Applicant: RAD Five L.L.C., represented by Greg Amsden.
ACTION REQUESTED OF COUNCIL: Uphotd, overturn, or overturn with
conditions, the Planning and Environmental Commission's decision denying
the applicant's request.
BACKGROUND RATIONALE: See the attached memo and plans for a
detailed description and background on the appeal. •
STAFF RECOMMENDATiON: The Community Development Department
recommends that the Town Council uphold the Planning and Environmental
Commission's decision denying the applicant's request, in accordance with
the staff memorandum.

ACTION REQUESTED OF COUNCIL: Review schedule of ineetings for
completing the Lionshead Master Plan.
BACKGROUND RATIONALE: The purpose of this work session is to review
the proposed schedule for reviewing and approving the draft Lionshead
Master Plan. A complete draft of the Master Plan is proposed to be
presented to the Town Council and Planning and Environmental •
Commission on October 20, 1998. Approval of the plan through a resolution
is tentatively scheduled for November 17, 1998. The schedule will provide
approximately 28 days for the public, Town Council, and Planning and
Environmental Commission to review and comment on the plan.

9/22/98 RECYCLING RUSSELL: Many comments/complaints have been received

income for the departmetit. Each agent receives .5% of revenue generated over sales goaZ

In addition, each agent can reeeive 1% of the value of an entire reservafiion if the
reserva#ion includec three actvity componenfis including insurance. This is over and above

In addifian, each agent can receive $1 for each airline ticket booked, $2 fat each car
booked, and $.25 for each shuttle passenger.

Visitor Center Incentive Structure
Incentive pay has several objectives: .
1. To fairly represent all WTCB lodging, activity and transportation membqrs.
2. To increase the base pay of the Visitor Center Staff
How Incentives are deternuned:
1. At the end of each month, the supervisor adds up the number of room nights and total
reservations made at each property for that month. Based on that calculation the incentive
for the following month is determined. The.properties with the highest numberaf
reservations and roam nights are assigned a ONE point rating. The properties that have
received approximately 6 or less room nights aregiven a TWO-point rati4g andprgpert,ies
that did not receive any bookings during that month are given a THREE-point rating.
2. Three point properties in.general are more difficult to seli because:
A. the price
B. minimum night stay reguiremelits
C. location
3. It is easy to sell low priced properties in a great locati,on.
The staff is trained to:
1. listen to what the guests wants for the lodging accommodations.
2. Qualify what the guests wants i.e. price range, number of nights, number of people,
amenities that are important (pool, hot tub, restaurant,_parking, accessible, elc.)
3. to offer what the guest wants, not what will pay the most in incentive
4. if there is a specific property reguest, to always fulfill that wish, if possi,ble
5. to not sell the staff persons favorite properties
6. the staff confirms availability and.price with theproperty for the guest
7. lodging is offered on a referral basis only, no money is collected
8. the guest goes to the lodge, if they like the lodge that has been referred, the.guest then_pays
the property directly
Please note that Activity reservations are given different point ratings. The same reasoning holds truefor
assigning points for selling activities or lodging. The more expensive activities are more difficult to sell
and thus we try to reward our staff to sell all companies. It will take more skill and time to over coine
objections.
Staff are also offered incentives to hike/snowshoe different trails, drive different 4wheel drive trails, try
different nature center offerings, attend a Mtn. Top church service or a special events so that they become
more knowledgeable and can offer better first hand knowledge to the guest.
The bottm line is to have the Visitor Center staff offer the best guest services possible. To have all
visitors hawea memorable visit due to the accommodations, the dining, the shopping, the activity, or the
guest services that were offered. Our goal is have those same visitors become a return deskination guest
and all businesses will have prospered.

Dear Mr. Mayor and Members of the Council:
I apologize for not being able to appear before the council at your October 6 meeting but I will
be out of town on that date.
When I last spoke to you during a work session I expressed the conviction the lodges in the Vail
Valley supported the position of the Vail Valley Tourism and Convention Bureau that 100% of
the Vail Business License fees continue to be dedicated to the Vail Valley Marketing Board.
In an effort to confirm that conviction we polled the 55 members of the lodging community by
fax and asked them whether they supported the eurrent system (VVMB) or would rather see
the funds used for Vail specific marketing (Vail First).
Although I have not seen the flnal tally the response has been overwhelmingly in favor of
continuing to support the valley-wide effort. I have asked Frank Johnson to convey the actual
copies of the surveys to your attention.
