Presentation of VMRD Request for $25,000 for Symphony of Pat Dodson Sports Action Requested of Council: Approve/deny funding for the Symphony of Sports. Background Rationale: Symphony of Sports 1989 provided considerable exposure to Vail. S.O.S. 1990 will provide even more. Expenses related to S.O.S. are increased from 1989. 2:45 3. Discussion of UMRD Tennis Court Ground Lease Larry Eskwith Action Requested of Council: Discuss the lease agreement and ask questions as desired. Background Rationale: The VMRD wishes to build a tennis .g complex on TOV property. They wish to use a lease purchase agreement to finance the project. DEVELOPMENT ANALYSIS. RESEARCH December 7, 1989 Mr. Ron Phillips Town Manager Town of Vail 75 S. Frontage Road Vail, CO 81657 Dear Ron: On behalf of, Leo Palmer and Palmer Development Company I would like to request a meeting with the Town Council to discuss the possible placement of a temporary site development sign on the site of the Vail Gateway project. As you are aware the project has received final approval and an effort to remove contamination of the soil from the previous use of the site as a gas station has been underway for the past several months. This work has entailed the demolition of the existing building upon the site, removal of the gas tanks, excavation of the site, and the erection of a fence and barrier around the site. Construction of the building will begin at the end of ski season. In accordance with the Ordinance which approved the project, no work can begin on constructing the building until Spring due to a provision which requires construction to commence prior to July 1 and the project to be enclosed by November 17. Due to the soil contamination, which was beyond the control of Palmer Development, actual construction of. the buildi_ncr was unable to start as scheduled last Spring. Palmer Development°s request at this time is for the ability to erect the temporary site development sign that has been approved by the Design Review Board for the site. It is our feeling that although technically the building is not under construction, the site certainly has the appearance of one under construction and, in fact, has and is experiencing construction related activity. The fact that there is nothing indicating to the general public what is occurring upon the site has created confusion regarding Suite 308, Vail National Bank Building 108 South Frontage Road West . Palmer Development has indicated a willingness to erect a substantial amount of seasonal decorations in conjunction with the sign and thereby create an attractive appearance (given the circumstances) at the intersection. Apparently the Community Development Department has interpreted the Sign code in a manner that does not allow this sign to be erected. We understand their concerns but believe this to be a very unique situation which was beyond the owners control and would like to discuss the issue with the Council. . t-_ Please let me know if we can appear. at a worksession and also if you require additional information. Questions and Discussion i SYMPHONY OF SPORTS 1989 and 1990 G1HAT IS SY1~iPHONY OF SPORTS Symphony of Sports (SOS) is a new concept in entertainment° In its 1989 debut presentation in Vail, the two athletic entities of gymnastics and figure skating were combined in an artistic presentation for the first time° The combination of music, grace, and athletic prowess culminated in a magnificent presentation that was enjoyed by the local Vail community and viewed by an estimated 109, 822, 830 people by way of the ABC iodide World of Sports television special and various other media presentations° The 1989 Symphony of Sports event included ten various sports clinics sponsored by the Women°s Sports Foundation° Each clinic featured a prominent female athlete who demonstrated and instructed in their areas of expertise° This aspect of SOS will not be included in the 1990 event° THE PERFORA~IERS ° In the 1989 presentation, we were honored to witness the world class performances ofe Bart Conner Peter Vidmar Scott Johnson EJCisti Phillips Agarcia Fredricks Rosalynn Summers Brian Boitano Peggy Flemming Robin Cousins This coming year we expect to have all of these exceptional athletes return to Vail and we hope to adds Eaterina Witt - 1988 Women°s 1988 Olympic Champion DATESo (NOTE: There will be 3 performances in 1990 in contrast to only one presentation in 1989) The 1989 event was held in the end of April° Even though this is not a priority visitor/tourist time of year, the program was supported by the local community with fervor° With the obvious difficulties of producing this event in Vail°s active month of FRarch, there are also many more positive aspects associated with a I~larch presentation° ABC filming the Symphony of Sports in Agarch will enable the network to present the program nationally on Ntay 12, 1990° This date has a significantly higher viewer population than the June airing of 1989°s performance° /~ y (2) An additional benefit of a March presentation is that we will be able to showcase Vail at its peak; Tdot only will panarama views of Vail in Parch be showcased but, we will also be able to insert film footage of Summer in Vailo The 1990 dates for Symphony of Sports will beo arrival, Set Up and Rehearsal F-tonday, F~[arch 12 - Friday, Agarch 16 Performanceso Dress Rehearsal First Show Second Show Friday, March 16, 1990 Saturday, l~Iarch 17, 1990 Sunday, Parch 18, 1990 } ~1, (3) 1989 CARESS S~PHONX OF SPORTS PROGRAM EVAIdJATION The following evaluates both the quantitative and gzaalitative results of the Symphony of Sports public relations benefitso This information is based on 90$ of the data available in reference to the 1989 Caress Symphony of Sportse The program resulted in a viewer population of 109,822,830 impressions (viewers)e Publicity and Presentations before and after the event were made through the following mediae - ABC-TV Network Wide World Of Sports Presentation - Public Vail Presentation - Signage - Frank Gifford announcements - Athlete interviews - Airline movie presentations - Satellite Television Pgedia Tour - National Television Presentation with spokespersons to be on national programs: Good Morning America, Regis, Entertainment Tonight, CNTd Show Biz Tonight, and Hour R~agazine e - International Viewing - 7 Countries - American Airlines, and Japan Airlines movie presentations - Radio - an advertising radio tape to expected to reach approximately 2e6 million listenerse - l~iagazine advertising (anticipated circulation 25 Million) - Newspaper advertising anticipated to appear in 25 million issueso 350 of the largest daily papersa AN INCREASE IN MEDIA PRESENTATIOYd FOR 1990 A total increase viewership/circulation is anticipated to be 124°2 million for the 1990 presentationo (An approximate 15 million viewer increase over 19890) Planning and Environmental Commission December 18, 1989 3:00 p.m. Site Visits 1:45 1.
