3. Stan Zemler ITEM/TOPIC: Formation of Capital Committee (15 min.)
In the 2004 Work Plan, Town Council committed to the formation
of a Capital Committee, which would focus on the long term
capital requirements of the TOV. Town staff suggests this be
done in phases, beginning with a joint effort between the Town
Council and the VRD.
Kent Logan and Diana Donovan are presently the Council
appointed representatives to the VRD. A series of meetings are
proposed to be conducted between by the TOV and VRD
subcommittee, the Town Manager, the VRD Director, and staff
members from each organization.
This work will focus on:
^ Current agreements between TOV and VRD,
^ Future of the Bubble, Red Sandstone Indoor Facility
^ Operation of Dobson and the golf course,
^ Regional recreation strategic plan that identifies capital needs,
and roles of responsibility.
The Committee will subsequently report separately to the Town
Council and the VRD. This will ultimately culminate in a joint
meeting between the Town Council and the VRD Board of
Directors. Upon completion of this effort, approximately three
months, town staff will develop a process to evaluate other capital
needs in the TOV.
4. Marty Suarez ITEM/TOPIC: Conceptual Approval of a request from the Vail
Valley Medical Center Foundation (WMCF), on behalf of the
Snowshoe Shuffle, to set their'05 Event for Easter Weekend,
March 26, 2005. (10 min.)
BACKGROUND/RATIONALE:
The WMCF believes the March 26, 2005 date will increase the
number of participants for this important fundraiser. Vail Mountain
Operations and Marketing have both approved the March 26, '05
date. There are no other events currently scheduled for that
weekend. VRI has informed the WMCF, the US National
Disabled Skiers Association is considering the same date but has
not made a decision. VRI believes if they do choose the same
date it will not be an issue since this event is scheduled for Golden
Peak. VRI also commented that should substantial snowfall
occur, parking could be affected.
5. Todd Oppenheimer ITEM/TOPIC: East Meadow Drive Streetscape Update. (20 min.)
BACKGROUND RATIONALE: Council discussed the Streetscape
Improvements in the area of East Meadow Drive between Vail
Road and Willow Bridge Road on April 6, 2004. Additional group
and individual public input sessions were held between April 13
and 16, 2004. Attached are the records of those meetings for
consideration and discussion by the Council.
The possible expansion of snowmelted streetscape areas into
East Meadow Drive was an important topic of discussion.
snowmelted pavement was supported by the majority of those in
attendance. Several property owners have expressed willingness
to participate in the cost. Attached is an estimate of snowmelt
installation and operating cost.
STAFF RECOMMENDATION: Provide any desired comments or
direction to staff regarding the final design, construction, and
inclusion of snowmelt for the East Meadow Drive Streetscape
improvements.

1. The applicant shall submit an application to amend the condominium map for

Warren Campbell made a presentation per the staff memorandum. The applicant had no new
information to add. There was no public comment. The Commissions expressed there support
for the proposal as submitted as they believed the proposal complied with the applicable
criteria. The Commission found that pursuant to the variance criteria, an extraordinary
circumstance exists that warrants approval of the requested variance.
2. A request for a variance from Section 12-21-14, Restrictions In Specific Zones On Excessive
Slopes, Vail Town Code, to allow for the construction of driveways and surface parking in
excess of 10% of the total site area, located at 2388 Garmisch Drive/Lot 9, Block G, Vail das
Schone Filing 2, and setting forth details in regard thereto.

3. A request for a final review of a major exterior alteration or modification, pursuant to Section 12-
7H-7, Vail Town Code, and a request for a final review of a conditional use permit, pursuant to
Chapter 12-16, Vail Town Code, to allow for the construction of the Lionshead Core Site Hotel
and the operation on a new private skier club, new lodge dwelling units and conference facilities
and meeting rooms on the first floor or street level floor of a structure, located at 675 Lionshead
Place/(a complete legal description is available for inspection at the Town of Vail Community
Development Department upon request).

George Ruther made a presentation per the staff memo. The applicant presented the proposed
plans for the Core Site hotel. Jim Lamont questioned how children would be dropped off for the
Lionshead Ski School? He also questioned if DEVO would be relocated to Lionshead? The
Commission, applicant, and members of the public discussed skier drop and traffic circulation.
The Chairman then closed public comment. Upon discussion, the Commissioners generally
agreed that traffic circulation and skier drop was needed in the Lionshead area and must be
addressed by the applicant. The Commission members questioned the mix of uses. in the hotel
and questioned how the hotel would be operated during the off season. With regard to the
proposed development review process, the Commission members expressed their support for
the next steps outlined in the staff memorandum. The applicant will prepared a number of
different illustrations, including a massing model and photo simulations, to represent the
proposed final design of the building.
4. A request for a recommendation to the Vail Town Council for the establishment of Special
Development District No. 38, Manor Vail Lodge, to allow for the redevelopment of the Manor
Vail Lodge, and a request for a conditional use permit to allow for the construction of Type III
Employee Housing Units, pursuant to Section 12-6H-3, Vail Town Code, located at 595 Vail
Valley Drive/Lots A, B, & C, Vail Village 7th Filing, and setting forth details in regard thereto.

On April 13, 2004 a meeting was held with the East Meadow Drive merchants and
property owners. The meeting was arranged by Rick Scalpello and was well attended.

Several topics relative to Meadow Drive were discussed. Mike Foster and Dan Meeks of
the Sonnenalp design/construction team make a presentation regarding the construction
schedule and staging. Leonard Sandoval with the town of Vail made a presentation
regarding other construction projects scheduled within the area. Todd Oppenheimer
presented the general overall design of the street between Vail Road and Willow Bridge
Road. Following are notes taken by Diana Donovan during the meeting.
• Streetscape Fa11 2005 - 2006.
• Swiss Chalet hotel rooms to condo. Also number of units reduced?
• Swiss Chalet - 2004 -Thanksgiving 2006 done.
• Sorinenalp -Spring 2005 - 2006 Or 2007. 147 parking spaces (155 max).
• Addendum to Streetscape Master Plan with no public process of actual East
Meadow plan.
• East Meadow bus route? Should it go around and come back down Village
Center permanently?
• Road is a combination of pavers and asphalt.
• South side is heated -what about the north side?
• Water feature is not original, should be located in sunny area.
• "Public venue plaza" is sterile
• Balance open spaces with tall landscape or it becomes very sterile.
• Second arch or 3 or more and where? Is "Bavarian" correct?
• Sign posts should also go with arch(s).
• North side improvements stopping at Hagen Daz now.
• Village Center must be included -wants to be included now.
• East Meadow Dr. should be all tied together -continuity.
• Water feature in sunny pocket or plaza -staff discouraging breaking up plaza
(intersection of Willow Bridge Road and E meadow Dr.)
• Snowmelt- majority want snowmelt and majority will contribute. Concern about
being treated equally with Bridge Street.
• Enforcement of construction timelines and dates. People need specific answers
regarding impacts on them.
• Final patio lights required but no final design for public lights to match -
LaBottega
• Keep public areas clean and manage impacts -make it clean where pedestrians
walk.
• Who is contact for questions/concerns during construction?
• Does Farmers Market really need to move?
• (regarding Swiss Chalet construction) Jersey barrier vs. fence? Fence behind
barrier will hide construction. Could fence have an art element? Construction
traffic down Village Center Road to Swiss Chalet "plaza". 7 am start -noise
impacts.
VVI construction documents in June -approved building permit in August or
September. Demo late fall. Complete winter 2006.
Keep open for summer -keep access to businesses.

On April 15 and 16, 2004 I was able to meet with the following people regarding the
design and/or master plan for East Meadow Drive. The meetings were one-on-one or a
small group and were about an hour in length.

Following is compilation of comments and questions received during those meetings.
• Look at reconfiguring Vail Road -Meadow Dr intersection to improve turning
movements for buses and eliminate need for flaggers.
• Trees should be limbed up to about 10' to not block views of windows from street
and/or bus windows.
• Large aspen tree at LaBottega deck is messy and attract a lot of bees. Would like
to remove it when deck is rebuilt if allowed by DRB.
• Can LaBottega install some temporary lights to light the deck until a new deck
plan can be designed and constructed? (temporary lights were installed without
approval last year and the owners were made to remove them)
• The 2 large spruce trees by Grappa Liquors and the Mountain Dog shop should
not be removed. A "park-like" sitting area should be constructed beneath them
which can also be the bus stop. (this comment was heard several times)
• Flower pots and/or low flower beds are acceptable in some locations. They
should not block access to windows. Needs to be considered on a case by case
basis.
• The trees in front of Masters Gallery should be retained and there was a desire to
have some landscape lighting there as well.
• The gallery would like to continue placing art pieces in the landscape area and
would like to retain the bench in front of the store. We will look for some sort of
porous pavement options.
• An irrigation system would benefit the trees and should include spigots for
watering flower pots and washing the walkways.
• Masters Gallery carries a lot of large art pieces and ships in and out twice a week.
Will there be a place for the delivery vehicle to park out of the way of the buses?
• The plaza area between Sunland Silver and Annie's is an important space. It
should be opened up by removing the existing planters and relocating the art
pieces to the peripheral areas. It should remain wide open. The desire for a water
feature was mixed but if one was installed it should disappear into the pavement.
Plumbing has been roughed-in for a water feature already. There should be lots
of benches to take advantage of the sun. (Note- a large portion of this area is
private property and it was pointed out that the cost would be borne by the
property owners. I did offer to assist with the design but stated the town could not
pay for construction)
• Can the town help set up a joint meeting between village in Plaza associations to
discuss the design of the plaza area. (I will call the property manager Steve
Stafford sp?)
• Snowmelt on the entire street was desired by most .(some felt it was the number
one priority) but not everyone. It was felt that with snowmelt on the south side
(by Sonnenalp Developer) the north side businesses would suffer and shoppers
would follow the snowmelted path into the village instead of lingering on
Meadow Drive. Those (2 people) not in favor of snowmelt were concerned with
the loss of the winter feeling and loss of winter jobs for some seasonal workers.
• The directory signs for Village Inn Plaza condos need to be replaced and
relocated.
• How will loading ad delivery be handled while the street is under construction?
• How far east does the snowmelt along the Sonnenalp continue? (I will need to
look into this one)
• Willow Bridge Road between the Sonnenalp and International Bridge should be
designed for construction at this time.
• The "arches or gateways" received mixed comments. Some liked the preliminary
design which was presented, some thought it was to Parisian or Art Noveau.
Some thought there should be an arch at Vail Road, Slifer Plaza, and Willow
Bridge Road other thought some other element (like sign or light posts) should be
repeated throughout the area for continuity. (currently the plan includes the
Village light fixture at regular intervals with accommodations for hanging flower
baskets and/or banners) A suggestion was made by one person for suspended
lights instead of archways but others disagreed that it was to much like Lobo.
• The intersection of Meadow Drive and Willow Bridge Road should be left open
for a special events venue.
• Art features in the pavement are desired.
• Village Center shop owners will approach property owner (Fred Hibberd) about
making improvements to the property.
• Connect snowmelt across Willow Bridge Road to Village Center -concern that
pedestrians will follow heated pavers around toward Village and not cross the
road.
• Loading and idling vehicles in this area is problem -noise and smell to residential
units above Village Center Shops. What is the long term plan for loading in this
area?
• Willow Bridge Road is desirable as a third location for special events banners as
well as a gateway into Meadow Drive business area.
• . A small performance venue in front of LaTour is desired. Remove spruce trees
which block views.
• The section of Meadow Drive along the Austria House needs additional lighting -
it is very dark (we may have lost a light in this area somewhere along the way)
• Improvements to the Transportation Center hillside are desired - a park like
setting similar to the center stairs with an accessible path way was suggested.
• Add a sidewalk along the north side of the road.
• A gateway arch is desired at the west edge of Slifer Plaza to encourage
pedestrians to turn up Meadow Drive.
• Move the transformer and spruce trees in front of the restaurant -they block the
view from the bottom of the TRC steps.
Written comments
The following written comments and questions were received from Rick Scalpello on
April 15, 2004.
• Bold statements at both ends of meadow drive: Vail Road and Austria Haus and
smaller one on Willow Bridge Rd: prefer an arch design.
• Performance stage at crossroads and smaller ones at VIP and Village Center
• Additional water features?
• Fire pits and both ends and in the middle at Crossroads & Village Center for
warmth and visual attractiveness.
• Design should extend to International Bridge and include and include a major
event banner like Village and Lionshead.
• What's the lamp post design? Where will they be? How far apart? Need electric
receptacles at al lightposts with adequate power for special events and Farmer's
Market
• Need places to display info signs and small banners to promote events
• Need holders at bus stops to distribute our Meadow Drive maps
• How is Talisman traffic going to be managed? Where is their parking access?
• Lots of country flags and banners. Locations should be marked on design
• Spots. for delivery parking? If yes, where will they be located?
• Want benches and trash receptacles at every bus stop. How many benches will
there be between bus stops and where will they be? Need better lighting at all bus
stops: Where will the bus stops be located in the new design?
• .How will the car/truck traffic be kept out? What will you do when that doesn't
work
• Will there be any utility work this summer? Nothing will be scheduled between
late June and Labor Day, right?
• Will the roadways be wide enough for Farmer's Market tents and emergency
vehicles? Will the turning radius at Meadow Drive & Vail Road eliminate the
need for traffic control for buses?
• Nice to have one design for all business directories: Should have Meadow Drive
map holders and good lighting
• A large holiday tree for lighting
• Where/what is the focal point in the redesigned Meadow Drive? E.g. Children's
Fountain
• Need to design the whole road now so everything ties together and nothing is left
out of the first section. If it's designed in pieces, it will look like it was designed
in pieces. There can be a cutout for crossroads but the rest can be done now.
Implementation can be done in pieces, but it doesn't make sense to wait for
crossroads before proceeding. No construction planned for Village Center or
Austria Haus.
