Re: Application for Planning and Environmental Commission Dear Peggy, Merv, Tom, Jim, Sybil, Paul and Jan: I am writing to apply for a second term on the Vail Planning and Environmental Commission. The first two years on this Commission have 6een rewarding. A good cooperative atmosphere exists amongst the Planning Department, the Design and Review Board, and the PEC. The recent push to acquire more open space and the recent addition of a hard working environmental officer (Russell . Forest) have added some new and exciting items to our agenda. I am looking forward to the upcoming zone changes in the agriculture/open space tracts ( in which a natural preservation zoning is established). On the development side of things, the last remaining sites in the Vail Valley - most of which are difficult to build on - wi116e coming through the planning process. The larger tracts are prime candidates for private/public ventures where the Town of Vail and private developers work out mutually beneficial solutions to accomplish their economic and open space goals. The steeper residential sites have been the toughest area for the PEC where existing zoning and site sensitive improvements create a major conflict. Variances are needed...but how much is too much?? . The PEC position is a welcome challenge. I enjoy working with the current members (a well diversified group) and would like the opportunity to continue the position. I have researched the commitment required, and feel comfortable that I can fulfill the duties. Being a resident of the tot,m, I am concerned about the direction and growth of Vail. I feel that I can help direct that growth by drawing on my experiences as a political science major in college, a plant superintendent for a steel company, and as an excavator in the valley. My excavation experience has given me an understanding of site work including foundation, grading, landscaping, and retaining walls. My management experiences have enhanced my leadership skills and the ability to be a diplomatic problem solver. I am highly organized and thoughtful, and have the interest of the majority in mind when making decisions. Those of you who have worked with me }now that I am a responsible team player willing to work with all to achieve the best results given the guidelines set forth by the town. I would like the opportunity to serve, and appreciate your consideration. I believe I have been a strong proponent for adhering to the TOV zoning ordinance in deliberations on variances. Yet I think I have offered pragmatism on analyzing the needs of the community when decisions, particularly on Special Development Districts, have required substantive changes in established zoning. The environmental part of the commission is important for protection of the town and was the original reason for my active membership on the Open Lands Steering Committee. I consider the planning staff to be an extraordinarily competent group of people as are the other members of the commission. They are a delight to work with, and I would enjoy the opportunity of continuing my productive association with them. These past four years have been enlightening, and, yes, enjoyable. I now feel that the time has come to step aside and offer another individual the opportunity to serve. Although we may approved a sign which was a little too bright, or a house whose appearance was a little too large, I have found that the review process, although not perfect, has now developed into a forum of some stability and consistency. The purpose of this note is to highly recommend Hans Woldrich as a candidate to the Design Review Board. After having had the pleasure of ineeting with Hans on several occasions, I am not only left with a very favorable impression, I also feel that his potential contributions to the design review process would be invaluable. Hans has a vast experience in the field of land planning and development. His successes in these areas were due not only to his knowledge and hard work, but, and as equally importantly, to his ability to work diplomatically with owners and developers with contrary or incompatible views and ultimately achieve common ground. Vail will need to continue to improve through new development, renovation, and refinement. Hans Woldrich is an excellent choice to help oversee and better direct this process. ' We, the members of Elizabeth's "Day-Care ramily", would like to commemerate a"plaque" on a bench at the park, where she loved to play in! ~ The plaque will be 7" X 3", made of gold-bronze, inscribed with the following saying; "Fly, In the Sky, Like Pan!" PURPOSE: Town staff has reviewed the Tra.ppers Run Environmental impact Report and has identified numerous areas where additional information is needed to fully understand the impacts of the proposed subdivision and specific areas where staff questions whether the EIR complies with section 18.56 of the Town Code. Staff strongly recommends that a third party provide a ;F review of the Trappers Run EIR and staff comments on the project. The tasks for this review would include the following: A. Review the entire EIR and determine if the submittal complies with the Town's EIR requirements stated in section 18.56 of the Town Code. B. Provide a technical review of the wildlife, vegetation, air quality, geotechnical, transportation, and water quality sections of the report. This analysis should evaluate the proposed project and whether its impacts have been adequately identified and evaluated. Proposed mitigation solutions should also be evaluated for their adequacy. C. Determine if appropriate alternatives were evaluated and identified in the analysis. The Consultant(s) shall identify the optimal number of dwelling units that could be located on the site given the environmental features of the site, its zoning as Hillside Residential, and the subdivision criteria. D. Provide a technical and legal critique of staff's comments on the project. 2. REVIEW OF CONSULTANTS: The review will require three types of consultants; transportation, soils and environmental/ land use . Public Works has contacted Friedberg, Hault, and Ullevig to perform the transportation analysis and Hepworth Pawlack to review the geotechnical sections of the document. Community Development contacted consulting firms and individuals that have considerable experience preparing and reviewing environmenfal analysis. Qualification statements were received by the following companies and are listed in order of preference: 1) Sheppard Miller and Dr. Bill Aldridge 2) ERO 3) Western Ecosystems - Rick Thompson 4) ENSR 5) Toeroek Associates Inc. All the environmental consultants were evaluated on their ability to provide a multi-disciplinary technical review of the document, familiarity with development in mountain resort communities, ability to evaluate the procedural adequacy of the EIR, landuse experience, and neutrality. Dr. Biil Aldridge was highly recommended by the DOW for his considerable experience in wildlife biology and his understanding of the ecosystem in Eagle County. Sheppard Miller is a multi-disciplinary consulting firm that has excelient credentiais. The combination of Sheppard Miller's staff and Bill Aldridge resulted in their receiving staff's recommendation for compieting this project. They_ also seemed the most willing to complete the project in the short time frame (3-4 weeks) required for this review. ERO is a very close second choice and could also provide a very capable review of the document. Costs were similar for each consultant. 3. COST The total cost for this review would be in the range of $9,000 to $15,000. The consultants have not yet seen the EIR and it is difficult to determine a hard estimate without them first examining the submittal. VAIL TOWN COUNCIL HIGHLIGHTS FROM FEB. 8 Work Session Briefs ~ --Vail Valley Alert Cab The Town Council reacted favorabiy to a request by Davey Wilson of Vail Valley Alert Cab to waive the town's overnight parking fee Yor program participants. Wilson said the leniency would encourage participation by those who need to use the program without the burden of paying to leave their cars overnight in the Lionshead or Village parking structures. The privately-funded program will provide a free cab ride home from bars and restaurants ta those wno have had too much to drink. Wilson asked the council to waive the parking fees from midnight to noon for program voucher- holders. Fewer than 30 rides are anticipated this season once the program is launched on or around March 1. The pr-ogram will serve an area from East Vail to Edwards. --Parking Pay-In-Lieu At the suggestion of Jan Strauch, council members voted 4-3 to increase the parking pay-in-lieu fee from $8,594.40 to $10,000 per space effective immediately, and to increase the fee by 10 percent each year until 80 percent of the actual cost is . reached. The actual cost is currently estimated at about $17,000 per space. The parking pay-in-lieu program was developed in 1973 to reduce vehicular traffic in the core areas, and to ensure that private cfevelopment share in :he responsibility of providing parking for the core areas (Vail Village and Lionshead). The town does not reserve specific parking spaces for thcse who pay into the fund, nor does it allow free parking for.contributors. (more) TOV Highlights/Add 1 In a related matter, a motion by Tom Steinberg passed on a 5-2 vote autharizing staff ~ to draft an ordinance to remove the parking pay-in-lieu requirement for all Village and Lionshead properties with "reasonable vehicular access." The action would require those properties to provide parking on-site instead of the pay-in-lieu fees for future projects. Council members who supported the motion--Osterfoss, Steinberg, Navas, Shearer and Lapin--said the program would help encourage private solutions to Vail's parking needs. --Review of 1994 Capital Projects and Rollforward Projacts The council made some minor modifications to a priority list of 1994 capital improvement projects, and projects associated with the Reaf Estate Transfer Tax (RETT) fund. Among the scheduled capital improvements this year are three bridge projects: replacement of the Chapel and Pulis bridges, plus restoration of the Covered Bridge. The council also asked Public Works Director Larry Grafel for a ~ recommendation on the Dowd Junction Bike Path project, which has exceeded original cost projections. The voluntary action is irr recognition of the town's 14th Annual Smokeless Weekend, an education campaign on the environmental impacts of inefficient wood-burning devices. The annual observance is intentionally scheduled during one of the busiest weekends of the year, said Paul Reeves, the town's environmental officer. "Because Vail's population swells to 30,000 or more during peak times,.the likelihood for poor air quality is greatly increased by the sheer numbers of people," he said. "The Smokeless Weekend carnpai.gn helps keep the numbers down, and gives us an opportunity to promofe our conversion program to retain the area's natural beauty." Although the town has banned new, unapproved Environmental Protection Agency , wood-burning fireplaces and stoves since 1991, Reeves says more than 4,000 inefficient wood-burning units remain within the town. "About 57 percent of our air (more) Smokeless/Add 1 particulate problems are attributed to wood-burning," said Reeves. Another 39 percent comes from the sanding of I-70, and two percent is from auto emissions. While air quaiity in the Vail Valley has not exceeded federal health standards, Reeves says the town is actively monitoring air quality levels. "While the fireplace change-out program and a change in I-70 sanding methods are contributing to improved air quality, the effort must continue," Reeves said. ' The town, in cooperation with Eagle County, retailers, banks and utility companies, encourages voluntary conversions of "dirly" burning fireplaces to "clean" burning fireplace technologies through low-interest loans and other incentives. Since 1990, 393 Vail dwelling units, both lodges and private residences, have voluntarily converted from wood to gas. The largest increase yet occurred in 1993 with 149 conversions, including 44 conversions at the Lifthouse Condominiums and 60 conversions at the Landmark. The upcoming Smokeless Weekend gives people the chance to show support for the environment first-hand, Reeves said. Residents and visitors are asked to refrain from using their fireplaces and wood stoves, unless they're used as a primary heat source. Hotels also will be encouraged to ask for participation from their guests. The annual seven-part travel series begins Feb. 24, and will be presented weekly at 7 p.m. Thursdays through April 7 in the Cammunity Room of the Vail Public Library. The free mufti-media presentations are spansored by the library in cooperation with Vail Associates, Antlers at Vail, Lifthouse Condominiums and the Westin Resort. Juana Gomez, a Denver architect, will open the popular series Feb. 24 with a talk on "Urban Adventures in New and ancient Cities." Gomez and husband Phil Lawrence traveled to Mexico City and the Yucatan peninsula on a grant by the American Institute of Architects. Their two-month trip brought them into contact with archaeologists, peasants, money changers, a man on a spiritual quest and the police. Gomez's talk will recount the simplicity and perils of living and traveling on $9 a day. On March 3, Molly Ogilby, a student at Colorado Rocky Mountain School in Carbondale, will give a slide presentation on her semester-long travels to Patagonia with the National Outdoor Leadership School (NOLS). Ogilby is a senior in high (more) < ; Adventure Series/Add 1 school and the daughter of Chuck and Meredith Ogilby of Vail. It's back to the U.S. for the third presentation on March 10 with "Roads Less Traveied" by David Clair of Longmont. Clair will share numerous hiking and biking trips.along remote trails and unpaved backroads in Utah, Colorado and New Mexico. St.- Patrick's Day gives way to "Flyfishing in Patagonia" by Caleb Gates of Telluride on March 17. WHEREAS, the Town of Vail shall enter into a contract with the State of Colorado, Department of Transportation, to participate in a federally funded project to reconstruct Vail-Vail Valley Bridge-1; and, WHEREAS, the total cost of the preliminary engineering and construction of the project are to be funded as follows: (a) Federal participating funds $253,824 (80% of $323,530) (b) Local Agency Share (1) Local Agency participating funds $ 64,706 (20.09/o of $323,530) (2) The Local Agency non-participating funds for indirect costs incurred by the Local Agency and/or the State ($2% of $323,530) $ 6,470 SUBTOTAL (LOCAL AGENCY SHARE) $ 71,176 TOTAL PROJECT FUNDS $330,000 NOW, THEREFORE, be it resolved by the Town Council of the Town of Vail, Colorado, as follows: 1. McCutcheon, Town Clerk ~ MEMORANDUM T0: Vail Town Council FROM: Bob McLaurin Town Manager DATE: February 10, 1994 SUBJECT: TOWN MANAGER'S REPORT FOR FEBRUARY 15, 1994 Colorado Planninq Association Conference We have tentatively agreed to host the 1994 Planning Conference of the Colorado Planning Association. This conference will be held in September and we expect approximately 200 delegates. The Community Development Department will coordinate the conference. The actual work to put on and host the conference will be distributed amongst the town departments. Additionally, the planning departments of Eagle County and Avon will also participate in this conference. It is my understanding that this is a very beneficial conference. Once the schedule has been set, the Council will receive invitations. Vail Improvement Process As of Friday, February 11, 94 regular full time Town of Vail employees will have gone through the Fundamentals Training for the Vail Improvement Process. Departmental Improvement Process (DIP) workshops will have been completed by the following departments: Municipal Court (4 employees); Community Development (15 employees) ; Finance (8 employees) ; Library (10 employees); and Fire Department (17 employees). The Police Department has also begun training in Fundamentals and DIP Workshops with 22 employees so far participating. . .'a The next Fundamentals and DIP Workshops are scheduled for the weeks of March 21st and 28th, and Council Members are still encouraged to attend and participate in these sessions. Initial comments from the training sessions have been very positive and the department intensive training has been viewed as extremely beneficial.. Selection of Town Council Representatives for the Vail Commons Task Force. We are in the process of assembling a team to prepare a Request for Proposal for Planning and Design Services for the Vail Commons Project. The task force will consist of eight members, one from Public Works, one from the PEC, Mike Mollica, Andy Knudtsen and Jen Wright, representing the Housing Authority. I will also serve on this task force. As we discussed previously, we are asking that two members of the Town Council be designated to serve on this task force. The role of the task force is to help prepare the Request for Proposal. Once the proposals have been received, they will also review the proposals and select the consultant to design the project. Once the proposal has been completed, we will forward it to the Town Council for your review so that all the Council members will be up to speed and comfortable with the RFP. Thank you for your consideration of this matter, which will be discussed under "Other" at the work session on the 15th.
