VEAC September MinutesVail Economic Advisory Council Tuesday, September 11, 2018 Town Council Chambers 8:00 AM – 10:30 AM MEETING MINUTES Packet Materials Link: http://bit.ly/2wxjGCr VEAC Members Present: Rayla Kundolf, Laurie Mullen, Mike Lange, Sarah Franke, Mike Ortiz, Matt Ivy, Matt Morgan, Mark Gordon, Kim Newbury-Rediker, Matt Morgan, Lori Pohl, Phil Metz, Mike Glass, Bob Boselli, Alison Wadey, Greg Moffet Town of Vail Staff Present: Kathleen Halloran – Finance Director, Mia Vlaar – Economic Development Director, Ernest Saeger - Special Event Coordinator, Chris Neubecker – Planning Manager, Matt Gennett – Community Development Director, Greg Clifton – Town Manager Others Present: Chris Cremer – Ski Haus Financial Update, Kathl een Halloran (5 minutes) Sales Tax Upon receipt of all sales tax returns, July collections are estimated to be $2,264,145 up 2.2% from last year and down 2.3% compared to budget. Year to date collections of $17,499,574 are up 4.7% from prior year and up 1.8% from budget. Inflation as measured by the consumer price index was up 2.9% for July. The annual budget totals $26.0 million. Real Estate Transfer Tax (RETT) RETT collections through August 28 total $4,759,809 up 7.5% from this time last year. Sales from the Lion have boosted RETT revenue so far this year. Without those sales, RETT is down 5% from 2017 but is still pacing with budget. The annual 2018 RETT budget totals $6.1 million. Construction Use Tax Use Tax collections through August 28 total $3,242,255 compared to $1,162,178 from this time last year. The annual budget totals $1,975,900. Civic Area Plan Update, Chris Neubecker and Matt Gennett (20 minutes) See presentation for details. • Neubecker noted that creating a master plan if the beginning of the process • Neubecker said they have identified contract partners for the project • Neubecker noted that suggested uses for the area include meeting space, employee housing, offices, and more VEAC Minutes September 11, 2018 • Gennett noted the need to engage all stakeholder groups through the community engagement process including residents, Dobson Ice Arena users, and parking structure stakeholders • Gordon said all past plans should be included: 2005 conference center, Lionshead redevelopment plan, etc. • Gordon said it is also important to engage future users and stakeholders for their input • Moffet noted the need to determine what is possible and what is not early in the process • Mullen asked what the amount of TIF funds available are • Clifton said it is not a large balance and that staff has been meeting with a company specializing in municipal bonds • Kundolf suggested the CSE weigh in on the facility needs from an event standpoint • Gordon suggested that Community Development present to the CSE • Vlaar asked Neubecker to give an update on the West Vail master plan • Neubecker said they may start the West Vail master plan in 2019 • Clifton noted it is on the priority list of the Council’s over the next two years • Morgan asked about Vail Resorts position relative to their covenant on the parking structure • Clifton said they are important partners and will be included at the table • Clifton noted the importance of the VEAC during this process due to the economic opportunities Guest Experience & Community Hospitality, Alison Wadey (25 minutes) See presentation for details. • Wadey noted the feedback that there is room for improvement in providing a consistent guest experience in Vail -- on Vail Mountain and in the Town of Vail • Gordon asked if there is a formal certification • Wadey said that is the goal and some employers said they would pay certified employees $0.50 more an hour • Nolan asked about business license fees and where the revenue is allocated • Halloran noted business license fees are primarily allocated to the Commission on Special Events • Nolan suggested the idea to raise business license fees and consider using the increase to fund the guest experience program • Wadey said the launch may be a slow rollout for summer 2019 followed by a full rollout fall of 2019 • Wadey said the launch of the program depends on partner commitments and funding Town Manager’s Report, Greg Clifton (15 minutes) • Clifton said there were 93 applicants for the Assistant Town Manager position • Clifton said the Vail Resorts retreat was successful and items are already moving forward • Clifton said be aware of what will be on the ballot measures this November • Clifton noted that there is a local collaborative that meets every two months to improve transportation between our communities VEAC Minutes September 11, 2018 Citizen Input (5 minutes) Other Business (5 minutes) • Vlaar said she will put the Vail App and Short Term Rentals on an upcoming agenda • Vlaar said she has been interviewing applicants for the Economic Development Coordinator position • Wadey thanked for the support of the Businesses, Bogeys and Bragging Rights golf tournament Adjournment Next Meeting: Tuesday, October 9, 2018, 8:00 – 10:00AM, Town Council chambers VEAC Minutes September 11, 2018
