SUBJECT: 2011 Budget Amendment —Resolution 1
I. SUMMARY
Staff is requesting approval of Resolution No. 1, making supplemental appropriations and
adjustments to the 2011 budget.
II. DISCUSSION
This supplemental appropriation request relates directly to a transfer of funds to support items
approved in the town's supplemental for the Capital Projects Fund. Specifically, the $300,000
increase to the LionsHead Transit Center / Welcome Center project and $953,951 for
implementation of the energy audit enhancements. Both projects are being paid for out of the
Capital Projects Fund, with reimbursement from the Vail Reinvestment Authority (VRA) because
those projects (or a related portion) are capital improvements within the TIF district.
Another adjustment to the VRA budget is a decrease in transfers out of $900,000 relating to the
surface parking at the Charter Bus Lot. The scope of the original project is no longer planned,
and there will not be a transfer to the Capital Projects Fund.

VAIL REINVESTMENT AUTHORITY
A RESOLUTION ADOPTING AN AMENDED BUDGET AND MAKING
APPROPRIATIONS TO PAY THE COSTS, EXPENSES, AND LIABILITIES OF THE
VAIL REINVESTMENT AUTHORITY FOR ITS FISCAL YEAR JANUARY 1, 2010,
THROUGH DECEMBER 31, 2011.
WHEREAS, contingencies have arisen during the fiscal year 2011 which could not have
been reasonably foreseen or anticipated by the Vail Reinvestment Authority at the time it
enacted Resolution No. 5, Series of 2010, adopting the 2011 Budget for the Vail
Reinvestment Authority of Vail, Colorado; and
WHEREAS, in accordance with CRS section 29 -1 -106 a notice of budget hearing has
been published; and
WHEREAS, notice of this public hearing to consider the adoption of the proposed Vail
Reinvestment Authority budget was published in the VAIL DAILY on the 12th day of
July, 2011; and
NOW, THEREFORE, LET IT BE RESOLVED by the Vail Reinvestment Authority of
Vail, Colorado, as follows:
The Vail Reinvestment Authority adopts the amended budget and appropriates an
additional $353,951 for expenditures beginning on the first day of January 2011 and
ending on the 31 sc day of December 2011.

largest deck possible on the east side for additional outdoor living space and for views.
However, the applicant is not opposed to Staff's recommended modifications.

Commissioner Pratt expressed his opposition to the motion. He felt that the amendments
to the proposed deck made it non - functional and that the existing site conditions
warranted a variance as proposed by the applicant.

Commissioner Rediker inquired about the zoning of parking lots at other parks in Vail.
Bill Gibson explained that this situation is unique. The parking lots for the other parks
such as Ford, Donovan, Stephens, Ellefson, etc. are all located on the same parcel as
the park itself. Since they are located on the same parcel, the zoning for the other parks
and their associated parking lots are the same districts.
The Commissioners expressed their support for the application.

Airline Industry Overview
• The US domestic airline industry continues to consolidate, by the end of 2011 will
be four "legacy carriers" remaining
• AA, DL, UA and US Airways plus Southwest
• US Airways will need to merge
• The legacy carriers are more and more becoming global companies and the
consolidation will continue at the international level — Star Alliance (UA, LF, AC)
• There are numerous US regional airlines primarily focused on serving the legacy
carriers under modified brand names — i.e. Delta Connection, United Express
• The low cost carrier (LCC) segment is growing and will play a larger role in
serving US domestic market
• In 1999, the Low Cost Carriers (LCC) market share of the US market was 10% -
Ten years later the LCC share exceeds 30% — However, LLC do not typically
offer connectivity i.e. hub and spoke, they are more of a point to point service.
Frontier, Jet Blue, Spirit, Allegiant, Sun Country, Virgin America, Southwest, USA
3000 and Direct Air
• The LCC are increasing their fleets and upgrading their aircraft, gaining access to
slots at major airports due to mergers, increasing flights to include business
markets and over water resort destinations
• In 2010 Southwest Airline is the largest airline in the US in terms of number of
passengers flown
Eagle County Regional Airport Economic Impact — See attached
• Growth this past winter was down only 1.5% vs. 2009 -10 season — Wednesday
before Thanksgiving to the second Sunday in April
• Every organization in the county is impacted directly or indirectly by the airport
• EGE is marketing tool and economic machine but requires ongoing funding and
support
EGE Air Alliance Funding
• The Alliance has met with county officials regarding restarting their financially
support —
o They want to support the Alliance to increase the service
• We need to redesign the model
• Consider other options
• Developing a business plan
• The majority of EGE traffic demand is seasonal market, 75 days out of the year
(mid April to mid June and October 1 to mid November) will remain a real
challenge for the airport

• No airline is going start new service into smaller airports without some level of
support to mitigate the risk
Summer /fall Service for 2011 and 2012
• AA non -stop daily 757 service to DFW in September— Flat payment of $100K —
For the first time the Town of Eagle is a supporter of the Alliance, there is
continued support from the private sector (See attached)
Considerations
• Service to Canada — it will be a homerun and no international terminal required
• Focus on domestic hub markets to better international cities in the winter
• Increase summer markets to include Houston and Chicago non -stop service
• Target a low cost carrier to serve point to point markets
• Air service growth will come very slowly or will decrease at the airport if the EGE
Air Alliance cannot continue to secure support
• New American Airlines service into Aspen from DFW and LAX
• 17 to 20% of EGE passengers come from the roaring fork valley

Eagle County Regional Airport (EGE)
Economic Impact Overview,
• Third busiest airport in the Colorado — December, 2009 will mark the 20 year of
commercial operations
• 220,000 annual commercial enplanements — 75% being visitors and second
homeowners, over 50% of all winter destination visitors access Eagle County via
EGE.
• 625 full time employee equivalents at the airport including airlines, car rental,
ground transportation, concessionaires, Vail Valley Jet Center, airport
administration, security etc
• 1,642 direct2 or indirect3 employee equivalents resulting in $57mm of total
salaries paid annually
• $447mm in annual direct and indirect output
• $6.4mm state and local tax receipts collected /paid by airport tenants

I am writing to announce that I have signed the Decision Notice (DN) for the Vail Ski Area
Forest I Icalth project on the EaglefHoly Cross Ranger District. The Environmental Assessment
(EA) and Decision Notice /FONSI are available at www.fs.usda�ov /whiteriver (navigate to
`Land & Resources Management' then `Projects') or at the Eagle /holy Cross Ranger District
Office. Appendix D of the EA discloses public comments received during the EA comment
period and agency responses to those comments. I have also attached to this letter a description
of three corrections /additions that have been made to the EA.
I have decided to implement the proposed action which calls for hazard tree, salvage and
regeneration treatments on about 984 acres of lodgepole pine on National Forest lands within
special use permit boundary of the Vail Ski Resort. The purpose of this project is to reduce risks
to the public and infrastructure from falling trees and to create conditions that would increase
lodgepole pine regeneration following the mountain pine beetle epidemic by removing dead,
dying and susceptible trees through salvage.
This decision is subject to administrative review (appeal) pursuant to 36 CFR Part 215.
Individuals or organizations who submitted comments or otherwise expressed interest during the
comment period specified at 215.6 may appeal this decision. The notice of appeal must meet the
appeal content requirements at 36 CFR 215.14.
The appeal must be filed (regular mail, fax, email, hand - delivery, or express delivery) with the
Appeal Deciding Officer at: USDA Forest Service, Rocky Mountain Region, 740 Simms,

• Vail 2011 Summer Efforts:
Adam Sutner with Vail Mountain Marketing presented a powerpoint recapping winter numbers
and highlighting the 2011 Summer Campaign. Sutner said the winter numbers were up in all
categories. Vail was the #2 resort in North America. Vail Mountain summer marketing objectives
are to drive incremental overnight spring, summer and fall bookings, increase sales tax revenue
at 1% above inflation, continue to build long -term brand awareness, increase market share by
widening audience reach with destination and International guests while maintaining loyal guests
and continuing to position Vail as a world - class, year -round destination brand. Sutner went on to
say the CSE and VLMD are working together in getting the right mix of physical, emotional and
cultural events to promote the world -class year round Vail brand. Sutner finished his presentation
describing 2012 being a "Golden Year" in events with marketing strategies starting with the
Winter TEVA games in February and ending with Vail celebrating its 50 anniversary in
December.
Neighboring Businesses Reports:
Rayla Kundolf reported businesses in her neighborhood had a great ski season with business up
30 -40% crediting a better economy and the International crowd.
Rob LeVine reported hotel businesses in his area were saying the opposite and reported
business was down or flat. LeVine went on to say the numbers were moving up but not where
they were in the past. Businesses were reporting the International business going up.
Steve Rosenthal reported the retail businesses in his neighborhood were reporting business was
up this past ski season, but agreed with LeVine the numbers were not where they were in the
past.
Kundolf said the businesses she spoke with for the summer are marketing towards weddings and
events. Kundolf also stated the anticipated customers were International and second
homeowners.
LeVine stated the lodges he spoke to are remodeling, doing more website reservations and web
promoting this summer season to recreational groups, hot climate groups, front range groups and
wedding groups.
Rosenthal said his neighborhood businesses summer season plans are to be conservative by
being more aware of price points and not hiring more employees. The customers these
businesses expect are more financially secure individuals.
All the neighboring businesses had suggestions to make things better. Kundolf said her
neighbors would like more national and international marketing; LeVine's neighbors suggested
rate integrity and Conference Center; Rosenthal's neighbors would like to see Memorial Day
weekend event to kick off the summer showing that Vail is open.
Brian Nolan reported restaurants average checks were up and customers he spoke with reporting
that with lodging rates being lower people can spend more at restaurants.

• Town Manager Report:
Stan Zemler, Vail Town Manager did not have anything to report.
Michael Kurz asked what is happening to the Ever Vail development. Zemler responded there
have been no sign offs yet, but many conversations regarding amending the Master Plan, parking
and construction phasing.
Kundolf asked if Ever Vail will be resolved prior to the November election. Zemler said with only
eight meetings left and issues not being resolved this project will go pass election time.
Rosenthal wanted to know where things were with the $9.2 million projects from the conference
center fund and election questions. Zemler said polling has been happening and those results
will be presented to Town Council at the next meeting.
Gregg Moffet had traffic and parking concerns regarding the Information Center's new location at
the bottom of the redeveloped Lionshead parking structure. Moffet said the new location is great
for foot traffic but would be an inconvenience for visitors who are driving having to park in the
structure and walk down to the bottom to ask questions. Zemler said that he thought there could
still be an information counter in the new building at the top of the structure for the visitors who
are driving and dropping in, but would need to talk with the contractors to confirm that. Zemler
went onto say there have been no contracts signed yet, but there will be a Subway Cafe opening
at the bottom of the redeveloped parking structure.

Town of Vail - Sales Summary
Winter 2010/11, as of 4130111
This monthly Sales Tax Collection Summary provides both graphic and brief supporting narrative summaries of sales
tax collections in the Town of Vail. It is prepared monthly by town staff in conjunction with MTRIP, and is intended
to provide summary information for town management, Town Council, the Vail Economic Advisory Council (VEAC),
and Vail Local Marketing District Advisory Council (VLMDAC).
1. Series One is an "All Store" series of sales tax collections from all businesses. The report series is best used to
evaluate total sales activity for the current season, compared to last season, and is broken down by both
geographic and business segments.
2. Series Two is a "Same Store" fixed set of select businesses (see table below), using gross sales revenue, and is
best used to compare the performance of a fixed set of established businesses.
3. Series Three is a Comparison of Set One and Set Two, and can be used to compare and contrast the initial two
sets. Comparisons between the two are based on percentage change year over year, thereby mitigating the fact
that Series One-All Store is based on sales tax collections and Series Two —Same Store is based on gross sales.
All Report sets are further broken down by Geographical subset and by Business Segment. Reports compare
current season -to -date results against the previous season, where "winter" is November — April, and Non - Winter is
May — October.

respective sets:

Overall May sales tax increased 5.8% with Retail decreasing 3.7 %, Lodging increased 26.3 %, Food
and Beverage increased 20.8% and Utilities /Other (which is mainly utilities but also includes taxable
services and rentals) increased 1.5 %. The Out of Town category continues to be greatly affected by
construction, interior design firms and furniture stores delivering in to Vail. Excluding the Out of Town
category sales tax for the month of May was up 10.1 %.
