ITEM/TOPIC: Phase I Conceptual Design Wayfinding Guest Enhancement
Project Review (45 minutes)
PRESENTER(S): Greg Hall, Henry Beer and Dave Tweed Stantec/Comm Arts
ACTION REQUESTED OF COUNCIL: The Town Council is requested to review,
comment and provide direction on the Conceptual Design of Phase 1 of the Wayfinding
Guest Enhancement Project, as well as discussing priorities for implementation.
BACKGROUND: The Town Council participated in an overview of the Wayfinding Guest
Enhancement Project at its March 6, 2012 meeting, which included approving guiding
principles, project scope and process. Today’s meeting will provide an update on the
work that has transpired since March 6th. The process included 3 meetings with a 15
member Advisory Group made up of various sectors of the Vail community.
The Conceptual Design Wayfinding package is a result of the professional
recommendations and experience of CommArts/Stantec, working with the support and
collaboration of the town staff and Advisory Group participants.
STAFF RECOMMENDATION: The staff recommends the Town Council review,
comment and provide direction on the Conceptual Design of Phase 1 of the Wayfinding
Guest Enhancement Project, as well as discussing priorities for implementation.

ITEM/TOPIC: Proposed revenue projections for 2013. (30 min.)
PRESENTER(S): Kathleen Halloran
ACTION REQUESTED OF COUNCIL: Discuss the projected major revenue items for
the 2013 budget and provide direction to staff.
BACKGROUND: The annual budget cycle starts with the discussion of major revenues.
Future revenues are calculated based on current year to date, five-year averages and
analysis of external economic influences.

STAFF RECOMMENDATION: Discuss and provide recommendations to the 2013
revenue projections.

ITEM/TOPIC: Town of Vail Municipal Site Update and Schematic Design Sign
Off. The following information will be presented during the work session
discussion:-Follow up to old business from the previous hearing on this topic-
Recommended schematic design program-Next steps for advancing the project
forward (60 min.)
PRESENTER(S): George Ruther, Town of Vail and Will Hentschel, OZ Architecture
ACTION REQUESTED OF COUNCIL: The Vail Town Council is being asked to approve,
approve with modifications or deny the schematic design package for the new municipal
office building.
BACKGROUND: Schematic design approval is a critical step in the project design
process. Acceptance of the schematic design package by the Town Council allows the
architects and design team to begin work on the design development phase of the project
and prepare a development application for submittal to the Town's Planning &
Environmental Commission and Design Review Board. On July 17th the Vail Town
Council granted schematic design approval for the building square footage and area
allocations; bulk, bulk mass and height; and inerior layout of and flow. The design team
will return to the Vail Town Council meeting on August 21st with an update on off site
improvements, a probable cost estimate for the project and a follow up to any unresolved
issues or questions arised at this work session.
STAFF RECOMMENDATION: The Vail Town staff recommends the Town Council
approves the schematic design package as presented. Acceptance of the package
provides the design team with the direction needed to continue to move the project
forward.

1. A request for the review of a minor exterior alteration, pursuant to Section 12-7B-7, Exterior
Alterations or Modifications, Vail Town Code, for the removal of floor area less than 100 square
feet, the modification of a roofline and the addition of a new outdoor dining deck and modification
of an existing outdoor dining deck, to facilitate the combination of two commercial spaces for a
new eating and drinking establishment, located at 193 East Gore Creek Drive/ Part of Lot A,
Block 5B, Vail Village Filing 1, and setting forth details in regard thereto. (PEC120026)

CONDITION:
1. The applicant shall obtain approval from the Vail Town Council for improvements on
public property and enter into an encroachment agreement with the Town of Vail for
improvements on Town of Vail property prior to issuance of any building permit affecting
public property.
Rachel Dimond gave a presentation per the staff memorandum. She highlighted the staff
recommendation that a minimum of 10 feet of width be maintained on the Gore Creek
Promenade for pedestrian and maintenance circulation. She went through the criteria for the
applications.
Dru Schwyhart of Semple Brown Designs, representing the applicant, gave a presentation
including a digital 3D model.

Commissioner Bird asked if there would be outdoor music.
Matt Morgan stated that they would not have outdoor music.
Commissioner Hopkins thought the plan was in compliance and would be a great addition.
Commissioner Cartin thought the application was well done and commended the recycling effort.
Commissioner Pratt commented on the railings and making them more visible.
Commissioner Rediker asked what the applicants thoughts are regarding the pedestrian
circulation width proposed by staff.
Matt Morgan explained his position on the patio and wanting as much as would be permitted. He
understands the Town’s position, but would take as much as he could get.
Commissioner Bird asked about the railings and what would be in place when they are removed.
Commissioner Rediker asked where the gutters drained to.
Rachel Dimond stated that she believed it discharged directly into the creek.

amendment, pursuant to 12-3-7, Amendment, Vail Town Code, to allow for amendments to Title
12, Zoning Regulations, to amend the development review process, and setting forth details in

Rachel Dimond gave a presentation on condition uses which may be better addressed in a
different process. Rachel discussed the concept of process changes around arcades, bowling
alleys, and theaters.
Commissioner Pratt stated that the PEC has used time limits in the past on uses that were
questionable just in case it was more controversial. A Dave and Busters establishment, for
example, may not be appropriate.
Commissioner Pierce raised a concern regarding extraneous requests that the PEC can address
in a conditional use permit.
Rachel Dimond gave some history to the enforcement of conditional use permit time limits and
the difficulty associated with them.
Commissioner Kurz suggested that the business license form be updated to state what service
the business will be providing in order to catch those which are not permitted uses and need to
enter the Planning and Environmental Commission process.

Commissioner Rediker stated a concern regarding a large scale amusement business, such as a
Chucky Cheese or Dave and Busters.
Warren Campbell stated that a gross square footage threshold may be appropriate to trigger a
conditional use permit for larger business models.
Commissioner Pratt suggested that there may be a threshold of square footage which triggers a
conditional use permit.
Rachel Dimond covered the review process for brew pubs.
Jim Lamont, representing the Vail Homeowners Association, spoke to the appropriateness of the
scale threshold for having certain land uses remain a conditional use permit. He speculated that
in the future there will be more combinations of commercial spaces and larger, more impactful
land uses. He made comments regarding loading and delivery for brew pubs. He is not assured
that modern mechanicals have addressed the odor concerns of the past.
Commissioner Pierce stated that the positive of the conditional use permit regarding brew pubs
is the ability to address any traffic generation regarding loading and delivery.
Commissioner Pratt suggested that a floor area threshold is an appropriate control for what may
be permitted and that which is conditional.
Rachel Dimond covered the review process for liquor stores.
Commissioner Cartin spoke to the recent Vail Fine Wines application and the tendency for liquor
stores to push the sign regulations and place storage shelves for products in front of windows.
These elements need to be addressed.
Jim Lamont spoke to a concern about the loading and delivery traffic associated with liquor
stores and the community’s inability to utilize the established loading and delivery facilities. If the
use of the loading and delivery facilities were required there may be reduced concern. He
mentioned a legal battle regarding the pick up of product at a liquor store in the A&D Building
(former Golden Bear). The regulations were to help affect diversity of commercial offerings in
the villages.
Rachel Dimond covered the review process for electronic stores, luggage stores, and household
appliance stores.
Jim Lamont inquired as to the repair shop and whether it was specific to electronic repair. He
suggested looking at Avon, Edwards, and Eagle to see what offerings are provided in the
support communities.
Commissioner Pratt expressed a concern of business always chasing the hot trend and
eliminating a diversity of offerings. He suggested sub-categories to address unique land uses
that may need need more or less regulation.
Commissioner Bird spoke to the limited number of commercial property owners and their desire
to have unique and exciting land uses.
Commissioner Kurz spoke to a concern that the Town’s role may not be to determine what land
uses should be balanced. A system for screening uses is needed with fewer categories, but with
ability to impose time frames of operation.

Commissioner Pierce suggested that there be a process for parking, loading and delivery,
housing mitigation plans, etc, to address impacts.
Jim Lamont offered that the concern around meeting rooms in the past was parking.

Commissioner Pierce raised his concern regarding the impact of privacy, noise, etc. This is
different than the other topics discussed today. This land use needs to be more carefully
regulated.

Commissioner Hopkins spoke to her memory of the Up the Creek outdoor patio and its impact on
the revitalization of the Gore Creek Promenade.
Commissioner Pratt spoke to the need to review new patios and decks and there may be others
that could have a different process.
Jim Lamont spoke to a distinction between fine dining deck and decks that become areas for
smoking and drinking and have negative impacts into the late evening/early morning.
Rachel Dimond covered the process for massage parlors.
The Commission had nothing to add to staff’s suggested amendments.
Rachel Dimond covered professional offices and the permitted and conditional use designations
in various zone districts.
Jim Lamont inquired as to the conversion of dwelling units to commercial/office.
Rachel explained the difference between the Village and Lionshead with regard to dwelling unit
conversion to office.
Commissioner Hopkins gave an example of the Bell Tower Building converting of office to
residential.
Commissioner Pierce spoke to the importance of having office and its positive impact to the
community.
Commissioner Pratt suggested that it may be appropriate to have office permitted on the second
and third floor. He added that slopes in Lionshead may make an upper floor on grade on
another side of the building. It was mentioned that parking may deter office land uses in the
villages.
Rachel Dimond covered the process for seasonal uses and structures. She suggested that a
time frame may be an appropriate threshold for any change to process for this land use.
Commissioner Cartin inquired as to how the pop up tents were addressed in the code. There is
a difference between hotels putting up a tent verses a tent for a graduation party in their yard.
There may be a distinction between commercial and limited residential uses.

Jim Lamont added that there are a numerous variety of tents and uses. He suggested that there
needs to be a conversation about the impact of tents, duration, amplified sound, etc.

I. SUMMARY
The purpose of this agenda item is to seek Town Council input on the Conceptual Design of the
Wayfinding Guest Enhancement Project. This includes a review of scope and priority setting for
implementation phases. The 2012 Capital Projects Fund includes $1.1 million for the project’s
first year, another $2.2 M is programed in 2013 and 2014 for completion by the 2015 World
Alpine Ski Championships.
II. BACKGROUND
The Town Council participated in an overview of the Wayfinding Guest Enhancement Project at
its March 6, 2012 meeting, which included approval of guiding principles, project scope and
process. Today’s meeting will provide an update on the work that has transpired since March
6th.
III. CONCEPTUAL DESIGN PROCESS
The conceptual design process for the Wayfinding Guest Enhancement Project is based on an
overall conceptual signage master plan that addresses the signage and wayfinding elements
described in the scope below. Essentially, this conceptual package is a blueprint that contains
the guiding principles and desired outcomes for a 2012-2015 signage system refinement and
renovation. It presents the visual vocabulary for the conceptual design and character of the
entire family of signs that set the tone for this new improvement. Contextual design issues were
discussed with an Advisory Group before beginning conceptual design. These issues included
the appropriate uses of districting, scale, materials and technology, directories, international
components, messaging and information depth, lighting and accessibility priorities.
The Advisory Group is an expansion of the 13 member panel used to assist with the Lionshead
Welcome Center programming and includes representation from the Lionshead, Vail Village and
West Vail business and lodging community, Vail Economic Advisory Council, Vail Local
Marketing District Advisory Council, Vail Town Council, Vail Chamber and Business
Association, Vail Valley Partnership, Vail Homeowners Association and Vail Info Inc. Using the
project principles adopted by the Town Council, the advisory group met three times to review
and comment on the initial concepts.

IV. PROJECT SCOPE
The scope of the first phase of the Wayfinding Guest Enhancement Project is to produce a
design package for the following elements to be implemented in the first phase:

Prior to moving to the next step in the design development and implementation process, staff is
seeking Town Council input and approval of the recommended design concepts to date.
Because many of the signs are within the jurisdiction of the Colorado Department and
Transportation (CDOT) and the Federal Highway Administration (FHWA), staff is prepared to
forward the sign concepts to these agencies for their review, input and approval following
direction by the Town Council. The timing of this approval process will vary based on the
complexity of the signs under review. For example, new signs proposed for the ramps and
roundabouts will take longer for CDOT to review than changing messages on current signs.
V. CONCEPTUAL DESIGN INTENT
A. Design Brief and Principles
CommArts/Stantec has diligently pursued concepts for a new wayfinding system for the
Town of Vail that can enhance the guest experience and keep our guests and visitors
safe and found. These signing elements (as listed above) introduce a new scale,
particularly along the frontage road to ensure that information is provided at the right
place, at the right moment, at the right scale and in the right voice. The boldest
recommendation in the package is the cantilevered signs that require approvals by
numerous agencies and boards, but also create an iconic element, unique to Vail. The
cantilevered signage provides a gesture of traditional welcome, combined with static and

variable message technology to provide changeable, up-to-the minute travel and parking
information for the Vail guest.
These new signage elements will assist in achieving the four overarching objectives of
the approved Design Brief. The mission of these wayfinding elements is four fold: To
Orient, To Clarify, To Simplify and To Celebrate. The adopted guiding principles used by
CommArts/Stantec and the Advisory Group for the Wayfinding Guest Enhancement
Project have also been included as an attachment to this document.
B. Notes on the Cantilever Wayfinding Elements
In the September 2009 Final Technical Memorandum on the Dynamic Message Sign
(DMS) Implementation Plan Evaluation and Recommendations, prepared for the Town
of Vail Public Works by Apex Design and Kimley-Horn, a recommendation is provided
that at and near the I-70 corridor off ramps, low signage be replaced with new signs as
the existing signs are not effectively used or located. The report recommends that,
“these signs be replaced with new signs…It would be preferred to have these signs
mounted on an aesthetic overhead sign structure to provide optimal sign visibility.” The
Stantec recommended cantilever signs address the following issues:
•OPTIMAL LOCATION TO DISPENSE INFORMATION
Signs located over the roadway are the easiest to be seen by oncoming traffic,
especially at transitional speeds, as on the exit ramps. Overhead signs are easiest to
see in crowded vehicular situations, like the roundabouts. Furthermore, overhead signs
can never be blocked by parked vehicles.
• LOCATE OUTBOARD OF STRESSFUL ROUNDABOUTS
Roundabouts contain a lot of directional signage in a relatively small, fast-paced,
crowded environment. Overhead thresholds to the two Town Center villages are best
located just beyond the roundabout, identifying the route to each, rather than adding to
the clutter within the roundabout.
• CANTILEVERED STRUCTURES HAVE ONLY ONE LEG
There is a desire to have as little additional clutter as possible. A cantilevered
assembly is able to provide an overhead location for important information with half the
footprints.
• PART OF A LARGER FAMILY OF SIGNS
There is a desire not to install the heavy, unattractive CDOT structures. The visual
character of these elements would be part of an overall family of signage unique to the
Town of Vail. Their design and detailing make use of lightweight structural elements in
combination to diminish the visual mass. These elements present a graceful context
and appropriate character while fulfilling their complex but critical functional goals.

176 clearly the town center, thus ending the problem of
taking the first available exit and enduring a lengthy
frontage road.
Three primary guest types:
1. Destination vacation, extended stay. Mostly winter.
2. Day-use activity or event. All seasons.
3. Short term visit, curiosity or “bio or petro needs”.

Optimum location for extremely important
guidance, information and variable
messaging is overhead, especially at high
speeds.
Currently, the Frontage Rd. sports a
host of Flags of the World. A similarly
scaled banner version may be desired.
The Frontage Rd., due to its speeds,
requires a larger scale and higher position
for messages, graphics and information.
Frontage Rd. also requires larger CDOT
signs than those within the Villages.
Currently, within the Villages, pedestrian
directional signs, changeable banners and light
fixtures appear in a variety of combinations
The roundabouts currently have a
unique, internally illuminated
vehicular directional sign type.
This can be achieved by a two-legged
structure spanning the roadway....
... or a one-legged cantilevered
structure that reaches out over the
roadway.
If not over the roadway, the right side
of the road is the correct location. Size
should be scaled according to speed.

GUIDING PRINCIPLES FOR THE WAYFINDING GUEST ENHANCEMENT PROJECT
Adopted March 6, 2012
Vail Town Council
An agreed upon set of guiding principles and outcomes will help provide a clear
direction for the project. Recommendations are presented below for Town Council
review and discussion:
1. Clarify & Celebrate Town of Vail Arrival Points
The existing entry points to the town from I-70 are only indicated as such by
CDOT information signs. There is a need to create a more positive and clear
sense of arrival at the main exits and roundabouts. There is reason to do the
same at the other “mountain” points of arrival such as the base areas at
Golden Peak, Vail Village, Lionshead and Cascade Village.
2. Move Visitors and Guests to Information and Parking as Efficiently as
Possible
It is to everyone’s advantage to keep traffic flowing and reduce the confusion
at the points of entry and initial transit corridor, which is the frontage road.
The town is committed to ensuring that these first encounters are
unambiguous and as intuitive as possible.
3. Keep Guests “Found” by Providing Timely, Legible and Well Located
Signage and Wayfinding
Where information is provided is most important. If a sign is in the wrong
place, the likelihood of it communicating is greatly reduced. We must also
educate the visitor and guest related to landmarks and street names. If they
“learn” the town in ways that extend beyond where certain shops and
restaurants are located, there’s a higher probability that they will first know
where they are and then how to best navigate to their destination.
4. Simplify Sign Types to Reduce Clutter & Enable Quick Identification of
Information Points
There are a number of sign types that are technically all “Town of Vail” signs.
In addition to adding clutter to the public realm there is a good deal of
ambiguity as to whether or not the signs are “official.” The design and
character of new signing and wayfinding design should be clearly
differentiated from other types of commercial or private signage.
5. Reduce the Inventory of Components Needed to Keep the System Up to
Date and Well Maintained
The fewer and more interchangeable the components, the higher the
probability that the system will be cared for and updated as needed. The
design team will endeavor to design the system elements to be easily
maintained and changed. Where possible incorporate existing locations and

structures into new design program. It is valuable to investigate the degree to
which existing hardware, electrical and fittings can be adaptively re-used.
When possible use sign technologies that are easily sourced internally or
locally pursuant to Principles 6 and 7, the designer will endeavor to create
signing and wayfinding components that are available locally or in some
cases able to be fabricated, updated and repaired by Town of Vail personnel.
6. Provide Precinct-Specific Tenant and Lodging Information
There is a shortfall of fine grain information related to tenants, lodging and
uses available on the street. New reproduction technologies afford the ability
to provide easily updated information of this kind and present it in such a way
that wherever one is in town, the visitor or guest is never more than a few
moments away from such information.
7. Form, Color and Design is Differentiated from But Compatible with Town of
Vail Architecture and Scale
Corollary to Principle 5, the design character of the signing and wayfinding
should be distinct from the other forms of signage found throughout the town.
The character should favor a more neutral, non-thematic approach to ensure
the system reads as utilitarian and purposeful. These points of information are
punctuation in the town’s overall visual composition and they must be quickly
evident at a glance to those seeking information or direction.
8. Use New Technologies (Media and Variable Message Systems) Judiciously
and Where Appropriate
Along with the obvious benefits that variable messaging systems provide,
they are expensive and require higher levels of input as well as maintenance.
The benefits are manifold in terms of parking directives and real time parking
information. As such this is the likeliest application for deployment. Video
media should be provided in locations where the visual impact of these
displays doesn’t conflict with the context in which they are placed.
Technology-based systems represent a significant hardware investment and
the threat of obsolescence is real. As a world-class resort destination we must
be mindful that our visitors and guests are used to “state-of-the-art” amenities.
We do not want to be in a position of having to constantly replace these
expensive elements to avoid looking like yesterday.
9. Leverage Guests’ Mobile Devices to Supplement Physical Signing &
Wayfinding Elements
There are increasingly intelligent mapping and wayfinding systems available
to Vail visitors and their use will only increase. Although it is unlikely that
these devices will completely replace physical signage, the possibility that
over time they may replace a portion of the program is realistic. The pending
deployment of a Town of Vail app and virtual concierge will soon be an
expectation rather than a novelty.

10. Acknowledge Unique Seasonal & Environmental Requirements
Visual and physical access to wayfinding elements winter and summer is
critical to ensure that the elements of the system are functional year-round.
Snow depth, background color and contrast, visibility in the dark in poor
conditions are all vital considerations to diminish the potential for guest or
visitors’ anxiety.

The following assumptions were used in developing the revenue projections included in
attachment A:
Sales Tax
Total sales tax revenue for 2013 is projected at $19,580,000, flat with 2011 collections and 3.6%
higher than 2012 amended budget of $18.9 million. As of June, 2012 sales tax receipts are up
3.1% ($1.1 million) from 2011. Sales tax collections represent 41% of the town’s annual
revenues.
Real Estate Transfer Tax (RETT)
Real estate transfer tax revenues of $3.9 million are projected at a less than 1% increase from
the 2012 budget, and 12.1% less than 2011 actual. Historical trends for RETT are complex due
to sales of recently-completed major redevelopment projects such as the Four Seasons, Lion
Square Lodge North, Manor Vail, Ritz Carlton Residences, and Solaris to name a few. Over the
past 5 years, sales from major projects have averaged 51% of total RETT collections. While
these sales were stronger than anticipated, our projections for 2013 remain conservative, with
major projects making up only 30% of the total. The remaining base (“normal”) real estate sales
are projected flat with 2010 and 2011. As of July, base sales for 2012 are currently up 62%
from 2011.
Property Tax
2013 property tax revenue is estimated at no increase from 2012, as it is not a re-assessment
year. The projection will be updated in August, when we receive more current information from
the County Assessor’s office. Total property and ownership tax revenue of $4.1 million
contributes 9% of the town’s total revenue.
Parking
Total parking revenue of $3.8 million is flat with the reduced 2012 budget and a 4.6% decrease
from 2011. Currently no increase in pricing of either parking passes or daily rates is assumed,
however these revenue projections may change based on any policy adjustments
recommended by Council.
Ski Lift Tax
Lift tax collections of $3.5 million are projected flat with 2012, and down 1.1% from 2011. Year
to date collections are down 2.9% from 2011 and the ski season was down 3.4% from the prior
ski season. This projection contemplated the low levels of snowfall in 2012 and the potential
impact of an increased price of EPIC passes ($10 increase).
Construction Use Tax
Construction Use Tax projection of $1.0 million for 2013 is flat with 2012 budget and does not
include the Medical Office project. Projections will be adjusted with a more firm estimate of
building valuation.
Construction Permit Fees
A total of $1.1 million is projected for 2013, a 0.8% decrease from 2012 amended budget based
on a four-year average of annual collections. Impact of the Municipal and Medical Office
projects are not currently included, but will be adjusted with more firm estimates of building
valuations.

Transfer from VRA
The town will continue to receive reimbursement for expenditures directly relating to Guest
Service Enhancement projects and capital maintenance of the LionsHead parking structure. In
2013, the town expects to be reimbursed a total of $1,510,000.
Summary
Our current proposal shows a total of $47.4 million in 2013 revenue, a 16.8% decrease

approve with modifications or deny the schematic design package for the new municipal office
building.
BACKGROUND: Schematic design approval is a critical step in the project design process.
Acceptance of the schematic design package by the Town Council allows the architects and
design team to begin work on the design development phase of the project and prepare a
development application for submittal to the Town's Planning & Environmental Commission
and Design Review Board. On July 17th the Vail Town Council granted schematic design
approval for the building square footage and area allocations; bulk, bulk mass and height; and
inerior layout of and flow. The design team will return to the Vail Town Council meeting on
August 21st with an update on off site improvements, a probable cost estimate for the project
and a follow up to any unresolved issues or questions arised at this work session.
STAFF RECOMMENDATION: The Vail Town staff recommends the Town Council approves
the schematic design package as presented. Acceptance of the package provides the design
team with the direction needed to continue to move the project forward.

I. PURPOSE
The purpose of this meeting is to present information on the municipal site
redevelopment project and request schematic design sign off from the Vail Town
Council. Information to be presented includes:
• Follow up to old business from the previous hearing on July 17, 2012,
• Recommended ToV schematic design program, and
• Series of next steps for advancing the project forward.
The municipal site redevelopment project is a partnership between the Town of Vail
(ToV), the Vail Valley Medical Center (VVMC), the Steadman Clinic (SC), the
Steadman-Philippon Research Institute (SPRI) and Howard Head Sports Medicine (HH)
to construct a new municipal office building and a new medical office building on the
Town’s municipal office site in an effort to sustain and grow Vail’s year-round economy.
II. TOWN OF VAIL SCHEMATIC DESIGN PROGRAM
Town staff has been working with OZ Architecture to complete a schematic design
program for the new municipal office building. To date, internal interviews have been
conducted with key town staff members, the town’s needs have been identified and
draft studies have been completed to fully understand the projected program needs of
the Town. The current design advances the project goals adopted by the Vail Town
Council and is in keeping with the agreed upon design concepts. To that end, the Vail
Town Council granted schematic design approval on the following portions of the project
on July 24th:
• Building square footage and area allocations
• Bulk, mass, & height
• Interior layout and flow
On July 17th, staff and the architect committed to returning to the Town Council on
August 7th for additional schematic design sign-off. Additional design sign-off is needed
on the following components of the project:

• selection of structural, mechanical, plumbing and electrical systems concepts,
• parking and loading operations, and
• interior and exterior building materials.
The design team will return to the Vail Town Council meeting on August 21st with
updated information on the following two items.
• provision of off site improvements, and
• probable pre-construction cost estimates.
What is schematic design and why is a sign off needed to move the project forward?
Schematic design is the first phase in design process of a project where the architect
prepares schematic plans giving a general view of the key components and the scale of
the project after detailed discussions with the client/owner. A set of schematic design
floor plans, or approximately 20% of the design, should clearly indicate the
improvements anticipated for the project so that clear direction for future phases can be
determined. The objective of the schematic design process is to define the general
scope, scale, functional relationships, traffic flow, and interior circulation for the project.
Upon acceptance of the schematic design package, the client/owner is approving the
conceptual direction for further development in subsequent phases. Approval of the
schematic design package is not the final opportunity to provide input on the design of
project.
Schematic design approval is a critical step in the project design process. Acceptance
of the schematic design package by the Town Council allows the architects and design
team to begin work on the design development phase of the project and prepare a
development application for submittal to the Town’s Planning & Environmental
Commission and Design Review Board. Additionally, sign off allows the design team to
determine and plan for those aspects of the project which are driven by square footage
calculations and area allocation (ie, parking, egress, occupancy loads, loading and
delivery, site coverage ratios, etc.).
III. PARKING PROGRAM AND PLANNING
A parking program and plan is a key component of the project. The operation and
management of the shared parking space and garage factors heavily into the number of
spaces required for the new municipal office building. The design team needs direction
from the Town Council on the operation and management of the parking garage.
The following questions are intended to facilitate a preliminary discussion on the parking
program and planning:
• What are the parking standards for the GU zone district?
• If applied, how many spaces would be required by the Town’s adopted zoning
regulations?
• Who will use the parking garage?

• Is public parking available on weekends and holidays?
• How are over-sized vehicles addressed?
• What is the approximate cost of operating and managing the parking garage?
• Will spaces be reserved or dedicated within the parking garage?
• How is access to the parking garage controlled and managed?

A series of next steps have been identified for the project. The identified next steps are

Subject: Dobson/Library Plaza Area Maintenance
1. Background
The pavers in the Dobson/Library plaza area are in poor condition and are a hazard to
the public. The pavers are severely rutted and create trip hazards for pedestrians,
make it extremely difficult to plow in the winter, and nearly impossible to clear all ice and
snow from the low rutted areas. This has been an on-going maintenance issue for the
past 5+ years.
There has been discussion of reconstructing/redesigning this plaza for some time
however there is no timeframe for it at this time. In the interim, in anticipation of a
redesign and reconstruction in the future, staff suggests removing the pavers and
replacing the pavers with asphalt in lieu of the expense of replacing all of the pavers
and installing a subslab at this time.
Last fall staff reviewed this plan with the Design Review Board and gained approval.
Attached is a sketch of the plan. The area cross hatched in magenta color is the area of
existing pavers that would be replaced with asphalt. The estimated cost for this work is
approximately $35,000 which will be paid for out of the Capital Street Maintenance
budget.
Unless otherwise directed, staff will proceed with the work this fall. The work is
anticipated to take one to two weeks and will be scheduled in late September with
completion in mid October.

RE: Issues surrounding special events in the Lower Bench of Ford Park
Background:
Two events that occurred in the Lower Bench of Ford Park, Steadman Philippon Research
Institute “Rock the Research”/Darius Rucker Gala on Thursday, July 5th, and the Bravo! Vail
Valley Music Festival Gala on Saturday, July 21st, were both negligent in respecting the use of
the venue in multiple ways:
• The amount of truck traffic generated during the set-up was excessive, and support
vehicles were parked throughout the venue for an entire day, significantly impacting the
experience of other users in the park.
• The site was not cleared in a timely fashion. Both events left generators and other event
paraphernalia on-sight for several days following the event.
• Trash was not removed in a timely fashion.
• The Music Festival’s event was impacted by a large amount of rain, and since no
measures were taken to protect the turf, significant turf damage resulted.
General underlying issues in Ford Park:
• There are multiple user groups in the park, often with conflicting interests at any
given time.
• Vehicular traffic on West Betty Ford Way has escalated multi-fold.
• As more and more people use the park amenities, there is an ever increasing potential
for these types of issues to arise.
• Given that reality, it has become very clear that the town needs to implement specific
steps to mitigate the impacts of large, temporary events.
• This year is an aberration; we have never before experienced this level on negligence
from users who are operating under a Town of Vail Special Event Permit.
What has been done to date?
• Pam Brandmeyer, Assistant Town Manager has spoken individually to representatives
of both entities, Bravo! Vail Valley Music Festival and the Steadman Philippon Research
Institute.

• Language will be added to the Special Event Permits, (which are currently in process of
revision)
o Require a more detailed description of set-up needs, including vehicular access,
number of vehicles and deliveries that will be expected, parking needs and time
required to complete the task.
o Deny tent set up/tear down activity totally while other events are taking place.
o Flag more prominently the time by which the site will be vacated completely.
o Penalties will be assessed on a case-by-case basis to cover the cost of
remediating any damages caused and additional Town of Vail staff time required.
• Require that all events using the lower part of the park, including the Gerald R. Ford
Amphitheater, provide professional staffing at the Ford Park West Gate for the duration
of the activity including the set-up and tear-down times. *It should be noted that this will
be an expensive measure for producers to implement and that we are likely to
encounter a significant amount of “push-back.”
• The Town of Vail’s Public Works Crew that regularly goes on duty at 6:00 a.m. will
“street sweep” the park and/or any other major special event venues in the village and
will call-in immediately if they are unable to remedy the issue to report any irregularities
to the appropriate department(s).
• Unless major hardship can be shown and an alternative plan approved as part of the
Special Event Permit, venues will be expected to be restored to the condition that they
were in when turned over to the event producer by 8:00 a.m. the morning following the
event.
Moving Forward: What do we do when there are no events?
It has become very clear that a traffic management plan from mid-May to October 1st is needed
full time on West Betty Ford Way.
• We’ve had the “one-on-one’s;” now schedule a follow-up meeting with all of the Ford
Park user groups if changes are not implemented, or significant improvements are not
seen.
Council is being asked to provide feedback on the following suggestions:
• Limit deliveries into the park to 6:00a.m.-9:00a.m., or other time frame similar to the
loading/delivery hours allowed in the Villages.
• Provide on-site staff at the West Gate similar to the Checkpoint Charlie model.
• Remove the handicapped parking spaces located in front of the amphitheater up to the
East Lot and provide full time “golf-cart” access for those guests who are not able to
walk.

I would like to take this opportunity to formally apologize to the Vail Town Council and anyone
else who was negatively impacted by the events that took place at Betty Ford Park on July 4th,
2012. As you are well aware, Alpine Party Rentals is a long established business servicing the
Vail Valley, and we pride ourselves on being compliant with the rules and regulations set forth
by the municipalities in which we perform work. Unfortunately, on that day, we fell short of
the mark and for that, I apologize. You can be assured that in the future, our communications
with the council, the event staff, and the client, will be more clear in order to be compliant.

To the Town of Vail Council and Town Manager,
I am writing to you to express my sincere apology for the mistakes that were made following the Steadman
Philippon Research Institutes Rock the Research event on July 5th.
As the event coordinator I take full responsibility.
I thought that I had worked very hard with the town and the vendors to make sure that all the requests made by
the Town of Vail were met. Obviously, I could have done more.
I cannot speak for the vendor, however, I can offer an explanation on my part.
I was very clear that tent set up was not to happen during the July 4th concert. It was also communicated (and
agreed) that all vehicles were to be moved from the park before the amphitheater gates opened.
Regarding the generator and the boxes, I personally removed three car loads of boxes from the park on Friday,
July 6th following the event. At 3:00pm I had to leave to deal with a police issue regarding items that had been
taken from the tent the previous night. When I left the park for the final time that day I was assured that all was
under control and all items would be removed. I did not return – my mistake.
I did not receive any phone calls or emails regarding the items left in the park until Monday morning. In
addition there were a no messages left at the Steadman Philippon office. Had there been any messages or phone
calls I would have been on-sight immediately. I have learned that I am responsible for the final walk through
regardless of what I have been by told by those still on sight.

I am positive that these same mistakes will never be made in the future. I think we all have learned a very
valuable lesson. I grew up in Vail and in no way would want to tarnish the town in any way. It was my goal to
represent Vail in the best light to a National audience. I believe overall we accomplished that goal.
Please accept my sincere apology and let me know if there is anything I can do to help make sure that anything
like this does not happen in the future.

To the members of the Vail Town Council, as well as all who were adversely affected by the events
taking place at the Betty Ford Park on the fourth of July:
Alpine Party Rentals was hired by the Steadman Phillipon Research Foundation to provide party rental
services for their fundraising gala, on July 5th. We were asked to set the tent on the fourth, as there
needed to be enough time for the tent to be decorated and set up in time for the event on the evening
of the fifth. The tent set required a minimum of 8-10 hours of setup time.
We were informed by our client that the town requested that no work be performed during the hours of
12-5 pm on the fourth. This time constraint would not have allowed enough time for the tent to be
completed. We requested that our client ask the town for the opportunity to have the tent set on the
third so the work could be completed in time. Out client informed us that the town said no to the
earlier set time. We assured our client that the majority of the “loud” work would be done prior to the
beginning of the concert on the 4th of July, which she relayed to the town. The town also requested that
our vehicles would be removed from the work area while the gates for the amphitheater were open.
This would be our usual practice on all of our previous sets at this venue.
Internally we at APR had several communication challenges prior to the setup date. Our sales manager,
who took the order and communicated directly with the client, was out of town on the day of the set.
Although she was very good about communicating the intricacies of the setup,, and the need for us to
be quiet during the hours of the concert, the communication about removing the vehicles was muddled.
In communicating with the job foreman about that day, she asked the question, “You take the trucks out
of there when they are unloaded, right?” The answer to that was of course, yes, as we always do.
Because the answer was yes, she didn’t feel it was necessary to reiterate that the trucks needed to be
removed for the concert, no matter what. Unfortunately, on that day, the extra clarification was
necessary.
On the day of our set, we were working according to our schedule. As our trucks were emptied, we
removed them from the site. The first one was sent back to our shop. The next one was parked in the
lot next to the ball fields. The third one was parked next to the gate at the top of the hill. We then
received a call from the folks at the Vail Lacrosse Shootout telling us that we couldn’t park our trucks in
the ball field lot and they had to be moved. We parked that truck at the Lionshead oversized parking lot.
When the next truck was ready to be parked, there was no more space at the oversized lot, and the
frontage road was full as well. We ended up parking that truck as well as another at the tent site as we

had no other place to park. Under any normal circumstances, we would have had at least three spots to
park, but on that day we did not.
Sadly, at any moment during that day, all of our drivers and our job foreman were on site working on
the tent. If anyone from the town had made a phone call to us, or to our client and told us that we had
to get our trucks out, we could have done so immediately. Unfortunately, that did not happen. At one
point in time, we had to have a representative of the parks department visit the site to make sure we
were clear of the water lines, and he didn’t say anything either. My crew would have gladly moved the
trucks had they been asked. We completed the “loud” work ahead of schedule, well before the start of
the concert, as requested.
We at Alpine Party Rentals try very hard to make all of our interactions with the public, as well as with
the municipalities in which we work process smoothly. At no time do we ever purposefully disobey any
rule or request, which can be evidenced by the many times we have performed this very job in the past
without incident. The special circumstances that were present during this particular day caused
unforeseen complications that led to our failure to remove all of our vehicles from the tent site. For that
we apologize. We also acknowledge that in the future, regardless of the parking situation on any given
day, that, as requested, all of the vehicles need to be removed from the area unless they are actively
being loaded or unloaded.
Thank you for the opportunity to explain ourselves and we look forward to working with you again in
the near future.

The estimated average yield for the pooled cash fund is 0.44%. As of
3/31/12, the Treasury yield curves for 3 months, 6 months, and 1 year are 0.07%, 0.15%,
and 0.19% respectively. TOV investments performed above these yields.
Our investment mix follows the policy objectives of safety, liquidity, and yield in that order.
During the 1st quarter of 2012 the town invested $2.3 million in four different certificate of deposits
further reducing total investment with ColoTrust investment pool.
There were no other changes to investment products or banking institutions.

REVENUE HIGHLIGHTS
July 31st, 2012
Sales Tax
Upon receipt of all sales tax returns, June collections are estimated to be
$959,341 up 7.1% from June 2011 collections and up 14.6% compared to
budget. Year to date $11,651,241 is up $1.1 million, or 10.1% from budget and
up 3.1% from last year at this time. Inflation as measured by the consumer price
index was up 1.7% for June. The budget will be amended with an increase of
$1.1million.
Real Estate Transfer Tax (RETT)
RETT collections through July 30th total $2,764,442 up 12.1% from this time last
year. Of current collections, approximately 20.2% is from major redevelopment
projects including Arrabelle, Landmark, Manor Vail, Mountain View, One Willow
Bridge, Ritz Carlton Residences, Solaris, and The Sebastian. Collections not
related to major redevelopment projects currently total $2,206,079 up 61.6% from
prior year.
Use Tax
Use tax collections currently total $776,574, exceeding the annual budget of
$515,000. The increase in activity is due to both significant home renovations as
well as a few larger commercial renovation projects. The budget will be
amended to $1.0 million based on year to date activity.
Summary
Across all funds and revenue accounts through July 31, 2012, total revenue of
$31.0 million is up 2.5% year-to-date from the budget and down 4.8% ($1.6
million) from this time last year. The decrease from last year is due to reductions
in parking revenue ($400,000), property tax collections ($791,000) as anticipated
in the budget for 2012, and the streetscape lawsuit settlement ($577,000) in
2011. We have currently received 56% of total budgeted revenues for the year.

monies, as requested by the Economic Development Department:
• Special Events Coordinator Intern Position: $3000.
This is a one time approval and has been listed for 2013 budget as a part-time year-round
position
• Staff and support vehicle parking in Ford Park for the Vail Lacrosse Shootout
(25 spaces for 9 days) $2250
This is a one time approval and will be discussed with Town Council to adjust process.
• Staff and support vehicle parking in Ford Park for the Kick-It 3v3 Soccer Tournament
(8 spaces for 3 days) $240
This is a one time approval and will be discussed with Town Council to adjust process.
