Does the CSE wish to pursue an in-depth discussion on the following issues which were raised at the CSE ineeting on Noveinber 27, 2007: • Review Mission Statemei7t and develop recommendations to Council for possible code changes • Discuss how and when the CSE formulates its Strategic Plan: the current plan is approved through 2009. Does the CSE feel there is a need for revisioi7s at this time? • Film Festival: Should this event be recoininended to council as Culturally Designated? • Procedure for additional event allocations in 2008, if money is available. New Business: (5 ininutes) Adjournment: 10:25 a.m. Next Regiilcrr CSE Meeting: Taresdc(v, Februng 26, 2008 cr 9: OOcrni Town of Vail Commission on Special Events Meetin~ Vail Town Council Chambers February 26, 2008 at 9:00 a.m. AGENDA: Administrative Items: (10 minutes) • Lorelei Donaldson: Swearing in of newly appointed and reappointed CSE members: Rayla Kundolf, Robert McKown, Bobby Banlc and Scott Stoughton, whose terins will expire at the end of December 2009. • Election of Vice-Chair • Approval of the Minutes of the meeting of January 22, 2008 • Review Financial Status • Special Business Proinotion Permit: approved by the Town Council at their meeting on Tuesday, Febniary 19. CIRSA Guidelines Presentation to the CSE/ Matt Mire (30 minutes) Status of CSE Funding Contracts: (15 minutes) The CSE will malce a determination on the status of the 2008 event funding allocations for the following events: • Kick-It 3v3 Soccer Tournament/Joel Rabinowitz: Would the CSE accept moving part of the tournament to the Eagle-Vail Soccer Field to alleviate some of the pressure on Ford Parlc? • Vail Farmers' Market/Rick Scalpello and Marty Stewart: Meadow Drive Partnership requested $80,000 in CSE funds for the Farmers' Marlcet, and received an allocation of $54,175. On account of the allocation being significantly less than what was requested, the market organizers have suggested that the market dates will be Sundays from June 15- September 7, rather than continuing until Septeinber 21, as was presented in their original proposal. • Gourmet on Gore/Jeff Brausch: Highline Sports requested $75,000 for this event. The CSE allocated $44,325. As a result, Highline Sports would lilce to hold the event on Friday evening and Saturday, Aug. 29 and 30, and cut the Sunday, August 31 expansion date that was included in the original proposal. Snow Daze Recap and Final Event Report/Jeff Brausch: (15 nunutes) Holidays in Vail Recap and Final Event Report/Laurie Asmussen: (15 minutes) "Vail Winterfest," An Expansion of the Holidays in VaiL• (15 minutes) Kelli McDonald will update the CSE on the formation of a task force, at the direction of the VEAC, which has been charged with developing an expanded slate of activities and associated inarketing efforts to stimulate business in Vail from Thanlcsgiving throu,,h New Year's. The CSE is being aslced to review the current plan, suggest additional activities that might be incorporated and to forward a recommendation to the Town Council for approval of a supplemental allocation that would enable the project move forward in 2008. Sponsorship Development/Jeff Brausch: (30 minutes) Per the CSE's request, Jeff has agreed to share his experience in tlus field with the CSE, focusing on the following: • Benefits to the community of a large event that has multiple sponsors and provides opportunity to leverage public dollars to a high degree. • Opporttmities to develop spoi7sorslups that would lessen the reliance of public funding for start-up events. Identification of Topics for Discussion with the Town Council: (30 ininutes) At last month's CSE meeting, the members requested time to identify topics on which they would like to have feedbaclc from the Town CounciL Coincidentally, at their retreat in January the Town Council expressed their desire to have discussions with each of the town boards and cominissions. It is likely that this meeting will be scheduled as a joint discussion including the VLIVIDAC early in April. Possible topics for inclusion: • Challenges presented by the timing of budgets: The CSE has to prepare it's budget for Council prior to lalowing what the opportunities for the coining year will be. • Is there a point at wluch an event becomes "icoiuc," and, on account of the large impact on the CSE's budget, moves to the category of Council Contributions? • Add events to the "Culturally designated" list or, conversely, • Should all of the Town's Special Event Funding be moved to the CSE for their oversiglrt? • Should the CSE be providing "seed" inoney to support the start-up period of a new event, or maintain a"sponsorship" role established events? • How does the CSE maintain the current event calendar AND develop and attract new eveiits without more significant budget increases? • Should we handle the mandated eveiits differently: i.e. America Days, Holidays in Vail etc. New Business: (5 minutes) Adjournment: 11:45 am. The attached "Economic Impact Intercept Survey," talcen at the 2008 3v3 Soccer Tournament, was contracted by the VRD as a sample of the type of document that could provide this information. New Business: (5 minutes) Joint meeting w/VLMDAC- 12:00-1:00 w/lunch The VLIVIDAC will discuss strategies, tactics and target audiences for the sununer n7essaging so the CSE has a good understanding of that when malcing their decisions on which events to fund and how those events align with the suinmer marketing. The CSE will review the followii7g applications that were received prior to the deadline of Thursday, October 9@ Spm and will allocate the fiinds according to the established criteria.
