1. ITEM/TOPIC: Joint meeting with the PEC/DRB/TC re:
proposed building materials in Vail Village. (1 hour)

Town of Vail Development Standards pertaining to allowable
building materials
ACTION REQUESTED OF COUNCIL:
Provide staff direction to include in their work plan an
evaluation and possible revisions to the Town of Vail
Development Standards pertaining to allowable building
materials.
BACKGROUND RATIONALE:
The Town of Vail Development Standards require the use of
predominantly natural building materials on all buildings
within the Town. Many natural materials such a wood siding
and wood shakes have low fire resistance ratings and under
certain circumstances do not conform with the requirements
of the Uniform Building Code and the Uniform Fire Code.
Synthetic building materials that have been designed to look
like natural materials are now widely available. Many of
these products are less expensive, provide greater fire
resistance, and require less maintenance than natural
materials. For these reasons, the Town has been receiving
an increasing number of Design Review applications
proposing the use synthetic building materials as an
alternative to natural materials.
Staff and the Design Review Board have a strong interest in
evaluating the use of synthetic building materials as a means
of preserving the intent of the Town 's Development
Standards while addressing the life safety concerns of the
Uniform Building and Fire Codes.
STAFF RECOMMENDATION:
As staff is requesting direction from the Town Council, there
is no staff recommendation at this time.

Dear Sybil,
Please express to all who attended last week's meeting how delighted I was to present
Spaeth Design's capabilities to the combined forces, and how pleased we are with the
continued enthusiasm for our proposal.
To ~mswer jOnie of the questions posed: of both sponsorships and whether there is enough
lime remaining to do the full job this year, the answer is both a "yes" and a "no".
"Yes" for the brainstorming week and "no" on the full execution of the plan. The problem
does not rest so much on our own particular time schedule, but in the fact that most
advertising schedules for national media and virtually all sponsorship commitments have
already been made for this year. Corporations and their marketing departments usually
plan at least one year in advance for this type of financial commitment. So we will need to
contact them long before they've finalized any hard plans for year 2002.
And...we will need a program to present to them. Which means that we have to start right
now for 20021 Timing-wise, what we feel is the best approach for the period ahead is to
I ruld the brainstorming week in the last week in August (week of August 27) to interview,
i fact find, to come up with a design concept, game plan, budget, sponsors package and
timeline. We would make a report in the committee at the end of the week and return in 30
days with the final plan. All of this would be in preparation to start presenting to potential
sponsors the fall of this year.
1 When this all started, like you, we had hoped for a 2001 program. However, the process is
complicated and considerable time has been lost. Nevertheless, the last thine, we.. want to
do is cut short any opportunity to do it right, and therefore, the recommendation above. We
sincerely hope this meets with everyone's approval and look forward to a positive response.

RE: 1-70 Noise Mitigation
During the Council's retreat several months ago, an item that was included in both the
short term and long term goals articulated by the Council was the mitigation of the noise
generated by traffic on 1-70. The Council recognized both the short term and longer
term solutions would be necessary to solve this problem. The purpose of this
memorandum is to provide you an update on where we are in addressing this issue.
As we have discussed, solutions to mitigating the adverse impacts of 1-70 fall into three
categories, short term, mid term and long term solutions.
Short-term solutions include the following options-
¦ Enforce current speed limit.
¦ Lower overall speed limits (65 mph-55mph).
¦ Create differential speed limit for trucks and passenger vehicles.
¦ Enforce the state muffler law.
¦ Adopt state muffler law for TOV.
¦ Enforce the current noise ordinance.
¦ Restrict utilization of engine brakes.
¦ Stepped up enforcement.
¦ Port of entry
¦ Temporary scales
Mid-term solutions include the following actions:
¦ Jersey barriers
¦ Quieter asphalt.
Long-term solutions include:
¦ Noise Wails
¦ Cut and Cover Projects
At the Council meeting on Tuesday, we will be prepared to discuss with you the policy
implications of implementing one or more of the short term solutions identified
previously. Obviously, there are some of these options which the Town of Vail can
unilaterally implement, while others will require the consent and approval of the State of
Colorado Department of Transportation and/or the Federal Highway Administration (i.e.,
speed limit changes, etc.)
While we are prepared to implement substantial changes to noise enforcement on 1-70,
this move will represent a significant policy shift from previous policies. In the past, it
has been the Town of Vail's policy to not patrol the interstate. Rather, the town's
resources for public safety have been utilized in the pedestrian villages and in the
residential neighborhoods. Given the recent reductions in police staffing over the past
three years, (approximately 6.5 FTE's) it will be very difficult to effect this change
without adversely affecting services in the village and/or the addition of new full time
employees.
It has been suggested that we fund this enforcement through the utilization of overtime
and that the fines generated by this enforcement would generate the revenue necessary
to fund this enforcement. However, in addition to 6.5 FTE's reduced, the department is
currently down approximately 3 positions and we are struggling to fill the existing shifts
with overtime.
Having said all this, we are prepared to do our best to help mitigate the adverse impacts
of the interstate.
