Presentations / Discussion 2.1. Red Sandstone Parking Structure Design Update 30 min. Presenter(s): Greg Hall, Director of Public Works and Greg Macik, TAB Associates Action Requested of Council: Review of the plans for the 4 level 160 space proposed parking structure at Red Sandstone Elementary School. Provide input to staff and the design team regarding the project. The town as the applicant and owner, requests the Town Council provide input on the design prior to upcoming work session with the Planning and Environmental Commission and conceptual review with the Design Review Board. Background: On May 2 the Vail Town Council directed staff to enter into a pre development agreement with Eagle County School District to explore the construction of a 160 4 level parking structure. on the Red Sandstone Elementary School site. The town has entered into a design contract with the school district design team led by DLR Architects. The design team has completed the schematic design package which is being priced by Haseldon Construction at this time. The staff will return to the town council to discuss the terms of a development agreement with the town council July 18, in anticipation of a decision of moving forward with adoption of the development agreement on August 1, 2017. Staff Recommendation: Provide input to the staff and design team with regard to the Red Sandstone Parking Structure prior to initial review by Planning and Environmental Commission and Design Review Board. 2.2. Proposal for Project Re -Wild Technical Assistance, a public-private cost 30 min. share program for restoration projects on stream front Vail Presenter(s): Peter Wadden, Watershed Education Coordinator Action Requested of Council: Does the Vail Town Council support staff moving forward with a pilot project in 2017 by releasing a Request for Qualifications (RFQ) for firms with sufficient expertise and capacity to perform consultations, provide technical assistance and design riparian restoration projects on private property in collaboration with the Town of Vail? July 11, 2017 - Page 1 of 105 Background: The purpose of this memorandum is to provide the Vail Town Council with an overview of Project Re -Wild, a proposed program to provide technical assistance to property owners and property managers wishing to restore riparian habitat on private property. At the beginning of 2017, staff proposed a variety of potential options for the implementation of Project Re -Wild including a source water protection ordinance, turf removal rebate, riparian restoration rebate and pursuing conservation easements. Based on council feedback, staff has developed the following proposal for a public-private cost share to fund design of riparian restoration projects on stream front in Vail. Staff Recommendation: Staff recommends the Vail Town Council support moving forward with a pilot program in 2017. The process would begin with the release of an RFQ for firms to provide technical and design assistance to property owners and managers with stream frontage in Vail. Staff intends to begin the program with partnerships with motivated owners or managers of high-priority properties. Once landscape design firms have been selected staff will begin reaching out to those properties to encourage them to apply. If the council determines the pilot program was successful in 2017, a community -wide version of the program could be unveiled for the 2018 season. 3. Information Update 3.1. Frontage Road -Vail, Colorado, 81657 Present: Brian Stockmar, Brian Gillette, Karen Perez, Pam Hopkins and John Ryan Lockman Absent: John Rediker, Ludwig Kurz Stockmar nominated Gillette as Chairman ProTem, Perez seconded. Vote 5-0-0 The Commission and staff left the chambers at approximately 1:10 PM in order to make a site visit to Gashof Gramshammer at 231 Gore Creek Drive. The Commission returned to the chambers after the site visit at approximately 1:45 PM. 2. A request for review of a Variance, pursuant to Section 12-7B-16, Landscaping and Site Development, Vail Town Code, to allow for a reduction in landscape area, located at 231 Gore Creek Drive/Lot A, Block 5B, Vail Village Filing 1, and setting forth details in regard thereto. Chairman ProTem Gillette read the letter into the record. Applicant Sheika Gramshammer spoke to what has been done regarding landscaping. Lockman asked if the applicant had been in contact with staff. Panfil detailed the interaction between the applicants and staff. Stockmar asked about the bike racks along Gore Creek Drive. Gramshammer responded that the bike racks have been there for many years. Lockman- The applicant presented a plan that was initially approved. He believes that the variance request does not meet the required criteria. Spoke to the applicant's expenditures and the bikes located in the landscape area. Hopkins- Spoke to the history of the quality landscaping on the property. Spoke to the July 11, 2017 - Page 9 of 105 evolution of Vail Village. Thinks the applicant has done a great job with the landscaping. Perez- The applicant has not done what was requested. Application does not meet criteria. Sets precedent for applicants not following through on their plans. Stockmar- Challenging application. Sees both sides of the situation. Spoke to the location of the bike racks and their intrusion on the right-of-way. Spoke to the original plan. Feels that it would be a grant of special privilege. Gillette- Spoke of the Town Code. The request does not meet the criteria. The power to ignore the criteria is not placed in this board. Advises the applicant to meet the code. 3. A request for review of a final plat, pursuant to Title 13 Chapter 4, Minor Subdivisions, Vail Town Code, to allow for a resubdivision of Lot F, Vail Village Second Filing and the creation of Lot F-1, Vail Village Second Filing, located at 180 South Frontage Road West/ Lot F, Vail Village Second Filing, and setting forth details in regard thereto. Applicant: Vail Valley Medical Center Planner: Jonathan Spence Motion: Approve First: Lockman Second: Perez Vote: 5-0-0 Spence provided a PowerPoint presentation to help orient the members of the PEC to Items 3 through 6 as they are all interrelated. The items include requests for final plats for subdivisions, rezonings and a text amendment to amend the core area parking map. The purpose of these requests is to allow for the most efficient and proper redevelopment of the Evergreen Lodge and Vail Valley Medical Center (VVMC). Gillette — Asked for clarification on whether parking requirements would be less or more restrictive. Spence responded that parking requirements would be less restrictive. Spence then discussed the specific details pertaining to the resubdivision of Lot F and the creation of Lot F-1. The newly created lot complies with all Town Code criteria. Tom Braun, Braun Associates, representative of the VVMC, stated that the applicant had no formal presentation. Dominic Mauriello, MPG, representative of the Evergreen Lodge, stated his client's satisfaction with the request. 4. A request for review of a final plat, pursuant to Title 13 Chapter 4, Minor Subdivisions, Vail Town Code, to allow for a resubdivision of Lot 2W, Block 1, Vail Lionshead Second Filing, and the creation of Lot 2E-1, Block 1, Vail Lionshead Second Filing, located at 250 South Frontage Road West/Lot 2, Block 1, Vail Lionshead Second Filing, and setting forth details in regard thereto. Applicant: Vail Valley Medical Center Planner: Jonathan Spence July 11, 2017 - Page 10 of 105 Motion: Approve First: Perez Second: Stockmar Vote: 5-0-0 Spence described the specific details in regards to the resubdivision of Lot 2W and the creation of Lot 2E-1. Spence stated that this resubdivision is a step towards the implementation of the Master Plan and directs most traffic to the South Frontage Road. There was no formal presentation from the applicant. 5. A request for a recommendation to the Vail Town Council for a zone district boundary amendment, pursuant to Section 12-3-7, Amendment, Vail Town Code, to allow for a rezoning of Lot 2E, Vail Village Second Filing and Lot 2E-1, Block 1, Vail Lionshead Second Filing, from Lionshead Mixed Use 1 (LMU-1) District to the General Use (GU) District, and a rezoning of Lot F-1, Vail Village Second Filing from General Use (GU) District to Lionshead Mixed Use 1 (LMU-1) District, located at 180 and 250 South Frontage Road West/Lot 2, Block 1, Vail Lionshead Second Filing and Vail Village Second Filing, and setting forth details in regard thereto. Applicant: Vail Valley Medical Center Planner: Jonathan Spence Motion: Forward a Recommendation of Approval First: Stockmar Second: Lockman Vote: 5-0-0 Spence introduced the request and stated that the rezoning is the next step in the process to make the redevelopment of the Evergreen Lodge and VVMC consistent in their zoning designation and consistent with the Master Plan. Spence emphasized the role of the PEC is to make a recommendation to the Town Council. There was no formal presentation from the applicant. Lockman — Asked if the rezoning would impact the stream tract. Spence stated that the proposed zone districts will not impact the stream tract. Stockmar — Asked if trails were planned as part of the rezoning or redevelopment projects. Spence responded in the negative. 6. A request for a recommendation to the Vail Town Council for an amendment to Section 12-10-19 Core Areas Identified, Vail Town Code, pursuant to Section 12- 3-7 Amendment, Vail Town Code, to include Lot F-1 in the Commercial Core Area for parking regulations purposes, located at 250 South Frontage Road West/Lot F-1, Vail Village Second Filing, and setting for the details in regard thereto. Applicant: Evergreen Hotel Planner: Jonathan Spence Motion: Forward a Recommendation of Approval First: Lockman Second: Stockmar Vote: 5-0-0 Spence introduced the project and stated the purpose of the request is to include the newly created Lot F-1 within the Commercial Core Area parking map so that the entire development site has a consistent parking designation. July 11, 2017 - Page 11 of 105 There was no formal presentation from the applicant. Stockmar — Asked for clarification as to the nature of the parking designations. 7 Approval of Minutes June 12, 2017 PEC Results Motion: Approve, with corrections First: Stockmar Second: Lockman Vote: 5-0-0 Corrections: Commissioner Gillette wanted to clarify that he did not intend to imply that he would approve temporary planters, but believed the PEC could continue the item to examine the proposal further. 8. Informational Update An update on the Comprehensive Open Lands Plan - 60 min. Tom Braun, Braun Associates, gave a PowerPoint presentation regarding the status of an update to the Town of Vail Comprehensive Open Lands Plan. Topics included the following: a review of the 1994 Comprehensive Open Lands Plan and its accomplishments and the difference between the terms "open lands" and "open space." Gillette — Asked if housing was included in the plan. Braun responded in the affirmative and stated that some vacant parcels were identified for use as potential sites for housing, as well as other town projects such as the fire station. Braun continued by identifying other improvements, such as trails, that have occurred as the result of the 1994 Plan. Braun then discussed the need for an update to the plan due to numerous factors such as population growth, housing challenges, increase in summer visitation, and increase in demand for trails of different types. To date, the approach to the plan update has included a critique of the existing plan, community scoping sessions, discussions with technical advisors, and more community meetings. The next step is to conduct a trails workshop in August and to provide a draft plan for public comment in September. Gillette — Asked why there will be a special meeting for trails. Braun responded that as the update has progressed, there was an identified need to provide more detailed trail planning. Stockmar — Asked about the relationship with the United States Forest Service (USFS). Braun responded that trail planning will require intense analysis by the USFS. Braun summarized the input received from the community scoping sessions held in December 2016 and January 2017. Priorities identified at those meetings included acquiring land to protect sensitive lands and open space and acquiring land to protect Gore Creek. Lockman — Asked if the 1994 Plan discussed housing. Braun responded in the affirmative, citing examples such as the Mountain Bell project and the fire station in July 11, 2017 - Page 12 of 105 west Vail, which included the Chamonix property. In regards to the community meetings, public opinion was widespread regarding housing. Gillette — Asked if RETT funds can be used only on Town of Vail property. Braun responded in the affirmative. In regards to Town -owned properties, Braun stated that upon applying various development criteria to vacant lands within the Town, there are very few vacant developable parcels remaining. Perez — Asked if the middle bench of Donovan Park is designated open space. Braun stated that it is zoned as a park, but not designated open space. Wolf Mueller — Stated that RETT money was used to obtain all of Donovan Park. Braun reviewed the past actions and future priorities for private undeveloped land that may be able to further the goals of the plan. Braun summarized the items from the 1994 Action Plan that have not been implemented to date. Braun summarized comments received from other businesses and agencies, including: Vail Resorts, Vail Recreation District, ECO Trails, Vail Fire Department, Colorado Parks and Wildlife, and the USFS. Braun presented several trail ideas under consideration. Perez — Asked for clarification about who conducted community meetings. Braun responded by naming the various members of town staff involved with the plan update. Perez asked the PEC be notified of future meetings. 9. Provide input to staff and the design team regarding the project. The town as the applicant and owner, requests the Town Council provide input on the design prior to upcoming work session with the Planning and Environmental Commission and conceptual review with the Design Review Board. BACKGROUND: On May 2 the Vail Town Council directed staff to enter into a pre development agreement with Eagle County School District to explore the construction of a 160 4 level parking structure. on the Red Sandstone Elementary School site. The town has entered into a design contract with the school district design team led by DLR Architects. The design team has completed the schematic design package which is being priced by Haseldon Construction at this time. The staff will return to the town council to discuss the terms of a development agreement with the town council July 18, in anticipation of a decision of moving forward with adoption of the development agreement on August 1, 2017. STAFF RECOMMENDATION: Provide input to the staff and design team with regard to the Red Sandstone Parking Structure prior to initial review by Planning and Environmental Commission and Design Review Board. II. BACKGROUND The Gore Creek Strategic Action Plan was adopted by Resolution 9, Series of 2016 on March 15, 2016. The Strategic Plan identifies the "loss of riparian vegetation and habitat" as one of the three main causes of the declining health of Gore Creek. Item number 15 of the High -Priority Plan Actions is to "develop and implement a public-private cost -share program to facilitate restoration of important vegetated buffers on private property." Because of the widespread nature of the degradation of riparian habitat along Gore Creek in Vail, the efforts to restore Gore Creek must also be widespread and diverse. Without guidance and incentive from the town, many property owners have little reason to invest in stream restoration on their private property. Because the benefits of riparian restoration will be shared by the whole community, it is reasonable for the Gore Creek Strategic Plan to assert that some of the costs should be shared by the larger community as well. If nothing is done to incentivize riparian restoration on private property, little is likely to change. The desired outcome of Project Re -Wild is the restoration and/or preservation of streambank habitat to the highest environmental standards by private property owners. Of the approximately 10 miles of Gore Creek running through the developed part of Vail (including Intermountain) an outside audit by Lotic Hydrological and Land Planning Collaborative identified approximately 1.6 miles of Gore Creek stream frontage on private property that is in need of restoration. Approximately 3.5 miles of town -owned or CDOT-owned streambank is also in need of restoration. Staff estimates that there is an additional one mile of stream frontage on private property on Gore Creek, and both public and private property along the tributaries, that is also in need of habitat improvement but was not identified in the audit performed by Lotic and Land Planning Collaborative. GOALS AND OBJECTIVES The goal of Project Re -Wild is to provide property owners and managers technical assistance in the design and implementation of riparian restoration and preservation projects on private property to restore riparian habitat and ultimately help revive dwindling aquatic macroinvertabrate populations in Gore Creek. The program will begin with several pilot projects in 2017 with the intention to unveil the full program in 2018. Objectives: • Encourage property owners and managers to restore native vegetated buffers and habitat along Gore Creek and its tributaries • Educate property owners and managers about how to implement best management practices in riparian restoration • Raise awareness of the importance of riparian buffers on private property • Encourage widespread community participation in efforts to restore Gore Creek • Incentivize creek -friendly landscaping practices by assisting private property owners with project design and implementation IV. PROJECT RE -WILD — Technical Assistance The Vail Town Council allocated $101,500 to fund a potential cost -share program in 2016. This amount remains in the 2017 budget as part of the overall riparian revegetation budget. What follows is a description of a proposed approach to offering technical assistance to owners of private property with stream frontage within the town. Project Re -Wild will offer technical assistance and education to managers and owners of private property in Vail who wish to seek expert help in designing and implementing riparian restoration projects on private property. Eligible entities: • Private homeowners, • HOAs • Businesses • Community organizations With property adjacent Gore Creek or its tributaries within the Town of Vail. Services offered: • Cost estimate from design firm • On-site consultation • Assistance with permitting • Project design • Plant selection • Design review • Surveys • Recommendations of qualified landscape contractors (including Restore the Gore Leadership Partners) Project Re -Wild will not provide design and technical assistance for projects that do not explicitly seek to stabilize streambank or restore riparian habitat. Project designs will only include native plant species. The Town of Vail will only fund design of projects through its contracted landscape design firm. Funding Parameters Town of Vail Page 2 July 11, 2017 -Page 40 of 105 Project Re -Wild will fund 75% of the cost of design of streambank restoration and preservation projects on private property adjacent to waterways in the Town of Vail. The property owner or HOA is required to provide a 25% match for the total cost of design. Qualifying projects will employ industry standard best management practices and incorporate only native vegetation. Property owners will be required to implement projects as -designed and approved by town staff and Design Review Board (DRB). Funding for each project will be capped based on linear feet of stream frontage to be restored on the property. The town will cap its contributions to design costs at $40 for each linear foot of creek frontage to be restored on that property. The property owner or HOA will be required to cover any design cost beyond that cap in addition to their 25% match up to the cap. Applications will remain open until allotted funds have been exhausted. Projects will be funded on a first-come, first-served basis based on date of application submittal. V. IMPLEMENTATION While town staff already provides high level technical assistance to homeowners, Project Re - Wild will greatly expand the scope of services currently provided. The first step will be to issue an RFQ and select firms that can offer technical assistance on behalf of the town. Qualified firms will need to possess landscape architects, arborists and thorough understanding of riparian restoration projects and the conditions along Gore Creek in Vail. Selection Process In 2017, town staff will work with owners and managers of properties where staff has already identified high priority restoration projects due to the presence of deed -restricted or other workforce housing within the HOA or potential for greatest positive impact on creek health. Many of these properties are HOAs with members who have expressed an interest in taking on a leadership role in this process as a liaison for their HOA. Among the properties identified are Casa del Sol, Lodges at Timber Creek, Cedar Point Townhouses, Vail Racquet Club Townhomes and Gore Creek Meadows Townhomes. Public Communication In order for Project Re -Wild to succeed it will need to be promoted within the community. Attractive branding for this program has already been developed in partnership with Vermilion, the town's strategic communications partner. Branding materials will be used to promote roll- out of this program and raise awareness of new services offered by the town. Project Re -Wild will be promoted through the Vail Daily, local radio stations, LoveVail.org, the town website, and town social media pages. Monitoring and Measures of Success Success of Project Re -Wild will be tracked and determined through several different metrics. Ultimately, success in the long-term will be gauged through improvements in aquatic macroinvertebrate scores. In the near-term, other metrics, including linear feet of streambank restored and number of participating properties, will be used to evaluate the success of Project Re -Wild. Staff will monitor and track the number of designs funded and restoration projects carried out to document the linear feet of stream bank restored, the number of participating properties and riparian plants added, and the maintenance and longevity of each restoration project through on-site inspections before the project begins, upon completion and one year after completion. VI. APPLICATION PROCESS AND PROJECT DESIGN In 2017, town staff will reach out to identified properties to solicit applications. If this pilot project is a success, staff recommends the application process be opened up to the broader community in 2018, subject to council approval. Town of Vail Page 3 July 11, 2017 - Page 41 of 105 Property owners, managers or HOAs interested in participating in the Project Re -Wild technical assistance and rebate program will need to fill out an application, which will be reviewed by town environmental staff. Qualifying projects will be referred to the town's contracted landscape design firm. The contracted firm will perform a site visit and on-site assessment with the property owner or manager. The landscape design firm will produce a project design which will be approved the property owner or manager and town staff and DRB before implementation. Town staff will maintain contact with the property owner or manager to assist in any necessary permitting and help navigate the design review process. Several property owners in Vail have already expressed interest in and need for this program (Appendix B). VIII. STAFF RECOMMENDATION Staff recommends the Vail Town Council support moving forward with a pilot program in 2017. The process would begin with the release of an RFQ for firms to provide technical and design assistance to property owners and managers with stream frontage in Vail. Staff intends to begin the program with partnerships with motivated owners or managers of high-priority properties. Once landscape design firms have been selected staff will begin reaching out to those properties to encourage them to apply. Consistent with the TOV stated objectives of the sustainability of the Gore Creek strategic plans, inclusive of managing creekside vegetation and enhancing natural buffers, we are earnestly seeking your help in providing resources to assist our HOA in the restoration of the Gore Creek bank contiguous to our HOA's property. Among the many factors attributed to the loss of the natural vegetative buffer include frontage road construction, public access foot traffic related to fishing and erosion accelerated by lack of suitable native vegetation. Our HOA is small and does not have the requisite financial resources to realistically mitigate the accelerating erosion of the stream bank. However, you may be aware that our HOA has committed to best practices in managing the stream side land and is acutely aware of this responsibility. My wife and I have enjoyed our 14 years at Lodges of Timber Creek as part-time residents and have brought our family to Vail for over 30 years enjoying the natural resources and activities. Unfortunately, I am unable to attend the upcoming town council meeting concerning a public-private cost sharing program to assist The Lodges of Timber Creek with significant creek bank erosion. As a homeowner there since 2008 I have noticed the Gore Creek bank erode by about four feet over the last 8 years. The erosion is exposing tree roots along the south bank and threatening some beautiful, mature evergreen trees. It would be a shame to lose them. The erosion seems to be caused by the road improvements along the frontage road (large rocks along the north bank that create erosion along the south bank), a lack of vegetation along the banks which has died out over the past 8 years, public foot traffic from fishing, and perhaps other causes. Our Home Owners' Association has researched this problem for years to determine a solution, but we have not found a solution that is financially feasible for the HOA. In fact, we simply do not know where to begin. As you probably know, this is a small association with varying price points. As you can imagine, the cost for this association is prohibitive and unfortunately we do not have the resources to address the problem. We would be interested in helping with the restoration of Gore Creek as we view this as a significant asset for Vail Valley. Any assistance that the town of Vail can offer to help alleviate the bank erosion and restore the health of Gore Creek would be greatly appreciated. Part of the large variance to prior year collections is due to the Easter holiday falling in April for 2017, Easter was in March for 2016. Combined March and April sales tax decreased 6.9% with retail decreasing 3.7%, lodging decreased 11.3%, food and beverage decreased 0.3%, and utilities/other decreased by 15.5%. Both Japanese officials and Mayor Chapin will make presentations in an effort to share community programming and highlights with each other. In addition, Kristen Bertuglia has been asked to summarize some of the Town's Environmental Initiatives and programs implemented along with a brief introduction and presentation from Dr. Magdalena Muir, the International Sustainable Destination Auditor. Several other activities have been planned during the two-day visit, including a visit to Vail Mountain for the Epic Discovery and lunch at Bistro Fourteen, as well as a concert at GRFA for Hot Summer Nights, and a short Vail Walking and Art Tour. II. BACKGROUND Souichi Nakamura, the representative appointed by Governor Suichi Abe, Governor of Nagano and Mayor Takefushi, Town of Yamanouchi, Japan, presented a proposal on March 21, 2017 to explore a Sisterhood exchange relationship between Vail and Yamanouchi-Machi, Town of Yamanouchi, located in the northeast area of Nagano Prefecture (which is similar to our "county"). The presentation included an outlined objective below: July 11, 2017 - Page 90 of 105 OBJECTIVE Both of our towns enjoy the spirit and the natural beauty of living in the mountains, the Town of Yamanouchi seeks a Sisterhood with the Town of Vail. Our hope is to encourage bilateral efforts to cultivate further development of our economies, our societies and a mutual cross cultural understanding through interactions in a wide range of areas including but not limited to, promotion of tourism, sustainable environment development, and educational exchanges. Mr. Nakamura presented a video about Nagano and suggested areas of cooperation as 1) promotion of tourism, 2) sustainable environment development, and 3) educational exchanges. The 2017 budget includes funding for sisterhood arrangements. Currently there have been two exchanges with San Miguel de Allende Mexico in 2017; 1) a culinary exchange with Sweet Basil (chef & writer from SMA), and 2) attendance at the SMA writers' & literary conference by two CSE members and community member. There would be no further exchanges planned with SMA this year. The Town Council might contemplate an exploration visit to Yamanouchi Town and area ski resorts with budget discussions during the 2018 budgeting cycle. III. He arrives June 18, with the project beginning early morning on June 19. The PW crew will fell the identified diseased spruce trees and transport to the site on a flatbed with the sawbucks created by the carpenters. We have gotten him lodging for the week at Sun Vail. Molly asks the board if they would like to have a reception for him at the completion of the installation. Julie asks if it could be incorporated with the Art Pass. The board agrees to have a reception incorporated with the Art Pass on June 23. Molly comments that once he gets to the site and the trees, his design will evolve. 4. Golf Course Clubhouse report Julie reports on the status of the art for the clubhouse. She explains how she volunteered at the start of the project to be the AIPP point person for the project. The Vail Rec Dist (VRD) is the primary user group and they wanted to approve any additional art elements. Art work by Mai Wyn Shantz was presented to the VRD and they were interested in a follow-up meeting. There was a stakeholders meeting with VRD, TOV staff, interior designers, AIPP rep to project following further interest in wanting to see selected works of art on the premises in early May. Molly comments the user group wants to be involved in the selection process. Molly clarifies that while it is a TOV facility it is leased by the VRD. They manage the Rec aspect, as well as rental facilities. Molly shows the board images of the art work which was brought on site and images from that meeting. Julie comments that the artwork is painted on steel and very durable. She explains that the TV on the entry wall could be placed in a credenza with a lift, so it will make the wall available for art. Margaret asks about the costs for a credenza. Molly comments that the interior designers have gotten an estimate over $7,000, but Greg Hall is pricing it as well since it seemed high. Margaret asks about the budget. Molly comments that the budget is $75,000 for the art and some interior enhancements. Julie comments that the user group was enthusiastic about Mai Wyn's work in the clubhouse. Julie reviews the pricing for the four panel sunset painting and the skinny aspen painting. Uplift is $9,600 + Aspen is $3,000 = $12,600 less 20% discount = $10,080 total with installation and delivery included. Julie comments the designers are working on two foyer benches and plants. Julie comments on the hall where we may be able to have Nordic ephemera from Richard Allen at Vintage Ski World in Frisco. The Ski Museum suggested that this would be a good source for the items. Julie then updates the board on the light fixture in the tower. We are looking at an Arteriors light fixture. It is a 4 foot diameter fixture. The designers and user group liked the fixture and thought 3 would fill the space. They also commented the shadows would be interesting on the large walls abutting the tower. Zehren told Molly they are ordering it and we will be able to inspect it in person. As there is no showroom where we can see it, the manufacturer would restock it for free if we do not want it. Julie asks the board to have a motion for supporting the direction of the committees work thus far. The board approves. The board discusses the first floor and working around the black fire box. Julie comments that the collage of work by Mai Wyn was interesting to the designers on this wall, but it was not a direction we wanted to explore. Margaret asks about art wall paper as an option. The board thinks this could be an interesting option. Julie also mentions we are looking at scatter art as a possibility. Molly comments that we are working step-by-step on the clubhouse. The board would like to know costs associated with relocating the black box on the wall. 4. Patrick Dougherty Stickworks update The artist is visiting August 21, 22, 23 to look at potential installation sites and willow sites. Molly will ask if the artist would be interested in a meet and greet reception. Molly encourages the board to look at the PBS link on the artist. Molly asks the board to think about potential willow sites. Molly reviews information from the artist's packet. The willows need to be accessible and able to be transported. We are reaching out to local ranches. Margaret comments that there are some up on Potato Patch as well. Julie inquires about the quantity. Molly remarks we will know more when we meet with the artist. Molly reminds the board about recommendations from Paul Cada from the Wildland Dept. to look at ranches versus NFS. Nancy is going to ask a colleague who works with ranch owners. Molly comments it is just cutting the willows and they will regenerate. It is not removing the willows. Trish asks if she could be of help in finding lodging. She wonders if a lodging partner may be interested in hosting him as an artist in residence. Bill Pierce comments that there is a large tract of private property up near Sylvan Lake. He suggests exploring who may be the property owners. 5. She comments that Vail has a checklist of indicators of a positive community embracing culture. She also comments the focus on small communities and rehabbing buildings with art and cultural possibilities. Year to date collections of $12,938,305 are down 3.8% from prior year and down 0.2% from budget. Inflation as measured by the consumer price index was up 1.9% for May. The annual sales tax budget has been amended to $25.5 million, updated to reflect the current shortfall. Real Estate Transfer Tax (RETT) RETT collections through June 30 total $3,186,630 up 47.4% from this time last year. The annual 2017 RETT budget totals $5.85 million. Construction Use Tax Use Tax collections through June 30 total $970,736 down 22% compared to collections of $1,125,174 from this time last year. The annual budget totals $1,545,000. Summary Across all funds, year-to-date total revenue of $30.2 million is down 0.7% from the amended budget and down 1.4% from prior year. These variances are the result of decreases in sales tax and construction fees. Discussed revolved around how the systems work, benefits of systems, rebates currently offered and normal depreciation costs today.
