2:00 1. Vail Stage Race Request for Funding

Steve Kropf Action Requested of Council: Receive presentation and
approve/deny request for TOV funding of $1,000.
2:15 2. Discussion of First Quarter Financial Report
Steve Barwick
Action Requested of Council: Review the financial report
and proposed supplemental appropriations. Make comments or
changes as desired.
Background Rationale: Details of the Town's current
financial condition will be presented. Also, the results of
the 1989 First Quarter report and proposed supplemental
appropriations will be presented.
2:35 3. Discussion of SIGLU at Lionshead (Applicant: Vail
Associates)
Action Requested of Council: Consider whether or not to
allow the proposed structure located on TOV property to
proceed through the planning process. The structure is
proposed as a bar with minor food service operation in the
middle of Lionshead Mall. VA would like a short-term lease.
Background Rationale: Projects proposed by the private
sector utilizing TOV property need Council approval in order
to proceed to the PEC. Council has previously denied
similar requests for commercial space on right-of-way for
the Golden Peak House and on the Village Transportation
Center. The Master Land Use Plan requires a public hearing
for granting of the lease, if the Council chooses to allow
the project to proceed.
Staff Recommendation: Not applicable. This is a land
ownership policy issue.

Enclosed is same inf armatian regarding The Vaii Stage Race, a mountain bike race we have put
together to occur at the end of Tune. ~Te were approached by riders and others invol tired with
I,dauritain Biking to put on this race because The Taur of The Rockies canceled. Far the past
fizne yeys•s, we have organized the SnuglBud Light I~dauntain Rike races as a local series with
great st~.cess. Sa pulling off this race at a somewhat last minute pace gill work because so
many things are already in place dt~e to our organization of the local series.
Ha~r~ever, in artier to really make this a GREAT etir~ent, we are in need of more funding. Be~.atke
na ether bicycle events are slated far this su~amer, we feel the Town of Vaii shottid have a
great interest in helping to financially promote this event.
Idtauntain Biking has grown tremendously in a very chart time, and has gathered many people
to it's ranks. In I~iaab, tttah, an a spring weekend, there have been l0,Gt1a people in their town
just to ride their bikes. ale feel Vail has this same potential, and by beginning to schedule
events such as this race, mare people gill begin to see Vail as a place to be an a biY.e.

#The wheels are in motion already to put on a mountain bii~e race in the Vail Valley. The Vaii
Stake Race is sclieduled far the ~*eekend of June 24th grid 25th, with three races to be held. On
Saturday, there gill be aHill Climb to E;~~le's Nest and aGriterium at Gallen Feai~~ in the
afternoon. Sunday, there gill be a crass catuitry race going back to Last Lake and returning to
Town in finest Vail at the Day{ros Trail. Trials events are planned also for Sunday at Gaiden Feel;.
Vail Associates has joined farces Stith us as w?l1 to help wake this a fun, safe, and actian-
packed extent. National gra riders as well as all levels oi' citizeli racers •x~till be in attendance.
Already we have promoted this a ;rent at The Iran-Horse Classic Race in Durango and at The
Rage in the Sage in Gunliison; and we have received ttery favorable reactiolis.
Since Vail has na real hiking event schedtued far this summer, we feel the hail Stake Race can
fill an important hale in the schedule of summer a;rents.

they will be accomplished.
~ The Town of Vaii logo ~rould go on any print advertising that ~~ distrlbute, especially the
fl }ter and entry faun that you see attached.
#flyers are being distributed at all prior mauritain bike races, as ~•eil as in Summit Caulity,
Boulder, Denver, and Fitkili Gaunty.
~A11 tl'ie stages have spectator visibility, and can be vie~~ed easily, showing the action and
excitement of ~+Iauntain Bike racing.

* As a contributor, the race gill be trilled with the Town of Vail tagged to any mention of the
race.
*The Ta-~m of Vail krill be mentioned in any radio promotion.
# There should be coverage of the race in Local papers, Front range papers, and possibly in
National Y~dagazines, such as I~Iauntain Bike Action and filinning.

Please find attached the 1989 First Quarter Financial Report. The
financial condition of all Town funds continues to be increasingly
healthy. Many Town revenue sources, most notably sales tax
revenues, are producing substantially greater revenue than
budgeted, while operating expenditures remain at budgeted levels.
