4. ITEM /TOPIC: A work session with the Vail Town Council to discuss the
program design of a proposed new Town of Vail municipal office building to
be located at 75 South Frontage Road. The new municipal office building is
part of the larger proposed municipal site redevelopment project. (60
Minutes)

ACTION REQUESTED OF COUNCIL: No formal action is requested at this time.
BACKGROUND: The Town of Vail is considering redeveloping its municipal office
site in cooperation with the Vail Valley Medical Center and the Steadman Clinic. In
doing so, the Town's Community Development Department Building and Town's
Administration Office Building would be removed to make way for a new municipal
office building and new medical office building. The existing Police Department
addition constructed in 1993 will remain. In preparing for the possible
redevelopment project, the Town needs to discuss and direct the program design
of its new office building. This is an opportunity for the Town Council to engage in
the preliminary discussions.

Sales Tax
Upon receipt of all sales tax returns, November collections are estimated to be
$774,468 up 10.5% from last year and 15.4% up compared to budget. Year to
date collections of $16.3 million are up 11.1 % from prior year. The year to date
and full year budgets have been amended by $900,000 to reflect additional
collections earlier in the year. Year to date revenue is up 14.0% from the original
budget and up 7.2% from the amended budget. Inflation as measured by the
consumer price index was up 3.4% in November.
Use Tax
Use tax collections as of December 30, 2011 total $734,982 compared with
$1,112,973 at this time last year, down 33 %. The annual budget of $731,000
has been met.
Real Estate Transfer Tax (RETT)
RETT collections through December 30 total $4,223,334 down 39% from this
time last year. The annual budget of $4.27 million may be achieved with final
closings for December coming in through February. Of current collections,
approximately $1,657,718 or 39% is from major redevelopment projects including
Arrabelle, Four Seasons, Landmark, Manor Vail, Mountain View, Ritz Carlton
Residences, Solaris, and The Sebastian. Collections not related to major
redevelopment projects currently total $2,565,616, down 6.5% from this time last
year.
Parking Revenue
Season year -to -date (Nov /Dec '11)
Pass sales for November /December total $506,414, down 12.7% compared to
November /December 2010.
Daily sales in the parking structures for November /December are currently
running 20% behind last year. We will have more firm numbers after the first of
the new year.
Summary
Across all funds, total revenue of $47.1 million is up 4.3% from budget and flat
with prior year (a decrease in RETT collections and parking revenue has been
offset by sales tax performance). These numbers do not include December
Sales Tax collections.

On the reverse side please find the latest sales tax worksheet. I estimate
Vail will collect another $37,000 in November sales tax to bring November
collections to $774,468. If so, we will be up 15.4% or $103,206 from budget and
up 10.5% or $73,393 from November 2010. Year -to -date would be up 11.1 % or
$1,637,130 from 2010. The year -to -date and full year budgets have been
amended by $900,000 to reflect additional collections earlier in the year. Year -
to -date revenue would be up 14.0% or $2,003,673 from the original budget and
7.2% or $1,103,673 from the amended budget.
Lift tax for November is up 1.8% or $2,228 from November 2010.

Town of Vail - Sales Summary
Summer 2011, as of 10/31/11
This monthly Sales Tax Collection Summary provides both graphic and brief supporting narrative summaries of
sales tax collections in the Town of Vail. It is prepared monthly by town staff in conjunction with MTRIP, and is
intended to provide summary information for town management, Town Council, the Vail Economic Advisory
Council (VEAC), and Vail Local Marketing District Advisory Council (VLMDAC).
1. Series One is an "All Store" series of sales tax collections from all businesses. The report series is best used
to evaluate total sales activity for the current season, compared to last season, and is broken down by both
geographic and business segments.
2. Series Two is a "Same Store" fixed set of select businesses (see table below), using gross sales revenue, and
is best used to compare the performance of a fixed set of established businesses.
3. Series Three is a Comparison of Set One and Set Two, and can be used to compare and contrast the initial
two sets. Comparisons between the two are based on percentage change year over year, thereby mitigating
the fact that Series One—All Store is based on sales tax collections and Series Two —Same Store is based on gross
sales.
All Report sets are further broken down by Geographical subset and by Business Segment. Reports compare
current season -to -date results against the previous season, where "Summer" is May — October, and "Non-
Summer" is November — April.
Note: For purposes of the Series Two "Same Store" comparison, the following businesses are included in their
respective sets:

Memorandum
The purpose of this memo is to update the Council on the Ford Park Planning Process
and request any Council input.
II. BACKGROUND
In 2010, the Town of Vail hired AECOM of Fort Collins, CO, to update the Ford Park
Master Plan. Work to date has included review of the Master Plan and meetings with
the park's four major stakeholders: Vail Valley Foundation (VVF); Vail Recreation
District (VRD); Betty Ford Alpine Garden (BFAG); and the Town of Vail (town) - to
discuss issues which need attention along with possible ways to resolve them.
Significant effort was spent exploring numerous parking solutions at the park as well as
moving elements, such as tennis and VRD offices, away from the park. The initial work
for improvements to the athletic fields and restrooms formed the basis of the Ford Park
elements of the Conference Center Funds election question. In addition, the Vail Valley
Foundation created a document called "Ford Gardens" outlining some
recommendations for improvements not only to the amphitheater but the park as well.
The BFAG has provided similar proposals for improvements. The master plan work was
put on hold following the decision to place the Conference Center Fund question on the
ballot. The passage of the Conference Center Fund question requires a planning
process to resume.
III. FORD PARK PLANNING ELEMENTS
Ford Park is zoned General Use and is guided in the development review process by
the Ford Park Master Plan and Management Plan which was last updated in 1997.
Certain improvements are required to receive a Development Plan approval from the
Planning and Environmental Commission to construct them. The planned improvements
to Ford Park are currently budgeted with Conference Center Fund and RETT fund
dollars. Two options exist in moving forward: 1) develop separate Development Plans
for each improvement element, or 2) create an overall Development Plan for the entire
park. It is our intention to pursue one overall development plan to ensure all the

improvements are reviewed in the context of one another. In addition, through the
process the current master plan will be reviewed and adjustment can be made to the
proposed improvements or the master plan language can be amended as required to
allow the improvements to be constructed.
The Vail Valley Foundation solicited base scope proposals from 10 local architectural
firms regarding improvements to the amphitheater. In addition, alternate proposals from
each firm were obtained on portions of work outside the amphitheater including the
town's restroom building on the upper bench. Three firms were interviewed. The
interview panel included representation from the town, VVF and VRD. Zehern and
Associates was selected. In reviewing the alternates for the town work, it was
determined Zehern would be the best choice for the town, as well.
AECOM will take the lead on the overall planning process with assistance from Zehern
on significant portions of the park design. In order to stay on schedule with the approval
process and the multiple stakeholders involved, it was decided to use a two -day
intensive design workshop to coordinate many of the aspects of the plan which are
interrelated and to have the greatest correlations. Items to be reviewed at this initial
workshop include but are not limited to:
• Siting study of the pavilion proposed by the foundation
• Further siting study of the upper bench buildings including restrooms,
concession space, shade shelters and maintenance facilities
• Realignment of the athletic fields
• Further study of amphitheater entry plaza and effects on fire staging and delivery
truck circulation
• Introduction of enhanced welcoming and arrival points in the park
• Parking issues associated with the current design (17 spaces short today not
considering any new demand)
• Site circulation issues regarding pedestrians, bikes, vertical and horizontal
accessibility and vehicles
• Traffic patterns for accessibility, loading and delivery, maintenance, buses and
drop off
• Enhanced BFAG entry presence on the upper bench
The development plan will allow the improvements to be constructed over an allowed
period of time.
Ground rules
In moving forward, the following ground rules are suggested:
• The Vail Town Council, as elected stewards of public property, retains final
approval responsibility.
• All stakeholder (lessee and user group) questions and issues will be considered.
Best use of available land and costs will determine what elements are included in
the plan.

• No individual stakeholder group will be allowed to dominate the park or the
planning process.
• Public opinion and sentiment will be sought and considered in the Development
Plan approval process.
• The elements and budget presented to the voters are the basis of the
development plan.
• There will be no net loss of recreation opportunities, on a town -wide basis,
resulting from modifications to the park.
• There will be no net decrease in the number of available parking spaces at Ford
Park and Athletic Field unless mitigated by an approved, viable transit solution.
• Structured parking, highly formalized (significant retaining walls) Frontage Road
parking, Tennis Center relocation, and artificial turf are specifically excluded from
the planning process.
• There is an expectation of projects leveraging funding from other sources.
