ACTIOfV REQUESTED OF COU(VCIL: Approve/Deny/Modify Ordinance iVo. 2, Series of 1997 on first reading. BACKGROUND RATIONALE: The applicant is proposing to establish a SDD (with Residential Cluster as the underlying zoning) on the subject property in order to allow a modification of the Eagle County-approved Planned Unit Development (PUD). The site is proposed to be subdivided into three single-family lots. The property is currently vacant and is comprised of two duplex lots. The property is zoned Residential Cluster (RC). However, when the property was annexed to the Town of Vail, that annexation recognized the Eagle County approved development plan for the property (a Planned Unit Development) per Ordinance No. 13, Series of 1981. The PUD for Lots 3 and 4 is specific. The county approval allovvs a duplex on each lot (a total of 4 units) and requires a parking structure for all of the parking on-site. The approval allows each dwelling unit a maximum of 2,200 sq. ft. of GRFA (8,800 sq. ft. total for both lots). The PEC, at its January 13, 1997 meeting, recommended approval (unanimously) subject to the 8 conditions contained in the PEC memo, plus the additional condition that: One Employee Housing Unit (EHU, Type II) is required for the entire development which must be provided prior to, or in conjunction with, the Building Permit for the third dwelling unit constructed on-site. Five hundred (500) sq. ft. of additional GRFA shall be allowed for the construction of an EHU on each lot. All conditions of approval have been included in the proposed ordinance. Please refer to the PEC memo and development plan for a complete explanation of the proposal. 2• Consideration of requests from the Vail Village Commercial Property Owner's Association re: Vail Village Issues. (1 hr.) ACTION REQUESTED OF COUNCIL: BAC6CGROUND RATIOiVALE: On January 27, several members of the Vail Village Commercial Property Owner's Association met with Bob McLaurin to present "immediate action items" (free parking from 3:00 p.m. to 7:00 a.m. daily, commencing February 5, 1997) and "discussion items" (streetscape improvements, specifically, installation of heated i I pavers in the Village and a 10th Mountain Division monument in SeibertCircle). A copy of their proposed requests is included in this packet. 3. Town of Vail/U.S. Forest Service appraisal for the land exchange. (20 Russell Forrest mins.) ACTION REQUES'TED OF COUNCIL: Review the final appraisal for the land exchange and approve or don't approve the appraisal. BACKGROUND RATIONALE: The appraisal is a critical step in the Town of Vail/USFS land exchange. One of the goals of the exchange is to trade like valued properties. Based on the appraisal, the Town Council will need to next determine what is in or out of the exchange to make the values balance. The values in the exchange are also important in the context of the Rockledge Road and Ptarmigan properties where the properties owners have an interest in purchasing land where they have private improvements on what is currently Forest Service property. STAFF RECOMMENDATIONS: Approve the appraisal by motion. 4. Review and approval of the Problem/Opportunity Statement, the Givens, Andy Knudtsen and the public process for the Public Works Seasonal Housing. (45 mins.) ACTION REQUESTED OF COUNCIL: Approve/modify/deny the proposed Public Process framework for the Public Works Seasonal Housing. BACKGROUND RATIONALE: Please see memo in Council packet. STAFF RECOMMENDATION: Approve by motion the proposed public process framework for the Public Works Seasonal Housing. 5. Council review and discussion of the VRD Master Plan, 1997-1999.
