(Vail)--Winter passes for the Vail Village and Lionshead parking structures will be offered
by the town's Finance Department beginning Monday, Nov. 1.
The town will again offer the gold pass for unlimited parking, and the blue pass for
restricted parking. Both may be purchased in the Finance Department an the lower level of
the Municipal Building, 75 S. Frontage Rd. The office is open 8 a.m. to 5 p.m. Monday
through Friday.
The gold pass is priced at $1,000 this season, up from $900 last year. Only 120 of the
passes are available, and will be sold on a first-come first-served basis. A $25 deposit is
required and will be refunded upon return of the pass in June.
The blue pass is priced at $475 this season, unchanged from last year. Parking is valid
any time in the Lionshead structure, and is valid any time Monday through Thursday, and
after 3 p.m. Friday through Sunday in the Vail Village structure. Additional restrictions
prohibit blue pass parking in the Village structure from Dec. 24 to Jan. 2, and from Feb. 18-
21.
The town will again offer an installment schedule for blue pass customers who are unable

PARKING PASSES/ADD 1
to purchase the pass in one payment. The schedule requires three payment installments
between Nov. 1 and March 3. A $25 deposit also is required for the blue pass and will be
refunded upon return of the pass in June.
The town's remaining parking subsidy program, the sale of coupons for local residents
and employees, will begin on Nov. 15. The coupons will be sold for $4.25, up from $3.75
last year, and will be good for one exit within a 24 hour period. Coupons will be sold in the
Finance Department, and at the parking operations office on the fourth level of the Vail
Village Transportation Center.
The town will begin charging for use of the parking structures on Nov. 24. Parking will
remain free during the off-season.

(Vail)--A new 911 emergency system for the upper valley is scheduled to go on line
Dec. 1, following extensive tests of the system in Rlovember. The much-anticipated E-
911 service, otherwise known as "enhanced" 911, will be operated by the Vail Police
Department and will serve 14,056 phone lines from Vail to V~/olcott, including Avon,
Minturn, Edwards and some parts of unincorporated Eagle County.
The enhanced system allows dispatchers to capture critical information during a 911
call, including the name, address and phone number from which the call is made--
even if a person hangs up. Also, the system identifies emergency services
responders who have jurisdiction at that particular location.
By comparison, the current 911 system does not display any information.
"The enhanced system creates a faster response time simply because we already
have the basic information on where we need to go to answer a valid emergency,"
said Tom Collins, communications manager for the Vail Police Department. "Once on
line, we can probably anticipate a 25 percent increase in our total responses, simply
because we'll now have a location with every call."

The $ 105,000 E-911 project is funded by a 55-cent monthly tariff on local phone
bills. Although the tariff has been collected since 1989, it has taken until. n w to
accumulate the funding necessary to install the system.
Testing is expected to begin on Nov. 1 and will run throughout the month, Collins
said. "During the test, we'll be asking residents and businesses to dial 611 during
specified times of the day so we can test our data base information," he said. With
the public's cooperation, he's hoping 95 percent of the lines can be tested. Law
enforcement and fire personnel will be asked to test pay phones within theilr
jurisdictions, as well.
Additional details on the testing program will be available on Oct. 28.

(Vail)--It's the $64 million question. How does Vail encourage more guests and
reduce traffic at the same time?
The answer most likely involves a cooperative effort between town employees,
residents, guests, employers and workers. That's the conclusion of a transportation
committee which is trying to improve the holiday "gridlock" problem. The committee,
with representation from business owners, residents and town staff, is developing a
multi-faceted approach to the problem that would combine community participation,
traffic control and incentives to reduce holiday congestion bet~reen Dec. 23 and Jan.
2.
Suaaestions under consideration include:
Urge employers to stagger arrival and departure times for their workers to reduce
congestion at the Main Vail 4-way between 4:30 and 6:30 p.m.
Encourage workers to carpool or ride the bus.
Discount parking rates for customers who exit the parking structures after the
evening rush.
Work with Vail Associates to stagger lift closures.

• Through signage, encourage incoming westbound I-70 motorists to take the East
Vail exit (rather than Main Vail).
• Direct outbound traffic from the Vail Village parking structure and Ford Park lot
east on Frontage Rd. to East Vail interchange.
• Implement central command post to coordinate traffic direction at Main Vail 4-
way, Lionshead parking structure and West Vail interchange based on analysis
of parking structure numbers; skier numbers; weather conditions; accidents;
special events; Ford Park parking levels; and on-street parking.
• Ensure that fire and other emergency services vehicles are strategically located
for emergency response.
Once the plan is adopted, the committee will monitor its effectiveness so
adjustments can be made in anticipation of the next peak weekend in March.

I appreciate your support in placing a book return on Safeway
property. We did a survey of library users and they wanted the book
return at Safeway by a 4 to 1 margin!
TOV Planning staff, represented by Mike Mollica, indicated
approval of the book return on the Safeway property.
The Public Works Department will need to lay a concrete pad for
the book return. Let's get together and make the final decision on
whether the book return should go to the east or west of the store.
Suzanne Silverthorn is in charge of Public Relations for the
Town. When the book return is placed, we will take pictures with a
Council and Safeway representative.

regarding sound conflicts between athletic activities of Ford Park
and Bravo concerts at the amphitheater< I am certainly empathetic
to your concerns, but please recognize the scheduling difficulties .

outside summer events and, the. other, is having only one facility
to plan our activities one
Ede currently have approximately 12 weeks to schedule all of our
summer sport leagues, programs, camps and special eventse These
include 340 softball games, on Ivionday through Friday only, youth
camps which must run during the daytime, practices for 4 sports
clubs, 10 consecutive days of the International Lacrosse Tournament
and 10 three-day or weekend tournaments for tennis, softball,
soccer, rugby and volleyballo In addition, our Athletic field
located directly south of the amphitheater is scheduled every
evening and every weekend day from May 15th through October 15th
with some type of athletic game or matche
To further explain our usage, this scheduling consists of programs
for nearly 1200 area residents along with special event leases for
Vail guestso The tournaments for which we lease our fields not
only bring thousands of guests to Vail in the summer, but also
provide the District the needed revenues to maintain and to provide
facilities of a first°class natures

Dear Walter:
Thank you for the call from your office last week regarding the scheduling of a meeting with
the Vail Town Council on November 10, 1993, on the possible development of a letter of
agreement with the Town on the proposed I-70 project.
Based upon ongoing discussions with the Town Council about various proposals, they have
rejected the notion of developing and signing a letter of agreement with anyone proposing to
put a "lid" on I-70.
Since we are in the middle of our Town Council election process, with the potential for four
new Council. members and a new Mayor, and the selection and arrival of .a new Town
Manager in December, it might be better to approach the new Council after the first of the
new year if you are still interested in pursuing a letter of agreement on this project.
We are compelled to cancel our meeting scheduled for the 10th of November, 1993.

. SUBJECT: TOWN OF VAIL GOAL IZAIiTKIlVGS
Essential Goals:
1. Acquire land as required for future employee housing, transportation needs, open
lands, and other public purposes.
2. Investigate mechanisms and initiate within two years aValley-wide approach to
providing services under one umbrella organization to solve common problems,
avoid duplication, and improve the value delivered for tax dollars spent; i.e.,
public transportation and housing.
3. Facilitate construction and retention of local housing within the Gore Valley
. starting immediately. Provide land, joint financing, and a positive atmosphere for
employer controlled housing that will always be owned by the Town of Vail and
built by the private sector.
4. Become a leader among communities by implementing an environmental strategic
plan. to address air quality, water quality, recycling, chemical use, and second
hand smoke. Work with the private sector to encourage reduction of smoking in
public places.
5. Increase the greening of Gore Valley by planting trees, shrubs, and flowers with
a spedal emphasis on the I-70 corridor.
6. Construct a performance and conference center as a Valley-wide public-private
. joint venture, thereby expanding tourism and cultural opportunities/facilities to
summer, fall, and winter within the next four years.
7. Implement continuous quality improvement programs for all systems, methods,
and procedures, both internal as well as external, for the Town of Vail. .
8. Complete the Town of Vail biking and walking trails system as soon as possible,
as well as increase and enhance areas for pedestrian use.

4. ~ Through planning, continue to balance growth and redevelopment to insure the
needs of the community are met.
10. Continue to implement a Village and Lionshead delivery/ distribution plan which
is as near vehicle free as possible.. Investigate the feasibility and location for a
, ~ centralized delivery/ distribution center. .
11. Develop a master plan for the improvement and redevelopment of Lionshead to
. ~ take place over the next three years.
12. Ensure that guests can comfortably and economically travel to Vail by
encouraging the State to investigate public alternative transportation from
Denver's airport to the Eagle Airport.
13. In accordance with the Master Land Use Plan, plan development of the Vail
Commons area.
14. Work with CDOT to address safety, speed, health, noise and other environmental
issues on the I-70 corridor.
15. Investigate the public benefit of municipal control of select Gore Valley utilities.
16. Provide traffic congestion remedies within Vail.
