McLauglin; Update on current Board activities.
Action Requested of Council: Uphold/deny AIPP's decision.
Background/Rationale: On December 17, 1990, the AIPP Board
voted unanimously to accept "Rocky Mountain Majesty". The
piece is being donated by Doug McLauglin in memory of his
brother Chuck McLauglin. It is currently located in front
of Cogswell Gallery on Gore Creek Promenade and is proposed
to be moved to the Lionshead Mall Fountain. (See
enclosures)
2:10 2. Discussion of Supplement to the ongoing Vail Village
Kristan Pritz Streetscape design with a Master Drainage Plan Design for
Greg Hall the Vail Village area.
Action Requested of Council: Approve/deny the supplemental
expenditure to add a Master Drainage Plan design to the
current Vail Village Streetscape design process. The dollar
amount is $10,000.
Background/Rationale: Improvements being considered for the
Vail Village Streetscape are highly driven from a drainage
standpoint. Storm water runoff and collection is a concern
on many of the streets being looked at in the Streetscape
Design. The design of Streetscape improvements need to
consider drainage aspects. Coordination of the required
drainage improvements with the streetscape design plans is a
logical process. The streetscape design scope of services
currently has no money allocated to review drainage needs.
This supplemental request will allow the drainage concerns
to be addressed, through the streetscape design.
Before any streetscape improvements are initiated, the
drainage requirements will need to be addressed, as it would
be unpopular to construct the streetscape improvements and
then once drainage needs are determined, to make
improvements to the drainage system.
It is best to look at drainage from an overall system than
on an individual street basis. This is why it is preferred
to partake in an overall Vail Village Master Drainage Plan f
at this time.
The staff has requested proposals from qualified engineering
firms. We have selected Muller Engineering to perform the
work if Council approves the $10,000 supplemental request.
Staff Recommendation: Approve the supplemental request, to
develop a Vail Village Drainage Master Plan to be
coordinated with the ongoing Vail Village Streetscape design
process.

"Rocky Mountain Majesty was approved by the AIPP board on December
17, 1990 by a vote of 5-0. Kathy Warren, Roselyn Swig, and Sally
Sheridan were not present. Attached are pictures of the piece, the
proposed site and information on the artist. The piece was donated
in memory of Chuck McLaughlin, a long time Vail resident who was
killed in a car accident on Vail Pass.

VAIL VILLAGE
STORM DRAINAGE MASTER PLAN
SCOPE OF SERVICES
Project Description
The primary goal of the project is to develop a Storm Drainage
Master Plan that will be incorporated into the Vail Village
Streetscape Improvement Plan. The study area ranges from the
Soccer Field on Vail Valley Drive through the Vail Village area
onto the westerly side of Lionshead Parking Structure (see Study
Area Map Exhibit "A"). All streets within this study area will be
analyzed for storm drainage improvements.
No project budget has been established.
Scope Of Work
1. Data Gathering:
o Consultant will be required to obtain all maps necessary
to accomplish the storm drainage study, maps include;
base maps of the streets within the study area, contour
maps of the study area and of the tributaries/basins
affecting the study area, existing utilities maps for
utilities within the study area, other maps that are
deemed necessary.
_ a. Maps to be provided by the Town of Vail include:
base maps showing spot elevations for the streets
within the study area, contour maps of the study
area/outside of the study area, utility maps that
the Town may have in their possession and any other
maps possessed by the Town that may be of use to the
consultant for the Storm Drainage Study.
b. The Town of Vail will provide an existing drainage
facilities inventory identifying pipe types, sizes,
depths, locations and approximate grades. Inlet
sizes and location will be included.
c. Consultant will be required to identify to the Town
the area of inventory of existing drainage
facilities, outside of the study area, that are
needed to complete Master Plan. The Town will
complete the inventory.
o A start-up meeting and study area walk-through with
Winston Associates, Town of Vail and Consultant to refine
scope of work (if necessary), collect background
information and to allow Town of Vail to identify known
drainage problems.
2. Study Process:
o Consultant is required to do the following:
a. Identify drainage basins, sub-basins affecting the
study area, storm drainage patterns and runoff
flows. Determine design flows for the 10, 25 and
100 year frequency assuming a built-out scenario.
b. Work with Town of Vail staff to establish flow
design standards for the storm drainage system.
. c. Determine the capacity of the existing storm drain
system and areas with inadequate storm drainage
based on storm sewer inventory and determined flows.
d. Meet with Winston Associates and Town of Vail staff
to review recommendations and develop design details
which are compatible with the Streetscape
Improvement Plan.
e. Identify existing utilities and, to the extent
possible, their alignments and depths using existing
utility base maps, Town of Vail staff and utility
company personnel.
f. Recommend improvements to the Town's storm drainage
system based on agreed upon flows. This will
include sizing of inlets and pipes; general
alignment of pipes, inlets and manhole locations;
projected flows for the systems and any additional
structures which may be needed (i.e. outlets,
culverts, etc.).
g. A phasing plan which identifies priorities and/or
sequences in which the proposed improvements can be
constructed. Included will be Master Plan level
cost estimates for each phase. These cost estimates
will be used by the Town to budget for the
construction of the proposed improvements.
h. Prepare a written report summarizing the study
effort, recommendations, construction phasing, costs
and identify opportunities to implement water
quality requirements based upon the recent EPA-NPDES
regulations.
3. Review Meetings:
o Attend up to two additional meetings, with the Town of
Vail staff, during the study process. These meetings
will offer opportunities to review the progress of the
Study and communicate concerns, ideas, findings and
desires relative to the project.
a. The Town will be asked to provide input to the
Consultant at each of the project review meetings
regarding concurrence or redirection of the project
work.
b. A written record of each of the five meetings
scheduled will be completed by the Consultant and
distributed to the Town and other meeting
participants.
c. Meetings in addition to the five anticipated may be
scheduled as an additional service.
o A final presentation to the Town of Vail staff and
Winston Associates of the Master Plan recommendations.
This presentation will be at staff level.
4. Deliverables:
o The following deliverables will be provided by the
Consultant:
a. Basin map showing all tributary basins and drainage
patterns.
b. 1"=100' scale base map showing existing and proposed
drainage system improvements, hydraulic design
information and construction phasing.
c. 1"=20' scale base map showing existing and proposed
drainage system improvements including pipe and
inlet sizes, pipe grades, inlet and manhole
locations, utility locations, potential utility
conflicts and other drainage and construction notes
to prepare Master Plan cost estimates and provide
drainage input to final streetscape plans.
d. Written report includes all necessary backup and
cost estimates (3 copies).
e. Original mylar base maps of the 1"=100' scale and
1"=20' scale maps will be provided to the Consultant
by the Town. The original mylar maps will be
returned to the Town upon the completion of the
study, with the study information.
