CITIZEN PARTICIPATION. 7:35 P,M. 2. Final Discussion Re: Future of Gore Creek Promenade Pedestrian Bridge. Larry Grafel Action Requested of Counci: Hear final additional public input. Decide whether or not the footbridge should be removed. Background Rationale; Council requested that once the International Bridge was completed, there be a determination as to what should be done with the pedestrian bridge in place next to it. On 11112192, a public meeting was held by Public Works at the Lancelot to discuss the options regarding the pedestrian bridge. Three interested citizens, three Councit members, and several TOV staff were in attendance. Options presented were: 1) Remove and reuse the bridge elsewhere, 2) Renovate the existing bridge to make it aesthetically compatible with the Intemational Bridge, 3) Remove and construct a new bridge in the same character as the Intemational Bridge, 4) Repair existing. bridge dec#cing, repaint, and bring the bridge sits into compliance with current child safety standards. The option selected by the citizens was removal of the bridge. On 121$192, the results of the 11/12/92 meeting were discussed with Counci! during work session. After discussing the options, a motion to remove the bridge was made and a vote taken, 4-3, to remove the bridge. Subsequent to that decision Council requested staff conduct a Town hearing be scheduled #o discuss the options far the bridge during an evening Town Council meeting. Numerous phone caps, conversations, letters, notes, and newspaper articles expressing opinions regarding the disposition of the bridge have been received by Counci! and staff. They range from saving to removing of the bridge. Staff Recommendation: 1 } Remove and reuse the bridge elsewhere along Gore Creek, 2) Remove concrete slab and south abutment of bridge, 3) Improve the stream bed and bank, 4} Improve the landscaping around the bridge and promenade area. 8:35 P.M. 3. Action Requested of Council: Approve/deny/modify Ordinance No. 1, Series of 1993, on first reading. Backaround Ra#ionale: By decriminalizing minor traffic offenses, the Town would no longer need #o give defendants accused of such infractions jury trials. Review of a sign variance request for Curtin-Hill Sports (previously Tim Devlin Vail Ski Rentals}, 254 Bridge Street/i_ot 1, Block 5A, Vaii Village 1st Jack Curtin Filing. Applicant: Jack Curtin and Teak Simonett. Teak Simonett Action Requested of Council: Visit the site personally prior to this meeting in preparation'far discussion regarding the sign variance requests. Please review the enciased the CDD memo to the DRB dated 1/&193, and determine if the request should be approved. Backaround Rationale: On 116193, the DRB voted unanimously, 4- D, to recommend angroval of one of two proposed signs that would be in addition to two existing signs (three total.} The DRB also voted unanimously to recommend denial of the request for additional sign area exceeding 20 square feet. (Please see the enclosed 116193 DRB agenda (Item #3} for recommended conditions of approval. Staff Recommendation: Approve one additional sign, which would bring the total number of signs for the building to three. Denv additional sign area exceeding 20 square feet. 1 D:00 P.M. 6. Action Requested of Councii: Hear input from the community about whether they feel a Performance & Conference Center would improve or hurt the quality of life in Vail; whether they think more groups would be good for the economy; whether they think an additional 0.9% #ax on restaurants and bars and an additional 1.8°/p tax on hotels is the right way to help pay for this facility. Background Rationale: The Community of Vail has been studying the feasibility of building a Performance & Conference Center for the past three years. Based an the response to the project from many meetings and numerous presentations, a plan has been developed to finance the construction and annual operating costs of the building through a combination of taxes an hotels, restaurants, and bars as well as private contributions. TOV is planning to commit up to $1,000,400 to this project and has asked the community to come forward to voice their opinions about the proposed VVP&CC to determine the level of community support before pledging such a significant amount of money. 8:30 P.M. 5. 1993 Community Survey Final Presentation. Background Rationale: The 1993 TOV Community Survey began in March. in past years, a written survey has been sent to residents, second home owners, and box holders. This year a more comprehensive survey was conducted, with the assistance of Nolan Rosall of Rosafl, Remmers and Cares of Boulder. Focus groups were held with community members in March to determine which questions should be asked on this year's survey. A written survey was produced and sent to 9,000 residents, second home ,.. ;;; owners, box holders, and merohants. Following the written survey, a random phone survey was conducted to follow up on issues raised within the written survey. These results were tabulated and presented to focus groups from the community to receive their feedback on the survey's findings. Staff Recommendation: Carefully review findings of this comprehensive survey. Backaround Rationale,: The Town of Vail is approximately 90% built out. Town staff was directed to identify existing open lands and determine the need for additional protected open lands. Under the guidance of the Open Lands Steering Committee, staff began to develop the Comprehensive Open Lands Plan. Two well attended public meetings have occurred. Several priorities have been identified through the public input process which include: a) Obtaining or protecting sensitive natural open space. b) Improving trails and trail signage. c) Improving recreational opportunities. Based on this public input, staff has developed recommendations for acquiring or protecting open lands to meet these needs. After receiving input on these concepts from Council and the general public, staff will submit the written plan to the Open Lands Committee for review.
