HomeMy WebLinkAboutVail-econ grid & summary.winter 11.12 final Attachment: Vail Economic Indicators Table Town of Vail Economic Indicators Summary: June 2012 Update (Based on data as of April 30, 2012) INTRODUCTION: This Summary report of Vail Economic Indicators is based on April 30, 2012 data and has been updated in June of 2012, once winter (November – Apr il) data became available. It is intended to provide an overview of recent economic activity and to serve as a benchmark from which future economic activity can be displayed and compa red. These seasonal reports began in early 2009 when rel evant data was gathered from various secondary source s for the date range of November 2004 through April 2009 and is no w updated seasonally. The data is depicted by gener al category (Tourism, Real Estate, Town Revenue, Business Growth and Macroeconomics) and seasonally (Winter: November – April, Summer: May – October). It is presented in a chart f ormat with this brief summary as a part of the Town of Vail 2012 Economic Development Strategic Plan and is limited in scope and accuracy by the availability of data from s econdary sources. It is believed to be accurate but not indepe ndently verified and is best used as a general over view as a result. OVERVIEW: This narrative overview is supported by a more gran ular chart (attached). Most statistical comparisons are based on year-over-year comparisons as of April 30, 2012, vs. April 30, 2011, and reflect a winter season al view unless otherwise indicated: 1. Tourism : In the wake of the 2010/11 winter season, where sn ow was plentiful but the economy was stuttering, the 2011/12 winter season resulted in the opposite o utcome. Snow was scarce and Vail, as well as the maj ority of all U.S ski resorts, received significantly less snow fall (50%) than the previous year resulting in one of the mildest winters in recent history. The national econ omy showed signs of improvement offering possibly more discretionary dollars to be spent on travel (see Macr oeconomics). Mountain resorts that were successful under these circumstances were destinations who are consistent ly effective in attracting international and destinat ion visitors and don’t rely as heavily on regional skiers who tend to stay away if snow conditions are not to t heir liking, Vail being one of the most prosperous. As a result, Tourism indictors show varying outcomes. Vail saw a ve ry slight increase in occupancy (+1.0%) but a larger and r ather significant increase in the average daily rate (+7.7%) resulting in increased revenue per available room (+8 .8%). When compared to other U.S. western mountain resorts, based on overall MTRiP industry data, Vail out-performed the industry, where occupancy declined (-2.8%) and rate increased (+4.8%) resulting a year over year percentage change in revenue per available room (+1 .8%). While specific skier visits for Vail are no longer avail able, Vail Resort’s Third Quarter Fiscal Earnings Re lease stated that skier visits declined an average of -9.0% at Vail Resort’s Colorado resorts, which is better than the industry average of -15% (reported by the National Ski Areas Association). Overall, Vail was successful in attracting and retaining overnight visitors as reflecte d in the lodging metrics and sales tax collections (se e Town Revenue) but skier visits from Front Range, local a nd second homeowner skiers suffered. Other metrics tha t may support this are Tunnel Traffic (-1.0% from last year and down -9.3% from the 2009/2010 season), Deplane ments at Eagle County Regional Airport (-9.1%), and Town of Vail Parking Counts (-7.0%). Additionally, visit ors frequented the Information Centers, perhaps to find alternatives to skiing with a 12% increase in visitor s from last season. An array of special events took place during the winter months. Total attendance/participation i ncreased (+11.0%) mainly due to the return of the Junior Oly mpics and the first annual Teva Winter Games. 2. Real Estate Indicators have stabilized in the past year with gross sales re maining flat to last year (+0.9%). Total transactions increased slightly (+5.5%), which lead to a decrease in average sale price per transaction (-4.7%). This data was provided by the Town of Vail based on Real Estate Transfer Tax collections. No newly constr ucted dwelling, hotel/accommodation or fractional fee units were completed in 2011, which will increase the stabi lization of the real estate metrics in the future. Other rea l estate indicators were unable to be verified in ti me of the publication of this document and therefore are unava ilable. An update of this summary will be provided once this data is available. 3. Town Revenue Metrics include: sales tax, construction use tax, property ta x and real estate transfer tax revenues along with general fund balance as an indicator of th e Town’s level of reserves. a. Sales tax is segmented by business type (retail, lodging and food/beverage) and further broken down geographically by Vail neighborhoods. All segments combined showed a strong increase in overall winter sales tax revenue (+5.9%) following the previ ous winter season’s sales tax revenue, which had increased significantly (+13.0%). Specifically lodging (+8.2%) and food and beverage (+7.1%) sales tax collections saw a higher year over year increase t han retail (+2.2%). When segmented by neighborhood, Vail Village saw the largest increases overall (+9.5%) compared to Lionshead (+2.5%) and Cascade/Sandstone/East & West Vail (+0.2%). It should be noted that the continued increase of sales tax collections in Vail Village can be attribute d to new lodging properties, restaurants and retail Attachment: Vail Economic Indicators Table outlets that recently opened and contribute to the 20 11/12 winter season setting a record for the highest sales tax collections in the history of the T own of Vail. A study conducted by MTRiP shows that the average of comparable ski towns was also up season-over-season in both lodging sales (+5.7%) and in taxable sales (+4.1%) but to a lesser degree. After dramatic decreases in the 2008/2009 season and steady increases from 2009 to 2 012, sales tax collections are exceeding the pre-recession season of 2007/2008. b. Other Tax Collections by the Town of Vail include construction use tax, pr operty tax and real estate transfer tax and are reported on an annual basis, wh ich do not correlate with the seasonal indicators above. Construction use tax showed its first decline since its implementation in 2008 where it significantl y decreased (-34.6%) due to the completion of major cons truction/reconstruction projects, as did real estate transfer tax collections, which also decreased significa ntly in 2011 (-36.6%). Property tax has been impacted positively, largely by new lodging product o ver the past several years, resulting in a 1.9% year over year increase since 2008, with a 5% increase in 20 09 and a 9.7% increase in 2010. However, during 2011, property tax collections have leveled of f and only show a 1.7% increase over 2010 and can be expected to be more consistent in the coming years. Stabilization in all aspects of these tax collections can be expected in the near future. c. Town Reserves have remained stable over these past several years , having actually grown 11.1% since the start of the recession in 2008, which is believed to be somewhat unique among municipalities in this recovering economy. 4. BUSINESS GROWTH is based on broader county and national indicators, many of which are tracked on an annual basis, lag significantly and have just been up dated for the 2011 calendar year. While not as curr ent and telling of the current market conditions, the Business Growth indicators show a steadying economy as evidenced by unemployment in Eagle County, which experienced a significant decrease, from -9.5% to -8.6%. The Same Store Sales Report is generated to compare year over year sales tax collections among established businesses in the various business segments and neighborhoods and d oes not take in to account newly open/constructed lodging properties, retail shops or restaurants. Acco rding to this report, sales tax collections at long-t ime established businesses increased slightly (+0.5%) over last season. Overall sales tax collections among al l businesses increased (+5.7%) year over year, mostly in Vail Village where new businesses are located, showin g that sales tax collections were impacted by a vibrant n ew business mix. 5. MACROECONOMICS : Though officially over in June of 2009, the recent “Great Recession” continues to have lingering effects on domestic and global financial an d consumer markets, as both look to establish a foothold in the recovery. While GDP is increasing apace, U.S. and Eur opean sovereign debt crises threaten to test the str ess- resistant status of domestic banks, creating uncertainty among employers and forcing them into a corner, effectively stalling the decline in the U.S. unemplo yment rate that was prominent in late 2011 and earl y 2012. The result of these challenges has been varying and unstab le Consumer Confidence Index (CCI), the econometric most readily impacted by employment and finance, whic h has continued to behave erratically since its low of 25.0 points at the depth of the recession in February 2009, and which remains well below the 90 point benchmar k of a healthy consumer environment, having eclipsed 70 points just 2 times since February 2008. Despite these concerns, consumer spending is increasing amidst recently falling consumer prices and a lower national inflation rate, while the Index of Leading Economic Indicators, traditionally a good barometer of economic direction, has remained in a growth state throughout the past 36 m onths and is continuing this pattern into Summer 2012 . Overall, then, there are conflicting messages from th e macro economy of both stagnation and growth, with f inance and employment factors reflecting the former, while co nsumerism reflects the latter, particularly with resp ect to sustained rate growth in the mountain resort travel industry over the past 15 months. However, despite the positive direction of resort guest behavior, they rem ain subject to the volatility apparent in the greater economy and should not be taken for granted. This foundational data set and summary will be furth er updated and expanded upon seasonally, taking its place among the tools available to the Town, its various committ ees and the public it serves.
