Brandmeyer Assistant Town Manager Memorandum To: Vail Town Council/Vail Recreation District Board From: Donovan Park Project Team Date: May 23, 2000 Re: Donovan Park Project Report PURPOSE The purpose of this memorandum is to outline the critical next steps in the development of the Donovan Park Development Plan. In order to continue forward in the design development, several critical questions must be addressed and direction provided to the Project Team. BACKGROUND New community facilities and park land development were determined to be two of the top issues identified during the Vail Tomorrow and Common Ground processes. On September 21, 1999, the Vail Town Council decided to move forward with a public process to determine which uses area appropriate and compatible with the Donovan Park site. The Vail Town Council and the Vail Recreation District Board have directed staff to develop an Amendment to the Donovan Park Master Plan and design a Development Plan for the new park. The Town of Vail and the Vail Recreation District are proposing to construct a park and recreational facilities on the lower bench of Donovan Park. The development site is approximately 12 acres in size. The park plan currently includes: • A collegiate-size soccer field • A children's playground • Restroom facilities • A community pavilion • A multi-purpose recreational facility housing gymnastics, yoga, dance and other similar functions • A full-size basketball court • A children's center/Camp Vail • On-site parking for 150 cars On April 24`h the Project Team met with the Town of Vail Planning & Environmental Commission and the Design Review Board for a joint worksession meeting. The purpose of the worksession was to receive input from the two boards with regard to the development of the Donovan Park Development Plan. In discussing the plan the boards focused primarily on site-related issues. The following issues were identified: • The removal of the through site bus lane. • The installation of a fence around the south edge of the basketball court. • The location of the pedestrian bridge. • The need for pedestrian connections from the youth center and pavilion to the existing streamwalk. • The need for a proposed landscape plan. • The need for an outdoor lighting plan. The plan shall indicate proposed lighting along the pedestrian paths, parking lot, and internal lighting in the plaza area between the pavilion and youth center. The boards recommended that no lighting be installed to permit night-time use of the soccer field. • The installation of landscaped areas within the parking lot area to minimize the negative visual impacts of the paved parking area. The boards recommended that no landscaping be required atop the upper level of the parking deck. • The creation of a kayak park was suggested by several Commissioners, however the ideas was not recommended for further consideration. • The need for a snow storage plan. CRITICAL OUESTIONS Over the last several months the Project Team has been working towards developing a master plan . amendment and development plan for Donovan Park. The current plan has been developed with the aid of input received during public meetings with the neighborhood and the various town boards. To date the most challenging aspect of the design has been to fit all of the proposed program uses on the development site. The Project Team believes that we have reached another critical stage in the development process of the park plans. The Project Team has been successful in fitting and accommodating each of the uses on the site, however, trade-offs have been made to do so. The two uses that are competing most directly with one another for space, location, and layout are the playground amenities and the collegiate-size soccer. In order to move forward with the development process the team needs input from the Vail Town Council and the Vail Recreation District Board on several specific issues: Is the current park program (uses, sizes, amenities, location, layout, etc.) correct? Are there elements missing from the park program? Are there proposed elements that should not be in the park program? Should the middle bench of Donovan Park be considered for park development at this time?
