11. How will the contribution be used?
Starting Hearts is requesting funds to continue its Call-Push-Shock education program,
specifically for classes conducted within the Town of Vail. These sessions focus on targeted
groups of local residents – hotel personnel, retail employees, real estate agents, schools
and homeowner associations – as well as community events like the GoPro Games, where
the reach is a mix of residents and guests of the Vail Valley.
Call-Push-Shock provides instruction on how to recognize the signs (sudden collapse,
breathing stops) of sudden cardiac arrest (SCA) and differentiate between SCA and a heart
attack. The next steps are to call 911, start cardiopulmonary resuscitation (CPR) and locate
and use an Automated External Defibrillator (AED) if at all possible. If conducted within the
first three to five minutes following the onset, these actions – Call-Push-Shock – will greatly
increase the odds of survival for SCA victims.
The overarching goal of Starting Hearts is to have more individuals capable and confident
to recognize and respond to SCA, which in turn will help increase the survival rate for its
victims that presently is at 10 percent. Nationally, approximately 32 percent of victims of
out-of-hospital SCA receive bystander intervention, largely due to a lack of knowledge and
confidence about what to do. There are over 1,000 SCA events daily in the U.S.; a total of
424,000 annually. In 2013, 36 of 63 deaths (57.1 percent) in Eagle County were due to
cardiovascular disease.
Without intervention, SCA is nearly always fatal. With intervention, the survival rate rises to
38 percent. Even under the best of circumstances, the arrival of health care professionals is
seven or more minutes away; in this mountainous region weather and road conditions can
impede a rapid response.
Starting Hearts has conducted a local survey that indicates only two percent know all three
steps that comprise Call-Push-Shock, which mirrors the national average of SCA victims
who receive bystander intervention that includes the use of an AED. Collectively, 21
percent of individuals surveyed would perform two or more of the three steps. Thirty-seven
percent would call 911, but that alone will not save a victim’s life. Another 26 percent gave
answers that would not contribute to the victim’s survival, largely because there is confusion
– likely due to a lack of education – between sudden cardiac arrest and a heart attack,
which have different symptoms, windows of survival and types of treatment.
Closing the gap on the onset of SCA and the arrival of emergency medical personnel
depends on the willingness of bystanders to step in, perform CPR and, if possible, locate
and use an AED. This confidence comes through education and practice, which Starting
Hearts is willing to provide at no charge to participants.
12. How does your request support item 1C of the contribution policy?
The mission of Starting Hearts is to save the lives of victims of Sudden Cardiac Arrest
(SCA). Its goal is to generate awareness of SCA and educate Vail Valley residents and
guests on the signs and symptoms as well as the steps that friends, loved ones or
bystanders can undertake to potentially save a life. Starting Hearts has consulted with local
first responders who indicate many of the visitors to the Vail Valley – as well as some of its
residents – are not necessarily prepared to undertake exercise activities at altitude.
Contributing factors such as unknown pre-existing conditions, alcohol consumption,
dehydration and lack of fitness are all potentially in the mix when an individual suffers SCA.
When SCA strikes, having more individuals who are confident and capable of responding to

this medical emergency is invaluable as the window of survival is very narrow. This is also
valuable training for residents, as approximately 80 percent of SCA events occur in a home.
Additionally, Starting Hearts is working to increase the number and placement of
Automated External Defibrillators (AED) throughout the valley, which greatly increase the
odds of survival. Through private and public funding, Starting Hearts has placed 20 new
AEDs in Eagle County to date in 2014, six of which are within the Town of Vail.

Founded in July 2010, Starting Hearts, a registered 501 (c)(3) and receives funding from
private individuals, corporate contributions and grants. The following chart outlines funding
