Background: Gore Creek has been listed on the state's 303d list of impaired
waterways since 2012. In 2013 and 2014, five of seven monitoring sites
failed to meet state standards. In 2015, six of seven monitoring sites failed to
meet state standards. In 2016 and 2017, three of those seven sites failed to
meet state standards. Dave Rees has collected and analyzed
macroinvertebrates from Gore Creek since data collection began in 2009
and will offer his insight and observations about trends in aquatic health that
he has observed in Gore Creek and its tributaries over the last 9 years.

3.1. Vail Local (Liquor) Licensing Authority Interviews

Action Requested of Council: Conduct interviews with two interested
applicants.
Background: There is one vacany on the Vail Local (Liquor) Licensing
Authority. The term is a one-year ending May 31, 2020. Duties of the five -
member board include a review and licensing of locations within the Town to
sell alcoholic liquors and fermented malt beverages in accordance with said
Colorado Statutes, and for the local administration of the Colorado Liquor,
Beer Code, Special Events Permits and the Colorado Liquor Rules.

5.1. Vail Trailblazer Award Nominations Update

Action Requested of Council: Name three council members to serve on the
selection committee to review nominations and select 2019 recipient/s.
Background: The town council members serving on the selection committee
will meet to determine the fourth recipient/s of the Vail Trailblazer Award.
The deadline to file nominations with the Town Clerk's Office was December
15. Recognition of the recipients will occur at several March
town functions.

Action Requested of Council: Revise (if need be) and confirm committee
appointments for 2019.
Background: A review of the Town Council's committee appointments is
completed on an annual basis in January. The list reflects the appointments

Subject: Status of Gore Creek Macroinvertebrate Populations
I. Purpose
The purpose of this memorandum and presentation is to provide an update on the status of
aquatic invertebrate populations in Gore Creek based on data collected in 2017.
11. Background
Town of Vail and Eagle River Water & Sanitation District have partnered to monitor aquatic
insect populations in Gore Creek since 2009. Gore Creek has been on the state's 303d of
impaired waterways for failing to meet standards for aquatic life since 2012. In 2016, Town of
Vail adopted the Gore Creek Strategic Action Plan to address the causes of the creek's
impairment.
Dave Rees of Timberline Aquatics has collected and analyzed millions of individual insects from
Gore Creek, the Eagle River and their tributaries since 2009. Of the nine locations monitored on
Gore Creek, six were failing in 2015. In 2016 and 2017, only three sites failed to meet state
standards. Dave will present the most recent data he has collected and offer his interpretation of
what they can tell us about the health of the ecosystem in Vail's main waterway.
111. Next Steps
Town Environmental Staff has already begun using new macroinvertebrate scores to better
inform their approach to Gore Creek restoration and prioritize projects and strategies.

Subject: Interview and appointment to Vail Local (Liquor) Licensing Authority (VLLA)
SUMMARY
The Town Council will have an opportunity to interview one applicant for one vacancy on the
Vail Local (Liquor) Licensing Authority (VLLA) during the January 8 afternoon meeting. The
appointment is for one year term, ending May 31, 2020 and will be made during the evening
meeting.
II. BACKGROUND
There are five members appointed by Town Council to serve on the Vail Local (Liquor)
Licensing Authority. The VLLA is established pursuant to the provisions of Colorado Revised
Statutes section 12-46-103(4), section 12-47-103(9), and the Town Charter section 8.6, and is
a commission which oversees the licensing of locations within the Town to sell alcoholic liquors
and fermented malt beverages and for the local administration of the Liquor Code of 1935 and
the Fermented Malt Beverages Act in accordance with said statutes. The VLLA meets the
second Wednesday of each month to consider new liquor licenses, renewals, transfers and
special event liquor permits.
Those serving must be citizens of the United States, qualified electors of the Town of Vail, and
have resided in the Town of Vail for not less than two years preceding appointment, and shall
have no direct financial interest in any license to sell alcoholic beverages or any location having
any such license. Kirk Hansen and Donovan Sornig have submitted letters of interest for
serving on this board and both meet the criteria outlined above. Current VLLA members are
shown below; Hannigan is term limited.
The letters of interest are attached and the position vacancy was advertised with a public
notice in the Vail Daily and posted on the Town of Vail website the past couple of weeks .

I am writing to express my interest in serving on the Town of Vail's Local Licensing Authority.
I have been a resident of the Town of Vail since May, 2014, and am a registered voter in the Town of Vail. I do
not have any direct interest in any liquor license or location having a liquor license.
Since moving to Vail, I have been interested in the workings of the Town and becoming more involved in being
sure that both guests and locals have a great experience when they are here. I have been and am involved in
several volunteer areas in the Town and have participated in the workings of the Town.
I served as a Town of Vail Host (Red Jacket) for about two and a half years. During this time, I had a lot of fun
talking with our guests, answering questions, and helping them make the most of their time here. I worked to
be sure that that their experience was a good one so they would return to Vail and talk positively to others
about their visit. Even though I am no longer a Red Jacket, when someone looks lost, I stop and if they need
help and answer their questions. One of the reasons we moved to Vail was the friendliness of the people. I now
strive to carry on those friendly interactions with our guests that drew us here.
I am the Secretary of the Bald Mountain Townhomes Homeowner's Association. Much like with issues faced by
the Town, issues faced by the association must also be blended with the governing documents and the
passions of the homeowners. As a member of the board, I strive to ensure that the governing documents are
honored while also honoring the passion of the homeowners.
The Vail Rotary Club is another passion of mine. I joined the Vail Rotary Club shortly after moving to Vail.
During this time, I have been elected to the positions of Sargant at Arms and Secretary. I am currently the
President Elect and will become President in July, 2019. The members have voted for me to have a second term
as President. In my roles in the Vail Rotary Club, I work to ensure that the club is a vibrant and contributing
member of the Vail community. The Vail Rotary Club gives between $4o,000 and $8o,000 per year to both local
and international service projects. We support local non -profits through both monetary contributions and
volunteer time. For the past three years, I have managed the website for the Vail Duck Race, the Vail Rotary
Club's primary fundraiser. Each year, I have taken a larger role in the Duck Race and have worked with Highline
and the Town of Vail to be sure that the Duck Race blends with Gourmet on Gore and the Town's needs.
I am also interested in the workings of the Town. When there is an item of interest, I frequently attend DRB and
PEC meetings as well as the Town Council meetings. I take the time to educate myself on the discussions,
including reading the relevant codes, so that I can understand how the issue is governed by the town codes, the
Boards, and Council. We have a lot of passionate people in the Town. Sometimes, their passion doesn't align
with the town codes (or State or Federal laws). It is critical to follow the governing codes and laws and blend
them, as closely as possible, with the passion we feel about our Town.
I have a PhD in Kinesiology from the University of Houston. While pursuing my PhD, I became an expert in
reading, understanding, and analyzing complex literature. I also became an expert in being able to see issues
from multiple angles and analyze the pros and cons of each angle. This has helped with my reading,
understanding and analyzing multiple sides of the issues that have come before the Town Boards and Council
as well as the Homeowner's Association and Vail Rotary.
Although I do not have direct experience in serving or managing a business serving alcohol, I do patronize such
establishments. I have investigated getting a TIPS Certification and will be happy to do so. I have also been
reviewing both the Town codes that govern the Local Licensing Authority and state laws that govern the
service of alcohol in the Town of Vail.
Despite my lack of direct experience in the industry, I believe that: my passion about helping the Town of Vail
be a premier destination, my involvement in the Town, and my ability to understand and analyze multiple sides
of an issue will allow me to be a productive member of the Town's Licensing Authority.

The Vail Business Review breaks down the four percent sales tax collected for the month of
October 2018 and the summer collections of May through October.
Overall October sales tax increased 2.3% with retail increasing 3.7%, lodging decreased 7.3%,
food and beverage increased 5.5%, and utilities/other increased by 7.7%. Excluding the out of
town category; sales tax for the month of October was up 0.4%.
Summer sales tax collections increased 12.7% with retail increasing 12.8%, lodging increased
13.1%, food and beverage increased 14.8%, and utilities/other increased by 4.1%. Excluding
the out of town category; summer sales tax collections is up 11.2%.

Sales Tax
Upon receipt of all sales tax returns, November collections are estimated to be
$1,134,234 up 13.7% from last year and up 13.1% compared to budget. Year to
date collections of $23,483,143 are up 7.2% from prior year and up 4.6% from
budget. Inflation as measured by the consumer price index was up 2.2% for
November. The annual budget totals $26.0 million.
Real Estate Transfer Tax (RETT)
RETT collections through December 31 total $7,533,515 up 19.3% from this time
last year. Sales from the Lion have boosted RETT revenue so far this year.
Without those sales, RETT is up 10.0% from prior year. The 2018 amended
budget totals $6,430,000.
Construction Use Tax
Use Tax collections through December 31 total $3,689,130 compared to
$1,740,754 from this time last year. The majority of the increase in Use Tax
collections is related to the next phase of the Vail Health remodel and increased
residential remodels. The 2018 amended budget totals $3,600,000.
Construction Permits and Plan Check Fees
Revenue from construction activity of $2.75 million is up $1.3 million year to date,
92.3% from the prior year.
Parking Revenue
Season to date:
Pass sales from November through December 31 total $1,475,932 up $435,381
or 41.8% from prior winter season. The majority of the increase in pass sales
was largely due to purchases by local businesses and increased interest in value
passes.
Daily sales from the parking structures from November through December 31
total approximately $1,211,346, up $702,128, or 137.9% from the prior winter
season as a result of the heavy snow fall in early season compared to lack luster
early season in the prior year.

Summary
Across all funds, year-to-date total revenue of $62.3 million is up 5.1% from
amended budget and up 9.2% from prior year. The majority of the increase from
budget is related to sales tax collections and construction fees.

BACKGROUND: The town council members serving on the selection committee will meet to
determine the fourth recipients of the Vail Trailblazer Award. The deadline to file nominations with

I. SUMMARY
The Vail Town Council is asked to name council members to serve as the selection
committee to determine the fourth recipient/s of the Vail Trailblazer Award to be given
in 2019.
There were five new nominations added to the existing six nominations submitted from
prior years. These suggested names have come from community members and
include both single and paired nominations.
II. CONSIDERATIONS
The council is asked to consider a slightly different approach to the review process this
year in light of the number of applications and amount of time it will take to review
them. It is proposed that an internal team from the town manager's office would review
the eleven (11) applications and prepare a recommendation for the committee; there
would likely be a list of 2 or 3 people to consider during the final review by committee.
There might also be some consideration given to naming three elected officials to the
committee; a public notice would need to be posted in this regard. Bruno, Foley and
Langmaid have served on the selection committee. It should be noted the names of
the nominees will be provided to the council under separate cover as the approach has
been not to publicize this list of nominees. A meeting to review the applications will be
scheduled later this month.
III. BACKGROUND
The box below identifies the criteria used in this process. Those who have submitted
applications have hopefully shown how the nominee/s has exhibited his/her best efforts
towards exemplifying the spirit and fortitude in making Vail a great community with
lasting impacts.

Nomination Criteria
Individual, couple or team should live, work, own a business or own property in Vail with the
recognized activities centered in Vail. Selection criteria will be evaluated on:
■ One or more actions that have made a significant contribution to the overall betterment of the
community.
■ Actions should demonstrate pioneering contributions of time and talent, courage, leadership,
vision and commitment to enhance Vail's social, recreational, cultural, educational and
environmental values that define the community.
■ Contributions need not be limited to achievements immediately preceding the year of the
award but may be cumulative over a period of years.
Recipient/s of the award will be recognized at several upcoming events, as follows:
• A luncheon in March
• The Town of Vail Annual Community Meeting in March, in which a recognition
plaque will be presented
• A Town Council meeting at which time the recognition will be formalized by a
Mayoral Proclamation adopted by the Vail Town Council
• A cumulative Honor Roll plaque will be dedicated to hang in the Vail Town Council
Chambers
The Trailblazer Award was created as a legacy project when the Town of Vail was
preparing to celebrate its 50th birthday on August 23, 2016. A Town Council
committee was formed to develop the idea and select the first recipient of the award.
The Vail Trailblazer Award is presented annually to recognize an individual, couple or
team that exemplifies the spirit and fortitude in making Vail a great community through
one or more actions that make a lasting impact. The following community members
have been awarded the Vail Trailblazer Award:
