Sybill reported to the CSE on the following matters:
• Robert Aikens has resigned fi,... the CSE due to family illness.
• The Meadow Drive Partnership has confirmed that they are committed to move
forward with the Harvest Festival on September 23, and that construction activities
along Meadow Drive will not impact the event significantly.
• Financial Report: The CSE reviewed the q..;,adsheet. All accounts and funds are.on
schedule..

event will attract the most interest. A number of questi ons are focused on the shopping

business to. Each survey is to take 5'to 6 minutes- if it they are taking too long,
Kelli indicated that a couple of the "sh. ,r,:ng" questions maybe eliminated.. The results will be
presented to the CSE in October.
Review of CSE Funding P phy in W of upcoming t%jeje and worVwg VLMD
and development of the 2008 Request to Count for 4_.&L Funds: Stating the fact the VLMD:

visitation within the Town of Vail and noting that this year'.s CSE budget "happens" to be 41 %
of the VLMD collections of last j w., Stephen Connolly rxc,? the CSE with a suggestion .
-that the CSE's budget be tied to a % of the VLMD collections. of the previous year which are
known by the end of March. With a goal of L ,..lining the CSE's RFP process, he ...;,rased
that the benefits of this concept might include:
® Allocations could be made earlier in the year, enabling event producers to plan earlier
• Re-allocations, if an event r?.,.,:..oter `returned" their allocation for one reason or another,
could be made earlier in the year and might provide opportunity for the CSE to issue a 2nd
UP without rushing to the end of the year.
• Fund balance at the end of the year would be returned to the General Fund

? Following discussion, Stephen Connolly moved to Sybill toter:, a draft budget'
request for any..,' tral at the June CSE meeting based on 45% of the 2007 VLMD budget.
Meggan Kirkham seconded the motion, which passed unanimously.
Final Reports/Spring Back to Vail (SB2V): Jeff Brauusch distributed an,,,, and final
budget iUwL"4IIg that this year's SB2V was the most successful by far, that sponsorship support
is strong, attendance was record-breaking and VRI is c,.'x..-itted to continued support as well.
Acknowledging this as a "pivotal" year, he stated that the turnaround in the budget could be
attributed to better Jr-u.,orship, 4Lv"& 4`1'k L . the ski vu,urauy, Highhne's ,.&J over
booking the entertainment (no MTV involvement) and the excellent weather. Scott Stoughton
.':, ar?LJ that the weekend concerts were clearly the big highlight but that the impact of booking
the acts late results in losing the opportunity to market the event early. He asked how the mid-
week energy could be bo6,.QX .d. Jeff affmned that the 6 are the big &a to, and added that
they are looking at ways to condense the event and develop a more festival like atmosphere by
sh.,. b:;,.ing the overall time frame without losing the critical bookings over 2 weekends.
Update from. Laurie Asmussen on potential New Year's Eve Activities: Laurie informed the
CSE that she is investigating with VRI the possibility of opening up the Torchlight Parade/Ski
Down for public tion, but that it is u...,,listic to expect any significant additions to this
year's event with 50% of the budget already going to fh Q works. She added that she may partner
with the R".",L;on District, YL, ..., . Services, on an t *" for y g people at Donovan Pavilion
and that she hopes to present a r..,'rasal in the fall to develop a family-friendly, 1" Night
celebration at Arrabelle for next year.
New Business: Dave Chapin.,lat,;d that he had attended some of the W.-ation meetings on the
r.'„Vosed redevel..r.uent of the Lionshead Parking Structure and encouraged the other CSE
members to pay attention to the potential of this project

The mission of the Vail Commission on Special Events (CSE) is to support
street entertainment and special em i4, for economic vitality, ,year round
fun, sense of community and increased quality of r;. perience for guests and
residents.

EVENT OVERVIEW -
GOALS AND OBJECTIVES
• Attract additional Vail Visitors, for the final month of the season, from in and out of
Colorado.
• Entice return destination visits from earlier winter bookings with value packages to
include lift tickets and lodging.
• Differentiate Vail in the month of April.
• Target youth-minded 30 to 45 year olds.
• Target attendees with Household Income over $75,000
• Attract incremental Vail spending $$$ (Lodging, Food & Bev, Merchandise, Lift Tickets,
Rentals, Etc.)
HIGHLIGHTS
Overall, the 2007 event was very successful with greatly increased destination visits, lodge
bookings and packed restaurants and shops.
Marketing and PR campaigns were very strong in promoting awareness and driving event
attendance
• Estimated attendance/visitors to Vail during the two weeks of Spring Back to Vail: 150,000
Kid Rock live in concert at Ford Park
• Free concert in Vail Village - Third World with Warren Miller movie screening
• On-mountain events included World Pond Skimming Championships and Malay Day
• Largest World Pond Skimming Championships event to date.
• Apr6s and after dark parties took place on eight nights during Spring Back. Additional
parties and special promotions, which were not part of the official SBTV schedule, were held
in town after each concert.
• Out of State visitors up week 1- 85% YOY and week 2 -.5% YOY
Vail lodging up 31.6% YOY

POTENTIAL FOR GROWTH AND DEVELOPMENT FOR SPONSORSHIP AND
MEDIA EXPOSURE
Spring Back to Vail has made big strides in just four years of existence. For 2008, Vail Resorts
has committed to continuing to assist in underwriting the event to bring in national acts that draw
large crowds and destination visitors. This will be especially important with an Easter free April.
We have a tried and tested foundation in place from which to continue expanding the reach of
the event. We will look to continue to build upon sponsorship and TOV tax revenue generation.

Spring Back to Vail impacts Vail's sense of community like no other event. The event,
especially the headliner concerts and the Pond Skimming World Champs has truly become a

regional and local publications. Multiple 4-color ads promoting the
event were published in national print magazines Ski and Skiinq.
Additionally, numerous ads ran in the Front Range via the
Westword and The Onion, and in the high country's Aspen Times,
Summit Dailv News, Glenwood Independent, Leadville Chronicle
and the Vail Dailv.

Multiple Press Releases were sent to local, regional and national
media outlets to garner exposure, increase participation and
ultimately continue to elevate the awareness and interest of
Spring Back to Vail as the biggest spring party in the mountains.

logo were placed in prominent areas throughout the Denver metro
area.

Permission-based emails featuring Town of Vail's logo and I.D.
