after the regular municipal election in November, 2013." There should be a
second to the motion, and then the entire Council is to vote "yes" or "no."
* Vote by written ballot is an option. This would require a verbal motion of
approval to be voted upon.
* Election of the Mayor Pro -Tem should follow the same procedure with the
words "Mayor Pro -Tem" substituted for "Mayor" in the motion. (10 min.)

• Vail Summer Event Intercept Survey Results:
Chris Romer presented the Town of Vail Events End of Season Report conducted June 3 —
September 18 with 1353 respondents over the summer of 2011. The objectives of the study were
to understand who is attending events and what the spending habits are of guests in attendance
as well as to determine overall satisfaction with the Town of Vail events and what drives
satisfaction. Highlights included Vail's Net Promoter Score (NIPS) score increased 20 points over
last summer from 71 to 91; guests were most satisfied with Teva Mountain Games (N PS 90) and
Gourmet on Gore (NIPS 88); Groups visiting Vail spend an average of $300 throughout their trip
on activities such as dining, drinks, shopping, hiking and biking and an average of $179 per day
on lodging; Expanding the events location and offerings were a common theme among all events
at Vail; 76% of the guests felt it was extremely important for Vail to offer a variety of events
through the summer; Music festivals /concerts are the most likely to bring guests back followed by
food festivals and sporting events. Several members requested future surveys on participatory

Vail Mountain Winter Marketing Plans:
Adam Sutner of Vail Mountain Marketing presented winter marketing plans for 2011/12 ski
season. Currently lodging reservations on the books for the coming ski season is pacing ahead
of the same time last year for nearly every month. The marketing objectives include: Maintain
brand strength; solidify growth gains from FY 11 — international and in -state overnight; maintain
volume — optimize mix; reinvigorate key destination markets — New York especially; solidify
Mexico while developing Brazil as opportunity market; keep Canada, UK nurtured, and
aggressively activate Australia; Increase paid skier visits; Maintain /improve NPS score of 92;
Maintain industry leading digital presence; Introduce concept of Vail's 50 Anniversary on
December 15, 2012; Continue to promote what is New in Vail: EpicMix Photo; Full- service on-
mountain restaurant "The 10 ,, ; Matsuhisa; Elway's; The Beast; Winter Teva Mountain Games;
Lionshead Welcome Center; New Solaris retail; Upgraded /New Kids Adventure Zones; Vail
Mountain Employee Uniforms; US Ski Team training at Gold Peak. Kurz suggested further
leveraging the relationship with the US Ski Team. There was also discussion about the need to
upgrade the multi - lingual infrastructure in town and on the mountain. Business owners should be
encouraged to continue the stepped up guests services as this is paying dividends in the winter

Town Manager Report:
Zemler reported that the Lionshead Welcome Center would be open in phases shortly after the
start of 2012. The Nordic Center will open once there is 18 inches of snow on the recreation path.

Financial Reports:
Camp reported sales tax collections for the month of September at $875,112 are up 14.6% vs.
2010. Retail showed the largest increase at 20.2 %. The Food and Beverage category was up for
the month by 12.2% and Lodging increased 11.8 %. Year to date through September sales tax
collections are up 11.4% vs. last year. Camp stated that the town has budgeted flat revenue for
2012 vs. 2011 and that the 2012 budget is balanced. The town will be out of debt on December 1,
2012.

November 6, 2011
The September Vail Business Review breaks down the four percent sales tax collected for
September and year to date through September.
Overall September sales tax increased 14.6% with Retail increasing 20.2 %, Lodging increased
11.8 %, Food and Beverage increased 12.2% and Utilities /Other (which is mainly utilities but also
includes taxable services and rentals) increased 9.6 %. The Out of Town category continues to be
greatly affected by interior design firms and furniture stores delivering in to Vail. Excluding the Out
of Town category, sales tax for the month of September is up 11.9 %.
Year to date through September resulted in a 11.4% increase overall with Retail increasing
7.3 %, Lodging increased 16.2 %, Food and Beverage increased 16.3% and Utilities increased
.8 %. Excluding the Out of Town category, sales tax year to date through September is up 13.7 %.
