C:WGENDA.WSE VAIL TOWN COUNCIL WORK SESSION TUESDAY, JULY 16, 1996 2:00 P.M. AT TOV COUNCIL CHAMBERS EXPANDED AGENDA 2:00 P.M. 1. Site Visit - Charlie's Shirts, 684 Lionshead Circle. Dirk Mason 2:30 P.M. 2. A request from David Peel, representative of Charlie's Shirts (684 Dirk Mason Lionshead Circte), to proceed through the development review process to remove the center section of a planter located at the west end of the Lionshead Mall. The planter is located on Town of Vail property. ACTION REQUESTED OF COUNCIL: Approve/deny the request to proceed through the development review process. BACKGROUND RATIONALE: The west end planter is currently a half circle, located directly in from of Charlie's Shirts. Mr. Charlie Stone, the shop owner, would tike to remove the center section to provide for direct pedestrian access to the store entrance. Mr. Stone believes his proposal will increase access and visibility to Charlie's Shirts. STAFF RECOMMENDATION: Staff recommends denial of the request to proceed through the development review process. The rationale for denial is based on the following: • The installation of stairs, in the area where the planter is proposed to be removed, will increase the -maintenance responsibili#y and liability for the Town. • The proposal will result in a lose of snow storage in Lionshead Mall. According to Public Works, snow storage space is already at a premium in the Mall. - • The proposed gap in the middle of the planter would reduce the already - minimum amount of landscaping in Lionshead Mall and effectiveness o the planter. • Impacts of construction could extend into the Mall due to potential changes in the existing irrigation system located within the planter. • No advantage or benefits are provided to the community at large by the proposal. 2:50 P.M. 3.
