Mayor Wellington Webb
City and County of Denver
1437 Bannock St.
Denver, Co 80202
Dear Mayor Webb:
The Town of Vail applauds Denver's program to buy recycled products. The Town of Vail is
committed to implementing a comprehensive environmental program and has hired an
environmental planner to develop programs and policies. A major program the Town
initiated this year. was the development of an environmental strategic plan which will lay-out
a long term environmental work-plan for the Town. As part of this plan, policy
recommendations will be made in 1994 to buy recycled materials, energy and water saving
prnducts, and improve Town office recycling. Currently the Town does purchase recycled
paper and other products when they are competitively priced.
Again we support Denver's effort to encourage waste reduction and recycling. The Town of
Vail is moving forward to implement policies to reduce, reuse and recycle both in Town offices
and in the community.
Sincerely,
Margaret A. Oste:rfoss .

Dear Colleague:
Waste reduction and reuse of goods and supplies are environmentally
sound and cost-effective methods for reducing the solid waste
stream and the direct costs. associated with waste management.
Recycling diverts material f rom landfills and conserves natural
resources. Purchasing of recycled products supports this
integrated approach to resource management.
By passing policies to buy recycled products, local governments can
help to create markets for these products, stimulate local
recycling programs and deal with our local and regional solid waste
issues in a responsible manner. Citizens across the state are
calling on government to help increase recycling services. I
encourage municipal and county governments to answer this call by
establishing buy .recycled policies. ,
Yours truly,
Wellington E. Webb

The purpose of the new Board is to cstablish~vision, provide stated goals and strategic direction,
$pprove budgets, approve executional plans, end to.review results.
The new Board would organize and ernpow~r a voluntary operating committee made up of
individuals from within our towns and business community. This committee should include
representation from the various disciplines of;"sales, advertising and public relations as well as
from both reservations operations. This groups' purpose is to translate stated Board direcCives
into action plans and budgets. Also, responsible for the contracting of professional outside
services to oxeoute glans and analyse results. The operating committee will select a chairperson
who will make regular updates to the Board.

~Ve believe that a community cooperative fund derived from both public and private monies
should not solely benefit the vv'I'CB. Since there are two recognized and equally established
reservations entities, both should be listed as a viable call-to-action.
Both the VBCI~ and VyTClE3 represent properties, services and activities. In many cases their
memberships overlap. However, because same members work exclusively with one
organization, or space allocations differ they' are not identical. The only way to justify faia~ and
equal representation, is to list both re5~'1`Vi~ti0F15`:~entitleS in all advertising and promotional
activity thus giving the Vail Valley guest access'to~greatast variety of options.

Recent happenings that must be considered are as follows;
The demise of the Y is removes 12 million dollars of large umbrella promotional activity
