ITEM /TOPIC: 1 -70 Underpass Site Visit (60 min) PRESENTER(S): Tom Kassmel ITEM /TOPIC: Sustaining Vail's Economic Health (60 min.) PRESENTER(S): Chris Cares and Nate Fistoe, RRC Associates BACKGROUND: The Vail Town Council identified in the Council Action Plan 2014 -16 a need for a competitive assessment in order to remain the premier international mountain resort community. Council contracted with RRC to begin the process by gathering information in a comprehensive and carefully presented way in order to ground discussions of Vail's competitive future, which was presented and discussed at a Council Retreat on July 15, 2014. The work session today will focus on a topline overview of those findings and recommended focus areas for Vail going forward in order to Sustain Vail's Economic Health. ATTACHMENTS: There are two sets of attachments that will form the basis of this discussion. The first, titled Sustaining Economic Health, presents a brief summary of selected findings from the July 15, 2014 meeting, and identifies a series of Focus Areas that have been identified by the RRC team based on the Competitive analysis and the comments received at the work session. Additionally, this packet contains verbatim notes that capture comments from Council and others in attendance that provided some of the direction for identifying Focus Areas. The second packet, titled Resource Information, is presented as a summary document designed to capture some of the highlights of the technical presentation on the 15th and to make the background materials readily available to Council. It contains selected slides from the previous presentation in a condensed format. If the reader wants to "blow up" a particular slide, simply click on it to expand it. Don't forget that you're at the top by most measures. • Continue to improve in the areas where you perform well by striving for excellence, while also focusing on areas of opportunity as Vail plans for the future. 8/19/2014 Town of Vail 1 08/19/14 3 TOWN OF VA� Overview of July 15 Work Session • Colorado population will grow overall, as will population in the mountain areas. • Destination Skier and Rider visitation growth presents challenges in light of demographics and will likely be increasingly weather dependent. • Summer growth will occur, especially if it is given strategic attention. • Millennials (the age cohort 34 and under, or between 18 and 33 (22% of pop.) are the future. There is a need and opportunity to better understand and plan around this group. • Transfers of wealth will occur. What will this look like for Vail? • Climate change is to be expected — creating challenges and opportunities. 8/19/2014 Town of Vail 1 08/19/14 4 TOWN OF VA� Overview of July 15 Work Session • Vail is at or near the top in most competitive economic measures that were evaluated including winter skier /rider visits nationally, winter and summer occupancy, winter rate (summer is relatively weaker), sales tax recovery since 2008, etc. • Park City is identified as a notable competitive force based on size, product, proximity to a major airport and the potential for the Interconnect. There are other lessons to be learned and elements of success found in a variety of comparable communities including: Aspen /Snowmass, Whistler, Breckenridge and Jackson Hole. 8/19/2014 Town of Vail I 08/19 /mddeserve S TOWN OF VA� Overview of July 15 Work Session • Air service is a concern with significant declines since 2007 -08. Also, summer air service is limited and is a weakness when compared to both Aspen and Jackson Hole. • Regarding winter guest perceptions, Vail has extremely strong brand awareness and the back bowls are iconic. Build on emerging technology and take full advantage of advances gained through the World Championships. Additionally, look to enhanced signage; and up to the minute and state of the art information systems regarding transportation and parking, lines /crowding (in town and on the mountain); and other conditions and events to enhance the experience. • Recognize that Vail Resorts is a leader in using technology to communicate with guests. Leverage that reputation and other available opportunities (the GoPro name, etc.) to build the idea that Vail is "tech easy" — Millennials expect and value it. 8/19/2014 Town of Vail 1 08/19/14 9 TOWN OF VA� A Seamless Guest Experience — Excellence in all respects • Customer Service • Parking and Transportation (in town, from the airports and on 1 -70) • Communications — (See above reference to using technology to drive communications.) Starting in advance of the visit (trip planning, road conditions, etc. and carrying through the entire visit) enhanced communications with guests and residents may be used for continuous improvement of the experience. • Attention to conditions of crowding and lines • Perception of value • Continue to track the opinions of year -round and seasonal residents (using the Community Survey and other sources); "excellent" ratings are the goal. 8/19/2014 Town of Vail 1 08/19/14 10 LEJ TOWN OF VA� Physical improvements • Zoning and other regulatory changes • Continue to improve the overall residential housing stock and lodging product, both in function and appearance • Consider design enhancements and physical improvements to address the desires and demand from the millennial generation — make best use of scarce land • Recognize that workforce housing (middle income) remains an important concern, especially among younger members of the community • Provide enhanced places to gather (plazas, concert venues, meeting spaces, etc.) • Continue to develop the trail system for pedestrians and bikes. Maps, signage and other branded tools can enhance Vail Is reputation for trails. • Protect and maximize natural resources. The Town is not equipped for major growth or quantity, and therefore needs to think more about quality of growth. While physical growth is limited, economic growth is necessary. • Town needs to focus on midweek capacity and enhancing volume during these off - peak days, perhaps by turning attention toward groups. • Summer growth impacts weekend visitation, and therefore, the focus still needs to be on the destination guest. • Park City identified as main competitor. Reasons why? Capacity for expansion, connectivity, access, downtown renovation. • Discussion of strategic advantage of DIA's expansion efforts: Could Denver be a beachhead? However, Vail being expensive is not as much as an issue for the resort. Parking, crowding, and lift lines are more important areas of focus. The goal is to spread guests across the mountain. • Idea of "inclusive luxury." • Beaver Creek is exclusive luxury. • How will the second homeowner market transition to younger age cohorts? By inheritance, not by purchase. • What tools do we have to impact retail variety? • Jewelry market is getting worse in town. The consumer has changed, according to some personal contacts, because of fewer upscale clientele than in the past. There's also a generational gap with regards for taste for jewelry not just income dependent. New facilities to support educational, sports, cultural, and multi -day activities . • Fix infrastructure to expand non - tourism economic opportunities, such as the Medical Center. • Define parking issue so that it can be fixed via a strategic plan. • Leveraging Epic Discovery as an opportunity to attract families. • Become known as the world's most connected resort. • Expanding Epic /interactive experience, perhaps through the application of technology. • Encourage continuous upgrading of existing amenities and facilities. 8/19/2014 Town of Vail 1 08/19/14 18 0 TOWN OF VAIL Summary of Meeting Notes from the July 15 Work Session • Develop an understanding of product offerings that respond to the next generation. What do Millennials want, particularly that segment of relatively affluent "up and comers" that will likely represent our target? How does what this generational segment wants intersect with what's already available in Vail and done well? • Develop iconic, multi -day events that respond to next generational needs. Ideally, target up to 15 events that respond to these needs. • Identify physical improvements that respond to the needs and wants of the next generation. Technology, zoning, new uses, enclosed multi - purpose venue are all areas for consideration. • Summer is an opportunity. • Leverage the convenience of Eagle Airport. Expand summer service. • Vail Valley Medical Center is an asset. Facilitate the success of the facility. • Define the parking issue and continue to plan plan for parking. • Epic Discovery. Already in place and can be an opportunity to attract families. 8/19/2014 Town of Vail 1 08/19/14 19 09 TOWN OF VAIL Conclusion and Recommendation As Vail looks to the future and to opportunities to sustain economic health the RRC team strongly recommends that the identified Focus Areas receive direct attention. The findings from this work can be used to underpin community planning efforts across all areas of Town services. Further, the data presented can be used to refine and further integrate existing strategic plans (Public Works, Police, Parking, Housing, Economic Development, etc.) to ensure that Vail is maximizing all its resources to long- term economic advantage. Clearly, one consideration that has come from discussions is that the next generations (Gen X and the Millennials) will be different than the Baby Boomers that helped to build Vail and to vault the Town and mountain to the forefront of North American mountain /resort destinations. I would like to make a few points as to the interests of Eagle County Schools as we embark on this important discussion about the future of Red Sandstone Elementary. Eagle County Schools applauds and shares the interests of the Town of Vail to maintain and further a community that is friendly and accommodating to families. We believe a quality school located in Vail is important to all of Eagle County. The district comes with a sense of optimism and an open mind to discussions about the future of Red Sandstone Elementary. The school has served the community with distinction and it is consistently one of the district's higher performing schools. I believe the following considerations must be carefully taken into account as we discuss the path forward: • Configurations: The district is open to discussions about different grade configurations than the current elementary model. Such discussions will necessarily need to consider the district's portfolio of other schools, especially those proximal to the Town of Vail. • Models: The district is open to discussions about different thematic or pedagogical approaches. Such discussions will necessarily need to consider the values of the Vail community, other models already in existence in Eagle County, the competitive nature of school choice in the county, staffing configurations required for different models, and possible costs associated with different models. • Building / Grounds: The district is open to discussions about remodels, renovations, or scrape/ reconstruct options for the site. Such discussions need to consider challenges associated with the location, grade, available acreage, and funding options for a redesigned building. The district is also open to discussions about how community amenities (such as a theater) might be made part of a redesign. • Capacity: The district is open to discussions about adding more students to the school. Such discussions need to consider the potential growth in families /children within the current school attendance areas (Vail, Minturn, Red Cliff) and open enrollment from other parts of the county. With the huge class sizes last year and the fact that the School Board seems to be starving the school (does the gym roof still leak when it rains ?) of funds for equipment and upkeep, I had to withdraw my kids from the school and go with Plan VMS. A few years earlier than I had planned but I had to accept when they called. Needless to say that option is very expensive and puts a strain on my life even with my wife and I working full time. I also think that the RSES staff did an excellent job with my kids in spite of the limited resources. As you go forward, please don't take the Charter School option off the table; I suspect the School Board may not like this option as it would take money away from them. And, even a K -12 school in this location may not need the huge campus size stated in the paper- urban schools certainly make do with less. Please keep an open mind and be creative. Expanding the building up and down may not be as expensive as it would seem as the asphalt covered play area south of the lower level class rooms, mostly held up with a retaining wall, could probably be excavated quite easily to nearly double the size of the school. Structured parking could also be used to deal with weekend parking shortfall and perhaps help recoup some of the cost as there would be no need for "free after 3" at that location. Creating more space in the area will allow for more events at the field. Fields are finished. The town staff did a good job getting the work moving. Construction crews finally caught up. It was important to get the turf down in order to grow before the temperature drops. There is a still lot of detail work left to do. The new field has much improved irrigation. Ford Park Fields now has a specific area of a concrete pad for a stage, and there is lots of power available for concerts. Quick update on Keen Kids Adventure Games: the evolution of the event from one day to three helped the overnight stays. Starting events on Thursday helps keep guests in town. Financial Report, Judy Camp Please see attached report document. Sales Tax is trending up 12.0% from June YoY. Driven by lodging and property management up about 29 %. Year -to -date collections through June are up 8.1 % from prior year and 6.0% from budget. Inflation as measured by the consumer price index was up 2.1 % for June and up 1.7% for the first half of the year. Real estate market is improving with real estate transfer tax up 50% from last year. Construction use tax up 21 % from last year - seeing uptick in building permits and remodels as well as an increase in valuations. 8/19/2014 Community Survey, Suzanne Silverthorn Suzanne provided an overview of economic portions of the survey conducted by RRC. Overall responses to local government accountability and outreach were presented. Area of improvement is collaborative process and working with residents. Initiative to push is to get more community members signed up for the TOV email list. Inquiries will be made about how they like to be reached. The Vail Daily is the best way to reach the audience at this point. There is a concern regarding housing in the area and improving community balance and related topics. Another question is regarding support and opposition for recreational marijuana in Vail. The Vail Valley Partnership is creating an FAQ regarding recreational marijuana. From the survey, the majority of respondents said that they did not feel there is enough parking in the town. Concerning special events, the majority of respondents felt there are just about the right number of events in town. Competitive Assessment Report, Kelli McDonald A high level review of the report presented by RRC was discussed. The SWOT analysis showed Vail is doing most things well and is at the top in most categories. Areas of opportunity include value message, embracing younger, affluent clientele and national /international exposure. Trends showed the existing status in terms of snow sports and generational differences. Review of different generations and an approach to Millennials. It was noted that snowboard visitors have dropped overall in the US. The rising importance of summer visits was explored. Ski Magazine survey was reviewed: 2011 -2012 - Top Vail strengths are: terrain, variety, snow 2011 -2012 Vail weaknesses — expensive, parking Value did not score as high in ratings as did other categories Lodging Metrics Vail is 5th in summer occupancy and 1 st in winter occupancy. Update on evolution of plans for Snow Daze and Vail Holidaze: Davy Ratchford, Brooke Macke, Vail Resorts and Jeff Brausch, Highline In the interest of mitigating the historical Snow Daze early December "spike" followed by a fall back in economic activity the following week, they recommended to move Snow Daze event back a week to draw more people here to fill in that weekend of Dec 1811 and 19th. Kick off with a smaller event the weekend of December 12th, cap it off with a bigger event on Dec 18th and 19th. Host some events at Solaris and possibly place something at Lionshead, with the purpose being to get people to come earlier and stay longer. The changes are recommended given the slight change to demographic and to become more family friendly. Events will be in town, as opposed to Ford Park, and in conjunction with Holidaze. First weekend is come and go weekend, kids have to go back to school, visitors from the Front Range. The second week caters to destination guest who stays longer. Andrews discussed how the event weekend "bridge" effect will help drive a little more weekday business at the lodging locations. Ratchford stated that the whole concept is under discussion and more research will be pursued. Jeff from Highline discussed how the current budget for Vail Holidaze will not be able to sustain the ice skating shows; show costs will be an additional $40k -$50k. The current plan is to hold the tree lighting, ski down, New Years Eve fireworks and roving animation characters. Rogers stated that s a large portion of the event budgets are fireworks, McDonald stated that there is a memo out to the town council for the town to fund all fireworks for events CSE Minutes Regular M W0 §194ugust 6, 2014 Page 2 of 5 in 2015. Gordon mentioned that perhaps the VVF might be able to sponsor one night of skating, and maybe there are other entities that could sponsor the skating show. Andrews stated the CSE would like to see the skating performances kept in the event, so a private donor option might be a good way to provide the necessary funds. Ratchford stated they were working with Highline now to discuss how the event will be produced and will bring a plan to the CSE. Event Recaps GoPro Mountain Games: Vail Valley Foundation, Mike Imhof, Paul Abling Mike Imhof stated that demographics are evolving, and that they have seen change in terms of who is coming and who is participating in the games. Media coverage has skyrocketed with GoPro being the sponsor for the second year. There is a lot of interest from brands wanting to be part of the project, the number of vendors has increased from 83 to 104 over two years. Gender split is 50/50 with an increase in families. Imhof discussed how the event needs to evolve to starting earlier to accommodate a broader schedule. Thursday had huge attendance. They changed the television coverage to 2.5 hours on NBC Sports with a 90 minute show and 60 minute show. Lionshead had some activations, which worked out well but there are challenges there. The Bad Ass Dash event went well, but was a financial loss. Comments indicated that the Mud Run, which has historically attracted the largest number of competitors, was missed. For next year, there are questions about which race will occur in Lionshead. With the right band playing on Thursday, 22% of people stayed for the concert. People attended more days this year. Whitaker said that he did a great job on keeping the lodging in Vail, given that much of the event had to be held in Eagle -Vail due to the ongoing construction in Ford Park. Andrews stated that he was glad to hear that the junior portion of tournament will continue to grow. Navas stated that if Leon had done a separate attendance survey, that would have shown an increase his numbers. The tournament received the honor of being named one of the Top 5 grassroots Volleyball tournaments by Volleyball Magazine. Vail Arts Festival: Eagle Valley Events, Laurie Asmussen Survey data indicated attendance at 14,722, with 72% of the attendees staying in Vail for the Arts Festival. She clarified that the construction on the Lionshead Parking Structure made in difficult to calculate the attendance, as parking counts provide significant information to CSE Minutes Regular MWRY0 §194ugust 6, 2014 Page 3 of 5 substantiate the calculations. There were 80 artists participating in this year. Asmussen stated that she had made an investment in hiring event professionals to improve the marketing and "activation." They worked closely with the Fire Department to make sure that safety issues were addressed. Update on plan for "Top Shelf Harvest," (funding approved as "Lionshead Fall Wine Festival ") September 26 -27: Laurie Asmussen, Eagle Valley Events The plan for the inaugural event for this fall is to hold it in Lionshead, leading up to Vail- Beaver Creek Restaurant Week. Currently there are 15 distilleries signed up to participate. They would like to hold the event for one day only, on Friday, September 26. The event would run from 2pm -7pm. Originally proposed as a 2 -day event, they are keeping in mind the impact on Arrabelle operations, thus the change in number of days. Cabal Yarne and Sarah Franke, representing the Lionshead Merchants Association, noted that it has been a struggle to get the liquor license situation sorted out. The Lionshead Merchant Association requested that Laurie to make it a one day event, since they will be accepting the liability for the liquor sales. Franke noted that all groups have been working together extensively and would like to partner with Laurie to create a phenomenal event with great attendance. CSE members expressed concern that a Friday afternoon event is not as likely to attract out of town guests as one that is held on Saturday. Terri Hanley Reichert from the Arrabelle stated that the growing Arrabelle business is the reason that they have selected Friday instead of Saturday. Andrews mentioned that the agreements between all the partners could be a great model for Lionshead events in the future. Even though the outcome for the event is slightly different that what was originally proposed, it is still important in order to create relationships and operational solutions for events like this into the future. Lionshead Merchant Association will receive the funds from liquor sales. Reichert said she will go back and discuss with her team at the Arrabelle to find out if the event can be moved to Saturday instead of Friday. The merchants association is currently working on getting the restaurants to offer some type of promotion for the drivers to drive economic activity in Lionshead. They are also reaching out to car clubs to come up and stay the weekend.
