We will work with the respective organizations to determine a structure that will work for them. The office spaces will either t be deeded to them or provided under along-term lease. Lionshead Public ' Information Center .............. The cost of this new center would be funded by the development. It would be owned and operated by the Town. ' Non-Profit Community Center .... Anon-profit organization would be formed to own/lease this space. A fair and equitable system would be set up to allow various non-profit groups in the Vail Valley to utilize this office and meeting space. Infrastructure Improvements ...... To be funded by the development and owned by the Town. Employee Housing .............. The cost of the 14 units of Employee Housing will be borne ' by the development and constructed on site. Conference Space ............... The cost of the conference space will be funded by the development. The conference space will be made available for use by the rest of the Vail lodging community for 50% of the year under a "Use Plan" or association membership program. Town of Vail Financial Involvement ........... We understand the Town of Vail has established a Tax Increment Financing (TIF) District for Lionshead. At this level of planning, estimating the project costs is not an exact science. However, we believe, based on knowledge of construction costs from our other ongoing projects in the Vail Valley and with Kiewit's input, the above Total Costs represent a reasonable estimate for the Public Improvements Listed. u fl 1 Given these cost estimates, Plan A above will require the smallest amount of TIF funding (it is possible after more detailed planning that the development will be able to pay for all the public improvements in Plan A and the development may not require any TIF funding). The Open~Hilhvootl Partnership 1 1 1 1 1 Part 1: Vai 's Renaissance "One Town" V Vhile the Town of Vail's interest in redeveloping the Lionshead Parking Structure may have been prompted in part by the utilitarian need to replace an aging parking garage, the this redevelopment project represents an opportunity to provide an array of other benefits that go far beyond just replacing parking spaces. The Town should be commended for looking beyond just the replacement of this parking facility and asking the question - Can the redevelopment of this site improve he aesthetics of the Town? Can it strengthen Vail's cultural and social fabric? Can it bolster the Town's economic base? Can it be a catalyst for addressing other community-wide improvements? The answer o each of these questions is a resounding "yes" Not only does the Lionshead Parking Structure represent one of the largest, if not the largest development site in Vail, it is in a very strategic and opportune location. Open Hospitality Partners and Hillwood Capital (Open/Hillwootl) proposed plans for this 'redevelopment will provide a very positive resolution to a number of long-standing town goals. Foremost among these are the replacement of the existing parking structure, an increase in public day-skier parking, a dramatic increase in "live" beds, the development of a retaillpedestrian street along East Lionshead Circle and a host of other community benefits all designed tb further the goals of the Lionshead Redevelopment Master Plan. The redevelopment of the Lionshead Parking Structure represents another piece of °Vail's Renaissance", a recent period of renewal and revitalization that started with the Antlers, the Tivoli Lodge, :the Sonnenalp Resort, the Vail Ullage Streetscape project and Vail Plaza and continueswith theArrabelle, Vail's Front Doorand the Four Seasons. Equally importantto whatwill be happening in and around the Lionshead Parking Structure site is what this project means to the built environmenfthroughout Vail. Specifically, what the retlevelopmenEof this site can do to further Vail's return to becoming "One Town" - a concept of "One Vail/One Town" that evolved during the design process for Vail's Front Door and continued during the design and review of The Arrabelle. Vail, cdnceptually and as a real place, is a town all Coloradans can be very proud of. It is the sort of locale dreamt about by those hot fortunate enough to live near it. It is somewhat amusing then to refiect upon its storied architectural past and to understand where it stands today - as a town and as one of the world's premiers ski and leisure destination resorts. It has, after-all, had ideas thrust upon it over the years with regard to its architectural character and its ultimate built form which may not have been considered had its relevance in the resort world been fully known. As is widely understood, the initial "design theme' for Vail was the result of the impulses of Vail's original founders -Bridge Street and Vail Ullage was to incorporate the romance and nostalgia of the Bavarian Alpine aesthetic they had observed in Europe. Early development in Vail Village held true to this vision. But as Vail evolved over the next 40 years it moved away from a single, relatively consistent notion as a "themed" built environment into a relatively disjointed and loosely connected collection of two or mare different and distinct places. The developers of the Lionshead portion of this linear mountain town strayed from the continuatiori of the style set on Bridge Street and in doing so created a place in stark contrast to what our founder envisioned. Lionshead subscribed to the then-popular, somewhat anti-stylistic design approach of International Modern -seemingly rejecting the theme of the original Vail 1/Ilage in favor of "doing their own thing". Urifortunately for the Town of Vail, this led to a sort of architectural schizophrenia severe enough to lead to the perception that Vail Ullage and Lionshead (and subsequently both East and West Vail as well) were separate places along the I-70 spine. In addition to conflicting architectural expressions, these distinct areas within Vail lacked any cohesive identity which often times created confusion amongst guests to the town. Jn response to this goal lodging is the single most significant component of our plans for the project as two very distitetahd unique hotels are planned for the site - a W Hotel'and a St. Regis. Not only are these hotels are part of our piarts, it should be noted that Stanwood Hotels & Resorts Worldwide, Inc. has formally committed to operating these hotels for this project. These two hotels are far more than just ideas,. they are ready to happen - Stanwood is a partner in this project and a key member of our project team. The Designers The design team vvill beled by the architectural firm of 4240 Architecture Inc. from Denver, Colorado along with retail co-designers Elkus Manfredi Architecture. A familiar face in Vail, 4240 has designed. many projects in the recent renaissance of Vail CommArts will assist the design team on graphics, signage and streetscape. Other notable members of the team include Walker Parking Consultants and Open Realty Advisors. The importance of the parking component of this project cannot be overstated. Walker brings a great deal of experience in not only the design of large: parking structures but also the complexities of construction and time constraints associated with of these type of facilities. The master planning of Victory Park Is centered around creating a downtown environ~ ment that brings work, entertainment and neighbor- hood life together in a vibrant community setting. This goal is accomplished by the creative integration of retail, residential, office and hotel uses around great urban spaces and landscaped features. The union o(these venues will be designed to achieve significant geographic draw, increased customer length of stay and repeat visitation by providing consumers, residents, workers and visitors a unique and energetic experience. Retail tenants, with individualized storefronts, will be at the base of all the buildings, giving Victory Park an exciting sU~eel level experience. Additionally, Elkus Manfredi is responsible for the architectural design of )block parcel, a z6 story, t5o unit residential tower constructed of glass, precast concrete and metal panel skin reflecting the newest trends in modern living with great vistas and a contemporary aesthetic. A series of curving balconies surround the glass, metal and concrete tower. Dramatic roo(terraces sit on upper levels and offer exciting penthouse views. Hls goal was to build the premier urban pedestrian retail center in the country -atop quality, family oriented destina lion where people gather, perhaps to shop in the array of beautiful stores, or perhaps to simply stroll down Main Street, ride the trolley, and attend the annual Christmas tree lighting. In a city that largely ignores its pedestrians, The Grove celebrates the pedestrian experience. Working closely with Caruso Architects, Elkus Manfredi provided master planning and design for The Grove. Its enormously successful commercial component, anchored by Nordstrom's, includes flagship stores for national retailers and local merchants, restaurants, office space, amulti-screen theatre, and aneight-level parking garage. Imbued with a distinctly European aesthetic, every design element works to build a strong and spirited sense of place: the diverse colors, textures, and materials of the variously-scaled building facades; the charm of Main Street; the slde street's European propor lions; and Town Square's pond, grassy park, pedes~ Irian bridge, and kiosk cafes. This isplace-making at its best, with a Focus not only on creating powerful retail statements, but also welcoming public spaces for all to enjoy.
