Opportunities exist to increase the amount of employee housing through redevelopment of existing housing, the purchase of deed- restricted units and through developer requirements. During 20/20, participants placed workforce housing as a top priority for the community and government leaders to address. Communitv: Vail's community direction and dive s ty.~ is impacted by variables such as housing, employment and affoTdability. These variables ~ ~ have caused a decline in the number of ~familiesiving in Vail, while representation from other demographic sectoE~s suchias- retirees and part- time homeowners moving to Vail full-tim' e\hs increased,- During 20/20, participants expressed optimism in~~addressing the man,y challenges associated with improving community diversity, which urn, will contribute to a healthier resort. z Economv: Increasing capital and operational\ expenses for the town, a sales tax driven municipa;~'~budget, workfo1ce,~hou sing needs and a seasonal economy impact theAornmunity's long=:term financial health. VailiLocal Housing Authority VLHA Mission: The Vail Local Housing Authority promotes and facilitates the production of quality, affordable rental and for sale housing for people who want to live and work in the Town of Vail. Affordable housing is an important component of an overall effort to expand and diversify the permanent population base and to build a greater sense of local community. Is this the VLHA mission today? Infrastructure? There has been discussion about the needs for different types of units in Vail. Who does Vail want to provide housing for? The foNowing 6 r TOWN OF VAIL STRATEGIC HOUSING PLAN 1. PURPOSE The purpose of the Town of Vail Strategic Housing Plan is to identify specific action steps the Town and the community should take in order to ensure at least 30% of Vail's workforce lives within the Town of Vail. Additionally, it will be used as a guide for all decisions related to new development and redevelopment within the Town of Vail in order to ensure ~ the Town's employee housing goal is always being~ach'ie~ved. The Strategic Housing Plan will also be used ta~gu,ide decision making regarding employee housing opportunities `th~at mayWresent themselves outside of the Town of Vail. As the ToMs set a~g al of housing at least 30% of its workforce within Town;boundaries, it acKnowledges that it will need to be a strong regi ~ I parfner in emplo~yhousing development throughout the surrounding~area.~. y= II. LIFE CYCLE /y : ~ ~ It is the intention of the Town of;~Vailto adopt by Resolution the Town of Vail Strategic Housing Plan. The Strategic Plan~:will have clearly defined ~'3, . .0 action steps for the one to three year pertod~:following its adoption. The Strategic Plan.will outline goals antl objectives for a five-to-ten year period of time. When you are considering this application at your April 1St meeting, please also consider my support of that application. The variance application was submitted for an additional bay to Ed's garage, increasirrg its capacity from one car to two cars, and to enclose the breezeway connecting the unit to the existing garage. During the design process, Ed explained the necessity of the variance because the addition will encroach into the setback. He made sure that any questions or concerns I had were addressed. I am satisfied that the expansion of the existing garage will be in keeping with other expansions which have already been completed in the neighborhood. Many homes here, including the other half (East Unit) of 2570 Bald Mountain Road, already have two car garages. The design ensVres that any visual impact on adjacent properties will be minimal, and I agree with other neighbors that this will not harm our property interests or constitute a special privilege for Ed Williams' unit.
