BACKGROUND: Ralf Garrison will give an update on market conditions in the
mountain resort industry to the Town Council and the community

ITEM/TOPIC: Presentation of the results of the four month recycling pilot
project in Vail Village, beginning mid-August, 2012 at the Red Lion Building,
which served the following commercial businesses: Big Bear Bistro,
Shakedown Street, Rocky Mountain Chocolate Factory, Red Lion, Vail Gear
and Whiskey Jacks. (20 min. )

ACTION REQUESTED OF COUNCIL: Staff requests that the Vail Town Council
provide direction on next steps relative to commercial recycling in the Town of Vail
based on results of the pilot project and options presented.
BACKGROUND: Vail Town Council Waste Diversion Goal Environmental
Sustainability Strategic Plan Waste Diversion Goal (adopted January, 2009):
Reduce the amount of Town of Vail landfill contributions by 10% within 5 years
(2013) and 25% within 10 years (2019). The project was intended to meet the
following objectives:
1. Determine if it is possible to overcome barriers to commercial
recycling through a voluntary program.
2. Increase recycling volume, divert waste from the Eagle County Landfill and into
the Eagle County Materials Recovery Facility (turning recyclables into a valuable
commodity).
3. Determine if recycling is possible in a key Village core building with creative
strategies, proper infrastructure, service and training.
4. Identify unforeseen or unintended consequences.
5. Establish a culture of sustainability to our community and our guests.
6. Design a self-sustaining program in which the ownership of the recycling
process is transferred to the business owners/building management. 1/8/2013
STAFF RECOMMENDATION: In order for the Vail Town Council to achieve the
adopted goal of 25% waste diversion on a community level, improvements to
current commercial recycling practices are needed. Several options to move
forward are outlined in Attachment C.

Occupancy: Moderate- to strong gains in every month
Rate: 17 months of gains over prior year; but still modest

Weather: Probably a Factor – but can’t be proven

Observations: Winter 12-13
(as of 11/30/12)
Overall: 150 degrees from summer; concerns on several fronts
Economics: Global, Fiscal Uncertainty was negative.. during booking
window. Will continue thru much of season. But strength in economy is
offset to weakness in Washington.
Occupancy: Moderate decline seasonally, widely varied from month-to-
month. Snow Hangover from last year, then no good snow message
until Mid December. 80% of destinations underperforming in December

Vail landfill contributions by 10% within 5 years (2013) and 25% within 10 years (2019). The
project was intended to meet the following objectives:
1. Determine if it is possible to overcome barriers to commercial recycling through a
voluntary program.
2. Increase recycling volume, divert waste from the Eagle County Landfill and into the Eagle
County Materials Recovery Facility (turning recyclables into a valuable commodity).
3. Determine if recycling is possible in a key Village core building with creative strategies,
proper infrastructure, service and training.
4. Identify unforeseen or unintended consequences.
5. Establish a culture of sustainability to our community and our guests.
6. Design a self-sustaining program in which the ownership of the recycling process is
transferred to the business owners/building management.
STAFF RECOMMENDATION: In order for the Vail Town Council to achieve the adopted goal
of 25% waste diversion on a community level, improvements to current commercial recycling
practices are needed. Several options to move forward are outlined in Attachment C.

II. BACKGROUND
Vail Town Council Waste Diversion Goal
Environmental Sustainability Strategic Plan Waste Diversion Goal (adopted
January, 2009): Reduce the amount of Town of Vail landfill contributions by 10%
within 5 years (2013) and 25% within 10 years (2019).
Where are we now?
As an organization, the Town of Vail has increased its diversion rate by roughly 20% by
incorporating a municipal food and landscape waste composting program, and by
recycling steel and metal. However, as a community, Vail’s diversion rate is estimated
to be quite low, at 10% residential and up to 15% for Vail Village, according to the 2012
Commercial Waste Diversion Study. West and East Vail commercial diversion rates are
not known at this time. At the conclusion of the Town of Vail 2012 Commercial Waste
Diversion Study on May 5, 2012, Council instructed staff to develop a Vail Village
recycling pilot project at a large-volume building without recycling service to ensure the
largest impact. During ski season, the Red Lion alone produces 2,500 beer bottles per

day. Building-wide, there was a 5% participation rate in recycling (only 2 businesses
actively recycled cardboard and paper) before the pilot.
Are Changes to Current Recycling Practices Needed?
The Town of Vail’s adopted environmental policy statement: “The Town of Vail shall
serve as a nationally recognized leader in sustainability through a commitment to
community partnerships and balanced stewardship of human, financial and
environmental resources in policy and daily operations”, illustrates the level of
Vail’s commitment to resource efficiency. Recycling is a basic environmental practice,
however Colorado falls below the national average when it comes to waste diversion. In
2010, Colorado had a waste diversion rate of 20.5%, which is equivalent to roughly a
third of a ton per person, and is below the national diversion rate of 34%1. Vail falls
below the State average and well below the national average. Many Colorado
communities such as Telluride, Mountain Village, Aspen, Fort Collins, Louisville, Golden
and Durango have ordinances that require recycling to be included in trash service.
The Vail Guest
Vail’s guests, according to 2010 Economic Development Office data, are between the
ages of 25-35, earning upwards of $100,000 per year, and traveling from communities
where recycling is mandated. According to the 2010 Tri-County Waste Diversion
Report guest survey, 77% of respondents recycle at home, and 76% felt it is “very
important” that they recycle while on vacation (Attachment A). While this survey
data includes guests traveling to Pitkin and Garfield Counties as well as Eagle, recycling
appears to be expected in destination resorts. Internationally, recycling is considered
standard practice, particularly in Europe.
III. PILOT PROJECT STRATEGY
Through the 2012 Commercial Recycling Study, the Red Lion building in Vail Village
was identified as the ideal location for the recycling pilot project due to the high volume
and potential for landfill diversion, as well as commitment to sustainability by the waste
hauler and business staff. Noted barriers in this particular building included the
following:
1. High volume and space constraints
2. Lack of frequent pickups at the common trash area connected to the building
3. Perception of added workload, takes too much staff time
4. Cost of hauling
5. Lack of training
6. Loading and delivery schedules
7. Noise associated with picking up/dumping glass and additional trucks
IV. PILOT PROJECT RESULTS
Success of the pilot project was based upon a percentage of waste diverted from the
landfill. Results are as follows:

Participation
100% of Red Lion business participated in the pilot program.
Given the proper infrastructure and facilities, people generally want to recycle.
According to participating business staff, the program is working “too well”,
meaning recycling volumes are difficult to keep up with. The staff is well-trained
and remains excited about the project.
Volume and Costs
The Town of Vail has invested $12,750, which accounts for 85 individual pickups,
of a five-yard single stream recycling dumpster, which equals 15,045 lbs., or 7.5
tons. This volume equates to 45% of the total volume of commingled and
cardboard materials collected at the Community Recycling Drop Off Center over
the same four-month time frame (August-November 2012). In other words, one
building in Vail Village accounts for nearly half of the recycling volume of the total
amount from the community at-large.
In 2009, 17,000 tons of recyclables were landfilled2. If the material at the Red
Lion Building is landfilled, in one year the Town will have contributed 180,000 lbs.
or 90 tons of recyclables to the landfill. At this rate, with seven buildings, Bridge
Street alone could account for nearly 4% of landfilled recyclables.
With only one building participating, recycling at $150 per container is cost
prohibitive without a reduction in trash hauling bills. Vail Honeywagon states that
this adjustment will be applied to future trash bills for the Red Lion Building
Association.
Due to the high cost of recycling vs. trash ($4500/month paid by the Town vs.
$1,750/month paid by the Association), the pilot program has ended.
Process
To make the process convenient and accommodate space constraints, one trash
dumpster was converted to a five-yard single stream recycling container, which
was transported to Denver.
Daily pickup was required due to overwhelming volume. In the case that the
recycling container was full, materials were discarded in the trash dumpster.
Loading and delivery times on Bridge Street create a small window of time to pick
up a large volume of material.
V. NEXT STEPS
Despite several successes, key barriers to recycling (e.g. space constraints, frequency
of pickup, sustainability, etc.) remain and may be addressed through implementation of
several of the options in Attachment C. At the direction of the Vail Town Council, Staff
will explore one or more of the options.

Thank you for selecting Vail Honeywagon to run the pilot program for commercial recycling in
the village core. The program ran from late July until December 1st 2012 and focused on the Red
Lion Building. The program was a success through the efforts of the two of you, Vail
Honeywagon and the participating businesses. James Freese at the Red Lion was particularly
instrumental.
So what did we find out:
1. If there is a willingness, then yes employees will make the extra effort to recycle
2. there needs to be a coordinator or “quarterback” to rally the troops on how to recycle and
why
3. some business owners will not support a program, period
4. lack of space to accommodate recycle and trash containers is a primary barrier
5. the village core delivery time restrictions can be an issue ( and it would not be acceptable
to residents in the core to service early in the morning and wake them up)
The next step will be to approach other business in the area to try and establish a viable recycle
route. We have already generated some business owners who will participate but want to wait
until it is a “little slower” to implement a new program.
Recycling in Vail Village and Lionshead, as a whole, is and has been a success. Most buildings
have a program. The village core has challenges that we hope to work through in the next few
months

January 3rd, 2013
Sales Tax
We currently do not have December sales tax collections available. This report
will be updated prior to the January 8th Town Council meeting.
Use Tax
Use tax collections as of December 31, 2012 total $1,222,134 compared with
$739,892 at this time last year, up 65%. The amended budget of $1.2 million has
been met.
Real Estate Transfer Tax (RETT)
RETT collections through December 31 total $5,135,107 up 16.6% from this time
last year. The annual budget of $3.8 million has been exceeded. Of current
collections, approximately $1,163,728 or 23% is from major redevelopment
projects including Arrabelle, Four Seasons, Landmark, Manor Vail, Mountain
View, Ritz Carlton Residences, Solaris, and The Sebastian. Collections not
related to major redevelopment projects currently total $3,971,299 up 45.5% from
this time last year.
Parking Revenue
Season year-to-date (Nov/Dec ’12)
Pass sales for November/December total $493,140, down 3.8% compared to
November/December 2011.
Daily sales in the parking structures for November/December are currently
running 12% behind last year, however this data is only through December 25th.
Summary
Across all funds, total revenue of $44.6 million is up 1.6% from budget and
slightly down (-0.1%) from prior year (a decrease in property tax collections and
parking revenue has been offset by sales tax performance). These numbers do
not include December sales tax collections.
