HomeMy WebLinkAboutParticipatory Sports Funding Group Memorandum FINAL Participatory Sports Funding Group Memorandum Overview: Upon receiving funds for the Vail Valley Partnerships’ participatory sports proposal regarding the potential benefits gained from recruiting new participatory sports events, the following entities assembled, in essence, to create an “event review committee,” which shall be referred to as the Participatory Sports Funding Group. This sub committee’s mission is to set forth strategic direction and determine the allocations from this pool of monies for new participatory sports events. Groups will be eligible for the Participatory Sports Fund only upon consensus from the following Participatory Sports Funding Group stakeholders. Participatory Sports Funding Group Stakeholders: Kelli McDonald, Town of Vail & Vail Local Marketing District (VLMD) Sybill Navas, Vail Commission on Special Events (CSE) Pam Brandemeyer, Town of Vail Jamie Gunion, Joel Rabinowitz, Vail Recreation District (VRD) Chris Romer, Jessica Stevens, Vail Valley Partnership Group Sales (VVP) Participatory Sports Fund: The VVP proposed a 60/40 split between the VLMD and CSE budgets to support any hard costs incurred from new sports programs and/or events confirmed and booked by August 1, 2010. After this date, any unused funds will be returned to the VLMD account 6303 (Group Sales) and the CSE. The 60/40 split matches the requested budget allotment from each group. Additionally, lodging community members who benefit with lodging revenue from these groups will contribute a portion of their commission to the budget pool for the purpose of insuring that there will be funds available for funding these types of events into the future. Funding Allocation Process: All participatory sports programs that fall within the CSE funding cycle will be encouraged to apply for CSE funding. All participatory sports programs that do not fall within the CSE funding cycle, or which do not receive CSE funding, will be eligible to apply for the use of the Participatory Sports Fund. NO program or event promoter will be able to utilize both CSE funding and the Participatory Sports Fund. The Participatory Sports Fund is designated for new, first year programs only (recurring annual events are not eligible.) In addition, all programs and events applying for funding from the Participatory Sports Funding Group will be required to submit their request utilizing the CSE funding application , complete with all required attachments,. Should the application be approved by the Participatory Sports Funding Group, the event will be held to the same requirements as all other events receiving CSE funds, including the submittal of a post event recap of the year one event. Second year programs and events will not be eligible for this fund and must follow general CSE funding guidelines. Funding Allocation Requirements/ Strategic Direction: All events applying for Participatory Sports funding shall be evaluated with regard to the following considerations and criteria, as agreed to by the Participatory Sports Funding Group, and in alignment with the CSE and the VLMD policy recommendations: I. Venue Availability a. Identify potential conflicts with previously scheduled events and activities b. Possible conflicts in Ford Park when there are multiple events going on simultaneously: i.e. Betty Ford Alpine Gardens, Ford Amphitheater, Athletic Fields, Tennis Center, weddings, etc. c. Dobson Arena: i. Availability of Town of Vail “free days? ii. Scheduling conflicts with on-going local activities and leagues d. Possible conflicts with major events going on in other parts of town. II. Infrastructure Challenges a. Construction b. Staff Resources c. Venue Limitations: will the event require more space than is available within the Town of Vail? d. Parking III. Participatory Sports Proposal: a. Does it meet the “heads in beds” focus? b. Does it align with the missions of both the CSE and VLMD? c. Is it a need time period for the lodging community? d. ROI/ Economic Impact of Proposed Event e. Event Organizer Intent to Return f. Qualifications of Event Producer/ History of Successful Events IV. Community Support a. Local Businesses, Residents and Group Stakeholders. b. Is it a good “fit” with Vail’s image and clientele?
