SUBJECT: AGE POLICY FOR SENIOR CITIZENS
1. Following the last board meeting we researched the issue of
determining what ages to set for the definition of a senior
citizen. The Following facts are submitted for your review.
and analysis.
-Presently VMRD senior ages are 65 men and 62 women.
-Jim Collins recommends we set the age the same for males and
females. He seriously doubts a discrimination suit could ever be
won having different ages, but concurs that the social security
ages may not be applicable for recreation fees.
-The following parks and recreation departments and Vail Associates
uses the following ages to define a senior.
Vail Associates 65-69 years - discount $28; 70-free
Aurora Parks & Rec 55 years
North Jeffco Metro 62 years
Greeley Parks and Rec 50 years
South Suburban 65 years
Denver Parks and Rec 65 years
The following parks and recreation departments do not offer senior
citizen discounts: Durango, Longmont, Colorado Springs
2. I recommend we set our senior age determination at 65 years
for both males and females. Justification follows:
-It is the age set in the Vail Valley by Vail Associates
-The two largest parks and recreation departments in Colorado use
this age.
-The VMRD male age is already set at 65
-As the Vail Community retirement population continues to grow,
there will be an increasing number of potential customers who
qualify for the senior discount rate.
Setting the age any lower will have a negative impact on our
revenue producing potential.

RE: 1991 Summer Youth Programs and Special Events
Please find attached a listing of all intended youth programs and
special events for summer, 1991. The intention of staff in
formulating these items was to address six basic areas of needed
programming. In order of priority they are:
#1 - Youth Sports Programs and Leagues
#2 - Arts and Crafts
#3 - Outdoor Activities
#4 - Field Trips
#5 - Special Events
#6 - Enrichment and Education
The above categories were derived from staff expertise, parental
input, and community survey instruments.
The format of summer programs is to offer a weekly schedule of
activities ,that will run from June until August and be interrupted
only by special events.

~ GENERAL INFORMATION
a. Registration for youth programs can be accomplished 7
days a week at the Lionshead Youth Center.
b. Children's Fun Number line is 476-4138
c. All Youth Services Personnel are certified by the
Professional Play Leaders Association of America. This
2-day seminar trains adults in the language of children;
play. Staff are educated in motivation and enthusiasm,
safety awareness, creative activity planning dealing with
unique situations, and promoting the social skills and
self esteem of children.

This weekly schedule of activities will run from Saturday,
June 1 to Saturday, August 24. Activities may be displaced
or rescheduled whenever special events are held. Days that
the activity will not be held are listed.

Description: Drop in any time between 1 PM - 8 PM for
arts and crafts at the Youth Center. Parents need not
attend: children will be supervised at all times.

Description: Field trips to the Denver Zoo, Museum of

Children should bring their own lunch and an afternoon
snack.

RE: Bill Serna
Bill Serna has worked for the VMRD, on the Vail Golf Course, since
the summer of 1968. He has been a seasonal employee, starting
normally in mid April and finishing around the first of November
each year. In the early years, he worked for Vail Associates on
the Mid Vail Gondola during the winter, later he was employed by
Manor Vail as houseman and security, a job he continued to do part
time during the summer while working on the golf course.
Bill's main job on the golf course was mowing roughs, although he
had many other duties in the early and later part of the season,
including mechanic's helper, cart repair, greens aerifying, clean
up, etc.
On Thursday, the 4th of October, Bill strained his back while
helping Steve Jaramillo, our mechanic, move a piece of equipment.
He didn't mention any problem that day nor the next, but Saturday,
he could hardly get out of bed. He visited a Dr. Martin at Valley
View Hospital on Saturday and then I believe another doctor on
Monday the 8th, with x-rays, etc., showing damage to the back. The
doctor stated much of the back problem has been happening over the
years from sitting all day on the tractor mowing roughs and that
the actual moving or lifting of the equipment on the 4th of October
only aggravated the condition. Bill could have an operation to
repair the damage but his sister (or close relative) has had
something similar and the operation on her hasn't helped so he
feels he'd rather not go through with it. Since the 6th of
October, Bill has not been able to work because of the pain and he
was told not to lift or do other activities that would increase the
damage. He had been working at Manor Vail until recently doing
light tasks but this also was getting painful.

Bill has received workmen's compensation for the nonaal period that
he would have worked for the golf course, to the 2nd of November,
and also has been paid by the VMRD the difference not covered by
workman's compensation, plus some days extra. The last visit to
the doctor stated Bill should be on total disability. He has
applied for Social Security benefits which should start in the next
few months. I don't know if Workman's Compensation is planning to
cover payments until that time.
Bill and his wife Nina live at the Avon Trailer Park, she is
working at one of the motels in Vail as a miad. Bill, who is 62
years old, and Nina have 12 children, mostly all grown and working.
They plan to move to Colorado Springs in late March, where they
own a trailer and a lot. They also plan to sell their present
trailer in Avon to one of their daughters.
Bill has been the most ideal employee any employer could have.
Always on time, rarely missed a day, a very loyal person and
dedicated worker. He was very proud of his work and would come in
anytime needed and would stay until the job was finished. Always
friendly, always a big smile on his face, always willing to help
any one in need. His leaving will be a big loss to the golf course
maintenance staff. I believe it will take two workers to match
Bill's output this coming season.
Bill has been included in the Town pension plan for four or five
years, same as full time employees.
Since Bill will be leaving the area before long, I feel it
appropriate to have a retirement or going away party for Bill,
especially since he has been such a loyal and dedicated employee
for over 23 years. Possibly plan for the end of February at the
Clubhouse Restaurant, similar to other going away parties. A gift
or gifts, bonus or other reward would be in order. Possibly Rob
and the Board could have a session to discuss this further. Thank

SUBJECT: NORDIC CENTER SUPERVISION
Effective immediately the Vail Nordic Center operations will be
supervised by Mr. Steven Foster. This program was previously under
the administration of Laurie Asmussen.
All business matters other than marketing affecting or relating to
the nordic operation should be addressed to Steve henceforth.
This transfer of program responsibility is a result of the
outstanding success the marketing branch has achieved and
concurrent work load.
I am confident with Steve's prior experience in managing this
operation that we can experience continued program growth in the
nordic operations.

This policy will ensure that we are able to get the packets out to

SUBJECT: Reorganization of Budget and Process for Zoning Code
Revision Project
Staff is recommending that the process for the Zoning Code
Project be revised to use more efficiently and effectively the
funding Council has allocated to the project. Staff has found
that the project is taking much longer than originally intended.
Over the past seven months, we have accomplished the following:
1. Revised GRFA and site coverage definitions for low density
residential development have been completed.
2. Amendments to the pay-in-lieu parking program were approved
at first reading, but have been "sent back" to the Task
Force because of our concerns over what was being proposed.
3. SDDs are 90% complete and will be ready for formal review
after an analysis of employee generation is completed.
4. Proposals have been set forth to amend GRFA and site
coverage for multi-family and commercial buildings.
5. A comprehensive rewrite of CCI is 90% complete.
6. A preliminary proposal for amendments to the Administration,
Variance and Conditional Use Chapters has been completed.
7. Recommendations for CCII amendments are 50% complete.
8. An inventory of issues in the Parking Chapter has been
completed.
If we continue on with the approach we have been using, how long
will it take to compete the project, and how much will it cost?
The answer: forever and a lot. The task at hand is to
restructure the process to give the Town a solid product and at
the same time, put some cap on spending.
We strongly support the community's involvement in the process,
and appreciate the Council's and Task Force's time spent working
closely with the staff. However, our opinion is that public
input could be used more effectively if it was focused on policy
direction for the Code amendments. The staff would then take
this direction and work on the "nuts and bolts" implementation of
the policy direction.
We propose that the following work be completed by the end of
May, 1991:
A. Amendment to 250 ordinance*
B. Amendment to Parking Pay in Lieu program*
C. Amendment to SDD for affordable housing and revised SDD
process for standard SDDs*
D. Amendment to GRFA and site coverage for multi-family zone
districts*
E. A complete summary of the remaining zoning code changes,
which would include pointing out problems with each section
of the code, proposed wording, and the necessary cross-
references with other sections of the Code.
F. A newsletter summarizing this approach and proposed changes
for items listed in A, B, C, D, and E above to the
community.
* Assumes proposed amendments ~6 not involve'protracted
public review.
Staff believes ,that this approach will result in the most
critical sections of the Code being amended in a timely manner.
The summary of Code changes which remain will be used by the
staff, and possibly a consultant, in the future to implement.
Our suggestion is to implement this second tier of changes in one
amendment process. This approach has the potential 1) to insure
better cross-referencing among all the sections of the Code, 2)
to encourage big picture thinking by the staff, task force, PEC
and Council, and 3) to encourage compromise and resolution of
amendments in a timely manner.
Below is a budget summary for the project:

The budget above would cover Tom Braun's work up to the end of
May, 1991. His work program would essentially include the points
outlined above (A-E). This approach also allows for Nolan Rosall
to complete the housing statistics for the SDD ordinance. His
data will be used to determine actual numbers of employees per
square foot of various types of uses. This information will then
be used by the staff to determine the amount of affordable
housing that should be required for a Special Development
District.
Our department considers this project to be extremely important.
We would like to also accomplish the Design Review Board
guidelines in 1991. However, it appears that it would be more
beneficial to focus our efforts on the zoning code amendment
process. Instead of asking for additional funds, staff wishes to
reallocate the $3,500 originally designated for the design
guidelines, and $3,500 designated for the VA Town of Vail Trails
Map to this project. If in April it appears that we will not
need the $3,500 originally designated for the Trails map, the map
project can be implemented. If the $3,500 is needed for the
zoning project, staff suggests that the existing Trails map be
reprinted.

The Grande Butts Hotel has a mixture of double/doubie (two double beds; and
queen (one queen bed) room types. 1^le will assig;.~ doubly;double rooms to non-

Price per night is $120.00 (plus 8.2~ sales tax) based on single or double
occupancy. For each additional person over double occupancy, add $20.C~G per
person per night. Children 12 and under stay free when using existing bedding.
CAST Members (and guests) will be billed for their lodging expenses after the
Legislative Tour.
