Action Requested of Council: Interview applicants and ask

Background Rationale: On DRB, the terms expiring are Ned
Gwathmey - 2/91, and Sherrie Dorward - 2/91. Reapplying

1:30 2. Housing Authority Board of Commissioners/Applicants
Jill Kammerer Interviews. Board appointments will be for 1, 2, 3, 4 or
5 year terms.
Action Requested of Council: Interview applicants.
Background Rationale: Attached are copies of Letters of
Interest and Resumes from individuals who wish to serve on
the Housing Authority Board. The Board is to be comprised
of 1 Council member and 4 residents of the Upper Eagle
Valley who reside or work within the Town of Vail. All of
the individuals who have submitted Letters of Interest
and/or Resumes will appear before the Town Council at the
February 5th afternoon work session to interview.
Commissioners will be selected at the February 5th evening
Council meeting.
2:30 3. Symphony of Sports Request for Funding and URD Youth Center
Rob Robinson Renovation. A video will be shown and a verbal report will
be given on the Symphony of Sports. Enclosed is a diagram
of the proposed remodeling of the Youth Services Care and
Teen Center areas.
Action Requested of Council: Open for discussion and
recommendations.
3:00 4. Stephens Park Master Plan.
Andy Knudtsen
Action Requested of Council: Review plan: Staff will
bring it back to Council February 19th for a formal
adoption.
Background Rationale: Staff will present~~the proposed
Stephens Park Master Plan to the council. In order to
understand the Council's concerns and expectations, staff
has met with the neighborhood twice and taken i t to DRB and
PEC. Some changes to the original design have been made,
based on the impact from these groups.
3:20 5. Discussion of Christiania redevelopment and Council consent
Kristian Pritz to proceed through the PEC review process (356 Hanson Ranch
Road/Lot D, Block 2, Vail Uillage 1st).
Action Requested of Council: Council consent to allow the
Christiania Redevelopment proposal to proceed through the
approval process.
Background Rationale: Paul Johnston, owner of the
Christiania Lodge has requested approval of a density
variance to allow the construction of several additions to
the Lodge. The Christiania Lodge is meeting parking
requirements in part on the Town of Vail owned land and in
part on UA owned land. This item is scheduled for review
by the PEC on February.ll. Before this item can be
reviewed by PEC, the Christiania Lodge must receive
assurances from the Town Council and VA that the Town and
VA will continue to accommodate the Christiania's parking
needs. The Town of Vail, Vail Associates, Paul Johnston
and the Mill Creek Condominium owners are continuing
discussions in an attempt to permanently resolve property
ownership in this area.

interview applicants, and in the evening meeting on February 5,
1991, you will appoint two Design Review Board members and three
Planning Commission members.
Desicrn Review Board
The two members of Design Review Board whose terms are expiring
are Ned Gwathmey and Sherry Dorward. In addition, Carol A. Dick
is also applying for Design Review Board.
PlanningT and Environmental Commission
The terms expiring are those of Chuck Crist, Kathy Langenwalter
and Dalton Williams. These three members are reapplying as well.
Letters of interest from each of these applicants are attached.

I have enjoyed serving the citizens of Vail on the Vail Planning & Environmental Commission this past
year.

service. There is a lot to Team, and though I sometimes ask unusual questions, I continue to Team and rep-
resent the best interest of our community.
I wish to continue to serve our community and find myself tom between asking to continue to serve on the
P.E.C. and asking to serve on the newly created Vail Housing Authority. I feel that I am well qualified to
serve on either.
• Over the year, I have made an effort to Team about our community by serving on both the Zoning
Code Task Force and the Housing Task Force.
• As a member of the P.E.C., I would like to continue working to find ways to make the P.E.C. and the
code that we work under more understandable to ourselves and our citizens.
• I feel that I bring a different perspective when reviewing projects brought before the P.E.C. While I
do not have areal-estate background or know the history of many projects, I bring a business prospec-
tive when studying the projects brought before the commission to determine how each fits ir?to our
community.
• Through my research and work on the Housing Task Force, I have an in depth understanding of the
problem and possible solutions and have made valuable contributions to the establishment of the Vail
Housing Authority. I find this especially rewarding as this is one of the most important problems fac-
ing our community, and one that my business and accounting background lends it's self to.
I am well qualified for either the P.E.C. or the Vail Housing Authority and look forward to continuing to
serve our community as you direct.

Since September of 1990, I have been serving on the Town of
Vail's Design Review Board, filling the remainder of Jamie
McCluskey's term which ends, I understand, on February 1, -
1991. At this juncture, I would like formally to request
that the Town Council consider appointing me to a full two-
year term so that I may continue in this role. -
In the short period since I joined the board, I have found
the public process of design review both challenging and
generally constructive. It takes time to become fully versed -
in the town ordinances which govern issues of design control
and to-apply them well as an informed member of the board, so •
the past three months have .kept me on a high learning curve.
I would like very much to continue as a board member, for I
-feel that, as I have grown in the role, my perspective as a
' landscape architect has become a useful complement to the

I wish to add my name to the current applicant list. I feel
qualified as I have been on the Board as member, and chairman, for
a number of years. I will, if appointed, bring this experience to
the review process in a fair and impartial manner, enforcing and
interpreting the guidelines with clarity and consistency.
I spent time with the Committee for reviewing the guidelines and
felt that the details I suggested reduced confusion in
communicating with applicants.
I think you will find my attendance record has become perfect and I
see no reason that cannot continue. If I am appointed, I will
propose to open up to the other members the position of chairman
for a vote.
If you choose not to reappoint me, I will certainly understand, but
don't count on my vote next Council election.

Authority. I am delighted that Vail has decided to institute such
an authority, and I would like to offer my knowledge about employee
housing and help guide its creation.

Ron Phillips, a copy of a monograph which I wrote about a project
in which I was involved, and by which I received a reasonably
comprehensive education about the employee housing process.

Dear Mayor Rose:
It is my understanding that the Council will establish a
housing authority in order to find solutions to the
valley's housing shortage. I am enclosing my profile and
wish to be considered for appointment to this Board.
It seems to me that we have an opportunity to look at this
problem from a number of different perspectives. It should
be clear that the answer is not simply low cost and
moderately priced housing in this valley. It is a broader
question dealing with the provision of opportunities .for
shelter for a wide range of people who are attracted to
the quality of life which we enjoy. It ranges from youth
hostels uniquely designed to build the tourists of the
future, to quasi-permanent housing for seasonal employees,
to permanent housing for younger locals who wish to make
this their home, and includes a new market of the older
generation who will increasingly look to Vail for
retirement homes. I believe there are a number of creative
solutions to answer these issues and to model a
comprehensive housing plan.
In addition to the information provided in my profile, it
should be noted that I am a licensed Real Estate Broker in
Colorado. Other experiences relate to the qualifications

RE: Reconstruction of Youth Services Cafe area
Please find enclosed a diagram of the proposed remodeling of the
Youth Services Cafe and Teen Center areas. Most notably, these
plans include:
- Conversion of downstairs area into a multi-purpose
Children's Activity Center
- Installation of comprehensive registration facilities
Such remodeling will enable Youth Services to implement a variety
of new programs and activities. Among them are:
- Arts and Crafts
- Outdoor Recreation
- Enrichment programs
- Registration and Information

The terms of two DRB members and three Planning Commission
members expire February 1, 1991. At your work session, you will
interview applicants, and in the evening meeting on February 5,
1991, you will appoint two Design Review Board members and three
Planning Commission members.
Desian Review Board
The two members of Design Review Board whose terms are expiring
are Ned Gwathmey and Sherry Dorward. In addition, Carol A. Dick
is also applying for Design Review Board.
Plannina and Environmental Commission
The terms expiring are those of Chuck Crist, Kathy Langenwalter
and Dalton Williams. These three members are reapplying as well.
