Motion to approve the minutes of the meeting of October 23, 2007 with revisions as suggested by Stephen Connolly. VS/P: Stephen Connolly, Bobby Bank, Unanimous Coordinator Report: • CSE member terms expiring on December 31, 2007: Bobby Bank, Stephen Connolly, Clint Huber and Scott Stoughton. A letter of interest should be submitted to the Vail Town Clerk, Lorelei Donaldson by those who wish to be considered for' reappointment. The deadline will be Wednesday, December 12 for interviews on Tuesday; December 18, 2007. • . 2007 Financial Report: CSE members reviewed the status of remaining contracts. No issues were identified. •. 2008 Meeting Schedule: Dave Chapin explained. the meeting schedule for the coming year with CSE meetings continuing to be on the 0 Tuesday of each month, with no meeting scheduled for December. He added, that in light of the possibility for a number of new members in 2008, Matt Mire would provide board member training as part of the agenda at the January meeting. • At their meeting on November 6, 2007, the Town Council approved a $50,000, supplemental allocation to support the 2008 IFSC World Cup @ the TEVA Mountain Games. Joel Heath added that he felt this was a test- and that they have been offered the opportunity to prove the potential for this event and their ability to make it a success for the community. If successful, they will continue to work with the Town and the Vail Recreation District to install a permanent climbing wall in the community. Final Event Reports: Sybill explained that the following reports had been included in the packets for CSE member review and asked if anyone had questions or comments: • 2007 Vail Lacrosse Shoot-out: No comments were offered. • Colorado Walks: Vail Village Mile: Given the comments included within the report describing the challenges encountered in developing enthusiasm for the event f.%,.,, within the community and their opinion that they would be, more successful if tiedto another, larger and more established event, Sybill reported that she had.passed'the report on to John Monson at the VRD who agreed to consider.how it might be incorporated into one of their summer race series. King of the Mountain Volleyball: Sybill was asked to get additional information from Leon Fell.with respect to the "pay off line of credit" budget item. What should the CSE's policy be with regard to funding special events that show a significant profit. that is donated to charity? Scott Stoughton and Stephen Connolly both suggested guidelines that would discourage support for an event which is a fund raiser for an individual entity, but would not eliminate consideration for an event which provides a stimulus for the:local economy and distributes it's proceeds to multiple beneficiaries. After brief discussion, the CSE members agreed by consensus that whether the net proceeds of an event are donated to charity or go into the profits of the event organizer is not irimportant as-long as the event meets the criteria set by the CSE.- 2008 Special Event Funding Allocations: The Town Council has allocated the CSE $765,250 for the support 2008 Special Events. The CSE determined the following funding allocations.for events whose applications were received as part of the 2007 RFP process and which were reviewed at the October 23, 2007 meeting. Motion to allocate $93,575 to Untraditional Marketing for the TEVA Mountain Games. ? M/S/P: Clint Huber, Heather Trub, Unanimous. Motion to allocate $81,263 to Highline Sports and.Entefta.inment for Oktoberfest. ? M/S/P: Scott Stoughton, Bobby Bank, Unanimous. Motion to allocate $64,025 to Highline Sports and Entertainment for Snow Daze. ? M/S/P: Meggen Kirkham, Clint Hubert Unanimous: Motion to allocate $44,325 to Highline Sports and Entertainment for-Gourmet on Gore. ? M/S/P: Clint Huber, Meggen Kirkham; Unanimous. Motion to allocate $73,875 to Highline Sports and Entertainment for Spring Back to Vail. ? M/S/P: Clint Huber, Heather Trub, Unanimous. Motion to allocate $59,100 to the Vail Film Institute for the Vail Film Festival. ? M/S/P: Clint Huber, Meggen Kirkham. Dave Chapin opposed. All others in favor. The motion passes 6-1. ? An additional motion was made by Stephen Connolly, seconded by Clint Huber, and passed unanimously, to recommend to the Vail Town Council that the Vail Fihn Festival be considered a "culturally designated event." Motion to allocate $54,175 to the Meadow Drive Partnership for the Vail Farmers' Market. ? M/S/P: Clint Huber, Stephen Connolly, Unanimous. Motion to allocate $13,174 to the Vail Valley Foundation for The Session. ? M/S/P: Clint Huber, Stephen Connolly. Meggen Kirkham opposed. All others in favor. The motion passes 6-1. Stephen Connolly then moved that 2008 be the last year that The Session would be considered for CSE funding. This motion died for lack of a second. Motion to allocate $14,775-to the Lionshead Merchant Group for a Lionshead Friday Afternoon Club. Noting that the original request of $30,000 was to support 10 weeks of Friday Afternoon Clubs, the CSE intends this.funding to support 5 weeks of Fridays in 2008, as a trial program of the concept. ? Motion to approve the allocation of $10,000 to Colorado Lacrosse Promotions for the 2008 Vail Lacrosse Shootout, as the 3`d installment in what has been a 3 year'agreement of support for the' event by the. Motion to send the total budget as approved by the CSE for $765,331 in direct special event funding for events in 2008 to the Town Council for their review. The deficit of $81 will be covered out of the CSE's 2008 administrative expense. budget. M/S/P: Stephen Connolly, Meggen Kirkham, Unanimous. New Business: Dave Chapin reminded the members that recusals are required only when a member is in a position to directly benefit financially and/or if they are directly involved in the event under discussion. Scott Stoughton affirmed that he was in a position to benefit financially from CarniVail. Stephen Connolly requested that the following items be placed on the January agenda for discussion: 1. If some of the funding allocations are not accepted and the CSE finds itself with money remaining in the 2008 budget for event funding, then discuss the development of a procedure for the allocation of the remaining funds. 2. Revisit the CSE's Mission Statement. Stephen, expressed his dissatisfaction with the fact that the Town of Vail code seems to prioritize the provision of "street. entertainment" as the CSE's main focus and stated his opinion that the mission should be "tweaked." 3. And, usually not before late spring. This line of:-credit is for $10,000 "'Which the Aspen Event bears the brunt, of the pay-back. And, until this year, the King of the Mountain has not been financially stable enough to pay its share of the early season expenses. Due to the success of this year's Event, the IGng of the Moutain's portion was allocated towards that segment of the line of credit. The production of the IQng of the. Mountain is an ongoing, year round, effort which reguires funds allocated towards the work put in on the organisation and promotion of the 'Event. Sponsorship donations, typically, don't come in until late spring and, of course, registration fees not until early June. Thus, a line of credit is established to provide funds to work on the Event throughout the winter. And, as you can see, through frugal operations and other, creative, marketing technigues, we have been able to continue to grow the Event (without the huge expenditures of dollars that other,; similar, Events spend) and be able to meet our expenses. This early season expenditure has been necessary for the past seven years, however, this is the first time that any of the line of credit payback has been allocated towards the King of the Mountain. FYI: Due to the fact that the IGng of the Mountain has been in a re-building mode for the last seven years, since our organization took it over, (you might remember that this once highly recognized volleyball tournament had a mere 28 teams seven years ago - down from a national high of 484. teams in 1986) and had lost any national recognition, national sponsors. had been recruited, primarily, from the Aspen Event with a. small amount of their dollars going into the Vail Event as a package. - Now, it is becoming a little easier to get sponsors to look at Vail on its own merits. As well, there is no line of credit being utilized for 2008. (Ord. 30(2004) § 1) 3-6-2: DEFINITIONS: QUALIFYING CULTURAL EVENT: A function.whose primarypurpose -is cultural in nature rather than economic: These events are typically, but not necessarily, held in a performing arts venue such as Ford Amphitheater or Dobson Arena. The: town council shall establish by resolution a nonexclusive list of qualifying cultural events. SPECIAL EVENT: A function whose primary purpose is to_promote.an exciting, lively, fun and/or prosperous business climate within the town'of Vail. (Ord. 30(2004) 3-6-3: MEMBERS; APPOINTMENTS; TERMS: The CSE. shall consist of seven (7) voting members appointed, at large; by the town council. All seven (7) Voting members shall be residents ofthe,town of Vail, own real property'within the town of. Vail, own a business in the town of Vail, or be' employed within the town of Vail. (The initial terms of 2 members of the. CSE shall be for one year, and'the initial term of 3 ,members shall be for 2years; to be appointed in 2002.). Beginning in January of 2005,. the CSE shall consist of seven (7) members to be appointed at large. Therefore, in December of 2004, the town council shall appoint six (6) new members to the CSE:. The term of three (3) new members shall be for one year and the term' for the other three (3) new members shall be for two (2) years. Thereafter, the town council shall annuallyappoint CSE members to two (2) year terms every January. (Ord. 30(2004) § 3) 3-6-4: REMOVAL FROM OFFICE: Members of the CSE shall serve at the will of the town.council and shall be subject to removal by the town council for inefficiency, neglect of.duty, failure to attend meetings (70 percent mandatory attendance at scheduled meetings), malfeasance. in office, or any other reasons the town council deems proper. (Ord. 30(2004) § 4) 3-6-6: OFFICERS; MEETINGS; RULES: The CSE shall elect its chairman from among its appointed members. The term of the chairmanshall be for one 2-year term, with eligibility for reelection for-three (3) additional. two (2) ,year terms. The CSE shall meet as it determines to be necessary, and its meetings shall be in accordance with Robert's rules of procedure unless it adopts other rules for the transaction of business. Four (4) or more members must vote for any action for it. to pass. The CSE shall keep a record of its resolutions, transactions,. findings and determinations., The CSE. will provide quarterly informational reports to. the town council, in addition to a full annual financial report at,budget time: An annual evaluation of events shall be included. The Commission on Special Events (CSE) strategy assumes several givens: • Special events contribute to visitor satisfaction, sense of community and increased spending. • Cooperation with the Vail Local Marketing District will eliminate duplication of effort: the VLMD attracts visitors to Vail and the CSE -entices them to return. • Events. that. receive support from the CSE must be of a quality- commensurate with Vail's image as a world class resort. • A single point of contact is required to support special event producers.' • The use of measurable criteria in event selection, funding and evaluation is critical to ensuring progress. A strong portfolio of events already exists, and it will be the job of the CSE- over the next few years to weed out events not performing as expected while continuing to encourage the development of new events that are commensurate with the world class image of Vail. Presently, the CSE manages a budget of approximately $650,000 per year, with funds allocated annually by the Vail Town Council. It is an objective.of the CSE to demonstrate to Council that.special events are a revenue provider for the Town, not an expense, and that events can deliver substantial sales.and lodging tax revenues while simultaneously making Vail a more exciting place to live and visit. tThe CSE will: • Provide a balanced, year round calendar of events appealing to residents and 'guests of diverse interests: • Focus on a strategy designed to entice current visitors to return to Vail. • Attract visitors by dedicating resources to recruit and develop new events: • Follow objective event selection, funding and evaluation criteria. . Actively solicit entrepreneurial street entertainment. Goals: ? Attract and develop events that will enhance and contribute to Vail's world class reputation. ? Develop a refined program for the allocation of in-kind services to support Special Events'. ? Create a "Special Event Handbook:" A .first quality publication and website which will serve as marketing tool for the Town as well as an informational guide for persons interested in producing a Special Event in Vail, Included will be information on venues, contacts;`Town of Vail regulations and requirements, as well as the Special Event application forms. ?, Provide complete and accurate information with regard to the calendar of special events: in response to the needs of prospective ,.visitors; event promoters, Town of Vail staff, concierges, locals and guests. Staffing. Facilitation and Evaluation: Every significant event destination allocates resources to the administration,. ongoing support and recruiting of special events. Research has proven that Special Events generate additional sa'ies tax revenues in the Town of Vail. The CSE recommends that some of these increased revenues should be used not only to help underwrite the costs of administration, but. also for research, evaluation and event development. In coordination with the VLMD and appropriate research vendors, tools will be developed to regularly measure the following criteria: o Economic indicators Increased sales tax collections + Increased lodging tax collections • Improved occupancy rates • Impact from direct event spending • Quantifiable. marketing benefits Event Comparison: o Contributions to sense of community: • Does the event improve the quality of life for' - guests and residents? • Does it pull down-valley residents into Vail? • Does it make, people happy? Tools.are required to compare events on an "apples to apples" basis. While final CSE decisions will be made using both subjective.and objective models; significant attention will be given.to gathering,as- much quantifiable data as possible. The CSE believes in the importance of acquiring data from independent.-Intercept surveys taken at major. events. Additionally, in' an effort to maintain objectivity in the allocation of funds, a numerical ranking grid has been developed. (Attachment A Special Event .Ranking Grid) Events that qualify for CSE funding are ultimately selected by what they can contribute to the community and how they fit into 'a calendar of events that will appeal to a diversity of interests and provide a balance of activity and economic vitality throughout the year. Role of the Vail Local Marketina Districts (VLMD): The VLMD can assist the CSE in achieving its mission by: • Determining key brand elements and identifying desired consumer demographics, primary and secondary markets, messaging, etc. thus providing input to the CSE on event strategy, selection and evaluation., • Coordinating communication and planning timelines with the CSE so that event investments are fully leveraged. • Budget appropriate resources to leverage ancillary marketing opportunities brought about by Vail's special events portfolio. Funding in 2006 ($ 20,000.00) was for a 2 day festival and in 2007 (10,000.00) was for one day enhancements on Sunday only to insure that the last farmers market was well attended and to encourage local attendance. In 2006 about half of the vendors elected to come for the extended week and in 2007 more than 75% came. The vendors had good sales in 2006, 2007 sales were hampered some by the weather, but most had a successful day.
