Bill Gibson gave a presentation per the staff memorandum. The Commissioners discussed whether or not a site visit was necessary. It was determined that the photographs in the materials and the familiarity of the Commissioner with the building did not warrant a site visit. Commissioner Kurz inquired as to the employee housing mitigation requirement for this project. 12/4/2012 Page 2 Bill Gibson explained the Inclusionary Zoning requirements. Dominic Mauriello, representing the applicant, gave a PowerPoint presentation detailing the requests. He highlighted the 250 addition, height variance, and major exterior alteration requests which would allow for the enclosure of an existing deck on the top floor. Commissioners Bird and Pratt inquired into the applicant’s sun/shade analysis. Dominic Mauriello clarified what was being shown on the plans and which document was from the 1989 project and which document was for the current proposal. Commissioner Rediker inquired about the zoning analysis on page 9 of the staff memorandum and how the 250 and Interior Conversion related to the allowable GRFA. Bill Gibson clarified the relationship of the GRFA policies. Commissioner Bird stated that additional detail on the architectural drawings would be helpful in understanding the proposal. Dominic Mauriello stated that plans with a higher level of detail will be submitted with the associated design review application; but if necessary he would bring more detailed drawings to the Commission’s next hearing. He spent some time explaining the design intent of the proposal. Commissioner Kurz asked if the proposed addition will match the exterior of the existing building. Dominic Mauriello confirmed that the proposed addition will match the existing building exterior materials. Commissioner Pierce stated that in terms of bulk and mass and consistency with the master plan, the existing building looks terrible and has for some time. He believes the proposed addition will not enhance the building and will not benefit the town. He further stated that the proposed addition does not create the desired roof forms and the proposed deck columns are not appropriate. There was no public comment. Commissioner Pratt agreed with Commissioner Pierce’s concerns that the proposed addition is not an improvement to the existing building, but he supports allowing the project to move forward to the design review process. 5 minutes 2. A report to the Planning and Environmental Commission of an administrative action approving a request for an amendment to an existing conditional use permit, pursuant to Sections 12-9C-3, Conditional Uses, and 12-16-10, Amendment Procedures, Vail Town Code, to allow for changes to the approved plans for the new east restroom building at the Gerald R. Ford Amphitheater, located at 540 South Frontage Road East (Ford Park)/Unplatted, and setting forth details in regard thereto (PEC120044). Applicant: Vail Valley Foundation, represented by Hunn Consulting Group Planner: Bill Gibson ACTION: Called up for discussion at the December 10, 2012 public hearing MOTION: Kurz SECOND: Pratt VOTE: 6-1-0 (Rediker opposed) 12/4/2012 Page 3 Bill Gibson gave a presentation on the approved changes and noted that the Design Review Board has approved the associated design application. He stated that the Town has not received any comments from the adjacent property owners who were notified of the change. The Commissioners discussed the need to see before and after images to fully understand the proposed changes. Jim Lamont, Vail Homeowners Association, asked if the change to the restroom location negatively affected East Betty Ford Way, the road adjacent to the restroom change. Bill Gibson answered that the restroom change does not change the new alignment of East Betty Ford Way. He clarified that the proposed change creates additional queuing space between the new restroom and the east concession stand. The Commission called up this administrative action and asked to see a more comprehensive site plan that shows the before and after conditions. 3. A request for the review of amendments to a conditional use permit, pursuant to Section 12-16- 10, Amendment Procedures, Vail Town Code, to allow for the redevelopment of the Vail Golf Course Club House (i.e. accessory buildings, permanent and temporary, and uses customarily incidental and accessory to permitted or conditional outdoor recreational uses, and necessary for the operation thereof, including restrooms, drinking fountains, bleachers, concessions, storage buildings, and similar uses), located at 1775 Sunburst Drive/Lot 3, Sunburst Filing 3 and Unplatted Parcels (a complete metes and bounds description is available at the Community Development Department Office), and setting forth details in regard thereto. ATTACHMENTS: Revenue Highlights for 120412 VEAC 111312 Minutes October Sales Tax October Summer Vail Business Review Timber Ridge Budget 12/4/2012 - 1 - TOWN OF VAIL REVENUE HIGHLIGHTS November 28th, 2012 Sales Tax Upon receipt of all sales tax returns, October collections are estimated to be $618,948 down 0.7% from October 2011 and up 2.4% compared to the amended budget. Year to date of $16,200,345 is up $592,005 or 3.8% from last year at this time and up 4.6% from budget. Inflation as measured by the consumer price index was up 2.2 % for October. The annual budget for sales tax currently totals $18,900,000. Real Estate Transfer Tax (RETT) RETT collections through November 28th total $4,559,330 up 16.7% from this time last year, and surpassing the annual budget of $3.8 million. Of current collections, approximately 23.8% is from major redevelopment projects including Arrabelle, Landmark, Lions Square Lodge North, Manor Vail, Mountain View, One Willow Bridge, Ritz Carlton Residences, Solaris, and The Sebastian. Collections not related to major redevelopment projects currently total $3,472,451 up 50.2% from prior year. Revenue from Construction Activity: Use tax collections currently total $1,193,945 exceeding the amended annual budget of $1.0 million. The increase in activity is due to both significant home renovations as well as a few larger commercial renovation projects. Construction Permit revenue totals $707,467 exceeding the amended annual budget of $625,000, and exceeding entire collections for 2011 of $526,043. Plan Check Fees currently total $440,232, exceeding the amended annual budget of $350,000 and exceeding entire collections for 2011 of $324,981. Summary Across all funds and revenue accounts through November 28th, 2012, total revenue of $40.9 million is up 4.4% year-to-date from the budget and down 3.4% ($1.5 million) from this time last year. The decrease from last year is due to reductions in parking revenue ($600,000), property tax collections ($800,000) as anticipated in the budget for 2012, and the streetscape lawsuit settlement ($577,000) in 2011. Jarnot stated the gondola is traveling approximately 1200 ft. per minute and the ride takes approximately 7 minutes from the bottom of the lift to the top. On Friday, November 16, 2012 at 8:30 am there will be a dedication for the new gondola with free rides and pastries at the top, but there is no skiing down. Brian Rodine, Vail Resorts, provided a PowerPoint highlighting the resort’s pre-season situations. Rodine stated though 2012 skier visit volume was off, guest satisfaction scores were very strong in the face of the severe weather. All VR resorts are currently showing a “snow lag” in effect due to customers waiting for weather patterns to unfold before making early-season bookings. Rodine briefly reviewed Vail Resorts 2012-2013 marketing objectives such as to maintain overall brand strength focusing on improving rankings against key attributes; to continue to grow key segments (destination, international and in-state overnight); to increase skier visits; to improve guest satisfaction metrics; to hit upsell objectives focusing on Vail Ski & Snowboard School and F & B; to maintain industry leading digital presence and to nail Vail’s 50th anniversary execution. Rodine stated Vail Resorts has key strategies in assisting with accomplishing these goals such as, attack early booking apprehension due to conditions; maintain brand strength and engagement entering season; drive visitation through signature events; and continue to dial media spend effectiveness. Rodine reviewed this season’s upcoming events with the members. The 50th Anniversary events will kick off with early season First Tracks with the U.S. Ski Team and opening day gondola unveiling and inaugural ride. The events around December 15 Anniversary with New York City 50th anniversary film media and VIP premiere, Vail 50th anniversary film public premiere, public birthday celebration on December 15 and Vail Snow Daze concerts and other concerts throughout the season. The EpicMix is offering two new components, racing and photo. The racing component to EpicMix is based on Lindsey Vonn’s pace and is replacing NASTAR. The photo component is revised products and locations and offers the 50th stamp on Vail images which are easier to 12/4/2012 purchase and download. Burton U.S. Open Snowboarding Championships will be on February 27 – March 3 and will be nationally and internationally televised. The championship is the largest snowboard only event in North America, with a 22-foot pipe in Golden Peak Terrain Park. VLMD Summer Research Results: Chris Romer, Vail Valley Partnership, presented Town of Vail 2012 Summer Intercept Final Report to the members. Romer explained the objective of the intercept study is to gain a picture of where Town of Vail guests reside and how satisfied they are with their experience, to identify which summer events and activities guests participate in and to understand additional event themes that guests would be interested in seeing. Overall experience satisfaction increased compared to two years ago and the value for price paid has also increased compared to the last two surveys. There was an increase (+17%) in the number of guests who chose to fly into Colorado instead of driving and an 8% increase of guests who stayed in paid lodging when compared to last season. Romer stated the increase could be possibly due to a recovering economy. Activities that do not include a high level of physical exertion seem to be the most popular during the summer which coincides with one of the main reasons they visit Vail for “Rest and Relaxation”. When guests were asked for the purpose of their visit to Vail, 52% responded “enjoying the natural beauty of the Rocky Mountains”; 50% “rest and relaxation” and 20% “enjoyment of the Town (shopping, dining and leisure)”. Music Festivals/Concerts and sporting events continue to be the top events that guests would come back to Vail specifically for. The study showed the Mexico and England markets have continued to grow year over year as well as the number of respondents who mentioned that they are here with family. Prioritize Ideas to Enhance Economic Vitality: At the October VEAC meeting members were requested to provide ideas to enhance economic vitality. Members were provided a list of those economic vitality ideas in their packets to assist with prioritizing the ideas in long term, short term, and not viable at today’s meeting. Long-Term Ideas: Summer activities through Epic Discovery that Vail Resorts is bringing to the mountain and how to piggyback onto them Williams stated it’s very important for the business owners to support Vail Resorts summer activities on the mountain to the US Forest Service. A hiking center with experts Members were not sure if “expert” was needed rather than “knowledgeable” A learning center for 300 people A conference/learning center to provide educational programming Purchase the Cascade building and utilize it for a conference center, performing arts center, learning center; Rayla Kundolf reported there is a group looking at this opportunity Recycling program for the entire community Short-Term Ideas: A hiking center with experts 12/4/2012 Work with USFS for permitting and signage being less restrictive for hiking and public/private partnerships – Daly volunteered to talk with the US Forest Service. Overall October sales tax decreased 10.0% with Retail decreasing 2.8%, Lodging decreased 25.6%, Food and Beverage decreased 14.5% and Utilities/Other (which is mainly utilities but also includes taxable services and rentals) decreased 5.4%. The Out of Town category continues to be greatly affected by interior design firms and furniture stores delivering in to Vail. Excluding the Out of Town category, sales tax for the month of October is down 8.0%. The summer resulted in a 4.4% increase overall with Retail increasing 1.5%, Lodging increased 11.0%, Food and Beverage increased 11.2% and Utilities decreased 12.3%.
