I have been a resident of the Vail Valley since 1974, other than a 3 year hiatus to attend the University of a Colorado at Denver where I earned a Master of Urban and Regional Planning Degree. I have been a resident of the Town of Vail since 1990 and am currendy employed by Vail Associates, Inc. as Director of Resort Planning. Prior to this position I was a Community Planner for Eagle County, then the Town of Avon, with responsibilities similar to those of fhe TOV's Community Development staff. I believe my experience as a 20 year resident of the Vail Valley, an education in planning, and the time spent in the community as a public and private planner make me an ideal candidate for the Planning and Environmental Council. He attended law school at the University of Wisconsin and the University of Denver, and attends Continuing Legal Education programs on varying subjects. Bowen currently manages six investment partnerships, teaches business management at Colorado Mountain College, writes about small business management, skung, planning and the environment, and teaches a few _days each year for the Vail Village Ski School. He is currently a member of the Planning and Environmental Commission of the Town of Vail, was named 1992 Rotarian of the Year by the Vail Rota.ry Club, served on the Town of Vail Marketing Board, Open Lands Steering Committee, Commons Task Force and the Transportation and Parking Task Force; he is chairman of Trees for Vail, Inc., and was a,member of the Eagle River Environmental and Business Alliance, which administered an EPA TAG grant for the Eagle Mine Superfund site. Bowen is one of the founding members of the Vail Partnership for Environmental Education Programs, which, among other things, will offer an interdisciplinary education ca.mp and program for teenagers regarding the environment. Bowen formerly was Chief Executive Officer of The Investment Management Group, Ltd., in Denver, was Director of , Western Acquisitions for Encom Properties, Ltd., and was managing general partner of a large number of Color.ado investment partnerships; he was a Continuing Legal Education lecturer on syndications, an expert witness at Denver District Court and was a member of the planning commission, council and was mayor pro-tem of a suburb of Denver. A number of years ago, Bowen was a member of the Colorado Council for Economic Development, and a director of the Lawrence College Alumni Board. Bowen spends his free time running, hiking, snowshoeing and skung in the Colorado mounta.ins and occasionally plays a twelve string guitar. In the following paragraphs I will describe why I think I am qualified, as well as, why I want to be on the commission. I am a retired executive from IBM and nioved to Vail in March 1993 purchasing a home on Matterhorn Circle. Having lived all over the United States while working for IBM, I was drawn to Vail because of its feel as a community and a place that 1 would like to make my home. In that regard, if I want to make Vail my home, then I should be willing to contribute some of my time to making it a better place to live. In my previous career, it was necessary for me to use a variety of business skills to make decisions, not the least of which was common sense. Balancing different agendas, while working within the established business guidelines, required the ability to listen and weigh all alternatives in order to make the best decision possible. I believe these would be the same skills required to be a valuable member of the PEC. The reason I want to be on the PEC is that I think there are several conflicting issues facing the town: business - the expansion of VA vs. environmental - free space vs. the continuing challenge of affordable housing. If we are not careful, there will be fewer full time residents of Vail and the town will no longer be what we all fell in love with. I believe my previous business e.xperience will serve me well in navigating these difficult issues and I would like the opportunity to contribute my time in order to continue the success of Vail. Throughout his career he has practiced and encouraged imaginative and innovative approaches to design, cosg effectiveness and energy efficiency. Mr. !losbeck has been a firequent speaker to business, professional and educational groups, and has served on many design award juries. NNost recently, Mr. !losbeck has served as a Vice President of Daniel, Mann, Johnson and Mendenhall, one of the nation's largest architectural and engineering firms, and managed ° the Washington D.C. o#fice ofi DNAJM. Prior to his service with DMJM, Mr. !losbec6c was president of WKR, an architectural and engineering fiirm of vvhich he vvas one ofi the founding principals. As a principal of WKR, he played a major role in guiding 4he fiirm's growth from a small architectural practice into a large, multidisciplinary national fiirm. WKR received over 70 design awards, and in 1987 wras the first recipient of the Virginia Society AIA T. David Fitz-Gibbon Architectural Firm Award, presented annually to a#irm "consistently producing distinguished architecture over a period of the last ten years". In 1981 NNr. Vosbeck served as the 57th President of the American Institute of Architects. His priority during his tenure as AIA F'resident was energy in the built environment, as reflected in ttie ,41A's 1981 4heme, "A Line on Design and Energy". The energy message was relayed nationally through a public awareness and education program which emphasized the contributions architects can make in helping the country reduce energy 'consumption. Under his leadership, the AIA implemented a comprehensive professional developmen4 program, "Energy in ,4rchitecture", which reached architects throughout the country. During his AIA Presidency, RNr. Vosbec6c traveled extensively, speaking to architects, members of allied business industries, and to the public on various aspects of architecture and the importance of quality design for the built environment. He testified frequently on behalfi of the profession before numerous Congressional committees and public hearings, including presentations to both the Democratic and Fiepublican Platform Committees in 1980. I have lived and worked in Vail since 1975. I was married in the tlail Chapel and both my cbildren were born in the. Vail Valley Medical Center. They now attend 1Vtinturn liRiddle School and Red Sandstone Elementary School. My history shovvs that I have a great deal indested in our cominla.nity and a great deal of interest in it's future. .a I have been extremely active in many of the public school's activities and committees. I was Chairman of Wild West Day in 1992 raising more than $27,000 for three elerrientary schools and I was Co- Chairman of the School Bond Election in 1993. I have a continuing and genuine interest in this portion of civic government and i feel I would be a.very worthwile contributor. Through the years I have been to a number of PEC meetings. During this time and through my educational background I have gained a broad understanding of both the purposes and methods of zoning, and how they can apply to •Vail. I understand the time commitment required for this position. My commitment to the environment began as a kid in Scouting and continues today in areas such as being a Life member of the Sierra Club. How we remain stewards of the environment will determine to a great extent how our grandchildren will inherit the Earth. Vail has been very good to me. During the majority of the last 16 years I have lived and worked in Eagle county. Most of that time in Vail. I currently own a home in West Vail. Through my business I have an in depth knowledge of how Vails' planning process functions. In core areas of Town as well as residential areas, I have designed various projects. In the process I have become well aware of both the opportunities and challenges these areas present. I believe I have the ability to help grasp what will be a good, appropriate project for the Town and how zoning applies and becomes a guide to encourage a better community. I am very interested in devoting my time toward the success of the Vail - Valley: I carne to Vail in 1978, fell in love with the valley and remained permanently. I met my wife,lVlichelle, here and we now have three children. d+le presently live in the Intermountain area in the third residence that we have owned in `/ail. I am currently employed by Vail Associates and have work in their Lift Department for the past 17 years. Vail is our home and I would like to work towards shaping it's future. My interest as a member of the I'EC is to be involved in the future of the community and its direction. We have witnessed several development projects in which structures are being built to the maximum, working with zero tolerances of the code. We need to use good judgment and common sense when reviewing such projects. We need to look at individual situations with new insight as building continues on some of the more difficult remaining lots. The Vail Va11ey has an ambiance that is attractive to all who live and visit. Our founders had great visions of a warm alpine Nillage that needs to be remembered. I believe this is all possible with the guidance of the FEC. All the natural aspects that this valley has to offer are very precious, and what is man made must be developed in harmony with nature. The diversity in this firm has provided me with a well rounded background that should serve the Housing Authority vvell. The bread and butter work of RKD is typically more expensive than employee housing, but 4he business of development is similar a4 all levels, as I believe is the nuts and bolts experience gained from my extensive hands on general contracting. RKD has recently been involved with the schematic design of a bond financed low income project. Niost relevant however, is my experience with Low Income Housing Tax Credits. In 1992 I was both Architect and 50% of the development team on Sun Club Apartments. This was a 70 unit 100% low income project in Steamboat Springs that received an allocation from CHFA for $4,000,000. Unfortunately, at that time the tax credit program lapsed for a period and we were therefore unable to realize the project. None the less, I can bring the experience of designing, procuring the tax credits and pursuing 4he various financing options for a project such as this to the Housing Authority. . I have watched the different areas grow a great deal in the four years I have been here, and expect the growth to continue by leaps and bounds in the coming years, especially in anticipation of the World Alpine Ski Championships in 1999. I know that there are many different issues to consider when managing the growth in this valley, especially in Vail where the space is limited and there are so many groups who would like to see varied uses for any available space (for example: open space, parks, employee housing, million dollar homes, etc.) February 12, 1996 page 2 I know I would be a valuable member of the Housing Authority if chosen. During the worksession, staff received direction from Council on the lottery model and most of the values. The purpose of today's worksession is 1-- to confirm our understanding and follow up with a few questions which have arisen and about which staff seeks additional direction from Council and 2-- to summarize the public input at the February 6, 1996 worksession and answer or clarify as appropriate. Business owners purchasing units to rent to their employees should be included in the lottery only if there are no other purchasers prepared to be owner occupants. 1 t 7. Household size: All Council members believe that the two bedroom units should be open to any lottery applicant. Five out of seven Council members support the requirement for all of the three bedroom units to be set aside for households of three or more people. 8. All council members support a financial prequalification requirement prior to applying for the lottery. III. Summary of Questions from the Communitv at the February 6 Worksession Several members of the community came to the worksession on February 6 and made suggestions or asked questions. Staff has summarized their comments and provided responses below. Although all ideas cannot be incorporated into the final product, staff believes that it is important to recognize and consider the input and provide responses. The responses are based on the discussions which staff has had with the Council in the past several months. Allow roommates? Always anticipated. Rent control for roommates? Not anticipated at this time; not a priority at this time. Target critical employees? Vail Commons is directed towa.rd long term locals and families. Other proj ects will be available in future. Very difficult to distinguish between one set of critical employees and another. Resale price cap limit tied to Consumer Price Index (CPI)? Makes resale calculations significantly complicated. This method for determining cost of parking spaces was used by the Town at one time, but was abandoned because (among other issues) the difficulty involved. No rental units should be allowed. Consistent with project assumptions. (Note that City Market will have 18 rental units for their employees.) What about couples who. plan for children in the future? If a household size does not have a minimum of three people at the time of the lottery, staff believes the applicants should not be eligible for the three bedroom units except to the extent that there are not enough 3+ member families to acquire the three-bedroom units. 2 ~ . . Reqwre prequalification from a bank or mortgage broker? Yes, prior to application for the lottery, so that applications are realistic. Keep it sunple. Definitely. Clarification:. Bobby Warner is obligated by the terms of the Developer Agreement for Vail Commons to construct the employee housing without preselling it. A clause from the Developer Agreement states that in the event that 10 or more units have been completed for 60 or more days and remain unsold, then Warner may temporarily suspend construction of additional units until previously completed units area • sold. IV Additional Questions for Council Local Wage Earners: * The requirements discussed previously for the prospective Vail Commons home owners are that the units be owner occupied, the owners be employed at businesses located in Eagle County, and that the owners work a minimum of 30 hours per week. A value discussed earlier is to target "local wage earners." Staff would like direction from Council as to the significance of this value. Should local employees be required to work the 30 hours a week at local businesses? In other words, do the paychecks have to be generated - from local enterprises or can individuals be employed with businesses located outside the valley, using a fa.x and modem or similar "long distance" tools? Location of residence: * Should there be any difference in standing for individuals who live in Vail, compared to those who live down valley? . Staff heard that no distinction should be made, but wants to confirm this. Location of employment: Staff understands that longevity is important to the Council. 1Vlust the years of employment be consecutive in this jurisdiction and the employment current? Current homeowners: * Should current homeowners who do not choose to deed restrict be eligible at all ? If so, should they be eligible above or below business owners purchasing to rent to their employees? . Staff believes that these individuals should be eligible, but that negative points should be assessed for current ownership, which will result in lower priority. 3 r 1 * How important is the value of "net gain in locals housing?" If an existing home owner is willi.ng to deed restrict the existing residence, should significant points be allocated? Staff thinks that this may be an effective way to increase the number of deed restricted homes in Vail for locals and that significant points should be allocated. * Must existing homeowners sell their homes prior to closing on Vail Commons units? The staff believes that the Vail Commons homes must be owner occupied and that the owners cannot own a second (rental) unit. (This staff position might be different if the Town had rental rate restrictions.) Staffrecommends that the sale existing unit be completed prior to or simultaneously with the closing of the purchased of the Vail Commons unit. Note that listing could occur after the lottery selection process had been completed. Lottery participation: Can one person participate in all four lotteries? (There will be a separate lottery for each of the four housing types.) Staffbelieves that if someone can meet the minimum qualifications (employed 30 hours per week, prequalified with a bank, minimum household size for the A and B units, etc.) then he or she should be able to increase the chances of securing a home by entering all . four lotteries. Though we are proponents of affordable housing, we feel the diversion of the funds designated for Open Space is not appropriate at this time. Community surveys have shown that Open Space is reportedly the No. 1 concern of its citizens. Furthermore, the Town of Vail Comprehensive Open Lands Plan has not been completed, and parks and Open Space improve the lifestyles of both residents and guests, alike. Many times the real estate community has opposed any change in the use of the fund. However, in the past two years, we have supported the Council position to broaden the use of the fund to include improvements and maintenance of the acquired parcels. While we recognize the importance of affordable housing as a critical issue for the future of this valley, it is a complex issue requiring much more than the stop-gap attempt that may even jeopardize the plan that has been put in place for the equally important preservation of Open Space. The voluntary action is in recognition of the 4own's 16th Annual Smokeless Weekend, an education campaign on the environmental impacts of inefficient wood-burning devices. Although the town has banned installation of unapproved wood-burning sfioves since 1991, more than 4,000 existing units remain within the towrn, said Paul F2eeves, Vail's environmental health officer. And with one of the busiest weekends ofi 4he year, 4he likelihood for poor air quality is greatly increased by the sheer numbers of people in the valley. "The Smokeless Weekend campaign helps keep the air quality high and gives us an opportunity to promote our conversion program to retain the area's natural beauty," he said. About 57 percent of Vail's air particulate problems are attributed to wood-burning, according to Reeves. Another 39 percent comes from the sanding of I-70 and two percent is from vehicles emissions. Since 1990, over 500 Vail dwelling units, both lodges and private residences, have voluntarily converted from wood to gas. Among them,.Antlers at Vail, which convinced 69 of its 70 hotel condominium unit owners to spend $500 each to help cost-share the P improvements. "It was relatively painless," said general manager Rob LeVine, who . spearheaded the project on behalf of the hotel's board of directors. "We used an educational campaign to talk about the impact of wood-burning fireplaces on our air quality," he said. "And now that they've done it, most of our owners wouldn't have it any other way. They like the convenience of turning on a switch whenever they choose." The 23-year-old property was the first lodge in Vail to launch a large=scale conversion and has served as a catalyst in the conversion of many other units. As a result, Antlers is the current recipient of the annual Mauri Nottingham Environmental Quality Award,which was created last year to recognize outstanding actions or programs that protect the valley's environment. ~ Those actions are resulting in a measurable improvement in Vail's air quality. For example, since 1990, air quality levels have improved by more than any resort community in Colorado, Reeves said. Council members reacted favorably to an offer by the PEC members to assist the Council and the Housing Authority in developing a facilitation process to involve the private sector in the creation of affordable housing within Vail's boundaries. Several PEC members urged the Council to liquidate the town's holdings in the Berry Creek Fifth Filing property in Edwards to free up funding for use within Vail's boundaries. PEC members agreed to draft a list of target properties and a plan to address those properties for future consideration by the Council. In the meantime, the Council was asked to begin discussions on several. philosophical questions: VVho should be targeted (seasonal, permanent, etc.) and in what order? Should the town retain ownership of the land under housing units? Should the town begin acquiring privately-held properties with residential zoning? Should the town examine its open space parcels for possible use as locats housing? Nlayor Bob Armour said those questions would be discussed in more detail at the Council's retreat on Feb. 27. PEC Chairman Greg Moffet said he believes the private sector is interested in developing locals housing in Vail if the process can be made "reasonable" and land is available. The Vail Community Task Force is rolling out its incentive program once again to reward those who help reduce Vail's traffic congestion. The program, launched during the Christmas holidays with favorable success, will be repeated for Presidents' VVeekend Friday through Monday, Feb. 16-19. Those who ride Vail's outlying routes or the Gypsum-to-Vail bus will get a coupon for free breakfast, plus a punch card. Get the card punched at least eight times (tuvo punches per ride) and you'll earn a chance to win some great prizes. Similarly, those who carpool with three or more occupants at the Ford Park or soccer field lots betvveen 8 a.m. and 1 p.m. Feb. 16-19 will receive free parking plus the punch card. Once the card is punched at least eight times (four punches per trip), carpoolers will be eligible for the Peak UVeek Perks prizes, as well. Punch cards issued during the Christmas period also are eligible to be used. For those who need help finding carpool companions, the town's environmental office will assist through a new program called "E-Ride," short for Eco-Ride. I have just returned from my first trip of this season and I am disturbed about several things that all seem to be caused by the lack of affordable housing. During my first few days in Vail I was aware of unusually long waits for the Vail busses. This problem seemed to get worse as the week progressed. When a bus finally came they came so full that no one could get on (and mine was only the second stop). Eventually we determined that in order to get on the bus one needed to ride the bus in the opposite direction and stay on when it turned around. We were told that the crowds and long waits were due to the fact that there were not enough drivers to man aI1 the busses. This was january when the town was relatively quiet .............what will happen in mid rebruary and in 1vlarch wnen Vail is busy? On several occasions we noticed that the 1 lift and the 23 lift were not running. We were told that this was also because of a shortage in man- power. Vail is now planning a major expansion. Who will run the new lifts? The Deli at 1VIid-Vail was closed while we were there. Again, we were told that VA was short of help. It was a cold snowy week...who will service the outdoor snack areas on sunny days if VA is so short of help? Our hotel complained that it was increasingly difficult to find quaiified help. Many of the merchants were also complaining. Again, what will happen later in the season when the town is busier? ~ . ~ ~ How will Vail service the expected number of visitors in the Valley for the 1999 Championships? WAKE Ul' VAIL!!!!!!
