the Championships, and continue to every ski season. OTHER COMMENTS: (CONTINUED) I would like to have the pedestrian walkway lit. It is scary .for a female to walk over alone at night. Too much gravel left at the corner of Buffehr Creek and r'rontage Road and at the road between the two gas stations going up to Chamonix Lane. 1" think the potential for a very serious accident on the North Frontage Road bike path is very high. Who has the right-of- way - cars or bikes? Someday, a responsible motorist is going to pull up to the frontage road, planning to make a right turn. he will naturally look left first, not seeing a speeding biker coming from the right. Bikes should stay on the roads if they're going to act like high speed, non- stopping vehicles. There is no reason to provide a free house with additions for the Town Manager and a car and the salary that he is paid. Tree planting along I-70 would hide the scar of the freeway. Too much spent on annuals planted around town. Try some alpine garden variety stuff around our al ine town. I-70 no. Other public areas, o.k. You need major landscaping on west side of Lionshead parking structure. It is an eye sore; all weeds and papers. 3-2 Multi-use pool facility in Ford Park A town of this caliber needs a pool complex. Cut gimmicks and build less expensive pool. I really don't think there's a need for a pool facility in Ford Park. This town has plenty of pools for guests and residents to use. I feel that Tim Garton wants a facility for his personal use and training, a pool is not going to attract visitors to Vail. Pool is needed similar to the swim-bads you can find them out in Germany/Austria/Switzerland. Swimarbads encourages very cold pools, hot ones, bubbly ones, some with fake waves, saunas, steam, exercise, etc. Really superb family places. why ,not here? The town really needs a pool. Why can't we start out small and expand, instead of having to spend seven million dollars? Ridiculous waste of money in a town of 72 existing pools plus abandoned public nuisance in Intermountain by the (can't read it) of the VMRD. You are approximately one year behind or longer this expansion. Sales revenues had to be lost because of the horrible parking situation in the Village.. As a "local" I didn't go near town on most weekends. I know shops lost $500-$1000 of sales revenue from me alone. Why not a plain outdoor summertime pool? If the Gartons want a fancy aquatic center, let 'em fix up the one they had in Intermountain. Note: We need a pool, but not in Ford Park. How about down at Matterhorn where the space was cleared for parking. I don't feel a public pool is needed! A pool is fine. An aquatic training center is not what people want. This is not a cost effective project. We have one pool facility that has been condemned. Wasn't this also a project of the VMRD's chairman? Shouldn't he clean that up?! We have many pools in town now. Guests will not pay $7.00 to swim at a public swimming pool.. lets consider incorporating Eagle- Vail. That gives us a. swimming pool, more tennis courts and a golf course as well as more commercial property and property sales tax base. No aquatic "complex" - just a community pool. 3-2 Multi-use pool facility in Ford Park (continued) This is an important project, but I am not so sure that it should have to be a money making venture. Something for the long term locals with families to use as a recreational experience without belonging to an expensive health club. e 3-3 Construction of additional recreation paths We need a bike path from East Vail Market to camp ground. Riding the road is dangerous. 7~dditional bike and foot paths through Gore Valley - encourage those in Eagle Valley. More bike paths should be developed. Also, better signs and maps for bike path. Bike lane through Dowd Junction. ,, 3-4 Addition to the Village Parking Structure More parking is not the solution! The addition to the Village Parking Structure needs to be done with keeping a balance in mind as to how the additional people/ cars in our Village affect the rest of our infrastructure. Alternative parking measures need to be found. Addition to parking structure would be only a short term answer. In any case, we do not need more vehicles in core area. Investigate park and rides from areas further east and west of Vail. Additional parking is only needed for day skiers and we don't need more day skiers; also, VA has a vested interest in this issue and should pay a substantial amount towards any additions to the parking structure. Again, we need to explore the existing avenues that we have available to us before we add on to the structure. How about bus service to Eagle-Vail/Avon that stops regularly at some type of free parking lot. Find a better solution. We don't need more cars. Why does parking need to be in the village. Outlying lots with bus service to the Vail Village. Parking structure at West Day lot. You needs locals only parking to service Lionshead and Town core areas. 3-6 Completion of Donovan Park (play field, playground, picnic areas sand volleyball courts, basketball court, skating pond, etc.) 3-7 Purchase of additional open space - in Vail ~e don't need to develop every square foot of the valleys. Let's leave some land aside for its inherent natural qualities f'or locals and guests to enjoy. Most good parcels are gone or are too expensive. Why use valuable Vail parkland for cemetery? Putting a cemetery in Vail is the dumbest waste of money imaginable. We have so little space as it is. Use what open space we have for parks and recreation. Fiow about a living memorial garden instead! Vail must become a place for people to live before they can die here. 3-10 Public sculpture program I am very skeptical about "Public Sculpture Programs". I am very disappointed with the town's involvement with this issue in the past. I thing it is basically a private sector function and should not be an item for the Town Council to decide. I am unhappy with what was done with the Children's Fountain for example. We need a better planning council for the locations of these - it seems to be either feast or famine. 3-11 Enhancement of the connection between the Village Core and Lionshead along Meadow Drive through a nature walk, alpine garden, sculpture plaza, etc. Traffic should be limited on West Meadow Drive. Restrict traffic flow - pedestrian walkway, sculptures, etc. ~Iopefully this idea will become reality and make the Village and Lionshead more cohesive. I: know this is asking a lot, but I wish there was a separate walk-way for bicycle:rs, skateboarders, skates and one for walkers, dogs, etc. I'd love an Alpine Garden nature walk to connect the Village and Lionshead! Sidewalks! (anywhere) Especially the road in front of the hospital all the way to the corner. Would it be possible for a gas station in East Vail? Better support of Eagle County's Western Rodeo background as a tourist attraction. I keep hearing that Highway 6 from I-70 to Minturn exit to Eagle-Vail is going to be widened to better accommodate bicycle traffic. I hope this is true! I think it's an important safety concern. Vail should build the proposed swimming complex in Lionshead under Chair 8 next the park just across the skier bridge. This has tow important benefits; 1) it does not destroy the current softball complex, 2) it provides an economic boost to Lionshead, especially in the summer when activities in Lionshead lags far behind the Village, and 3) placement in Lionshead under Chair 8 just across the skier bridge would provide winter time access and promotion as skiers on Chair 8 and the Gondola would see it. This would make it economically feasible to operate it in the winter. No more sculptures please! OTHER COMMENTS: (CONTINUED) It is very important that government at all levels perform efficiently and at the best possible cost. I'm not convinced that any of the above are doing a very hot job, especially the Federal government, with its endless red tape and bureaucracy. Let's get it done! ~'or preservation, not development!! Leave the softball fields be - a lot more locals get use and enjoyment out of them than out of the tennis courts. Make the tennis players move to Edwards. I:t seems to me that this area is just fine. Move the latrines in Ford Park. Latrines should not be the focal point of landscaping. Sculptures are good only if they are art. Sculptures are not good if they are molded to be the size and look like real people or animals. They should not look like figures in a wax museum. Lights on pedestrian overpass crossing at Valli-Hi. Policing and enforcement of skiers safety law on the mountain in cooperation with VA. Volunteers could be "deputized" to "arrest" out of cont2-ol skiers. Make the mountain safe. It is important to Town of Vail as well as VA. Extremely important t:o create walking paths/bicycle trails throughout Eagle County and continue to update existing system. We need parking location west of Dowd Junction and a shuttle. system to bring these parkers to Vail. Most important to separate pedestrian traffic from vehicle traffic. No pool! And don't move the ball fields down valley. I believe the planting and landscaping along I-70 would not only visually enhance: the highway but make night driving much less confusing for newcomers to the Vail Valley. Presently, if one is not familiar with our highway/frontage road system i~t appears cars are coming right at you at a high rate of speed. OTHER COMMENTSe (CONTINUED) Street entertainment to liven our village since the entertainers can't collect money - let's pay them. The village is just too boring without entertainment. It would be beneficial to shopkeepers and restauranteurs. Financial numbers from other areas that have fun zone swimming centers do not show profits. Softball tournaments that we have had in the past do! Why fix it if it ain't broke? Urban renewal of condo projects, in particular Lionshead. Continuous of Marketing Vail - in particular creation of maps of Upper Eagle Valley were way behind European resorts in this aspect. Have multi-lingual people to call when needed. Donovan Park has been a TOV dumping ground for too long. The further destruction of natural terrain for Championship parking was the last straw. Avery important next step would be a survey of neighborhood permanent residents on amenities. A cemetery should not be forced on this already unsightly area. Having benches to rest and enjoy the beauty of our area, does not take away paying customers of restaurant decks, etc. Our guests and Vail locals need an alternative. I'd like to see the money used on some of these programs poured into more street entertainment, i.e., enhancement of path from LH to Vail is ridiculous via sculptures, etc. The sculptures in 1'sculpture park" look overcrowded and lose their °°autonomy1° by being packed into one area. Put the dollars into live theater and give this money to local entertainers. Quit going to Denver to find people. Utilize local talent. Revise exits and entrances to I-70 to minimize traffic through intersection. Why don't you give a free day of parking in the structure during late winter? Like on April Fool's Day or Easter Sunday, whatever. Would get some nice press for you. In regards to the cemetery, in the early part of the 1980's, I tuned into a committee meeting of the House of Rep. concerning morticians. They were on the carpet in regards to their practices and process to people in a period of stress. It was said also on the program that in the 21st century, there would be no land appropriated for cemeteries. It was our thought that consisting cemetery could be done away with. Vail needs to put Donovan Park land to the enjoyment and well being of the families in Vail and our visitors who pay the bills. OTHER COMMENTS: (CONTINUED) ]Vo parking for locals is the worst problem we have. Police should have more crime prevention policies through the off- season. 4n GEATERAL QUESTIOIITS 4-1 How important is it to you that a property tax of $10.00 per year (per $100,000 market value of residential property) be imposed in order to provide five Denver TV stations to be broadcast over the air? This can only be done if provisions are made to service East Vail before taxation is attempted. We do not need an entity that can impose an unlimited tax levy in Vail. Also, the reality is that cable will be purchased anyway, so why pay an extra cost. Stop cable TV monopoly!! Ever hear of a monopoly? With no maximum mill levy? You've got to be kidding?! Let the people who want the stations pay. Cable is fine with us. Let the people who want the extra station pay and not the tax payer. Heritage Cable needs competition. It is the worst cable TV company that I've ever done business with. It adds, changes, and deletes stations at will, and charges far too much for the little service it provides. The cable company is acting as an unsupervised monopoly. Basic service is too expensive. Get rid of some junk channels and lower the price! Would this eliminate the need for cable for network stations? Don't think tax dollars should be spent on what should be private enterprise. If the stations include Channel 6 (PBS) and CBS, NBC, and ABC then yes! If it doesn't, than no! 4-2 How important is it to you for the Town of Vail to provide bus service to Eagle-Vail I feel if more bus service (covering a greater area) will help elevate some of the congestion in town for parking and driving. Offer better pick up points and longer hours to accommodate the working people. Eagle-Vail belongs to Avon. Avon is responsible; not Vail for supporting the residents in its district/boundary. Have Eagle-Vail provide their own! The County bus system should be upgraded to cover Eagle-Vail and provide more realistic service to other areas down valley. Eagle-Vail not being part of Vail should be addressed to Caunty bus system. County service. Make it mandatory that people who work in Vail use it 2-3 days per week. Eagle-Vail, Minturn, Edwards, Avon - Get Smart! Bus service to Eagle-Vail would be great for many day workers. We don't need it, but a number of people may. (Very unimportant) Other people may need it though. Unimportant to me, but would be a decent benefit to others. This should be in cooperation with Eagle County. But should they not pay for this service? We need to provide affordable transportation for workers as well as our guests. This will aid in decrease in pollution and some parking. Don't think tax dollars should be spent on what should be private enterprise. 4-5 Vail Town government Too many studies at taxpayer cost. Hopefully all the time. Clean up the fire department. A democracy is difficult to run efficiently. Get the town out of debt. I think the Town of Vail needs to look at the bureaucracy it is creating. Do we really need 50 full time employees in the Public Works Department? It seems like quite a few to me. The TOV government seems to be more of a social club than people actually meeting to decide what is best for our community. °°Community meaning those of us who are affected by the decisions made. More care should have been taken when the new phone system was installed. $400,000 was spent for °1communication system upgrade" and a little more communication could have been used. In this, the choice of 1°479" prefix was a big mistake. "976" would have been a more intelligent choice. Many people dial °14761° by mistake and disturb locals at home and at businesses a lot. I work in a business which receives 50 calls a day because of this planning error. Out of $400,000, someone with common sense should have been employed who could have predicted this psychological tendency in phone users. The town should change the prefix once again to one which will cause less inconvenience to its citizens. OTHER COMMENTS: Floating bonds is not the answer. The town must learn to use its revenue to support: town expansion and necessary improvement. I believe most people prefer having all the cable stations. It, would be nice if there was someone competing with Heritage. This is important to me and I don't believe the government at the Federal and State levels are efficient. Toy even imagine having to pay to cross-country ski on the golf course is ridiculous. "Locals" use this facility mainly and we: stay here in the summer,-except for small get-aways. Charge non-residents, but we should be able to enjoy some free luxuries in our "own" town. County Commissioners are not returning services to those areas generating its income. West of Wolcott would die without the ta.x base east of Wolcott. It.'s important that they do, but don't think it happens often enough. Thorough studies by impartial groups must be made before action should be taken. Politics should not be involved. Each year the town becomes more departmentalized, and people more protective of their departments, and requiring more and more links and cross checks in what should be fairly simple procedures. Can't avoid bureaucracy, but ours is becoming a bit stale. GENERAL COMMENTS: Police should be more visible (on foot). A town this size should have many more officers walking. Should get out of cars - the present number of cars seem to be too many. The addition of a community recreation center with pool(s), restaurant, clubhouse, competition tennis center with added courts, training facilities, and "water amusement park" (of some sort) would not only round out the activities Vail has to offer, summer vs. winter, it would also make Vail the location for international athletes, trainers, spectators, etc. for world class events. It would only add to Vail, for the visitor and for the resident. Certainly, it would increase my interest in staying here. Are there plans to continue the bike path through Intermountain and on to Minturn and Avon? This could be important to uniting our communities and giving access to their qualities along with Vail's. Will picnic tables and freestanding barbecues be put in along bike path between the Cascade tennis courts and the Matterhorn turn-off/bridge? What about at the west end of Gore Creek Drive as it intersects the Frontage Road? Let's develop a river-front city park system! Thank you!! Building codes should be enforced or improved upon. Take this survey (entire survey) with a grain of salt and don't use it as a way to get out of the responsibility given to you as a Council Member; to use your own judgement as to what is best for Vail. Taxpayers shouldn't pay for Bravo Colorado. Swimming pool at Ford Park worthless idea--only Donovan idea pushed down people's throat. We need a Convention Center - multi-use arena. Sitting poor at Ford Park Amphitheater - poor access. Expand parking -- get cars off Frontage Road or provide mass transit from Denver with Vail Associates. GENERAL COMP4ENTS: (CONTINUED) My first season in Vail has left me desiring to return and fueling proud of Vail as a winter home. However, observing Vail over the last six months I have felt overall the 10<ittitude" is one of letting things slide a bit and riding on the mystique of being the #1 ski area. Vail wants to allow pf.ople to live out a fantasy as Disney World does. We need to leaarn a few lessons from them on cleanliness of our grounds and face-lifting of our buildings, i.e., Lionshead Gondola Building (I realize this is a VA structure but it is high v:isibility). Also, if Vail is to push for more of a year round purpose, we must address the issue of providing a better place for people to come to stay, and provide a living for themselves. Issues like affordable housing, transportation from that housing, wages which are competitive with the cost of living in Vail. V<~il seems to spend a great deal on "studies". I feel that our Town should evaluate who our guests are and who we want to market. I don't want to see more and bigger p<~rking lost, I don't want 30 minute lift lines, and I don't think that Front Rangers are our answer to a better town. They park for free at Ford Park, bring a brown bag lunch, ski 2 for 1, and leave. The only revenue that creates is dollars for George Gillette, not businesses. I would like to stay a mountain community, not a mountain city. I'm for growth, but air limited and planned rates. We are here for an experience, clean air and beauty. Most important things to me are the beautification of Vail. Things like planting trees along I-70, more bike paths, recreational choices, etc. Dog ownership seems tough here in the valley due to no dogs allowed - Ford Park, not on bike path in winter (I have a sled dog!) not allowed loose on wilderness areas. (I do understand why.) But that's the way it is. Dog problems (barking, un- leashed dogs) are a big problem. I'm a big supporter of dog obedience. I would like to see mandatory obedience class attendance as the standard sentence for problem dogs which is to say problem owners. In a way, it's the same as community service!! Thanks! We in East Vail need a bicycle path, and stop all bicycles u:~ing the Frontage Road. Traffic has increased very much in the last five years. I'm afraid someone is going to get killed if something isn't done about the situation. 6 GENERAL COMMENTS: (CONTINUED) As a resident of East Vail, I am concerned that the atmosphere be improved by more and better landscaping, road improvements, improvement of the East Vail exit and removal of the overhead power lines (underground service has already been installed and is ready for hook-up). East Vail exit is very unsightly and desperately needs improvement. East Vail needs underground electrical service now. Current electrical poles are ugly and power outages are far too frequent. I don't feel that everything should be done for the benefit of the tourists, but that the first concern should be that of the residents that live here year round. They should be made the happiest people because this will better be reflected to all people who do visit our community. We need a bike path that would connect the East Vail path at the East Vail Market up to the camp ground. People always ride the Frontage Road and it's very narrow and dangerous for both cars and bikes. We need more bus service in the summer. Mainly some later in the day, maybe 7>00 p.m. - 8000 p.m.; 10:00 p.m. - Midnight. The state's plowing of I-70 from East Vail to top of Vail Pass is very poor, and Dowd Junction is even worse. In general, I believe the town is run smoothly but I feel it's that way to impress and appease tourists. I would like to see Vail more of a town for itself as we have grown into a very active community from all aspects. Let guests be impressed for how we've grown for ourselves rather than grown for the guests. I believe Vail needs a rec. complex of some kind. Yes, we have skiing in the winter and many athletic clubs, but it would be nice to have something in a lower price range for locals. Please consider horizontal street signs that can be read even during the winter. Tall horizontal signs! A survey is a good idea. Consider doing it on some sort of regular basis. Where do the Lottery Funds go? GENERAL COMMENTS: (CONTINUED) Z'he TOV is such a unique place. We were originally a Swiss- style knock-off. Now we are innovators. Certain characteristics such as our bus system, parking structures, are trend-setting projects and shown not to be taken lightly. Also, our sign code as is, is very tasteful. this includes tasteful neon lighting and other innovative signage. I was very happy with the outstanding professional traffic direction provided at the 4-way stop this year. I think conditions were much better than last year. Reduce the cost of parking for Vail residents via passes or coupons. Install a library book drop which you can drive up to. Use the real estate tax money up now or lower taxes. If we want Vail to continue to grow we need to expand. Build a pool - more recreation - that's what Vail is about. Bus service needs to be improved during off-season to provide transportation of enough frequency that it become a viable alternative to driving and to serve the valley's children who are at home during the summer. The Town should under no circumstances destroy, remove or move the current softball/tennis facilities in Ford Park!! We need the swimming complex and it should be built across the skier bridge from Lionshead between Chair 8 and the current children's play area. I think the pool issue ought to be buried! This is a ski resort and will always be a ski resort. People won't come because we have a pool. The issue of building more parking in Vail: We need to provide additional parking but it should be located away from the Village, i.e., work lease from Forest Service by Spraddle Creek or Sandstone area and bus our guest - that are day skiers. Add parking at East Vail or West Vail exits to keep traffic from town. Growth: I am very disappointed with the Council and DRB allowing setback, density and use zone changes. In Aspen, for example, you can stand on any street corner and see the mountains 360 degrees around you. We have allowed the prostitution of our quaint village to fill the money coffers. Help! Put the brakes on, soon! GENERAL COMMENTSe (CONTINUED) I would really like to see more tax dollars spent on increasing the recycling program which is just now in its fledgling stages. Many other municipalities in Colorado have started recycling programs and Vail (and Eagle County) need to keep up with the times. We live in a beautiful place and we need to contribute to keep it beautiful and unpolluted. After all, one of the many reasons a lot of us came to the mountains was to get away from the varied pollutions of the city! Also, it would be great if the town would get involved in this and give local businesses tax incentives or something similar to get involved with recycling. Build another pedestrian crossing by Valli Hi or provide bus service on both sides. Stop Expansion and Development! Vail has none of the advantages of a big city and all of the disadvantages. Pass a law forbidding pornography to be displayed (General Store, Verbatim, Ruck Sack, Pic a Flic, etc.) Quality of life in Vail should be a top priority. Vail businesses should find ways to market themselves to increase without burdening the residences. Increased profits for the business community does not enhance the quality of life in Vail. We need town backed recycling. Hook a bike-recreation path from Intermountain to Dowd Junction/Meadow Mountain area. We need to encourage Vail Associates to develop ski access to East Vail and West Vail to help the parking and bus problems. As the mountain capacity grows more and more demand is going to be put on these facilities, more than we have the capacity to supply service for. Western residential neighborhoods need more local parks, sidewalks, street lighting and landscaping in the public right of way. Intermountain needs to get highway department to improve fencing, trash, and general appearance of highway right of way. I would like to see the town develop the land behind the Texaco station in West Vail into a park as was proposed many years ago. .~ GENERAL COD4iENTS: (CONTINUED) To my mind, the Town's main problem (other than exorbitant cost of living) is overcrowding, lack of parking, lack of affordable housing, and high prices in general, makes Vail less attractive to the year round resident every year. If the current trend continues, Vail will be populated by destination vacationers and the independently wealthy, with all the service industry employees (from housekeepers to police officers) commuting from Leadville, Eagle, and Summit County. When doing road improvements on Potato Patch Drive it will be very important to not close the road to emergency and local traffic since there is no alternate route. The solution at the 4-way stop works wonderfully. The town should be proud of the traffic control staff. I am opposed to building a new parking structure through G.D. Bonds and a tax increase. I believe we have to limit the number of day skiers with discounted tickets to preserve the quality experience for our destination guests. The 4-way stop and manual controls worked beautifully! Hope you don't send this survey to Denver to have it analyzed with tax payers money like you do so many other things (parking, air quality, pool, etc.) Promote: Mandatory bus use (2-3 days per week); Very little burning (1-2 days per week); Non-polluting buses - mass transit; ticketing people for allowing their cars to idle; Banish drive-up windows (they have or plan to in California). Please, please look into the creation of a park for Intermountain area. It's the only section of town without one. This survey is a very good idea. I hope the Council and Town Manager will actually take notice of what the respondents have to say. I've lived in Vail for just over 2 years; came to visit my cousin and never left., I love the people and I love the environment. Thanks to all the people that make Vail feel like home. We have good a thing here in Vail and we need to preserve it as we move forward. One of the best ways is to encourage those of us who live here to stay - to value the local as well as the tourist. We also need to preserve what mother nature gave us and to move to the next century with a spirit of conservation as we grow. e~ GENERAL COMMENTS: (CONTINUED) I am concerned that there has been no attempt to keep people from crossing I-70. The death of someone was inevitable and will probably happen again unless something is done. Abridge and/or altered bus routes would provide alternatives. Better fencing and citations for crossing would deter many. The town has grown faster than the fire department. We need more paid men and less volunteers. One of these days we're going to lose some very expensive property and the Town Council will have their pants on fire. Dollars are very tight and I feel additional rec. facilities for kids is far more important than a cemetery - and I'm old and my kids are gone! I would like to see bicycle paths plowed throughout the winter to provide safe running (i.e., OFF Frontage Roads) walking and other alternative methods of transportation (bicycles). We, in this active community must have public athletic facilities! Average working individuals and families cannot afford Cascade Club, VAC, etc. We make this community for the visitors but we must be made to feel our efforts are worthwhile! We pay high sales tax year round. Help us feel appreciated. If we build an aquatic center, it must be for everyone. Need sidewalks in Matterhorn and a pedestrian overpass down by Streamside. It's extremely dangerous along frontage road and at highway exit/entrance area. Would like parking lot at east entrance to Matterhorn removed and returned to the open space it used to be. It is now an eyesore and used occasionally to park large trucks and maintenance vehicles. Seibert Circle accessibility--local transportation services and residence at the top of Bridge Street frequently enter on Hanson Ranch Road rather than at Check Point Charlie. Why is this area not patrolled more frequently? 15 minute parking zones are not monitored during off-season. Would like areas in close proximity to Vail Village monitored for people parking illegally in pick-up zones. Government usually does not spend money efficiently. Stop spending tax money before you receive it. Pay as you go. Stop paying interest on borrowed money. GENERAL COMMENTS: (CONTINUED) The Town of Vail collectively must act upon the fact that Vail Mountain will get increasingly busier, and that will directly effect our "quality of living"! Do we want to preserve our 1Vsmall town attitude01 (which has definitely changed in the last ten years) or are we turning into a skiers "production line"? Have you ever tried to get out of the parking structures at about 4:30 on a busy day? Do not build an aquatic center!!! My only real concern right now is how to make Vail a more appealing place for people on vacation. Too often I've met and discovered discontent with vacationers because of the way the police react. They drive up from Denver, no problems until Vail super-cops begin interrogation for some absurd reason. Who needs this on vacation? On bad unnecessary conflict, and all their friends won't come here either. The word does get passed on. Village parking structure addition is high priority and should've been built in 1989. Now that we have money for marketing and a committee, we should build a top-quality visitors center. Town Council should recognize the need for excellent compensation for their professional staff and to spend dollars on community improvements especially during this period of very high revenue intake. Continuing open space purchases should occur in 1989 for key parcels. The real allure of Vail is that it is the most beautiful place in America. It's exceptionally maintained and meticulously manicured. This is the strength of Vail - no backsliding! Pass this on to the marketing people. For some reason they always seem to overlook it. In light of the added revenue acquired in 1988-89, there should be no increased revenue to anyone's businesses or property for any reason. Town government should do what is necessary to maintain our quality of life but not look for ways to spend the so-called windfall. Save it for the bad times, they always come. The Vail Police department requires large tax dollars and the have no one to answer to. The small parking tickets article in the newspaper, abusing guests and locals, it seems an obvious problem. They could assist with traffic control rather than hiring more people and patrol during the crime hours. Our young guest will return with a family and money to spend someday only if they had a good experience in Vail. I truly enjoy this town and don't want it damaged due to a few law enforcement egos! a' 0 GENERAL COMN[ENTS o (CONTINUED) The Town of Vail is run by a group of persons without a plan or goal. Obsessed with spending for anything they get pushed on them by manager. Have slept through mountain expansion, and ignored real needs of community. Put on business faces and listen to public and not town manager. A few major concernse 1) employee housing - need more! 2) Type of transportation - need alternative non-polluting fuels. We need to work with VA, not fight them. There is far too much speeding and total disregard for traffic laws. I feel law enforcement on traffic laws is lax. Something has to be done - now. I urge you to construct a pedestrian bridge over I-70 near Cascade Village. This is much more important than more parking in Vail Village. The success of this town id dependent on good public transportation and encouraging pedestrian traffic. This is obvious, encourage more cars you just get more congestion and animosity and bad moods. I (we) enjoy living in Vail. It is a safe and beautiful place to raise our children. The "new age" mentality that is eroding the basic moral values of our country is firmly imbedding itself here, and I strongly urge the return of Judea-Christian values before we are decayed beyond repair. Council please note: Intermountain has no bicycle/recreation path; picnic/playground - park; swimming pool; outgoing mail box; Intermountain has snow dumping ground; temporary gravel storage; good bus route road; the worst residential roads (slum conditions); deteriorating or non-existant pavement. Please fix it! I feel if the Town is going to continue to make contributions to various organizations in town - Bravo, Alpine Garden, etc. - and provide low lease rates on decks, etc. these people should be required to provide in kind services. These could include commitments to clean-up days and various other community projects. We need a four year university here so people could seriously continue their education and earn degrees without having to travel to Denver. I think the Town needs to spend more time with the basics of running a town and not cater to all of the "special interest11 groups that petition for their own individual ideas. , GENERAL COMMENTS: (CONTINUED) Vail has developed its recreational areas of interest very well - summer programs are well attended and well advertised. Vail should explore 1°Wolf Trap" performing arts facility in Washington DC for ideas concerning the presentation of a well- rounded summer program at the amphitheater. The town should help to support the summer residency of Ballet Chicago - it should not have to be privately funded or entirely sponsored by the Vail Valley Foundation. Along with Bravo's music series and WF presentations this would round out the appeal. A;s stated - it appears more often than not that the council is a self-serving group. If you are an outstanding/upstanding member of the community, it is much easier to accomplish things or generally have things go your way. While I do not agree with this style or actions all the time, Cacioppo is a breath of fresh air. P.S. It's time for Ron Phillips to find a new town. It seems that Vail spends an exorbitant amount on police protection compared to other town of our size and type. Two million is a lot and we still have all the problems they have. Are spending too much? Yes! Why do we still have a problem with bicycles still riding on the wrong side of the road and not staying to the side of the road? Is the money spent on marketing going to cause more traffic and parking problems? I think I live in a pretty great place and I would like to stray in Vail even longer. I would like to point out that I am in favor of more personal expression as far as local building goes and do not back the people who want to make Vail another Bavaria. I don't think this should be the TOV's focus at all. I would like to see a high standard of quality applied to a diverse range of building solutions. I think the TOV does all it can to invite/include all residents long or shop°t term in community decisions. Although I don't attend Town Council meetings, I know that I am welcome to attend and speak or just listen. I also feel that this is a town of great character. I will be leaving in summer to return after I get my teaching certificate. I plan on making Vail my permanent home! Thank you!! Why is it that upper management salaries are so high? While the lower level has pay cuts (as far as benefits, etc.) Why is it that only the Town Manager and Council Members and other boards must be residents of the TOV? Those who set our property taxes should experience paying them! This ideal would mean that government is here to support our community making life better and all of us happier which would make us serve our visitors better, which would make both govt and community happy. Only when a crowd of people voice disapproval, does the council look at alternatives to the current issues. When are we going to have a cemetery?! I won't live forever. This (not Minturn) is where I want to be buried. I believe the old ski museum should be turned into an art museum. I am tired of the constant carping about the actions of the Town Council. They were elected to become informed and make those actions and I expect them to do so even though I may not agree with every decision they make. The tendency to place decisions as simple as the TV translator on a ballot should be resisted. GENERAL COMMENTS: (CONTINUED) Suggest large free parking lot on Shrine pass or Vail Pass with ski connection to China Bowl for skier parking for day Skiers from Denver and Summit County; and, less investment in esxpensive parking structures in Vail for day skiers. Ken Hughey and VPD are too anti-bicyclists. Why are they so negative on this form of recreation? Is it any surprise that Vail botched the Denver Post Bicycle Tour? The possibility, it is my opinion, exists that a total of up to five violent, wanted criminals though not necessarily perceived as such immediately, have temporarily, coincidentally, simultaneously sought and even found not only employment but haven until suspect in the worldly, often spotlighted atmosphere of our community. I would like to see the Town of Vail restrict building in the core area. The core area is getting to be like a canyon. The buildings are being built too tall. There is not enough view of the mountains and not enough sunshine in the streets. would like to see the town work to keep the alpine village atmosphere. In 1973 on the west side of my lot, on TOV right-of-way, a culvert was installed along Sandstone Road. This was only done on half of the lot line (culvert on my driveway was installed by builder/owner) in order to conform with the rest of the neighborhood, I would like to request that the Town put i:n the missing part to complete the unfinished job. Besides the uneven appearance, I had to clean the ditch in the springtime (mostly filled up with sand and gravel) the last fifteen years. But as I mentioned above, it is a matter of appearance and function. Thank you for your consideration. As a tax payer, I'm tired of paying for more and more athletic facilities. Vail is growing and is ready to become a more well-rounded resort. We desperately need performing arts in Vail. We need the Town's financial support and their commitment. Good theater changes people's lives and song and dance motivate people. Vail is ready! N Installing a pedestrian bridge or at least a two lane "cars only" bridge with pedestrian walk across I-70 at post office new location would remove traffic from other interchanges. 0 .o GENERAL COMMENTS: (CONTINUED) Our bus system is exceptional, and should be continually upgraded and expanded. It is expensive, but an expanded system will help traffic and parking difficulties. Our Mayor is truly excellent, the council o.k. and a new town manager would help the council °°jell1° immeasurable. The TOV has done good work in recent years, reducing debt, staying level and fairly non-creative. We need more vision and creativity at this point, and the council can provide that with new leadership in the administration. We will always have the same basic problems, but do not need the same old basic solutions. Let's stay No. 1 by being aggressive, innovative and by increasing the quality of Vail while we are No. 1. Council should act like adults, it takes two to fight. Snow dump is a disgrace. Police need to build credibility with teenagers. Illegal square footage - too much "free" square footage. Ford Park is wonderful, except for the vehicle guard rail on the °1bike path1° . The mountain can take more expansion, but the town has reached its limit. How much more growth do we want? Or we will be faced with the same congestion problems as a city. I moved here to get away from the city, like most of the people here. Town Council should pay more attention to what the people are saying. Stop trying to cram things down our throats that we don't want i.e., the convention center. To host any more world events, Vail must be the most efficient and friendly town in the world. Treat the people that live here as well as those that visit here. This is regarding the bus drivers, for they are seen the most out of all town employees with maybe the exception of police. This is because the people must be happy. You can't have a nice place with unhappy people and expect things to work for any kind of bid. I moved to Vail because it offered a high quality life for its residents. I'm seeing this quality disappear by an ineffective town council that buckles under pressure by strong businesses. I vehemently oppose many homes currently under construction. We have rules and regulations concerning development. They need to be enforced! not forgotten or dismissed for money. We need street lights in Intermountain to protect our children and our citizens! We do not need a pool like Glenwood, it will attract the wrong kind of tourists. • I think we should split the county.at.Edwards. The taxes are way too high for what we get in return.. We focus so much on the specific skier interests-that we lose sight of promoting the . general-appeal of developing other areas in the -area.
