The Vail Homeowners Association forwards the following recommendations regarding the
redevelopment of the Solar Vail affordable housing project.
The Vail Homeowners Association agrees with reducing parking on this project, if site conditions make
compliance with the full requirement impractical, as an incentive for employee housing. In this case, VHA
notes that an additional floor of underground parking would improve access to the site.
However, VHA is concerned about the precedent this building would create with no screening or stepping
of the building. It would be inconsistent with the step down massing of the Middle Creek Affordable
Housing Project and the redeveloped Roost Lodge. The proposed building could look out of place and
exposed for many years, unless or until development was allowed to infill around it.
VHA would prefer to see a master plan with design guidelines for buildings along the North Frontage Road
instead of developer economics being used to differentiate standards between public and private
development projects in the same area.
VHA proposes a compromise, noting that the utilities located in the 30-foot front utility easement can be
relocated. These utilities should be relocated to the adjacent Frontage Road right of way, and suggested the
plan be revised to use that area to step down the building.
VHA suggests that new mass could be added to the front of the building or higher masses could be lowered.
VHA also observes that there is additional unallocated site coverage and GRFA to accomplish the step
backs without compromising the proposed development program.
These recommendations were made to the Planning and Environmental Commission. The VHA Board of
Directors has reviewed the foregoing recommendations, making no further comment or advisements.
Further response from Board members, the membership and affiliates is at their individual initiative.

Two young men from Battle Mountain High School (BMHS) will be coming before you tonight under
Citizen Input to apologize and offer restitution for grafitti damage done to the Donovan Pavilion prior to the
BMHS prom in April. This is the result of an arrangement made by the investigating officer and the Vice
Principal of BMHS, Philip Qualman. When Mr. Qualman became aware of the damage, he approached
the poliice department to ask that if he could get a confession from the young peopie involved and
restitution and an apology to the Town Council were made, that no charges would be brought against the
young men. The young men are Blaze Heuga and Max Ward and they; along w/the Vice Principal Philip
Qualman, will be appearing under Citizen Input this evening. On another note, there was another grafitti incident at Donovan Pavilion and the Donovan Park this past
Friday (restroom and playgound were also vandalized). This incident is currently under investigation.

~ Long term resident Bill Fleicher said a high divorce rate was responsible for Vail's
~ affordable housing problems. He then asked for benches to be placed on the south side
of the LionsHead parking stnacture. Fleicher also questioned construction workers at
Middle Creek. He then spoke in support of seasonal housing.
Jeff Wiles said he would be running for a board position at the Vail Recreation District. Council wished Wiles good luck.
Sa Somola : aid she is "jaded" by the current parking situation in Vail. "We need
parki ink the quality of life for people who have been here a while has
diminished...We need parking." Cleveland responded, "We had this very conversation
this afternoon...We are working with Vail Resorts to be a partner in resolving this
problem." Clevefand then reported the Vail Police Department would be hosting an open house on
April 8, from 5:30 to 7 p.m. in the Town Council Chambers.
The second item on the agenda was the Town Manager's Report.
• I-70 Closure Update

Please see Work Session Briefs in regard to the recent 1-70 closure for more details. In
regard to the events, Daly commented, "IYs important to the hear about the work of our
critical emergency. responders...We have made significant progress from earlier in this
winter season...We need to really work to make greater awareness of the life safety
perspective...Last year I-70 was closed three times, this year nineteen times.
°Representing the Vail Homeowner's Association, Jim Lamont thanked all of VaiPs
emergency responders for a job well done. He then thanked Henninger and Zemler for
their leadership. He then expressed concern about increasing traffic on Highway 24.
Kaye Ferry said semis should not be allowed travel on Highway 24. She then said she
had spoke with Senator Jack Taylor in regard to supporting Vail and its issues.
Cleveland commented, °CDOT needs to be more consistent and timely." Gordon said
the emergency management table top exercises are being very effective. ,
The third item on the agenda was the Consent Agenda. =

Foley moved to approve the minutes with Hitt seconding. The motion passed
unanimously, 7-0.

these monsterous trails which hung

started to expand. As I watched for
several hours, the white plumes
merged into a thin haze eovering
most of the sky. There were jets
flying from all points of the
compass on what looked like
collision courses. As the afternoon wore vn, the white ribbons blended
together to resemble high cirrus clouds. I've never seen so much jet traffic over Vail in 25 years.
Then the jets disappeared as suddeniy as they appeared. It was erie as the fake clouds left behind
blocked out all direct sunlight. After about three hours of this mission, not another jet was seen
the remainder af the day. The cloud slawly drifted away for a clear sunset.
Some peopie will say that these were just nvrmat jet contrails. If it was just hot jet exhaust,
the vapor trails would be gone almast as fast as they formed, nat farming cloud layers that hIock

rout the sun for hours. If ane checks into the nature of how jet exhaust forms contrails, one would

farm reaiiy do? It aims a high powered radio signal at the edge of the atmosphere and hea.ts it up

likely burn up on re-entry as would any intercontinental ballistic missile (ICBM) coming from
Russia. For this reason, the military shuts down HAARP during shuttle launch and re-entry. A

you do is call it a research project and allow some grad students to glay with it now and then at
low power. This "researeh oniy" cover for the project was somewhat piausihie until they boasted
power to 3.6 billion watts (a 75% increase). Since no one in the history of the world has ever
broadcast such a powerfut signal, there is no way to estimate the potential impact to tiving
arganisms that operate on similar frequencies. So how would the aerosol operation enhance the
HAARP technology?
Imagine if you could amplify the sound of a Rolling Stones concert so loud that you could

powerful now that the signai can be heard by every HAM radio operator in the world. About the
same time the HAARP s'tgYtal strength went to fult power, there was a ma.ssive honey bee die off

How many examples would you like? If one strictly stuck to past examples of heinous
experimentation that is well documented by
the US government, there are many cases
where they knew there would be injury or
death to the "lab mice". A good example of
this was the cruel radiation tests on menta.lly
committed patients. They weren't just
exposed to radiation, they were exposed to
more radiation than you would get in 1000
lifetimes. This experiment shows how little

life. The message one could get from this is
that the mentally impaired shall be sacrificed
for the common good. And who's next... will

fungus. Microscopic photographs of the stuff will
blow your mind. And what does the EPA have to
say when presented with samples of the strange

Atypical small prop plane used for cloud seeding is shown below. This indicates that the aerosol program seen at jet
alritude is not cloud seeding. Most cloud seeding is ground based like this equipment in the Sierras which creates
cloud nuclei from burning silver iodide. When I pointed out the aerosol operation from jets to a coworker, he
dismissed it as cloud seeding or something and didn't want to give it a second thought. This page appears necessary

SUBJECT: Information Update
Staff: Chamonix Site Master Plan Advisory Committee
1. PURPOSE
The purpose of this memorandum is to:
1. Present an overview of progress made by the consultant team to develop
three (3) site plan concepts ("options") for the Chamonix site;
2. Provide an overview of the Advisory Committee meeting held April 11, 2008
to review and comment on the three options; and
3. Provide an update regarding the next Advisory Committee and neighborhood
meetings scheduled on May 7, 2008.
II. BACKGROUND
On March 4, 2008, the Vail Town Council re-affirmed, with modifications, the
planning goals and design parameters originally adopted by the Council on
January 22, 2008, for the Chamonix Site Master Plan project. Also at the March
4, 2008, meeting, the Council authorized Staff and the consultant team to
proceed with conceptual design work for the Chamonix Site.
On April 11, 2008, the Chamonix Site Advisory Committee held a meeting to
review three (3) preliminary site plan concepts (Attachment A) for the site and
provided feedback and suggestions to the Staff and consultant team. The
Committee favored a combination of "Option 2" and portions of "Option 3".
Comments from that meeting include:
0 In any fire station design scenario, the design must account for backing
of equipment and the associated noise;
• Use positioning of the fire station building and associated fire
department/Town employee housing to "wrap" or enclose equipment
- bays and to provide a better visual and noise barrier between the fire
station, the adjacent Shell Station and the adjacent neighborhood;
• Consider an access control gate to separate residentiaf from emergency
services uses and traffic circulation;
0 Reduce or eliminate new driveway access points on Chamonix Lane;
• Must consider CDOT access standards and the potential need to request
a variance from CDOT for access points less than 150' form the round-
about;
• Align internal circulation access point on Chamonix Road, to be across
from the existing driveway at First Bank;
• Ensure that proper turning radii is provided within the fire station portion
of the site for emergency services vehicles;
• Explore locating fire department housing within a third story of the fire
station, rather than in a separate building, to preserve more buildable
space on the site for residential uses and open space/common areas;
• Option 3("Parking Garage Option") may be too dense/urban and cost
prohibitive;
• Option 3, or a combination of Options 2 and 3, may be desirable if
redesigned to accommodate better separation between lower density
duplex struc#ures and higher density town-home and condominium
buildings;
• Study revising plans to better integrate higher density, for-sale residential
units with fire department/Town employee housing and to provide a
better visual and noise barrier between the fire station, the adjacent Shell
Station and the adjacent neighborhooci;
• Concepts should include more "New UrbanisY" design concepts to
minimize auto-oriented design solutions (such as solutions;presented in
Option 3).
Staff traveled to Aspen on April 17, 2008, to work with the consultant team to
' refine ideas and revisions generated from the Committee's comments.
On May 7, 2008, Staff will host the next Committee meeting, to be:followed by an
evening neighborhood meeting, to review the most recent, revised site plan
concepts. The intent of these meetings will be to gain feedback from stakeholder
groups prior to commencing with any further design development of plans. '
III. STAFF RECOMMENDATION: No action is requested or required of the Council.
