Purpose The purpose of this memorandum is to inform the Vail Economic Advisory Council about the Town of Vail’s upcoming Civic Area Master Plan and public engagement process. A master plan is necessary for the Civic Area to guide the future development and use of Town owned properties in the Lionshead area, specifically the Lionshead Transportation Center, Charter Bus Lot, Dobson Arena, Vail Library, Lot 10 parking area (currently used by Vail Health) and the surrounding rights-of-way. The Civic Area Plan will also include the Vail Municipal Building site on S. Frontage Road. The planning process will study how the Town can best use the lands in the Study Area to meet its needs and goals. The plan can also study how various potential uses and designs may affect adjacent properties and uses, including nearby residential properties such as Vail International, the Lodge at Lionshead, and the Evergreen Lodge. The master planning process will help the Town Council and the community to identify a vision for the future use or development of these buildings and lands within the study area. The Civic Area Plan will help to ensure that the uses and the design of future development meet the functional and programming needs of the community, meet the goals of the Lionshead Redevelopment Master Plan, and also represent the Vail brand. Once adopted, the Civic Area Plan will help guide future decision making and implementation within the Civic Area. A master plan is not a site specific development plan, and will not include detailed designs for specific buildings. Additional design work will be required after completion of the plan in order to build any new structures. In addition, the plan does not affect existing zoning or permitted land uses. Rather, the master plan will make recommendations for future changes to zoning and land use regulations (if necessary to achieve the objective), and may identify other programs, policies, costs, funding and implementation steps necessary to achieve the objectives for the Civic Area. II. Action Steps for Civic Area Planning Process Phase One in the master planning process is to engage the services of a public engagement facilitator and a planning and design consultant team. The Town of Vail has completed a request for proposal process, and has selected the team of 4240 Architecture / Braun Associates, to lead the planning and design process, along with Russell + Mills Studios and Trestle Strategies Group. Page 2 of 3 The public engagement specialists from Trestle Strategies Group from facilitator will help the Town Council and the community to answer these important questions in order to hone in on the key elements of the Plan: • What is driving the need for the Plan? • What are the current problems in the Study Area? • What are the objectives for taking on this Plan? • Where is the Study Area or boundaries of the Plan? • How will we measure success of this project? • What are the “Givens” that must be respected and understood in the planning process? • What are the Guiding Principles that will guide the visioning process? In the course of the public engagement process, we will identify a Problem or Opportunity Statement, and a Vision Statement. The Study Area will identity the properties included in the Plan. The Vision Statement will identify the architectural and programming “picture” that the Town is aiming to achieve. A robust public engagement process will help to ensure that as many issues and opportunities as possible are identified early in the process. This process can help to reduce risks later in the planning and design phase of the project. III. Project Milestones, Schedule and Estimated Budget The Civic Area Plan will involve a significant a public engagement process, stakeholder interviews and many public meetings. We anticipate that the process can be completed within 14 months, with completion in October 2019. At each step of the planning process, ideas will be introduced, studied and refined. Each step of the planning process will help to inform elements of the plan. Page 3 of 3 Based on the necessary steps to create a successful plan, we contemplate the following timeline for completion of the plan: Phase 1 • September 2018 – October 2018 – Preliminary Planning and Fact Finding – Define goals and “Givens”; establish a Steering Committee. Background research on existing conditions, review of past studies and plans, and an assessment of existing conditions • October 2018 –February 2019 - Public Engagement Process – Solicit community input and hold public meetings. Identify the Community Vision and Goals, Objectives and Polices for the Civic Area. Identify a Problem or Opportunity Statement. Create guiding principles. Phase 2 • January 2019 - February 2019 - Detailed Programming and Planning - Determine Plan Design Options, and select a preferred alternative for facilities and lands within the study area. • January 2019 – May 2019 - Conceptual Site Design, Program Test Fits, Character Studies - Prepare alternative site and program layouts, present and receive direction on the preferred layout, finalize site plans and character refinements. • April 2019 – July 2019 – Final Documentation / Master Plan Document and Plan Implementation Strategies - Present proposed zoning and land use strategies and prepare master plan documents. • July 2019 – October 2019 – Formal Review Process and Plan Adoption IV. Action Requested of Vail Economic Advisor Council An important part of the public engagement process will include the identification of community stakeholders. As an advisor to the Vail Town Council, the VEAC will play an important role in reviewing the ideas and concepts that result from the public engagement process, and also providing direct input in the planning process on the economic impacts and needs for the Vail community, and how they may be addressed within the Civic Area. We anticipate that the VEAC will be consulted during this first phase of the planning process which is currently scheduled for October 2018 through February 2019. Specific meeting dates have not yet ben determined. The Community Development Department and our public engagement consultant, Danica Powell from Trestle Strategy Group, will arrange for an opportunity to meet with the VEAC through Mia Vlaar.
