BACKGROUND RATIONALE:
The Vail Village Design team will present three options for Seibert
Circle and give the estimated costs for each. The first option is to
retain. the existing sculpture. and..to add some landscaping and
water. The second option is to add cobble pavers to the area and
to bring in water and gas for a fire pit. The third option is to
replace and relocate the existing sculpture and to create a new
design that will have visual appeal through out the year.

Re: Bighorn Park Play Area
Date: January 18, 2005
Dear Council Members,
The renovation of the play area at Bighorn Park is currently budgeted for 2005. The intent of this
memo is to outline the work required for the renovation, to suggest ideas for gathering public input,
and to get recommendations from the Town Council on the level and complexity of the project.
Background
Bighorn Park is one of Vail's most enjoyable neighborhood parks. The land was acquired by the
town in the late 70's, and development as a park began in the early 80's. In 1988, a restroom and
landscaping was added and improvements were made to an existing play area by Town of Vail
crews. Only minor improvements and maintenance have been completed on that play area in the
last 17 years.
In March of 2002, Town Council adopted the Town of Vail Playground Safety and Improvement
Plan. The main goal of the 5-year plan is to bring all of the town's play areas into compliance with
current playground safety guidelines. We have made significant progress towards completing the
Plan, and, at this time, six of the town's nine play areas have been altered or reconstructed to meet
the guidelines. Concurrently, with the renovations of these play areas, Vail is becoming well known
in the region as having the most exciting playgrounds around.
In order to complete the Plan, the play areas at Bighorn Park, Red Sandstone Park, and Booth
Creek Park will all require substantial renovation. As you know, the reconstruction of Booth Creek
Park is tentatively part of the 5-year RETT Budget (design in 2006, construction not yet scheduled),
so work on that play area would coincide with that project. Both Red Sandstone Park and Bighorn
Park play areas share similar hazards in terms of excessive fall heights onto unsuitable play
surfacing, undersized use zones, and several worn out play features.
Project "Givens"
• Project Budget - $225,000
• Dog Park use will continue
• Neighborhood public process will be included (see Public Process below)
• The design will comply with playground safety guidelines and ADA requirements
o Renovate or rebuild the existing post and platform play structures
o Replace worn out play components such as slides and climbers
o Enclose the play area with a fence to separate the dog park and playground users
o Replace the pea gravel surfacing with engineered wood fiber surfacing
• The Town Council has final approval

Project "Assumptions"
• Art elements will be incorporated as play features or site elements
• Existing structures will be reused as much as is practical
The design should be interesting and creative, yet not as "special" as Ford Park or
Pirateship Park
• The design will be a mix of custom made and manufactured play pieces
The project will include other minor park alterations as needed
o Repair drainage problems around picnic shelter
o Install an (ADA) accessible path to the picnic shelter
o Construct an accessible entry to the play area
o Paint and repair spillway bridge as needed
o Raise trail approaches to Christopher Sewell Bridge over Gore Creek
Public Process
Staff offers the following suggestions towards gathering public input and support for the project.
A. Town Council Work Session -January 18, 2004
Gather initial feedback from the Town Council on the renovation project
B. East Vail Open House at Vail Racquet Club -Early February
Hold an evening Open House in East Vail to gather feedback from the neighborhood in
regards to types of play equipment desired, play area themes, public art, and other
park concerns. The meeting is tentatively scheduled for Wednesday February 2, 2005.
Notification for the Open House will be advertised in the Vail Daily, and neighbors in
close proximity to the park will be notified by mail.
After the Open House, all further public design discussions will be held at regular Town
Council Work Session and Evening Meetings.
C. Town Council Work Session -Late February
If the input gathered from the Open Houses is substantially different from the Project
"Givens" and "Assumptions", Staff will present public feedback and recommendations
to the Council, and ask for comments towards those recommendations.
D. Schematic Design Presentation -Town Council Work Session -March
Staff will present Schematic Design(s) along with preliminary cost estimates to the
Council, and will ask for informal permission to proceed with Final Design
E. Final Design Presentation -Town Council Evening Session -April
Staff will ask for a decision to approve the Final Design and to proceed through Design
Review, Construction Documents, and the Bidding Process
F. Final Approval -Town Council Evening Session -June

Many play equipment manufacturers are designing innovative new features. See the
attached sheet for examples. Are these types of equipment appropriate in Vail?
