Discussion of Extended Late Night Bus Service Ridership Stan Berryman Action Requested of Council: Review ridership numbers and approve/deny continuation of service through the remainder of the ski season. Background Rationale: The Council authorized staff to provide extended late night bus service for a three week test period on February 13. Staff will present ridership data at the March 6 work session. 2:10 2. Discussion of Easement Dedication for a Portion of Beaver Mike Mollica Dam Road, at the Intersection of Beaver Dam Circle (Grantor: John L. Tyler) Action Requested of Council: Accept/decline the easement. Background Rationale: A portion of Beaver Dam Road has historically encroached upon the southwest corner of Lot 3, Block 3, Vail Village 3rd Filing. The property owner has agreed to grant the Town an exclusive easement and right-of-way for the maintenance, construction, repair, and reconstruction of the road right-of-way for the use of the town and the general public. Staff Recommendation: Accept the easement. 2:20 Shelly Mello 3. Discussion of Supplementation of Wages for 1990 Census Enumerators Action Requested of Council: Approve/deny supplementation of census takers' salaries. Background Rationale: Eagle County is experiencing a lack of applicants for 1990 census enumerator positions. This lack may be attributed to the low wage being offered by the Census Bureau. The administration recognizes the importance of the census and feels it may be necessary to supplement the wage for these positions. 2:35 Shelly Mello 4. Presentation of Art in Public Places Current Projects Action Requested of Council: Approve/deny AIPP to continue on with the following projects: 1) Brick paved areas at new Vail Village Transit Center; and 2) Niches for art on East Meadow Drive elevation of parking structure. Background Rationale: AIPP is currently preparing two projects for the installation of public art. First, is a competition project which will provide for an artist to prepare a plan for the brick paved areas at the Vail Village parking structure. The budget for the project will be discussed at the Town Council work session. The second project is an addition to the architect's add/alternate item for the sidewalk along East Meadow Drive. It involves cutting 2 niches into the wall which will serve as sites for the display of art pieces. 2:50 5. Discussion of Undergrounding of Electrical Service from Kristan Pritz the East End of Cascade Village to the Upper Eagle Ualley Water and Sanitation District Property, along the South Frontage Road Action Re uested of Council: Approve/deny an expenditure of approximately 5,300 to underground electrical service at the Old Town Shop with the understanding that construction costs may increase or decrease once the final design is developed. Direct staff to proceed/discontinue the coordination of the project for construction this summer. Background Rationale: The property owners within the project area have all agreed to participate in funding the cost of undergrounding the utilities. Andy Norris - Vail Ventures, Ltd. - will contribute up to $21,000. Chevron would provide +/- $6,600. The Cascade Crossing project (previously called the Voliter project) will underground their electrical service per their building permit. Holy Cross will contribute approximately $63,000. Staff Recommendation: Approve the contribution and direct staff to proceed with the coordination of the project for construction this spring/summer. Please note that the final costs will need to be reevaluated once the design work is completed by Holy Cross. 3:10 Caroline Fisher 6. Discussion of 1990 Citizen Survey Action Requested of Council: Give input and feedback on the draft questionnaire, which was circulated to Councilmembers on Feb. 20th. Staff Recommendation: Staff hopes to have the final version of the survey agreed upon by March 8, 1990. Discussion regarding ABC School Lease Agreement Action Requested of Council: Approve/deny the ABC School's request for a 15 year lease extension. Background Rationale: ABC School has requested a 15 year lease extension on the land leased ($1 per year) from the Town of Vail. This lease extension is necessary for ABC School to proceed with plans for an expansion of their current facilities. Council may wish to table the issue until after the Eagle County Child Care Task Force report is complete. 3:50 Peggy Osterfoss Merv Lapin 8. I EAGLE VALLEY ENGINEERING L- 1112 TO: Town Council FROM: Shelly Mello, Department of Community Development DATE: March 6, 1990 TO: Supplementation of wages for 1990 Census Bureau Enumerators At the February 27, 1990 council work session, it was requested that the staff research the possibility of supplementing the wages of the 1990 Census Bureau Enumerators working in the Town of Vail. The Census Bureau believes there will be a need for at least 60 enumerators in Eagle County, but to this date only 2 people have been hired for the positions. The Census Bureau estimates that approximately 15 of the 60 will be used in Vail. Although Vail differs from the rest of the County in that we will have mail-in surveys, the Bureau is estimating that there will only be a 20-30% response rate from this process and therefore Vail will require more enumerators than the average mail-in area, which is expected to experience at least a 70% response rate. As a result of the projected low response rate, the Bureau feels that Vail will need just as many enumerators per resident as the rest of Eagle County. Other mountain communities have recognized the importance of using locals who know the area for an accurate census count. These communities have decided to supplement the wage of the Bureau enumerator. For example, Avon has increased the base wage of $5.50 per/hour to $9.00 per/hour with a $3.50 supplement and a total amount of $6,000 available for the program. Summit County will also be supplementing the base wage by $2.00, for a total wage of $7.50. These supplements will only be available to local residents and in the case that the Census Bureau finds it necessary to use nonresidents for the enumeration process, those employees will not be eligible for the local supplement. It is estimated that a total of 3600 personhours will be needed in Vail. The peak of this need will occur after the second week in April when the initial results of the mail-in surveys have been received by the Bureau. The timing of this peak could not be better because of the large amount of people that will be unemployed due to the closing of the mountain. The staff proposes that the Town supplement the wage of the Census enumerator by $2.50 per/hour with a maximum of $9,000 available to the program. This would bring the wage up to $8.00 per/hour which we feel is an acceptable wage for this area. It will provide supplementation for the 15 full-time enumerators that will be needed over the six week enumeration period. We feel it is necessary to limit the wage supplement to Eagle County Residents as the other communities have done in order for the wage to serve its purpose. The staff feels that the combination of the timing and the supplement that Vail will be able to recruit locals that know the area and as a result get a better count that will benefit all of the residents for years to come. T0: Town Council FROM: Art in Public Places Board DATE: March 6, 1990 SUBJECT: Project Proposal for the Brick Paved Areas at the new Vail Village Transit Center The Art In Public Places Board is currently organizing a project proposal for the brick paved areas of the new Vail Village Transit Center. The objective of the project is to obtain a design that will enhance the main pedestrian areas of the new parking structure. This area will include the brick paved areas around and between the transit center building and the new visitor center. It will also include the landing areas of the main stairway. The material has already been specified by Michael Barber Architects and the designer will be responsible for developing a paving design (ie. patterning, color changes etc.) that uses this material. The project will involve the selecting of an artist by a jury through a two phase process. The first phase will be a review of the applicant's resume and design ideology in order to select qualified designers. Four designers will be chosen from the initial phase to submit detailed proposals which will include a design that uses the specified material and a bid that will include their fee and cost of material and supplies. The four designers or design teams will be paid a small fee for this phase of the competition. The AIPP Board has been working with Michael Barber Architect' s and have discussed the feasibility and practicality of the project it is their feeling that the project could sucessfully be implemented and would be an asset to the overall design of the facility. The cost of the materials will be partially funded through the original scope of work that has already been defined for this area. However, AIPP will be responsible for the costs associated with additional materials and labor including the artists fee. It is for this reason that the Board is asking the Town Council to support this project. i qq © V Art in Public Places PROPOSAL for ~~~/// BRICK PAVED AREAS AT NEW VAIL VILLAGE TRANSPORTATION CENTER A. PROJECT CONCEPT The Town of Vail Art in Public Places Board and Town Council are commissioning a professional artist or professional artist/design team to create a design for the brick paved area of the new Vail Village Transportation Center. The purpose of the project is to create an artwork using the specified brick paver to enhance the main pedestrian area. The concept is that the brick paver areas should be made more interesting and unique if an artist creates a paver design for this portion of the project. The artist will be required to work with the specified paver. Use of various colors and unique patterns are encouraged. The inlay of other materials is discouraged because of maintenance and safety concerns. Each artist or team shall address such practical concerns as pedestrian safety, snow removal, and maintenance implications of the design. If an artist is selected for Phase II of the competi~ion, he or she or the team will be required to present the final proposal to the jury. The finalist will also be required to attend: 1. AIPP Board meeting to approve the project if deemed appropriate by the jury. 2. Town Council meeting to approve the project proposal and artist. 3. One Community meeting to inform the public about the project . 4. Any meetings with the architect or on site meetings to execute the project. 5. Dedication of artwork. B. TYPE OF COMPETITION Open Competition: The project will be publicized and all interested artists may submit preliminary ideas for proposals. No fees are paid to artists for their initial proposal submissions. A maximum of four finalists will be selected to submit detailed maquettes for the project. Each of the four finalists shall be paid an appropriate fee determined by the AIPP Committee. C. ELIGIBILITY All professional artists residing in the State of Colorado are eligible to submit a proposal either individually or as a team with other artists or designers. Any design team shall include at least one professional artist. D. SITE DESCRIPTION The Vail Village Transportation Center will be the site for the proposed project. The project site is adjacent to the new Visitors Center proposed to the east of the existing Transportation Center. The design will encompass the plaza area around and between the transit and visitors centers. It may also include the stair landings of the main corridor. Currently the project is in the design review process and construction is set for June 1990. Final construction plans for the structure will be available to artists for Phase II. (Please see the attached site plan.) Plans for the entire parking structure may be reviewed a the Town of Vail Community Development Department. E. SELECTION PROCESS The jury shall nominate four artists or artist/designer teams from Phase I of the competition. From the four finalists, the jury will nominate a finalist to complete detailed design which shall be approved by the AIPP Board. F. SELECTION CRITERIA The AIPP Board and/or selection jury shall use the following criteria when reviewing an artwork. The AIPP Board may include additional criteria for a specific project. 1. Quality and Innovation The consideration of highest priority is the inherent artistic excellence and innovation of the artwork. 2 2. Timelessness Each artwork should be viewed as a long term acquisition that should have relevance aesthetically to the community in future years. Due to the high visibility of public art by residents and guests who frequent public places, artworks should be selected that reflect enduring artistic quality. 3. Compatibility With Site Works of art should be compatible in style, scale, material, form, and content with their surrounding, and should form an overall relationship with the site. 4. Permanence Works of art shall have structural and surface soundness, and be resistant to theft, vandalism, weathering. Artwork shall not require excessive maintenance or repair costs. Artworks that require expensive and/or continual maintenance are discouraged. 5. Public Safety Artwork shall not create inordinate safety problems or liability problems for the general public or Town of Vail. G. JURY The jury shall be made up of the following: 1. Stan Berryman - Public Works. 2. Mike Rose, Parking Structure Superintendent. 3. One professional artist. 4. One visual arts professional. 6. One community lay person interested in the prcject. 6. One person who lives or works in close proximity to the site. 7. One AIPP Board member. Consultants: Michael Barber - Architects 3 H. PUBLIC PARTICIPATION Public art often significantly alters public places by becoming a major new presence in the environment. Informed debate among community members will be fostered through the AIPP program. Specifically, AIPP commissioned or direct purchase projects shall be presented and discussed at least one public meeting in which open participation of the community is encouraged. I. APPLICATION MATERIALS Phase I: The artist or artist/design team shall submit: 1. A maximum of four color slides of similar work. 2. A typed statement outlining the project concept, previous work related to this project, estimated cost, capabilities and training of the artist or artist/design team. 3. The project concept description in the written statement should address: -Public safety. -Interior and exterior vehicular and pedestrian traffic. -Facility of users and/or interaction of users with proposed artwork. -Public accessibility to the artwork, particularly handicap access. -Impacts on the operational functions of the Town, snow plowing and maintenance. -How the proposal relates to the selection criteria listed in Section F of this request for proposal. 4. A concept sketch of the proposal on a sheet of paper no larger than 2 feet by 3 feet. 5. All of the above materials shall become the property of the AIPP. The submittal will not be returned to the artist. Phase II: Detailed maquettes for the project will be submitted by the selected artists. The artists shall prepare a detailed proposal which will include cost estimates and a detailed drawing plan. The designers will be furnished with material specifications and an approximate time schedule form Michael Barber Architects. 4 i 1 J. PAYMENT TO ARTIST The artist or artist team will be paid according to the contracted amount upon completion of project. DEDLCATION/PUBLICITY The AIPP Coordinator will be responsible for the publication and dedication of the project. Dedication will most likely take place at the time of the parking structure dedication. The artist or artist/designer team shall be required to attend the dedication. M. SIGNAGE N. Such replacement also would necessarily involve Holy Cross facilities located between the easterly end of the Cascade Village area to a point near the westerly property line of the Vail Sanitation Plant near Forest Road. - Holy Cross Electric estimates-that the cost of this conversion will be as follows: ~ ~. The above figures do not reflect the individual consumer's cost to convert their secondary service or alter an existing underground secondary service to receive service from-the Association's nearest pad-mounted transformer. This conversion must be done during the same construction season that the primary power lines are placed underground... Holy Cross Electric's overhead primary facilities presently provide electrical service to the immediate area as well as being a main feeder to the downtown area. :With an overhead facility these services can. be combined in one system,- whereas an underground facility must be divided into .separate systems. In this case a three-phase underground feeder, a three-phase distribution and a single-phase distribution must be installed. Each individual system shall be supplied by its own separate cables. Should all the affected consumers as well as Vail Ale representatives wish to pursue this project any further, please let us know and we shall prepare the appropriate agreements for execution. We have not included any permit costs or costs incurred by Holy Cross Electric in our estimates. One problem area is the digging of a 2' deep trench at the west property line of the old town shop to refeed the Chevron station. `the existing narrow conditions between the fence and the short retaining wall would make it necessary to excavate the trench by hand, which contributes to the high cost of this service. This trench could be avoided by routing the new service from the new pad mount at the old town shop underground until it reaches the pole which carries the Vail Mountain power lines. At this point the service could be taken up the pole where it would connect to the existing service drop to the service station. As the Vail Mountain power poles are to remain anyway, the one service drop may be acceptable. If Haly Cross could utilize the existing service drop to the gas station, cost savings could be as much as $ 3,000.00 for this portion of the work.
