I am writing this letter to ask the Council to review its informal 4-2 decision
against the Vail Fourth of July Lacrosse Tournament.
I live in Denver but have a second home in Vail (for the past ten .years) and I
count the lacrosse tournament as one of the highlights of summer in Vail. We always
visit Vail over the fourth and attend the tournament for a day or two. The town is
always crowded, but I have never noticed any unsavory behavior on the part of the
athletes. There are obviously many ,young people from the Denver area in town but I
know they will come whether there is a tournament or not. Going to Vail is a ,young
person's tradition and cancelling the tournament is not going to change that. Let's
hold the tournament and give them something to do.
Vail should also recognize that young people do eventually grow up to be adults -
with good jobs, families, mortgages and a need to vacation in places like Vail. If
both the athletes (from all across the country) and the front range young people get
into the habit of coming to Vail now, they are likely to continue it when they become
"desirable families." All of the athletes and young people are college students
today, and Vail's winter and summer visitors tomorrow. The Vail Town Council should
not be so short-sighted as to ignore developing its future market.
I know that Vail this year is enjoying record economic growth and prosperity. We
businessmen on the front range would love to have this problem. But remember
everything is cyclical - prosperity is not guaranteed. I wonder whether this attempt
at managing Vail's visitors would have .gotten this far were Vail to be suffering
economically as is the front range,
Please consider carefully the above points from a concerned Vail homeowner,
frequent visitor and front range businessman before you make a serious, serious
mistake and legislate this important amateur athletic event out of existence.

I understand that the Council is planning to consider
prohibiting the annual Fourth of July Lacrosse Tournament.
I have been involved with this tournament since its
inception, both as a participant and as a member of the Board
of Directors of the Rocky Mountain Lacrosse Foundation, and
the Alational Lacrosse Foundation.
I am aware of the problems which occurred in 1985 and 1986.
.For the past several years we have made a great effort to
control the actions of the young people who come to Vail to
watch the gameso as well as advise the participants of their
responsibility to maintain a reasonable degree of decorum.
It is my understanding, that there have been few, if any,
significant incidents for the past two years which would be
likely to reflect negatively upon the Lacrosse Tournament.
This event has developed into one of international importance,
and is the premier lacrosse event of the summer.
I think it is unlikely it could be run so successfully at any
time other than a holiday weekend, both for the participants
and the spectators,
I can't help but think that the event is a positive one for
Vail, and I strongly urge that you consider continuing your
support for the Fourth of July time slot.

. axe concerned•for several reasons•which we hope you will consider in render-
ing your. decision which we understand"will be acted upon during your meeting '. '

.First, it .became clear during the focus group studies commi$sioned by The
Vail Valley Marketing Board that there is a. perception on the part of the - ~.
public ,that the Vail Valley is elitist and very discriminating as to~who we'~
• "want here". .By continuing to edit or .approve of vast groups of .the touring ~ '"`,
population, be,they lacrosse players, young college-aged teenagers, smokers, ;% "
oreven people who wear fux~coats;~we'-are actively contr~.l5uting to this image.
• As event organizers we live or die by attendance and to increasingly qualify ,
_ who we want in the valley is a dangerous posture to strike. ,.

y, we~~are concerned that-the issue of the lacrosse tournament came •
. to what~,can be perceived acs an affirmation vote without the full input of
the cotrgnunitya We respect the fact that the seven members of our council
• ~.~ are the~duly elected body by"which we as a community do busipess, however, -
it is important tows as a committee that before they make a judgement. on •
•, any, issue, all .sides of the ax•gument can. be heard. .The agenda for the Town - - .
~, ~ Council's discussion on 8/29/89 was an overview`of the level of conduct of `.
'the 4th of July weekend presented by the Chief .of Police. To move from a •~ •
general conduct review to a. vote on the desirability of this major. event was
," - •. perhaps a'bit premature. We_understand that this was an informal: vote, how- -
_ ever this does not defuse the message that was sent out. We. also understand. "
• that the Council's directive was to ask the VMRD to look at some 'options to`'
- .~ rescheduJ~e the dates or cancel the_eventa Sadly the message that went out
" across the country was "Move it ox•~lose it". There are certainly manylpeople '
and businesses. who would argue that 'the positives far outweigh the,. negatives ;,'
of .this evente These people.. should all.,be given .the opportunity to, present

their 'opinions. If', after. hearing all•sides of the debate, the Town. Council

Thirdly, it ~r~tist be mentioned that the organizers of the event have been -
E `.extremely supportive of the effort's to police their own event: They_have.~; ~,'~:
done. everything we have asked ~.nd in fact come ,up with many ideas of their own •
to minimize `the problems: The fact that the one and only arrest of a lacrosse c - -
'-~ -~ player:.resulted in that players banishment for life from the event underlines- ,...~.

.` Fourth, we are concerned that, the atmosphere of the 'Vail, Valley on the 4th.

_ of July could: be described as "Terrifying to families"..Several of the

' events of, the 4th of .July weekend including the~Lacrosse Tournament and were '
. - never.. in ~ any way disturbed let . alone. ~ "Terrified"•. We have to .be .cognizant. ~ _ ~ _
of how statements such .as this can be perceived. - ~• ~~'` '

.It~must also be remembered that. this .event is moving into .it's lOjh year cif
_. operation. _.:Ten•years'of growth which has.seeri it. move from'a small regional,
. tournament to: one .which is..clearly recognized. as the..premier national tour- _
nament:.,It`has. also began to bring in international' teams and will continue
' • to grow. ~ TYie ~ economic . impact alone of gross dollars to the comrnznity .and ,the , - - -
.resultant-sales.tax revenues'have to be, considered.
.: In closure; let_us restate our. strong feeling that .groups of this size are ~.
•.hard 'to 'get. Sun. Valley and. Jackson ,Hole have admitted their. des~ire_ to host ~:
• this. tournament: We are not operating in=a vacuum. and if .we say we=dori't want -
"these-people somebody else will grab them."-Anytime you.have:a large group of
people in a.sma.~.l town there. will be some problems.-The police. level on
evenings such as New Years Ede must be as busy as this tournament~.level.but -_ •:
we don't .seem to be~as critical. in our concerns about other time periods as
-• we do:about the•Lacrosse Shootout. We suggest that we find ways ~ o-control .
• our problems and'in the worst case scenario suffer some casualties. Don't, -
' „ however, again-"make the statement that "The Vail Valley doesn't ~yant you!".
