to approve sublease.
Staff Recommendation: Approve new dates on lease.

Dear East Vail Home/Property Owner,
The purpose of this letter is two-fold:
1) We will bring you up to date regarding the undergrounding of
utilities in East Vail; and
2) We would like you to participate in another mail back poll
concerning your continued interest in the proposed district.
In November of 1990, the Vail Town Council passed Resolution No.
24 of Series 1990 calling for a cost and feasibility study to be
performed regarding undergrounding of overhead utilities in East
Vail. The resolution gave 120 days for completion of the cost and
feasibility report. Holy Cross Electric Association has agreed to
perform the study regarding their primary lines. The district will
be responsible for providing the cost estimates for the secondary
or service lines from the Holy Cross primary lines to the
individual properties.
The Town in December sent out requests for cost estimates from
electrical contractors to reconnect the secondary services. The
cost proposals were to be returned to the Town in January. We did
not receive a single cost proposal. The electrical contractors
stated they would only give cost proposals if they had engineered
plans to go by.
The Town then sent out a request for proposal to engineering firms
to provide the necessary engineering services. The Town selected
the low cost estimate from Schmueser, Gordon, Meyer, Inc. of
Glenwood Springs to provide the necessary engineering work. The
cost of the engineering alone will be more than the $500 that most
of you had seen as a total possible cost in a letter from Nancy
Gibson and Dave Rogers in December of 1989.
The Town Council instructed staff to re-poll the property owners
to determine if they are still interested in the proposed district.
The reason for this is the cost estimates are higher than was
originally stated and the Council did not want to spend $25,000 on
engineering if the property owners were not interested in the
district anymore because of the higher costs involved.

It appears costs for the proposed district conversion work is
52.000 to 53.000 ner service for existing underground service
lines. Underground service lines are lines from your meter which
go underground to the pole with a transformer and then up the pole
in a conduit. The proposed cost is 56.000 to 57.000 ner service
for existing overhead service lines. Overhead service lines are
lines which go overhead from your meter to the pole with a
transformer. If over a majority are in favor of the district, we
will go ahead with specific cost estimates for each property and,
prior to proceeding with the district, re-contact you regarding
your interest.
The cost estimates include constructing the improvements,
engineering, administration and bonding. If the district is
formed, the amount could be financed and paid over a 5-10 year
period. These cost estimates do not include any interest costs if
the payments are made over a period of time. Interest rates would
most likely be less than 10% per annum.
Enclosed is a reply form and a stamped self-addressed envelope to
be returned to the Town of Vail by April 5, 1991. If you are an
owner at the Wren House and your physical address is 5117 Kelgar,
please disregard this letter. If your physical address is 5024 N.

Dear Liz:
The Town Council had a lengthy discussion of the Tennenbaum land
exchange issue at their work session this week. The lunch meeting
with George Miller was discussed as was the enclosed letter from Andy
Wiessner to Peggy Osterfoss. The Town Council feels the lunch meeting
and the letter, along with private conversations some Council members
have had with Mike Tennenbaum in the past week, have painted a
different picture concerning the life of this issue.
The Town Council is interested in finalizing the work you and
your staff are doing with the House Interior Committee on establishing
Committee rules and procedures concerning land exchange proposals
which come before Congress. Given the recently received information,
however, they believe the monitoring effort from May 1 through the
remainder of the session is unnecessary. The Council has asked that
the agreement with you be amended to reflect only the work with the
Interior Committee for $16,000 total, and the monitoring effort from
May 1 through the end of the session be deleted. A proposed letter of
agreement amending our present agreement is also enclosed for your
consideration.
It is our hope to not be put in the position of needing a
lobbyist in our nation's capital again soon. However, as you have
represented our numerous interests well, we look forward to a
continued working relationship if need be on future issues.

Dear Ms. Robbins:
This letter is intended to amend the memorandum of agreement
between the Town of Vail ("The Town") and Liz Robbins Associates
("Robbins") of March 20, 1991. The Town wishes to amend the
agreement to provide for the following services to be provided to
the Town and for the Town to make the following payment to
Robbins:
(1) Robbins shall direct her services toward establishing
House Interior Committee rules, procedures and
regulations pertaining to land exchange proposals which
may come before the Congress of the United States.
(2) Robbins shall submit to the Town a general plan showing
lobbying activities in which she intends to engage to
further the establishment of such rules, procedures and
regulations.
(3) Robbins shall provide the Town with periodic written
progress reports as well as a final report. These
reports shall describe her activities on behalf of the
Town, including specific committee, staff, and
congressional member contacts made and the results of
each.
(4) Robbins shall provide the above services to the Town of
Vail for the months of January 1991 to April 1991. For
Robbins' services, the Town shall pay Robbins the fee
of $4,000 per month which shall be made to Robbins on a
monthly basis. The total fee payable to Robbins shall
be the sum of $16,000.
(5) Robbins shall obtain the approval of the Town of Vail
for any expenditures in excess of the fees set forth in
this letter.
If this arrangement is acceptable, please sign and date the
bottom of this letter to indicate your acceptance.

a Town Manager designated Employee Appreciation Day and the day of ;
our annual Pancake Breakfast!!
The Pancake Breakfast will be held at Satch's Restaurant at the
Golf Course Clubhouse, 7:00 a.m. to 9:00 a.m. There will be
pancakes (of course!), smoked pork chops, juice, and coffee. This
is the one day a year Department Heads and Management cook for and
wait on employees! Don't miss it!
Full-time regular employees have the option to take the day off, or
work and take another day off in its place. Seasonal employees,
sorry, but you will be required to work this day (but we'll expect
to see you for breakfast!).

Dear Liz:
The Town Council had a lengthy discussion of the Tennenbaum land
exchange issue at their work session this week. The lunch meeting
with George Miller was discussed as was the enclosed letter from Andy
Wiessner to Peggy Osterfoss. The Town Council feels the lunch meeting
and the letter, along with private conversations some Council members
have had with Mike Tennenbaum in the past week, have painted a
different picture concerning the life of this issue.
The Town Council is interested in finalizing the work you and
your staff are doing with the House Interior Committee on establishing
Committee rules and procedures concerning land exchange proposals
which come before Congress. Given the recently received information,
however, they believe the monitoring effort from May 1 through the
remainder of the session is unnecessary. The Council has asked that
the agreement with you be amended to reflect only the work with the
Interior Committee for $16,000 total, and the monitoring effort from
May 1 through the end of the session be deleted. A proposed letter of
agreement amending our present agreement is also enclosed for your
consideration.
It is our hope to not be put in the position of needing a
lobbyist in our nation's capital again soon. However, as you have
represented our numerous interests well, we look forward to a
continued working relationship if need be on future issues.

Dear Ms. Robbins:
This letter is intended to amend the memorandum of agreement
between the Town of Vail ("The Town") and Liz Robbins Associates
("Robbins") of March 20, 1991. The Town wishes to amend.the
agreement to provide for the following services to be provided to
the Town and for the Town to make the following payment to
Robbins:
(1) Robbins shall direct her services toward establishing
House Interior Committee rules, procedures and
regulations pertaining to land exchange proposals which
may come before the Congress of the United States.
(2) Robbins shall submit to the Town a general plan showing
lobbying activities in which she intends to engage to
further the establishment of such rules, procedures and
regulations.
(3) Robbins shall provide the Town with periodic written
progress reports as well as a final report. These
reports shall describe her activities on behalf of the
Town, including specific committee, staff, and
congressional member contacts made and the results of
each.
. (4) Robbins shall provide the above services to the Town of
Vail for the months of January 1991 to April 1991. For
Robbins' services, the Town shall pay Robbins the fee
of $4,000 per month which shall be made to Robbins on a
monthly basis. The total fee payable to Robbins shall
be the sum of $16,000.
(5) Robbins shall obtain the approval of the Town of Vail
for any expenditures in excess of the fees set forth in
this letter.
If this arrangement is acceptable, please sign and date the
bottom of this letter to indicate your acceptance.

Here's news for ail Vail residents who want to light a Better Fire for your
community. Thursday, April 11th and Friday, April 12th, a "Live Bum"
demonstration will be held at the parking lot of the Vail Safeway Store from
2:00 p.m. to 8:00 p.m. (both days). On display will be natural gas logs and
fireplaces from at least 4 different manufacturers -along with representatives
frcm each company to answer all of your questions about price and installation.
Public Service Company of Colorado representatives will be
available to answer your questions about the low operating
costs and convenience of "Safe and Maintenance Free" natural

~ The purpose of this plan is to lay out the strategy necessary to successfully
promote the use of natural gas logs and fireplaces by residential and
commercial customers within the Town of Vail, Colorado.
~ The development of our strategy needs to be based on a consultative sales
approach. The management of the Mountain Division has attended the Vail
Town Council meetings and has insight into what needs to be accomplished in
our efforts to promote the use of natural gas as an alternative to wood
burning. Our plan is designed to allow the Mountain Division's Management
~ Team to bring their strong working knowledge of the political environment, as
it exists in the Town of Vail today, into the development and implementation
of our plan.
~ The objective of the plan is educational. Natural gas logs and fireplaces offer
a safe, clean and efficient alternative to wood burning. Our job is to
communicate these facts to the citizens of Vail in a method that builds on
strong community relations and promotes goodwill for both the Town of Vail
and Public Service Company.

Program Components
It is our plan to implement a comprehensive educational campaign designed to
• inform the general public of the benefits derived from burning natural gas vs. wood.
Emphasis will be given to natural gas as a safe, clean burning, cost effective and
environmentally sound alternative to wood burning. The components to the plan are
as follows:
~ 1) Live Burn Demonstrations
Build a live burn display of at least four natural gas logs/fireplaces. Set up the
display in the parking lot of the Vail Safeway on April 11th and 12th (the Vail
Ski Area closes for the season on April 14th). Man the booth with local
distributors and retailers to answer the public's questions regarding natural
gas fired logs and fireplaces. Compare the cost of wood (using local cost
~ figure's of $180 per cord) to that of natural gas fired appliances. Send
personal invitations to the Mayor, members of the Town Council and the
Town Manager to see the display.
2) Radio Campaign
~ Run radio spots starting June 15, 1991 through July 31, 1991. Retain the
services of Mountain Media to write, produce and place the spots on local
stations.
3) Print Ads
~ Place print ads in local papers. Ask the Town of Vail if they would consider
doing some joint news releases with the Company. Ask Public Affairs to place
informational articles with local newspapers.
4) Direct Mail Campaign
Mail a fulfillment package to all accounts in the Town limits of Vail. Identify
~ decision makers involved in homeowner groups and management companies
and develop a special mailing for them. (see example)
S) Hotline
Establish a local hotline to answer questions about gas logs and fireplaces
~ along with installation questions.

Program Support
O Help manufacturers and distributors develop a retail network within the Town
• of Vail.
O Offer product information on the ten manufacturers that are involved in the 1991
"Light A Better Fire" program through the use of fulfillment packets and the hotline.
O Help develop an installation network of local contractors within the community.
• Develop a backup list of contractors outside of community to handle backlog.
O Work with a local bank (like the 1st Bank of Vail) to put together a user friendly
finance package for gas IogJfireplaces and/or gas conversions.
• O Set up a meeting with local building officials and the Company's Gas Utilization
Lab in an effort to offer technical support in answering gas utilization questions.
O Work with manufacturers, distributors, retailers and installers to offer rebates on
the total package installed during the summer of 1991.
• O Record results. Offer weekly updates to the Mayor and members of the Town
Council as to program results.
