Events (CSE), Planning and Environmental Commission (PEC) and Vail
Local Marketing District Advisory Council (VLMDAC) Board Appointments

ACTION REQUESTED OF COUNCIL:
There is currently one vacancy for the AIPP board (replacing Steven DeWitt); three
vacancies for the CSE board; two vacancies for PEC (replacing Susie Tjossem
and Scott Lindall); and four vacancies for the VLMDAC board. The Town received
one (1) application for the AIPP Board; eight (8) applications for the CSE board; six
(6) applications for the PEC board and; four (4) applications for the VLMDAC
board.
Incumbent members of the CSE and VLMDAC boards are noted by asterisks
below. It is requested that the Town Council interview each applicant at the work
session and then appoint one applicant to the AIPP; four applicants to the CSE;
two applicants to the PEC and four applicants to the VLMDAC at the evening
meeting.

BACKGROUND:
AIPP:
The Board is made up of members who have demonstrated expertise in
architecture, art criticism, art education, art history, fine arts, graphic arts, interior
design, landscape architecture, town planning /community development or other
art /design related backgrounds not specifically mentioned, or who have
demonstrated a strong interest in the visual arts and /or civic improvement.
Board members shall meet one of the following requirements for at least one year:
a. A resident of the Town of Vail and /or
b. Owner of property within the Town of Vail
Duties and functions of the Art in Public Places Board include:
a. Implementation of the AIPP policies and selection procedures. This
specifically includes deciding the appropriate selection process for public art
projects, appointing selection panels for specific projects, and approving the final
selection of artist or artists for a project.
b. Acquiring public art by purchase, donation or other means for Vail's
permanent Art in Public Places collection.
C. Overseeing the maintenance and preservation of art works displayed in
public areas.
d. Assisting the Art in Public Places coordinator in obtaining grants and
donations to fund public art projects.
e. Promoting public art through a public education program that will further
community appreciation and understanding of the visual arts.
f. Publicizing Art in Public Places projects and recognizing the artist(s)

involved with the project.
g. Evaluating the Art in Public Places program and commitment of board
members annually and setting program goals on a five year basis.
CSE:
Members of the CSE shall serve at the will of the Town Council. The CSE shall
support the Town Council's goals and objectives and makes decisions in alignment
with the Town Council's marketing direction. The mission of the CSE is to support
street entertainment and special events for vitality, year -round fun, sense of
community and increased quality of experience for guests and residents. The
functions and /or duties of CSE shall include, but are not limited to: hiring and
overseeing a director and /or staff, as well as event producers and /or promoters;
creating, funding and seeking special events for the Town of Vail; evaluating event
applications and event success; submitting an annual budget for operations and
events; coordinating the community calendar for special events; seeking out
additional funding for special events through sponsorships and donations;
evaluating and executing contracts for special events; and all other functions as
directed by the Town Council.
PEC:
Duties of the seven - member PEC include review and determination of requests for
variances and conditional use permits, and recommendation to Town Council on
special development districts, subdivisions, rezonings, various Town of Vail
proposed plans and other community matters.
VLMDAC:
The mission of the VLMDAC is to strengthen the area economy by attracting
visitors to Vail in the May to October time frame. Per C.R.S. 29 -5 -111 General
powers of district. (1)(g) All applicants must be "owners of property within the
boundaries of the district," which includes by definition corporations or entities
which own property "within the boundaries of the district." Should an entity be
appointed to this advisory council, it would then be up to that entity to appoint its
designee. Additionally, owners of "taxable personal property" will be considered for
appointment.
STAFF RECOMMENDATION:
Appoint a total of one member to the AIPP, four members to the CSE, two
members to the PEC and four members to the VLMDAC for the terms listed:
1) Appoint one applicant to the AIPP board for a term expiring March 31, 2011.
2) Appoint four applicants to the CSE for terms expiring December 31, 2011.
3) Appoint two applicants to the PEC, one for a term expiring March 31, 2010

ACTION REQUESTED OF COUNCIL: Review the status of the Draft Frontage
Road Functional Plan.
BACKGROUND: Since 1993 the Town of Vail has had an adopted Vail
Transportation Master Plan (VTMP). The master plan has evolved over the past 17
years to keep up with changing conditions, with the most recent update being
approved in June of 2009. The purpose of the Master Plan is to guide the
implementation of Vail's transportation system into the future for at least 20 years.
A consistent theme through each iteration of the VTMP has been improvements to
the Frontage Roads, specifically to include adequate turn lanes and medians. In a
response to Council's questions about the Frontage Road and to better understand
the implications and layout of these medians, staff is currently reviewing a
Frontage Road Functional Master Plan that will better visualize these
improvements, as well as allow the town to better identify other desired
improvements and landscape treatments.

RE: Vail Reinvestment Authority Budget Message
The Vail Reinvestment Authority (VRA) was created on November 4, 2003, following
approval of a resolution by the Vail Town Council to create an urban renewal authority.
On December 16, 2003, the Commissioners adopted by -laws and entered into a
cooperative agreement between the Town of Vail and the VRA for administrative
services.
On June 7, 2005, tax increment financing (TIF) was authorized for the LionsHead TIF
district via an amendment to the LionsHead Public Facilities Plan. Because of
demolition activity within the TIF district in 2005, no property tax revenue was collected
by VRA in 2006. Incremental property tax revenue has been collected since 2007 as a
result of redevelopment activity within the TIF district.
The Arrabelle project established the Vail Square Metropolitan Districts, which collect
either 40 or 25 mils based on district lines. The Vail Reinvestment Authority receives
these taxes from the County, and then remits them to the Vail Square Metro Districts.
For 2010, property tax revenue is budgeted at $2,056,000 for the LionsHead TIF. The
following three redevelopment projects contributed new incremental revenue for 2010:
Ritz Carlton Residences; Landmark Condominiums, and Lion Square North. Vail
Square Metro property tax revenues are projected at $376,000, which is passed through
to the district, net of a 3% fee paid to the County Treasurer. Revenue projections are
based upon final assessed valuations provided by Eagle County.
The 2010 VRA budget does not include any capital outlay. Although planning is in
process for the LionsHead Transit Center and certain frontage road improvements,
project designs have not yet been agreed upon and costs cannot be determined. A
transfer of $2.5 million of Federal Transit Authority Funds from the town's Capital
Projects Fund has been included to be consistent with the town's 2010 approved budget.
These funds were awarded to the town for a transit oriented development project to be
spent no later than 2010. Subsequent awards totaling an additional $2.4 have been
received for spending in 2010 and 2011 and will be reflected when the construction
program is approved. All awards require at least a 20% match from the town or VRA.
The 2010 Vail Reinvestment Authority (VRA) budget is prepared on a modified accrual
basis.

A RESOLUTION ADOPTING A BUDGET AND MAKING APPROPRIATIONS TO
PAY THE COSTS, EXPENSES, AND LIABILITIES OF THE VAIL
REINVESTMENT AUTHORITY FOR ITS FISCAL YEAR JANUARY 1, 2010,
THROUGH DECEMBER 31, 2010.
WHEREAS, the Vail Reinvestment Authority Commissioners received the
operating budget for the fiscal year 2010 on December 1, 2009; and
WHEREAS, in accordance with CRS section 29 -1 -106 a notice of budget hearing
has been published; and
WHEREAS, notice of this public hearing to consider the adoption of the proposed
Vail Reinvestment Authority budget was published in the VAIL DAILY on the 20th
day of November, 2009; and
NOW, THEREFORE, LET IT BE RESOLVED by the Vail Reinvestment Authority
of Vail, Colorado, as follows:
The Vail Reinvestment Authority adopts the submitted budget and appropriates
$503,800 for expenditures beginning on the first day of January 2010 and ending
on the 31 St day of December 2010.

My name is Monica Mattingly. I am the Event and Promotions manager at NRC
Broadcasting, a radio station that serves the Vail Valley. I am interested in serving the
Town of Vail as a member of the Art in Public Places Board.
As you will see from my resume I have many years in the Arts and Management fields
including assisting in several public Arts Projects. My experiences have lead me to an in
depth understanding of all that entails in bringing art and art education into our wonderful
community.
I have great relationships with many artists from my years living in Tucson Arizona and
Louisville Kentucky. Both these communities had strong public art initiatives. I am
experienced in working with Town Councils, Planners and a Board of Directors. as well
as fulfilling budgetary constraints and community wants and needs. As an event planner I
know the importance of a smooth show and also in producing impactful and memorable
events.
I often see the reaction from those who visit our community and those that live here from
the beautiful pieces in the community. It puts a smile on my face to see tourists posing
and laughing with the different works. I believe it is important that the community have
access to art and want to be the person who brings it to them.

Lorelei,
This letter and the attached resume are intended to serve as my application for one of the
four vacant positions on Vail's Commission on Special Events. It is with great interest and a
desire to serve the local community that I volunteer my time, energy and abilities to the CSE. I
am uniquely qualified for a position on the CSE because of my employment with Solaris, my
history on local boards of directors and my avid participation in a wide spectrum of Town of
Vail events. As an employee of Solaris and prior to the demolition of Crossroads at Vail, I was
able to work with the Town of Vail and local event planners to put on events such as the Teva
Games, the Vail Film Festival and the Vail Farmers' Market. Furthermore, I am currently on the
board of directors for the Solaris Metropolitan Districts and previously served two terms on the
East Meadow Drive Business Partnership. This experience combined with my connection to the
Solaris public plaza will be beneficial to the CSE. Finally, I am a personal participant in many,
if not most, of Vail's special events ranging from the Teva Mountain Games to Taste of Vail and
thereby have a vested interest in making sure that Vail continues to have great events.
It will be my goal if appointed to be a member of the CSE to continue to bring the current
roster of great events to Vail, to help bring in a broad spectrum of new, exciting events and to
make sure that all of these events are serving the needs of the Vail community.

I would like to express my interest in the open position on Vail's Commission on Special
Events.
I have been a Vail resident since 1994. Currently my husband and I own Luca Bruno
Italy and DUE Luca Bruno. Both are clothing stores located in Vail Village. Having
businesses in the village gives me a unique perspective on events and how they can
transform our town. I know how important it is to offer visitors and residents these
special memories. World -class events promote a sense of community as well as
drawing visitors to our town.
Before creating our business I worked with Eclipse Television in Lionshead on the Jeep
King of the Mountain ski and snowboard races. I worked closely with local businesses to
make the races special community events. Prior to that, I worked at the Colorado Ski
Museum. Together with museum staff and volunteers, I helped organize and implement
annual and special events. I am aware in both cases that the Town of Vail played an
important role in making our special events a reality.
I have planned, supported and participated in events in Vail. I know the obstacles that
occur and I know how important they are for our community. I believe that all events, big
or small, can make an impact.
Recently, I spearheaded a small fundraiser for the local Vail preschool Children's
Garden of Learning. Our children had an incredible morning with an amazing Colorado
artist Carrie Fell. We parents were reminded at the evening art show how important
events are for our community. We shared the joys of our children's creativity as
neighbors and friend. It was a special evening.
Events bring people together. I hope I will have the opportunity to be a part of Vail's
Commission on Special Events and do just that.

I am writing to you regarding Jenn Bruno's interest in being selected for Vail's
Commission on Special Events.
Having known Jenn for 15 years, I feel she has the time, interest and background
to be a productive member on this committee. She worked at the Colorado Ski
and Snowboard Museum while I was on their board and was always professional
and willing to assist in all areas of the operations there. In particular, I was
Chairman of the "Best of Beaver Creek Home Tour" and "The Hall of Fame Gala"
for the museum and she was a great asset to work with and always available to
help me and the volunteers for these events.
She also has had experience in her various past jobs involving special events
relating to skiing and assisted in larger venues such as "Camp Jeep" held
outdoors at Camp Hale, and created the "Slush Bowl" event in the spring for the
museum. Jenn shows lots of innovation when it comes to developing ideas for
fund raising and willingness to participate as needed.
I have been a Vail resident since 1975 and appreciate citizens willing to take the
time to get involved in their community. Jenn has chosen to raise her young
boys here, is involved as a local business owner and very dedicated to the

I have known Jen since 1994 and feel that she would a great addition to your team. Her local knowledge is

Along with a host of events I have witnessed her pull together, I personally went to her for help raising money and
showing support for a local family who had just had a baby with heart problems. At the time it was felt a heart
transplant would be required and so together we rallied the town to enjoy an evening at the Marriot in an attempt
to raise money for Haley. Jen was amazing with her powers of persuasion to the local community and with a silent
auction, live auction, wine tasting and music from the Johnie Mogambo band we were able to raise $86,000 that
night, only two weeks after deciding to give it a shot.

I am truly excited to hear that Vail's own Jennifer Bruno is interested in running for a
seat on the Commission for Special Events. I have known Jenn for many years and can
tell you, without a doubt, that she would be an incredible success in that position. She is a
local mother of two young children with two businesses in this town. She and her family
have deep roots in this valley and are proud of that. I have personally watched her take
on the challenge of creating events for her children's schools, her local business and any
other local charity event that needed a helping hand. She has a passion for producing
events and that shows with every detail she oversees.
I have worked directly for a PGA Tournament Director as well as worked directly under
an event coordinator for different large - scale, multi -day charity events in the
entertainment business. Locally, I have volunteered for many years with the Vail Valley
Foundation at events such as the World Cup and the American Ski Classic. Learning
what I have over the years about how these events are run successfully, I can assure you
Jennifer Bruno is up to the task. She has an uncanny ability to visualize an event that is
new and different. Then, with all the grace, level headedness and charisma, can make it
come together by working with and motivating people in a way that makes everyone
involved proud. I believe her business background helps to keep events in the black and
because of her participation as an active town member; she also has an excellent read on
what types of events work for this town. She knows what works for the people of Vail.

Dear Commissioners,
I have lived in the town of Vail since 1997 and have enjoyed all that the Vail Valley has to
offer. I strongly believe in public service and would like to become more active by being a
member of the Commission on Special Events.
I am currently the gallery director at Wilderness Wonders by Tony Newlin in Beaver Creek.
I began when the gallery first opened and have seen it grow in the community. My
contributions are instrumental with regards to the gallery's success and I am gratified to have
helped Tony with our new gallery in Vail which opened over this Thanksgiving holiday.
As gallery director one of my many responsibilities is marketing and my most recent project
was initiating and producing the "Gallery Row World Cup Art Walk "; a new event to the
World Cup that offers complimentary art tours after the races. A similar event is also
scheduled during the Vail Film Festival coming to Beaver Creek in April 2010.
I hope to have the opportunity to participate on the Commission on Special Events and I
am prepared to shoulder the responsibilities that this position entails. Attached is my

I am expressing my interest in the open seat for the Planning and Environmental
Commission (PEC). I have been a resident of the Town of Vail since October 2001. 1
believe that it would be a pleasure and a duty as a citizen of the town to be involved.
My job within the Environmental Department for both Vail Mountain and Vail
Resorts has allowed me to be involved in many of the town's environmental efforts
and planning on the operational side. My job has allowed me to visit resort towns
around the world, and see sustainable and innovative practices implemented.
As a citizen, I have participated in events such as Vail 2020 and the Shaping the
Future series through Colorado Mountain College. I believe that my experiences
from both living and working in town would make me a great candidate to help
make Vail a better place for its residents, workers, and guests from all over the
world. My wife and I are passionate about Vail, and want to build on the sense of

Features and related residential and commercial construction specifications. I have
operated my business in the regional resort markets and have maintained an employee

The volume of my business activity and experience, I believe, qualifies me for an intense

I am extremely excited to submit this application for the interim vacancy position on the Planning &
Environmental Commission. As both a long time resident and practicing attorney, I know I could bring a
wonderful skill set and thoughtful perspective to the Vail PEC.
As a Vail Valley resident since 1994, I have seen tremendous changes sweep through all parts of this
community. While it is an ongoing challenge to balance the growing needs of a world - renowned resort
against the traditional desires of a small mountain town, every decision no matter how big or small affects
the future of our wonderful valley and must be approached with sincerity and intelligence. Current projects
like Solaris and anticipated projects like Ever Vail illustrate the need for careful planning as well as an
inherent passion and fundamental knowledge of the daily issues that face our community.
A 1998 Battle Mountain High School graduate, I have deep local ties to the valley and family friends
in all walks of life. My father owned and operated a well -known local business for over a decade so I also
am familiar with the yearly pressures that face community business members. As a practicing attorney
specializing in tax law, I am used to analyzing issues in a systematic and detailed manner so as to base my
conclusions on measurable indicators and important precedent. Finally, as a ski & snowboard instructor for
Vail Mountain, I not only understand the inner operations of Vail Resorts but am able to routinely interact
with the seasonal Vail tourists that provide life to our incredible community.
In addition to these impressive qualifications, at 29 years old I am eager to volunteer for my
community and become involved with the local government that has given me so much. I hope to only
strengthening my roots in this valley going forward and successfully conduct the balance of my personal and
professional careers here. I am therefore driven to meet as many local leaders as I can and grow deeply
entrenched in the planning, development, and social infrastructure of this amazing town.

It has come to my attention my position on the Vail Local Marketing District Advisory
Council (VLMDAC) is up for reappointment in December 2009. Please accept my letter
of interest and qualifications for reappointment to the VLMDAC.
As a member of the VLMDAC since May 2008, 1 have experienced first -hand the
importance of marketing Vail, no matter the economic circumstances or season. During
the past 18 months, I have gained a solid understanding of the VLMDAC's role in the
community and value and embrace its mission in strengthening Vail's economy during
the summer and shoulder seasons, May through October. I feel fortunate to be a part of
the VLMDAC's new and ongoing marketing initiatives, which have resulted in numerous
successes including:
• Creation of the "Vail All the Love" campaign to increase multi -night stays from
Front Rangers and loyal customers during the winter 2008 -09 season and
summer 2009
• Oversight and coordination of a new summer brand and messaging aligned with
the winter brand and winter messaging, "VAIL Like nothing on earth"
• Improved utilization of www.vaii.com to drive summer visitation to Vail
• Continued efforts to create partnerships and strategic alliances for health and
wellness
• Support of public relations efforts resulting in an increase of more than 1,500
stories in 2009 over 2008
• Positive momentum on participatory sports recruiting due to a collaboration
between the Vail Recreation District (VRD) and Vail Valley Partnership
• Marketing of Vail's special events resulting in increased event attendance during
the Teva Mountain Games, Vail America Days, Bravo! Vail Valley Music Festival,
and the Vail Farmers' Market, to name a few
My familiarization with the VLMDAC's promotional and marketing initiatives is important
and, by being reappointed to the VLMDAC, as a group we'll be able to maintain forward
progress to ensure Vail maintains its world -class reputation and is the number one
summer destination for vacationers.
In addition, as Marketing Director for the VRD, my appointment on the VLMDAC has
created continuity between the VLMDAC and the VRD. I feel strongly that the VRD's
activity components are important tools that can be used by the VLMDAC to successfully
market and subsequently attract visitors to Vail during the summer via the Vail Golf Club,
Vail Tennis Center, Vail Nature Center, Dobson Ice Arena, the VRD's youth- oriented

summer camps and other programs. During my time on the VLMDAC, new
collaborations also have been created between the VRD and VLMDAC in an effort to
increase heads -in -beds in Vail, not only during the summer, but year- round. The VRD is
working with the Vail Valley Partnership, on behalf of the VLMDAC, to diversify Vail's
group business by bringing participatory sports groups to Vail. This includes the
organization and utilization of VRD- managed assets such as Vail's athletic fields and
Dobson Ice Arena to generate new group business and, ultimately, increase multi -night
stays and increase revenue for the Town of Vail.
With more than 11 years of resort communications and marketing experience, nine
years focused within the Town of Vail, I'm confident in my ability to continue to deliver
valuable input, ideas and results as a member of the VLMDAC. I received my bachelor's
degree in technical journalism and political science with a public relations concentration
from Colorado State University. I began my career working for the Town of Vail's public
information office in 1998 as an intern and accepted a full time position in 1999 where I
gained extensive knowledge in media relations, communications and marketing. As
public relations manager in the marketing department at Copper Mountain Resort from
2003 to 2005, 1 was responsible for all public relations efforts at the resort including
organization of media familiarization trips, working with media to produce stories,
assisting with marketing materials, copy editing and more. Returning to the Town of Vail
in 2005 as communication and special projects manager, I continued to build my
communications and marketing skills. I currently am responsible for all marketing and
communications for the VRD and I feel the VLMDAC is a crucial partner in promoting
VRD programs to Vail's guests and residents, as well as the town -owned facilities where
the VRD manages these programs.
As a Gypsum native and Vail resident for nearly 11 years, I firmly believe Vail is an
amazing place not only to live, work and play, but also to visit. Professionally and
personally, I enjoy all that Vail has to offer and look forward in continuing to share it with
our residents and visitors alike.
I have witnessed and contributed to the impressive marketing efforts of the VLMDAC
and know that by working together with all stakeholders in the community, the VLMDAC
can continue to elevate the presence of Vail as a top vacation destination. I would be

I am writing this letter to express my interest in continuing my service to the Town of
Vail as a member of the Vail Local Marketing District Advisory Council. It has been an
honor and a pleasure to be a part of a group that truly has the best interests of all
businesses in the Town of Vail in each and every decision it makes. I am proud of the
many accomplishments we have made over the last two years and I truly look forward to
all of the exciting things to come in the months and years ahead.
Even in these tough economic times, Vail has faired much better than most of the other

I. Background
Since 1993 the Town of Vail has had an adopted Vail Transportation Master Plan

The purpose of the Master Plan is to guide the implementation of Vail's transportation

the Frontage Roads, specifically to include adequate turn lanes. As a result of the
need for turn lanes now and in the future, the Town adopted a typical section for the
Frontage Roads (see attached excerpt from VTMP 2009). The typical sections
include landscaped medians to accommodate turn lanes and break up the `sea' of
pavement. Recent examples of these include the Vail Plaza Hotel and Four
Season's medians as compared to areas with no medians in front of Safeway and the
Vail Village Parking Structure (See attached photos).
In a response to Council's questions about the Frontage Road and to better
understand the implications and layout of these medians and the identified Frontage
Rd. improvements, the staff is currently reviewing a Frontage Road Functional
Master Plan that will better visualize these improvements, as well as allow the Town
to better identify other desired improvements and landscape treatments, such as:
• Variable Message Signs (VMS)
• Lighting (Roadway, Pedestrian, and Accent/Aesthetic)
• Way Finding signage
• Median Layout
• Permanent & Overflow Parking
• Landscape design (High, Medium, Low impact levels)
• Public Art opportunities
The creation of this Frontage Road Functional Master Plan will allow the Town to
comprehensively plan the function and aesthetic of the future ultimate Frontage
Road, as well as to better understand the operations and maintenance costs of these
types of improvements. This will ultimately provide future direction for staff and future
adjacent developments.

II. Project Status
The Frontage Road Functional Master Plan has many separate components, as
identified above. Each component is at various levels of completion and will
ultimately be tied together by this Master Plan. Below is a brief description and
status of each component.

III. Purpose of Work Session

landscape and parking limitations /opportunities, and listen to any comments Council
may have regarding the Frontage Rd. Functional Plan Master Plan.
IV. Next Steps
Staff will finalize the Frontage Road Functional Master Plan, obtaining approvals from
PEC, DRB and final adoption by Council. The final approved plan will include each
above component and will provide direction to staff and developers for the
implementation of the ultimate Frontage Road improvements

This past year a new Colorado state statute was passed that required all municipalities
having elections to use the State Permanent Mail -in Voter (PMIV) Registration list as
part of their election process.
Several municipalities already have mail in elections. Those of us who have at- the -poll
election processes had to include the PMIV Registration process in to their election.
The Town of Vail currently has 2,950 active voters. This November, we mailed out
1, 116 ballots to voters who chose to register to be a PMIV to receive all their ballots by
mail, whether it was a municipal, county, state, or a federal election. We had an
additional 100 voters vote by early mail in /absentee process for a total of 1,216 Vail
voters who did not vote at the polls. 38% of Vail voters are currently PMIV's, of which,
55% of those ballots were cast in the November 3, 2009 election.
Eagle County Clerk and Recorder, Teak Simonton, stated that the County currently has
28,000 active voters and of those, 65% are permanent mail -in voters. She stated that
number will only continue to go up. The county will be doing additional promotion of
permanent mail -in voting during the coming year.
The impacts of this new system to our election process are as follows:
In a Town of Vail election, candidates will have to campaign much earlier to reach the
PMIV's prior to the ballots being sent out (ballots usually go out mid - October). The
County stated the customer convenience of voting at home or when they know they will
not be in town is a draw to voters to become PMIV's.
For the clerk's side of the process, it would be less costly, more manageable and
controlled, and the election would be one process versus four processes as we had this
past year.

Bus service provided from Lake County to Summit County, by Summit Stage, is partially funded
by a C.D.O.T. grant.
E.C.O. /Eagle County will try to tap the grant resource in the future for Lake County to Eagle
County, and local Lake County service.
CDOT is currently in the policy making process regarding the funding source.
Lake County intends on placing a sales tax proposal on the ballot in 2011 for the purpose of
funding bus service from Leadville to Summit and Eagle Counties.
2008 best guess late niaht Vail to Gypsum 12:50 a.m. to 2:50 a.m.(Winter)
Net cost after fare box recovery was $165,279.30 for 5508 rides over 133 days for an average
rider ship of 41 people per day. The service was provided with 3 buses.
Administration fee charged to ECO by Eagle County
Approximately $750,000 per year, estimated by Maximus Consulting, hired by Eagle
County. Admin fee estimated by Maximus for comparable Summit Stage /Summit County was
$290,000.
With an accurate admin fee, reductions in service provided by ECO would be
minimal.
• Eagle County B.O.C.C. nor Eagle County Finance department will not justify such a high
admin fee by services rendered to E.C.O.
• ECO staff estimates that true admin fee due to Eagle County is in the $250,000 to
$300,000 range.

SUBJECT: Curb / Gutter and Drainage Ditches Discussion
The Town of Vail currently operates and maintains an extensive roadside drainage
system that consists of concrete curb and gutter, drainage ditches and swales, inlets,
storm sewers and culverts. The Town currently maintains approximately 28 miles of
curb and gutter (includes Frontage Roads and roundabouts), 15 miles of ditch (not
including Frontage Roads), and 15 miles of storm sewer and culverts (includes Frontage
Roads and roundabouts), along 33 miles of roadway (not including the Frontage Roads).
It is the Town's standard practice to improve drainage in those areas that are undergoing
major road reconstruction or have specific drainage problems. Drainage is a critical
component to prolonging the life of a roadway. By removing drainage away from the
roadway damage from settlement, pavement degradation and frost -heave cycles can be
minimized, thus extending the life of the roadway and capital investment. Drainage
improvements may consist of any of the above components, depending on what is
needed and what fits.
In general curb and gutter is installed where;
• road grades are flat and will not accommodate an adequately flowing ditch,
• where there is not enough room along the roadside to install an adequate ditch
section of at least 8' -12' in width,
• where a drainage ditch will create a large impact on the surrounding area due to
grade, walls, mature vegetation, private improvements, driveways, utilities etc
• or where it provides a necessary safety barrier for pedestrians or from other
installed obstacles
Ditches are generally installed where there is room and where the additional capacity is
needed for a major drainage basins or basin collectors.
The costs of installation are generally the same depending on location, quantity, and
difficulty of installation. The maintenance costs however actually favor curb and gutter
on a dollar to dollar comparison. The difference is that the curb and gutter repair and
maintenance is generally contracted out and comes out of the capital street maintenance
budget whereas ditch maintenance is generally done in- house. Overall our streets
department feels curb and gutter is easier to maintain.
We have also noticed a general change in opinion toward curb and gutter in the last ten
years in some of the residential neighborhoods. We used to get complaints about the
look of newly installed curb and gutter, however we now get more compliments or even

requests for its installation than actual complaints against the curb and gutter. (This
information is based on actual received calls and not based on any type of survey)

Town of Vail Economic Indicators Summary: December 2009 Update
(Based on data as of October 31, 2009)
INTRODUCTION: An initial Economic Indicator data set was collected in early 2009, and has now been
updated based on data as of October 31, 2009 and is summarized herein. The Indicators Report is intended to
provide an overview of recent economic activity and to serve as a benchmark from which future economic
activity can be displayed and compared. To accomplish this, relevant data i) was gathered from various
secondary sources for the date range of November 2004 through October 2009, ii) is depicted by general
category (Tourism, Real Estate, Town Revenue, Business Growth and Macroeconomics) and seasonally
(Winter: November — April, Summer: May — October), iii) is presented in a chart format with this brief summary,
as a part of the Town of Vail 2009 Economic Development Strategic Plan and iv) is limited in scope and
accuracy by the availability of data from secondary sources, thought to be accurate but not independently
verified, and is best used as a general overview as a result
OVERVIEW: The resulting chart provides granular detail from which a general economic picture can be
assembled. All statistical comparisons are based on year- over -year comparisons as of October 31, 2009, vs.
October 31, 2008, unless otherwise indicated:
1. Tourism remains the primary economic driver, but has shown season - over - season decreases in most
areas including lodging occupancy (- 12.8 %) and rate (- 9.0 %). Although this is a significant decrease
from the previous season, the MTRiP industry aggregate occupancy showed a larger decrease in
occupancy (- 16.7 %) but a similar one in rate (- 8.8 %). Transportation to Denver International Airport
declined ( -3.3 %) from last summer, yet Eagle County Regional Airport showed a season - over - season
increase (5.1 %) in deplanements for the months it was open (Sep. & Oct.). Traffic through the Tunnel
has grown slightly (3.8 %), possibly due to the dramatic decrease in gas prices from the summer of
2008 to the summer of 2009 (- 33.9 %). A wide range of special events are offered during the summer
months. Attendance /participation varied across these events but overall very similar ( -0.5 %) to last
summer.
2. Real Estate Indicators show a significant decrease in all areas (except commercial real estate sales,
due to the large number of parking space sales) during the summer of 2009 compared to the previous
summer. The most noteworthy declines took place in total volume ( -23 %), total gross sales ( -66 %)
and average sale price ( -56 %) mirroring Eagle County as a whole. These decreases are largely
attributed to a down real estate market and the lack of new inventory constructed and sold during the
summer of 2009 compared to the same period last year and during the winter of 2008 -2009. These
new construction closings create inconsistent spikes and dips, resulting in apparent inconsistencies
and make seasonal evaluation of little merit. New development in Vail is unprecedented and while
new products will continue to be sold in 2010 with the completion of the Ritz Carlton Vail (116), Four
Seasons Resort Vail (156) and Solaris,(77) the summer of 2009 is considered a "dip" and very weak
for real estate transactions.
3. Town Revenue Metrics include: sales tax, construction use tax, property tax and real estate transfer
tax revenues along with general fund balance as an indicator of the Town's level of reserves.
a. Sales tax is segmented by business type (retail, lodging and food /beverage) and further
broken down geographically by Vail neighborhoods. All segments show an overall decrease in
sales tax revenue following winter season sales declines and three prior years of growth.
Lionshead, which had outperformed other villages in the past due to the positive association
with recent new development and additional lodging and retail supply, now shows decreases
in sales tax collections consistent with its neighboring villages. Lodging tax collections saw
the largest season - over - season decrease ( -26 %), followed by food and beverage ( -18 %) and
then retail sales tax, which had the least decline ( -13 %). A study conducted by MTRiP shows
that the average of comparable ski towns was down season - over - season in both sales tax (-
19.1 %) and lodging tax ( -16.1 %), though Vail saw a slightly greater decrease in both sales tax
(- 21.3 %) and lodging tax (- 21.6 %).
b. Annual Metrics are used instead of seasonal metrics to track construction use tax, property
tax, real estate transfer tax and town reserves, and therefore are not available for analysis for
this iteration of this summary.
4. BUSINESS GROWTH is based on broader county and national indicators, and although many
indicators are not available for this update, there was no data indicating any business growth or any
notable observations during the summer of 2009.

5. MACROECONOMICS: The Consumer Confidence Index (CCI) has proven to be an important
indicator of subsequent discretionary spending, like vacation travel. The Index has hovered around its
benchmark of 100, but began to drop in 2008 reflecting a softening economy and averaged 35.3
during the 2008/2009 winter season, with an all time low of 25.0 in February 2009. It has rebounded to
an average of 51.2 during May — October of 2009, which is at the same level as the same period last
year (52.6) demonstrating continued apprehension about the outlook for the economy. While the CC]
is a good measure of consumer spending, it is important to note increasing stability in the stock
market, causing speculation about a brighter outlook.
This foundational data set and summary will be further updated and expanded upon seasonally, taking its
place among the tools available to the Town, its various committees and the public it serves.
