Vail, Co. 81657 March 24, 1992 Gentlemen, In light of recent accidents involving the carriage horses in Vai{, the Humane Society would like to make the following recommendation: cease ail carriage horse operations until regulations have been written and are firmly in place,rf in fact the town feels that their operation should continue in the future at all. At this time, the Humane Society believes that the liability is far outweighing any charm of, or need far, the carriage horse trade in Vail, Colorado. Further, operation without written regulations and their enforcement, whether a company has had accidents or nat, is not in the best interest of our community or guests. Noting the article this. past week in the Vaii Trail, The Society also has serious concerns about the ethics of "hazing" the horses by the carriage companies in order to condition them tar the streets. It is our view that the end (financial gain far a few) does not justify the means of subjecting these horses to this type of treatrr~ent. Driving horses through. a car wash is no way to treat these animals. UVe strongly recommend very care#ul consideration in determining the far reaching effects of the continuation of the carriage horse trade in Vail. Re: Proposed Covered Bridge Building Redevelopment Dear Pepi: Thank you for your letter dated February 27, 1992, addressed to Ron Phillips, Peggy Osterfoss and the Vail Town Council, in which you expressed concerns regarding the proposed redevelopment of the Covered Bridge Building. ~ . The proposed redevelopment of the Covered Bridge Building was approved by the Planning and Environmental Commission on August 27, 1990. On August 29, 1990, the Town's Design Review Board granted final design approval for the project. The original .redevelopment proposal submitted to the Town_ included requests for site coverage, landscape and height variances, and a floodplain modification request. After extensive discussions with the staff regarding this project, and after two worksessions with the Planning and Environmental Commission, the applicant modified the proposal. The project which was ultimately approved by the Planning and Environmental Commission on August 27, 1990 involved no variances to the Town's development code. The project was redesigned to meet all the development standards in the Commercial Core I Zone District, and no variances were requested. As of this date, the Town has not received a building permit application for the redevelopment of the Covered Bridge Building. Should Hillis Akin decide to proceed with the building permit process, I will personally contact you to discuss any possible actions or mitigations which might be required to reduce the negative impacts the construction would have on adjacent businesses. - l • Mr. Pepi Gramshammer March 25, 1992 Page 2 Thank you again for your comments.
