Updated February 2015, as data became available.) INTRODUCTION: This introduces a summary report of Vail Economic Indicators representing a summer (May-October) seasonal view as of October 31, 2014 and is supported by a more granular chart (attached). It is being published as soon as practical after the data has become available. Most statistical comparisons are based on year-over-year comparisons, unless otherwise noted. This summary is intended to provide a review of recent economic activity and to serve as a benchmark from which future activity can be compared. The data is depicted by general category (Tourism, Real Estate, Town Revenue, Business Growth and Macroeconomics) and revised seasonally (Winter, November – April; Summer, May – October). While the referenced data is presented in a chart format, this brief summary is provided as a part of the Town of Vail 2014 Economic Development Strategic Plan and is limited in scope by the availability of data from secondary sources, and thought to be generally accurate but not independently verified. TOURISM indicators remain strong and many are performing at record levels. Most notable are Vail’s lodging statistics. Lodging occupancy increased slightly (+3.7%) and average daily rate (ADR) increased significantly (+9.5%) resulting in a substantial increase in overall revenue (+13.5%) over the previous summer. When comparing Vail to other U.S. western mountain resorts (based on overall DestiMetrics industry data), the “industry” increased year over year in all three lodging metrics as well but Vail increased to less degree in occupancy than the industry (+6.3%), but to a larger degree in ADR than the industry (+4.3%), resulting in overall revenues increasing +10.9%, compared to Vail’s +13.5% increase. Passenger deplanements at Eagle County Regional Airport (EGE), after several years of significant declines (2011 – 2012), showed a slight increase (+1.9%) from 2013 to 2014 and reflect stabilization of available seats in to EGE. Regionally, at Denver International Airport, passenger deplanements decreased slightly (-0.7%) for the second consecutive summer. 32 different special events took place during the 2014 summer months, which included the addition of five new events that accounted for an additional 14,800 attendees. In 2013 the Town of Vail contracted with a third party research firm (RRC Associates) to provide attendance counts for publicly funded events, the results of which varied significantly with the attendance counts provided by the event producers in past years, likely due to a variety of survey methods used by the event producers. This accounts for dramatic decreases in events such as Vail America Days and Gourmet on Gore (-50,000 attendees). Overall, most events increased in attendance, but some athletic events were impacted by the closure of the fields at Ford Park and decreased in attendees (-3,363 attendees). Attendance for the 2014 USA Pro Cycling Challenge was down due to very rainy conditions during the event. In summary, overall tourism continues to move in a positive direction, fueling tangible increases in sales and lodging tax (see Town Revenue Metrics) in the process. REAL ESTATE indicators have represented varying real estate sales patterns due to the redevelopment of Vail and newly constructed lodging properties in the past. Recent indicators are not impacted by these factors and are more representative of national trends and the strength of Vail’s real estate market. When comparing summer 2014 to summer 2013, the following observations can be made: the number of transactions decreased slightly (-1.0%) but price per square footage increased (+14.1%) and list-to-sale price ratio rose slightly (+1.3%), gross sales increased significantly (+29.8%) as did average price per transaction (+28.3%). These price-related increase, suggests that demand is increasing, while supply remains static with little activity in the new construction pipeline. TOWN REVENUE includes: sales tax, construction use tax, property tax and real estate transfer tax revenues along with general fund balance as an indicator of the Town’s level of reserves. Sales tax is segmented by business type (retail, lodging and food/beverage) and further broken down geographically by Vail neighborhoods and excludes tax from out-of-town businesses. When combined, all in-town segments, show an increase in overall summer sales tax revenue (+7.6%) over the previous summer season, which follows several consecutive seasons of growth and result in a dramatic increase over pre- recession highs in summer of 2008. Specifically, lodging saw a higher year over year increase (+10.7%) than food and beverage (+6.9%) and retail (+8.5%) sales tax collections. When segmented by neighborhood, Lionshead (for the first time since Vail’s redevelopment) saw the largest increase overall (+12.3%) compared to Vail Village (+9.9%) and Cascade/Sandstone/East & West Vail (+1.5%). In aggregate, the sales tax collected during the summer of 2014 exceeded the summer of 2013, which was the highest level of any summer in history for the second consecutive summer. The new lodging properties, restaurants and retail outlets, specifically Solaris and the Four Seasons at Vail, have contributed to the overall growth in sales tax collections however these new businesses have been open for three years and the growth is no longer the result the presence of new business. This season’s upturns have resulted in 2014 sales tax collections exceeding the pre-recession season of 2008 by +35.9% in the Town of Vail. Attachment: Vail Economic Indicators Table A study conducted by DestiMetrics shows that the average of comparable ski towns was also up season-over-season in both taxable sales (+9.6%) and in taxable lodging sales (+14.7%) but to a higher degree than the Town of Vail. * Annual metrics are used instead of seasonal metrics to track construction use tax, property tax, real estate transfer tax and town reserves, and therefore are not available for analysis for this iteration of this summary. BUSINESS GROWTH is based on broader county and national indicators, many of which are tracked on an annual basis and lag significantly. Most indicators are not available for this update, except Banking Deposits in Eagle County are up (+8.6%) from the previous reporting period (July 2013 – June 2014). MACROECONOMICS : The first signs of the U.S. economic recovery are now six years behind us and the process has moved to one of stabilized consistency, for the most part. But how the economy behaves in general reflects the ‘new normal’ so often discussed since 2009, with wide swings in economic measurements such as financial marketplaces now part of the landscape. At the same time, a seemingly greater independence from the global market – at least from the consumers’ point of view - is creating a sense of economic security. Indicators used to measure how our consumer-based economy is performing, (most notably Consumer Confidence, Wall Street and the employment markets, plus those underlying factors that make up their respective indices), have transitioned from ‘reflective’ to ‘self-fulfilling’, where they generate their own positive momentum that helps offset, but not immunize against, the effect of negative market forces. Taken as a whole, the Gross Domestic Product (GDP) picture becomes clearer. To break it all down: (1) Consumer Confidence is higher than any time since June, 2007, a full 6 months before the beginning of the recession in December of that year, and has declined just three times in the past twelve months, adding a total of 23.5 points since January 2014. Now above 100 points (102.9), consumer demand is driving the marketplace, creating opportunities for marketing and advertising strategists to back down from the defensive positions to which they’ve grown accustomed. However, it’s clear that the recent dramatic increase in consumer confidence is driven in large part by declines in oil prices and the trickle-down effect of those declines, and we should be wary of the impact of a likely return to higher prices sometime during 2015. (2) Unemployment , having been the slow and steady horse in the race, is very much the force behind the long-term increases in Consumer Confidence (recent oil prices are a short-term force). Employers added a total of 3.03 million jobs in 2014, averaging 264,000 per month through the year, and 298,000 in each month of the last quarter. The unemployment rate at the end of 2014 was 5.6 percent, the lowest that it’s been since June of 2008. Wages also increased during 2014, something that had not occurred since 2008, and increased at a higher pace than the national inflation rate, putting some spending power back in consumers’ pockets. However, workforce participation remains very low and unemployment is expected to decline more slowly in 2015 as discouraged workers return to the workforce. Readers are advised to concentrate on job creation when considering employment, rather than the unemployment rate itself. (3) Wall Street and other domestic financial markets are in a somewhat precarious position, having now gone 22 months beyond the expected window for a major (>10 percent) correction). While the meteoric rise in the Dow that began in 2013 has slowed, all-time records continue to be set and most analysts agree markets are overvalued. Investors with an eye to the global economy, worry about the relative strength of the US dollar and the weakened economies of trading partners in Europe and Asia, and view this almost unilateral strength as a threat to stability, as American goods and services are becoming considerably more expensive to our partners than some alternatives. So, while we ride the crest of the wave, we also worry about the break and whether we’re properly prepared for its impact on consumers and employers if and when the break comes. (4) Gross Domestic Product increased in 2014, despite getting off to a rough start in Q1, and gained 2.15 percent for the year, somewhat stronger than analysts’ projections. Growth was expressed across most sectors of the economy, including finance, insurance, rental/leasing, retail / wholesale and travel / tourism, among others. This momentum is expected to carry into 2015, with all 4 quarters of this year projected to grow at an annualized rate of 2.6 percent. (5) Our Conclusion is that the economic fundamentals are now well stabilized and the recovery is self-sustaining at this point, though not yet over. In 2015 we’ll hope to see progress made through a steady increase in the workforce participation rate, continued wage growth to make up more of what consumers lost to inflation in the past six years, and a tempered investment in market investment that won’t place us as a loner wolf in a global economic team sport. This foundational data set and summary will be further updated and expanded upon twice annually, taking its place among the tools available to the Town, its various committees and the public it serves.
