We learned that the , public felt strongly that the Forest Service ahouZd_continue to have a presence in all seven communities around the Forest in which we are presently located. Maintaining this presence was the only sideboard we placed on the design of our new organization. We also concluded that our new organization would give us the opportunity to txy managing with fewer district rangers as vacancies occur while retaining this presence in the communities. Now that the Eagle District Ranger position is vacant as a result of Tom Portice's retirement, we are presented with the opportunity to try something different. Given our present and foreseeable situation with our budget and the impetus to test the feasibility of combining districts, Bill Wood, Holy Cross Dfstrict Ranger in Minturn, has also been assigned as the District Ranger at Eagle as of May 29, 1994. Bill Johnson at Eagle and Kathy Hardy at Minturn have also been assigned additional duties as assistant district rangers. This does not mean that this arrangement will become permanent. Rather, the arrangemarit gives us time to thoughtfully evaiuate the combination based on real experiences. I would like to seek your input in evaluating this arrangement prior to making the long term decision. In order to give thie a fair evaluation, I presently envision that we will operate the two districts in this fashion for a full year before making the decision. The basic options are to fill the position again with a full-time District Ranger at Eagle or to combine the position in some fashion with the Iioly Cross Ranger District. There are probably other possibilities. We will retain offices in both Eagle and Minturn with or without a full time district ranger regardless of alternative selected. Other than that, any arrangement is open to consideration. For the duration of the year, I would like to ask your help in evaluating this opportunity. How is it working? What factors should we consider prior to , making the long tezm decision? How is it affecting you? The services you expect? Resource management? Are there other options we should consider? We will need to continuously evaluate over the one year trial period. In abaut , six months I will ask you for any thoughts you may have regarding the arrangement, how to improve it, or even whether it should continue. At the end of the year, I will ask for your observations and recommendations. Georgie has done a great job of faxing us her list of people to whom Town of Vail ID cards have been issued. Hovuever there are a number of additional passes that have been issued this year to Tovun of Vail boards, commissions and committees. Would you please clarify for the board and myself who is eligible to receive a golf pass? Our concern is not necessarily the loss of revenue as much as the fact that we are turning away Vail's guests in record numbers. Guests who unfortunately will not get a chance to play golf in Vail due to limited tee times. Our concern is the long term effect on return visits and ultimately our tourism traffic. Ree Pgoposed Heacluater Stogage Strategg F'or Western•States Dear Secretary Babbitt: The Department of Interior is violating national environmental laws by ignoring superior headwater storage alterriatives for protecting endangered species, and the human environment. tiJestern hydrologists have long known that high altitude storage during heavy snowmelt- years could maximize the environmental and economic benefits for entire river systems during the damaging drought cycles. Unfortunately, most `Vestern waters quickly flow each spring. to hot desert reservoirs, where evaporation losses are extremely high. Low altitude dams on rivers also conflict with good conservation practices by filling with silt, concentrating salts, and upsetting natural flows. Misquided federal programs for recovery of endangered fish are worsening this serious• imbalance between managed environmental flows from headwater storage vs. less efficient low altitude reservoirs on rivers. In fact, these federal programs are rapidly changing the undeveloped interstate compact rights of headwater states from perpetual entitlements to permanent run-off for Lower Basin growth. The long-term impacts of federal fish programs will be devastating for the environmental and economic future of Colorado, l4yoming, New Mexico, Utah, Nebraska, and Kansas. For example, Nebraska's tiqhooping Crane habitat is one of the overlooked losers under the current program to use spring flood flows for recovery of Colorado River endangered fish. Kansas is also suffering from the waste of Colorado's Colorado River Compact waters that could augment the over-depleted Arkansas River Basin during multi-year droughts. Colorado is currently losing over 1 million acre feet of its undeveloped Colorado River Compact entitlements. These snowmelt waters should be stored in off-river sites -for low cost gravity use and reuse by both slopes during the critical drought cycles. Other Upper and Lower Basin States could also join in a cooperative headwater storage program that would 2 substantially increase net waters available for the region's natural and human environments. Recent advances in pumped storage technology for regional peaking power needs have opened the door for this new headwater storage strategy for conservation of Western waters. There are many overlooked, off-river reservoir sites along the Continental Divide that can be economically filled by reversible pump-generators during the heavy runoff years. I would be honored to further explain the environmental and economic benefits of a`Jestern water strategy that conserves wasted snowmelt,at high altitude for long droughts. Assisting with mortgages may provide good press but it's not a solution. Here's why. There are only, as of today, four properties only 4, that a local would consider as adequate permanent housing. They are shown on the attached list produced from the active listings from the Vail Board of Realtors Multiple Listing Service (they are highlighted in yellow). Three are townhomes/condominiums. One is a half duplex. The remaining properties under $200,000.00 for sale are distinctly second homes or one bedrooms and too small for a permanent residence. Therefore, it's unlikely any local wil] find a home that satisfies his/her permanent housing criteria or permits a couple planning a family adequate space to grow into. Please, Town of Vail, wake up. There is only one solution. Build new affordable homes and subsidize, subsidize, subsidize! Not only are locals moving down valley but so are jobs. It won't be long with the Town of Vail continuing to disenfranchise locals before they won't want to traverse Dowd Junction for employment. Why should they when Beaver Creek, Cordillera, Mountain Star, Avon & Edward all offer top paying jobs without the inconvenience of driving an extra 6 miles (treacherous in winter) and then deal with the lack of affordable parking. Seriously, tlle lack of affordable permanent housing is a problem today. Build! Avon has done it: Why can't Vail? If you don't, it won't be long before the quality experience Vail so rightly prides itself with will be denied to tourists because Valley residents will not only be living down Valley, they will be working there. Box 283 Vail, CO 81658 Dear Mr. Ott: Thank you for your letter of June 29th expressing your frustration regarding the noise coming from the Ford Amphitheater. We understand your concern of the late night disturbance. We have had similar complaints regarding this same concert and are working with the Vait Valley Foundation, who manages the Amphitheater and, therefore, the concerts that are scheduled. Use of sound amplifying eyuipment is prohibited at the Amphitheater between the hours of 12:00 Midnight and 8:00 A.M. One suggestion being considered is to begin the concerts at an earlier hour during the summer, so the event is concluded at a reasonable time. The schedu(e for the remainder of the season . is of a more subdued nature, including presentations by the Colorado Symphony, Rochester Philharmonic and the Bolshoi events. Hopefully, these performances will not interfere with the neighborhood's evening ambiance. We will continue to work with the Vail Va(ley Foundation to come up with a viable solution to your concerns.
