ACTION REQUESTED OF COUNCIL: Add/delete/modify
the items listed below for discussion.
BACKGROUND RATIONALE: As previously discussed
with Council, the County Commissioners will be hosting a
joint lunch/work session at the County Building on Tuesday,
February 13, 2001, from noon to 2:00 P.M. These potential
items have been scheduled for a brief work session selection
discussion on January 9th:
1) Employee generation
2) Berry Creek 5th affordable housing
3) Changing the county sales tax rebate to the town from
15% to 25% of the 1 % collected in the Town of Vail
4) Capital Improvement Projects, such as:
- Fire station
- Bike trails
- Streetscape and other public improvements
associated with the Vail Center (LionsHead) and the
LionsHead overall redevelopment
- Community facilities/Vail Center (e.g., a mixed-use
civic facility to include a comprehensive learning
center; a conference center and theater; a family
activity facility, which would include both a second
sheet of ice and skate park)
- Donovan Park pavilion

RE: Community Intranet
In our 2001 Town of Vail funding request, we asked for your financial support to
establish a Vail Intranet system to enhance the guest service capabilities in our
community. During your funding retreat at the Evergreen Lodge, you directed me that
you would be willing to fund the program to the tune of $40,000 if the Town was
successful in De-Brucing.
I have attached greater detail and a budget to outline the program. In my professional
opinion, this is the single greatest investment we can make in our Information Service's
effort. Your cash contribution will go directly to adding another staff member to the
visitor centers to do continuous database entry for the program. Your support of this
program is vital for our continued success in offering world-class information for our
community.

"Bringing information services into the next century"
Mission: To develop a comprehensive guest service information database that would
enable the community to push current Vail information to all on-line providers
and to provide a concierge based intranet system for Vail.
Concept: Although hundreds of businesses and websites exist in Vail, a guest's
perception is that the resort is operated by a single entity. This challenges us
to empower all businesses with community-wide information. The VVTCB is
looking to build a back-door intranet database that could be accessed by
subscribers through a secured porthole. The database would contain critical
information and images that could be accessed and downloaded for general
information, collateral or to handout to guests.
Target User: The first phase of the site would be targeted to appeal to concierges,
tourist based businesses and to provide current content for Vail websites. i.e.
Chamber sites, Town of Vail, etc.
Detail: The VVTCB Visitor Services Division will dedicate a body to uploading
information that could be placed in a database that concierges, hotels, and
eventually retailers could utilize. This database would be more information
then a general public site would ever need. The site would contain every
answer to any question a guest might ask a front-line worker (Concierges,
front desk staff, etc.):

? Ski School information, prices, and schedules
? Event calendars, prices and times > sort by specified dates or activity

located at the base of the Vail Village Parking Structure. Amidst the technical vehicles you will see
World Cup athletes and technicians servicing their bikes and training. Technical vehicles will begin
to function arrive on Sept. b and remain Junctional until Sept. 16. The Expo Village will open on the
Sept. 12 and remain open until Sept. 16 from loam - opm daily. A stage within the Expo Village will
host. daily. a variety of musical performers throughout the day. Each afternoon at 4pm a named band
will take the stage to conclude the afternoon. A sampling of American music will be played
including, but not limiting: Blues. Classic Rock. Jazz. Country, Big Band Swing. Bluegrass.

for free "classic American" movies. highlighting American "Pop-Culture." Old and new movies will
be aired on a large video screen so all can view and enjoy in the finish area of the WC downhill
course adjacent to the Vista Bahn chair lift, just steps from Vail Village. Movies scheduled to air or,

Street Partv or Finish Party. Join us on Sept. 14 at ipm for a party in the streets of Vail Village of

Final Party. You won't lorgei these Championships if you attend the Final Party. To conclude the
championships the organizers will host a concen and pany at the newly remodeled Gerald R. Ford
Amphitheater. Slated for Sept 160', this party is an event no-one should dare to miss! Entertainment
and detailed schedule to he determined. ticket charge may apply.
Citizen's Cross-country. To round out the 2001 Mountain Bike World Championships amateurs
from around the world will compete in a citizen cross-country. Over thirty different age's groups and
categories will compete. The world-renowned Beaver Creek Resort will host these races. Races are
scheduled for September g" and 9"': a nominal fee will be charged to compete.
Citizen's Rides. For spectators, guests and locals with a desire to improve their mountain bike
techniques or just to see the area. citizen rides are scheduled. These rides will showcase Beaver Creek
Mountain. Rides will be categorized to insure a positive guest experience. Ride schedules to be
determined, a nominal fee will be charged for these rides.
Kid's Race. A highlight of the 1994 Grundig World Mountain Championships in Vail. was the
Shimano Kid's Race. Again in 2001, we foresee this race as a precursor to the future. Kid's will
compete in for a variety of unique and fun prizes. Race schedule is to be determined, kids will
compete by age group, a no fee will be charged to compete.

Meadow Drive Streetscape Improvements Project Kick-Off - The
purpose of this evening's meeting is to inform the Town Council and
the community of the scope of the proposed project and the intended
results. With that purpose in mind, the design team will present the
recommended givens for the project, provide information on the work
that has been done to date, including the 1991 recommendations,
and outline the next steps in the design processes.
ACTION REQUESTED OF COUNCIL:
Listen to the design team's presentation and then provide direction
and input to the staff on several key questions.
BACKGROUND RATIONALE:
The Vail Town Council approved funding for improvements to the
Meadow Drive Streetscape. The first step in this project is to review
and amend the existing streetscape improvements proposed in the
1991 Town of Vail Streetscape Master Plan. To that end, the town
has retained the design and construction services of Washington
Infrastructure Services and Otak. The consultant team was selected
with the participation of property owner in the vicinity of the proposed
improvements.
RECOMMENDATION:
The Community Development Department staff is not making a
recommendation at this time.

B. TOV Resnons.ihilities Nonneak Periods.
Measures to be implemented by TOV to encourage
visitation during the nonpeak periods, will include:
1. Working with lodge owners to encourage
lodging incentives.
2. Creating certain parking incentives
(reduced fees or free parking) in conjunction with VA
lift ticket incentives at certain times during nonpeak
periods to attract Front Range, value-conscious
destination visitors and property owners.
3. Working with the community at large to
encourage the joint financing and hosting of special
events.
4. Working more intensively with the Avon/
Beaver Creek Resort Association ("ABCRA"), Lion's Head
Merchants Association ("LHMA"), Vail Valley Tourism and
Convention Bureau ("VVTCB"), and other associations to
increase nonpeak visitation.
5. TOV and VA will jointly appoint a-broad-
based community task force by June 1, 1995 to explore
additional mechanisms to better utilize existing
resources during the nonpeak periods and to recommend a
plan of action. The goal of the task force is to seek
out ways to coordinate events and pricing with the
business community, VVTCB and the Vail Valley Foundation
to enhance nonpeak period visitation. This task force,

made up of four community residents and business owners
and the members of the Assessment Committee, referenced
in Section VI.B., will meet at least four times a year.

9. Nonpeak marketing efforts, both
nationally and internationally, and VA's incentives for
first-time destination skiers.
10. Lodge owners' nonpeak promotional
incentives.
11. Impacts generally to the Town and Vail
Mountain from increased average daily visitation
resulting from Category III and other factors.
B. A committee (the "Assessment Committee"),
comprised of two representatives of TOV and two
representatives of VA will meet periodically (i.e.,
every two.months during the ski season) and on an ad hoc
basis (e.g., when a significant event occurs such as
19,900 SAOT being exceeded) to assess the success of the
overall program. A representative of the Forest Service
will join the deliberations of the Assessment Committee
when issues are raised involving SAOT exceeding 19,900.
The Assessment Committee will evaluate the adequacy of
~v the monitoring program; the results of the nonpeak
program (Section II); and the results of the Christmas
(Section III) and High Season (Section IV) peak
management programs. The Assessment Cvaiuuittee will make
recommendations to TOV, VA, and the Forest Service about
adjustments or improvements that could strengthen the
different components of these programs. The Assessment
Committee will be consulted by the Forest Service as

part of the Forest Service's "manage to" program set
forth in the 1986 Special Use Permit and Decision
Notice. Lastly, the Assessment Committee will provide
general advice to TOV and VA regarding ways in which the
community can maintain and preserve its position as a
premier resort.
C. Assessment Costs. TOV and VA agree to fund,
upon mutual agreement, the work of the Assessment
Committee as mentioned in Section VI.A. above on a 50/50
basis for the duration of this agreement.
VII. Modifications to Peak Management Aareement.
A. TOV and VA recognize that the threshold
limits of 19,900 SAOT as well as the perceived limits to
carrying capacity, particularly traffic, parking, and
on-mountain ingress and egress, can be altered by a
variety.of important factors. Decisions to expand mass
transit, improve parking, improve roadways and
intersections, change basic land use patterns, improved
technologies that allow better distribution of skiers
(g-_q., bar coding, scanning devices), or other measures
may have a positive effect of better managing growth and
hence, allow an opportunity to reevaluate the possible
increase of the 19,900 SAOT figure. Any future
improvements (structural, operational, or otherwise) may

Town of Vail Streetscape Master Plan Review
The original scope of work for the Meadow Drive Streetscape Improvement Project includes a
review of the Town of Vail Streetscape Master Plan. This review will provide essential
background to the consulting team as we develop a new conceptual design. During the project
Kickoff Meeting on December 15, 2000, it became clear that the scope of work should also
include an update of the Meadow Drive portion of the Plan, incorporating the following
information:
• Critical elements
• Elements that have changed since 1991
• Impacts of this project on the Vail community
To begin this process, the project team is seeking input from the Town Council regarding these
items. We also wish to discuss construction timing and project phasing, and address any issues
or concerns the Council has regarding this project.

Critical elements
The Streetscape Master Plan (SMP) prepared by Winston in 1991 was conceived through an
extensive public process, and as a result, was widely accepted by the community. The SMP was
created as an extension of the Vail Village Urban Design Guide Plan (UDGP). Both documents
were created in an effort to guide future developments in the Town of Vail. By the time the SMP
was generated, over 90% of the UDGP had been put in place.
The purpose of the SMP was to provide a comprehensive and coordinated conceptual design for
streetscape improvement that was supported by the community, enriched the aesthetic
appearance of the Town, and emphasized the importance of craftsmanship and creative design in
order to create an excellent pedestrian experience. With these goals in mind, the SMP developed
this set of objectives:
1. Provide a conceptual design for phased streetscape improvements
2. Establish a high level of quality and overall character that is sensitive to the alpine setting,
emphasizing craftsmanship, diversity, and uniqueness
I Design improvements using landscape architecture to create excellent pedestrian spaces
4. Design public spaces that encourage people to interact
5. Create interesting pedestrian ways
6. Accent key intersections and focal points with public art, seating, and landscaping.
7. Resolve pedestrian/vehicle conflicts, including emergency access
8. Encourage the use of durable, high quality materials, and high quality maintenance
9. Propose a conceptual lighting plan that is inviting to evening pedestrians

The preferred streetscape plan described in the SMP contains several specific recommendations,
based upon concepts that received the broadest public support.

connects the Library/Ice Arena Plaza to West Meadow Drive, and the cul-de-sac at the west
end of West Meadow Drive)
Infrastructure considerations
• Extensive storm drain improvements are required.
• Major utilities run along the south side of the corridor.
General concepts
• Create anew "pedestrian street" 10-12' wide on one side of the roadway, and a smaller
sidewalk (5) on the other.
• Define the street using curb and gutter, with a minimum 26' from curb to curb.
• Create an artwalk to enhance the pedestrian experience.
Design elements
• Use concrete unit pavers to distinguish pedestrian walks from roadways.
• 10'-12' width allows people to walk in groups, and space for motorized snowplows.
• Provide seating at regular intervals and at bus stops.
• Create a neighborhood entry feature at the beginning of West Meadow Drive near the fire
station.
• Create a raised "pedestrian priority" crosswalk near the Holiday Inn.
• Create a pocket park on the previous site of the Ski Museum, including restrooms,
seating, and extensive landscaping.
• Use extensive right-of-way landscaping to define and soften the pedestrian corridor,
including planters.
• Include a handicap bus stop at the main entry to the hospital.

• Reconfigure the control gate and totems at the intersection of Vail Road and East
Meadow Drive to accommodate pedestrian and bicycle flow.
• Move the control gate on the east end of Meadow Drive 60-80' east to prevent vehicular
traffic from pulling into the east Village Inn plaza.
• Add private artwork to enhance pedestrian plaza areas.
• Add seating to the eastern Vail Village Inn Plaza.

Impacts of this project for the community of Vail
Construction Timina / Phasina (short-term imaacts):
As estimated, the final design documents should be complete by the beginning of April
2000. Construction documents will follow and advertisements can begin by the beginning
of May. A two-week advertisement to bid is considered normal for a project of this
scope. After a review of the bids and contractor selection, the construction can begin by
the beginning of June. An alternate means of starting construction in the beginning of
May could be feasible.
With respect to construction phasing, the utilities should be relocated and the existing
roadway and sidewalk materials removed prior to the incorporation of artwork. Utility
relocations and material excavation could realistically be completed within 30 days.
Base gravel materials can be installed within 15 days. Surface materials, along with the
incorporation of artwork and landscape architecture, will take the remainder of the
summer to complete, roughly 45 days.
However, a construction phasing scheme separating the construction of the east and west
sections of Meadow Drive may be desired in order to reduce the overall impact to the
Town of Vail. The following will impact how we schedule the implementation of the
project design:

• Master Plan implementation strategy (reactive or proactive)

Streetscape Improvements Project
Problem Statement
In 1991., the Vail Town Council adopted the "Town of Vail Streetscaoe Master Plan."
The expressed purpose of the plan is to provide a comprehensive and coordinated
conceptual design for streetscape improvement that: 1) is supported by the community;
2) enriches the aesthetic appearance of the town; and 3) emphasizes the importance of
craftsmanship and creative design in order to create an excellent pedestrian experience.
As a result of the adoption of the plan, more than 60% of the proposed improvements
have been. constructed.
One area of the plan that has not been constructed is the East and West Meadow Drive
subareas. These two subareas of streetscape serve as the primary pedestrian route
linking Vail Village and Lionshead. This route continues to be faced with inadequate
storm sewer drainage, inappropriate streetscape lighting, continuing conflicts between
pedestrians, buses, delivery trucks and cars, no defined pedestrian walkways,
deteriorated surfaces, heavy volumes of vehicular traffic (particularly on West Meadow
Drive) and uninspiring landscape design.
For these reasons, the Vail Town Council finds it imperative that streetscape
improvements must be constructed. The goal of the streetscape improvements along
East and West Meadow Drive shall be to correct the many problems and conflicts
associated with this street section and create a pedestrian environment that lives up to
expectations of our residents, guests and visitors. The first steps toward attaining this
goal shall be to complete a public process and to adopt an amendment to the "Town of
Vail Streetscaoe Master Plan."
Givens
• The improvements shall be of the highest quality with the overall character being
sensitive to the alpine environment.
• Unless otherwise agreed to by adjacent property owners, all streetscape
improvements shall be constructed in the public rights-of-way and easements.

The October Vail Business Review examines sales tax collections for October and the summer
of 2000.
Overall October sales tax decreased 3.3% with Retail decreasing 4.7%, Lodging increased 5.0%,
Food and Beverage increased 1.2% and Other (which includes items such as utilities, taxable services
i.e. plumbing and electrical and rentals or leases) decreased 12.1 The summer collections resulted in
a 2.4% increase overall with Retail increasing 0.9%, Lodging increased 6.6%, Food and Beverage
increased 4.3% and Other decreased 2.7%.
During the 2000 legislative session, a new house bill reducing the Colorado state sales and use
tax rate was signed by Governor Owens. House Bill 1259 lowers the state sales and use tax rate from 3
percent to 2.9 percent effective January 1, 2001.

Dear Members of the Vail Town Council,
I am writing this letter to voice my opinion on the use of the City Market space for
child care. I do not feel it is suitable for preschool children due to the inadequate
outdoor play area. I feel the space could be used for infant/toddler child care, but far
more serious issues, besides finding a space, need to be addressed in regards to
this use of the community facility before money is poured into the space again. Yes,
the valley desperately needs child care, and parents in the recent survey that has
been mentioned often in the local newspapers~said that quality is the number one
concern they had and what they want for their children. The younger the children, the
more qualified and consistent the staff needs to be. At Learning Tree, we put our most
qualified teachers in the toddler program for this reason, and because applicants who
answer the ads for teacher positions do not have infant/toddler certification which is
required for those caring for our youngest children. The cost of operating infant/toddler
programs is higher than for preschools because of the required teacher pupil ratios (1
to 5 vs. 1 to 10 in a preschool) and equipment like cribs and high chairs are costly. All
programs currently offering infant/toddler care subsidize it with their preschool tuition
fees, since more children can be accommodated per teacher.
The only two existing licensed child care programs in Vail, ABC School and
Learning Tree, struggle to meet their operating budgets each year and depend on
community support, through fund raising, to balance their budgets. Both schools also
struggle to hire and retain qualified staff. Our leases are up in one year, and the future
is uncertain for these two programs who have been operating on TOV land for over 20
years. These problems we currently face would be compounded when operating an
infant/toddler center exclusively.
I have been very active in the Consolidated Child Care Project meetings over
the last year, and will continue to help search out the answers to questions our
community is grappling with in regards to providing child care that is both affordable
and high quality. I urge you to proceed with caution, and remember that our children
have a right to wonderful spaces, and caregivers-educators who will nurture and
enhance their growth and development.

Streetscape Improvements Project
Problem Statement
In 1991, the Vail Town Council adopted the "Town of Vail Streetscaae Master Plan."
The expressed purpose of the plan is to provide a comprehensive and coordinated
conceptual design for streetscape improvement that: 1) is supported by the community;
2) enriches the aesthetic appearance of the town; and 3) emphasizes the importance of
craftsmanship and creative design in order to create an excellent pedestrian experience.
As a result of the adoption of the plan, more than 60% of the proposed improvements
have been constructed.
One area of the plan that has not been constructed is the East and West Meadow Drive
subareas. These two subareas of streetscape serve as the primary pedestrian route
linking Vail Village and Lionshead. This route continues to be faced with inadequate
storm sewer drainage, inappropriate streetscape lighting, continuing conflicts between
pedestrians, buses, delivery trucks and cars, no defined pedestrian walkways,
deteriorated surfaces, heavy volumes of vehicular traffic (particularly on West Meadow
Drive) and uninspiring landscape design.
For these reasons, the Vail Town Council finds it imperative that streetscape
improvements must be constructed. The goal of the streetscape improvements along
East and West Meadow Drive shall be to correct the many problems and conflicts
associated with this street section and create a pedestrian environment that lives up to
expectations of our residents, guests and visitors. The first steps toward attaining this
goal shall be to complete a public process and to adopt an amendment to the "Town of
Vail Streetscaae Master Plan."
Givens
• The improvements shall be of the highest quality with the overall character being
sensitive to the alpine environment.
• Unless otherwise agreed to by adjacent property owners, all streetscape
improvements shall be constructed in the public rights-of-way and easements.
• The Vail Town Council shall be the final decision-maker in this process.
• The design team will consider all ideas for design improvements.
• Minimumery and maintenance vehicle requirements shall be met.
• Safety and the public welfare shall not be jeopardized.

MONTHLY IN Y hREST MODEL
The assistance will be repaid over a period not to exceed ten years. The rate of interest has been set at
5%. Households can also pay back the assistance in advance with no penalty if they wish.
Alternatively, the assistance will become immediately due upon the sale, transfer, refinance, or when
the house is no longer used as the primary home. The assistance will also become due upon the death
of the borrower. However, if there is a surviving family member, he/she will be, able to continue
repaying the assistance over the originally scheduled unless one of the other payback triggering

events occurs.

FIVE-YEAR DEFERRAL MODEL (Buyer must qualify under the HUD income requirements)

The Art in Public Places board has recently lost a member, Trish Kiesewetter. Trish has not given our
board formal notice of her departure but has now missed three of our monthly meetings, and not responded
to phone calls or e-mails. It is believed that she relocated to Washington D.C. on very short notice for
professional reasons. Trish has served on the board since 1996 and made a valuable contribution.
Our AIPP board held a retreat last November and agreed on an aggressive program for the coming year.
To meet our goals we will need a full and committed board. With your approval, we would like to appoint
Barbie Christopher to fill Trish's term which is due to expire in April of 2001. Mrs. Christopher is a long
timeVail resident and former merchant. We believe you will find her highly qualified to serve on our
board.
