ACTION REQUESTED OF COUNCIL: The Town staff is requesting the Vail Town
Council authorizes the Town Manager, or his designee, to sign a CDOT application
for review of South Frontage Road Improvements.
BACKGROUND: Improvements to the South Frontage Road are needed to
facilitate changes in on-site vehicle circulation on the Vail Valley Medical Center
Campus resulting from the approved West Wing Expansion project and to further
the Town's adopted goal of removing VVMC generated traffic from West Meadow
Drive. This approach to the approval process accomplishes the following
objectives:
1.) accommodates improved on-site vehicle traffic circulation on the VVMC
Campus,
2.) improves vehicle circulation and intersection safety on the South Frontage
Road,
3.) furthers the Town's goal of removing vehicle traffic from West Meadow Drive,
4.) improves the pedestrian experience and increases pedestrian safety along
West Meadow Drive, and
5.) ensures a proper review process will occur without negatively impacting the
project schedule.
STAFF RECOMMENDATION: The Community Development Department and the
Public Works Department recommend the Vail Town Council authorizes the Town
Manager, or his designee, to sign the application to the Colorado Department of
Transportation allowing for the review of the proposed South Frontage Road
interim traffic improvements.

BACKGROUND: The Vail Local Housing Authority term of one member expires
May 2015; one appointment for a five year term is required. The Vail Local

Subject: South Frontage Road Interim Traffic Improvements — Request to Proceed with an

I. PURPOSE
The purpose of this memo is to present a preliminary plan proposed for interim
improvements to the South Frontage Road and to request authorization for the Town
Manager to sign an application for review and approval by the Colorado Department of
Transportation. Improvements to the South Frontage Road are needed to facilitate
changes in on-site vehicle circulation on the Vail Valley Medical Center Campus
resulting from the approved West Wing Expansion project and to further the Town's
adopted goal of removing VVMC generated traffic from West Meadow Drive. As
proposed, the interim solution will impact the existing access and grade of the Town's
municipal site parking lot. Time is of essence.
If the request to proceed with the CDOT application is approved by the Vail Town
Council, the Town staff and VVMC representatives will continue to pursue a final design
for the interim traffic improvements and submit an application to CDOT for approval.
Prior to initiating any construction work on the South Frontage Road or municipal site
parking lot, however, the town staff will return to the Vail Town Council for final review
and approval of the design plan.
This approach to the approval process accomplishes the following objectives:

II. BACKGROUND
The Vail Valley Medical Center Master Redevelopment Plan was approved by the Vail
Town Council. The approved master plan, in part, prescribed 13 community
expectations that VVMC needed to address during the redevelopment process. At least
two of those expectations focused on physical improvements to the South Frontage
Road and traffic circulation improvements to West Meadow Drive. The master plan also
acknowledged and recommended a sequenced approach to the redevelopment.
According to the master plan, the West Wing Expansion was to precede the East Wing
Expansion and an interim solution to South Frontage Road improvements may be
necessary prior to constructing the recommended South Frontage Road roundabout
design solution.
III. RECOMMENDATION
The Community Development Department and the Public Works Department
recommend the Vail Town Council authorizes the Town Manager, or his designee to
sign the application to the Colorado Department of Transportation allowing for the
review of the proposed South Frontage Road interim traffic improvements.
If authorized, the Town staff will continue to pursue a final design for the interim traffic
improvements and submit an application to CDOT for approval. Prior to initiating any
construction work on the South Frontage Road or municipal site parking lot, however,
the town staff will return to the Vail Town Council for final review and approval of the
design plan. Further, the Town staff will prepare the necessary agreements and
documentation with VVMC to facilitate the South Frontage Road interim improvements
and any changes to the existing access and grade of the municipal site parking lot.
These agreements will be presented to the Vail Town Council for final review and
approval prior to initiating any construction work.

Town Council will have an opportunity to interview and appoint candidates to the Vail Local Housing
Authority and Vail Local Licensing Authority during the June 2 work session and evening meeting.
Vail Local Housing Authority
There are five members serving on the VLHA with appointments of five years. Steve Lindstrom's term
comes to a close June 2015. There are two interested candidates for this position. Mr. Lindstrom has
expressed his interest in continuing to serve on the Authority, experience attached, and Matt Hansen,
has also submitted a letter of interest and resume. Both people have met the criteria of full-time, year-
round residents of Eagle County, and as residents of the Town of Vail. If not a resident, the person
would be required to work for a business holding a Town of Vail business license. In addition, the
Authority members must have a proven ability to be an effective advocate for a full range of housing
projects and be able to promote a vision for local employee housing that has been approved of by the
majority of the Authority. Other Authority members include Mary McDougall (term expires 2016), Scott
Ashburn (term expires 2017), Craig Cohn (term expires 2018), and James Wilkins (term expires 2019).
The VLHA meets the fourth Tuesday of each month. Note Steve Lindstrom attendance record has
been very good. Several questions suggested by senior housing planner to use in the interview
include the following:

■ Enhancing economic vitality
■ Growing a balanced community
■ Elevating the quality of the Vail experience
■ What skills or expertise do you bring to the Housing Authority?
■ What could the Housing Authority improve?

Vail Local Licensinq Authority
There are five members appointed by Town Council to serve on the Vail Local Licensing Authority.
The VLLA is established pursuant to the provisions of Colorado Revised Statutes section 12-46-103(4),
section 12-47-103(9), and the Town Charter section 8.6, and is a commission which oversees the licensing
of locations within the Town to sell alcoholic liquors and fermented malt beverages and for the local
administration of the Liquor Code of 1935 and the Fermented Malt Beverages Act in accordance with said
statutes. Three members reach the end of their term June 2015 and all three members are seeking
reappointment with letters of interest submitted by Luca Bruno, Ted Steers, and Amanda Zinn. Those
serving must be citizens of the United States, qualified electors of the Town of Vail, and have resided
in the Town of Vail for not less than two years preceding appointment, and shall have no direct

financial interest in any license to sell alcoholic beverages or any location having any such license.
Other members include Micahel Hannigan and Craig Arseneau (both terms end 2016). The VLLA
meets the second Wednesday of each month and considers new liquor licenses, renewals, transfers
and special event liquor permits. Note the attendance record of each member has been very good.
Town Council is asked to appoint one member to the VLHA for a five-year term, ending May 31, 2020
and three members to the VLLA for two-year terms ending May, 31, 2017.

board, not only conversing with the local business owners and event producers, but
with the other board members and Tammy Nagel. I have regularly attended the
monthly meetings, the annual LLA meeting, and have been the LLA representative at
Safe Bar meetings. As vice-chairman, it is rewarding to see the contributions LLA
has made to Vail's continual effort to create a safe drinking environment; a most

REVENUE HIGHLIGHTS
June 2, 2015
Sales Tax
Upon receipt of all sales tax returns, April collections are estimated to be
$1,352,414 up 5.6% from last year and up 3% compared to budget. Inflation as
measured by the consumer price index was down 0.2% for April. The annual
budget totals $24.5 million.
Real Estate Transfer Tax (RETT)
RETT collections through May 27 total $1,813,070 down 36.6% from this time
last year. 2014 annual collections totaled $6,849,449, a record year since the
peak in 2008. The current annual 2015 budget of $5,670,000 is a 21 % reduction
from prior year actuals.
Construction Use Tax
Use Tax collections through May 27 total $835,838, up 57.7% compared to
$529,917 from this time last year. The annual budget totals $1.8 million.
Summary
Across all funds, year-to-date total revenue of $26 million is up 13% from the
amended budget and up 9% from prior year, mainly due to increases in Sales
Tax and Construction Use Tax.

The March Vail Business Review breaks down the four percent sales tax collected for
March and first quarter 2015. Overall March sales tax increased 6.8% with Retail
increasing 7.3%, Lodging increased 9.0%, Food and Beverage increased 4.2% and
Utilities/Other (which is mainly utilities but also includes taxable services and rentals)
decreased 1.9%. Excluding the Out of Town category, sales tax for the month of March
was up 7.8%. The first quarter resulted in an 5.4% increase overall with Retail
increasing 4.4%, Lodging increased 7.2%, Food and Beverage increased 5.3% and
Utilities/Other decreased 1.3%. Excluding the Out of Town category, first quarter sales
tax is up 6.2%.
