1. Approval of minutes from June 2 meeting.
2. Citizen input - No citizen input.
3. Gregg Barrie, TOV Landscape Architect – Discussion of new deer screen for West Vail
Gregg is present to discuss the deer screen in Dowd Junction. He projects an image of the present screen.
The town is required to put it up to facilitate deer migration by the Division of Wildlife. During the spring
migration from early-April until late-June the screen is installed to hide bikers and pedestrians who might
distract the deer to move beneath the interstate through the migration tunnel. In 2002 it was decided to apply
artwork to the screen. The interstate side has the graphic artistic prints by Barbara Baer. It is 400 feet long with
approximately 9 panels. It is printed vinyl. It is now 12 years old and needs to be replaced. It is a $15,000
project. He asks if the Board is interested in applying art to the vinyl again. The added cost if so would raise it
another $5,000 to $15,000 depending on the complication of the art which would come from the AIPP budget.
He has had some hesitation about art and prints that are too busy which might discourage the deer and
contemplates if we are better off with a mono color screen. Molly clarifies to the Board that the additional
printing does come from the AIPP budget. Kathy asks whether this is the best material. He explains that he has
researched other materials. This fabric is the most cost effective as it is only out for 2 months a year. They
have looked into putting a permanent screen up, but CDOT will not allow that to happen. The height of the
north screen is 10 feet (screen with image facing interstate) and the south screen (no image) is 8 feet. Kathy
also inquires as to the installation and storage of the banner. He explains that it is indeed hard to handle. They
are looking at shorter panels because of the mass. The north panel is much more difficult to install, but it is
closest to the highway and needs to be a durable material. Kathy asks for comments from the Board. Bill
remarks that we should open it up to the public as art competition and pay for the art improvements. Gregg
comments that perhaps we can have the art on the inside for pedestrians to enjoy and mono-color on the
highway side. Bill comments that the highway side has the biggest impact which Kathy agrees because you
are focused on just riding through the screens. Jen mentions that AIPP wanted it to be a simple design
originally because people are driving. Molly asks the Board to consider if we want to take this on financially
because it is only up for two months of the year and what is the true impact for the drivers, versus allotting the
monies towards something that might be more appreciated within the town. Julie asks if chain link could be
utilized. Gregg explains that anything permanent will get in the way of CDOTS snow operations as it is so close
to the highway. Gregg hopes to have the new screen constructed by the end of March. Once the art is decided
the printing process does not take terribly long. If we have the art by January it should be on schedule. The last
screen cost $15,000. Gregg needs to dig further to see if that included the art or not. The manufacturer who
created the screen the first time thought that $10,000 would be the cost for adding imagery to the vinyl. It could
be as low as $8,000 and as high as $15,000 depending on the art. Kathy asks for other comments from the
Board. Amanda comments that it is a nice addition if it is within the AIPP budget. Molly comments that we
should truly find the costs of adding art. Julie likes the idea, but is not fond of the present graphic. She thinks
with the right image it could be a nice sense of entrance. She asks if we can have logos, etc. Molly comments
that we may not be able to have logos as it could be too close to CDOT right of way. Kathy comments that we
need to ensure that it has a long shelf life too. Dana’s concern is whether it is worth the money since it is
indeed only up for a short period yearly and if it is better spent in town, but would want to know the hard costs
of printing on the vinyl. Cookie asks about the last deer screen project. Jen remarks that AIPP did select an
artist with the parameters of keeping the design simple due to not distracting drivers. Cookie thinks it should be
kept simple and we don’t know enough about the finances yet to see if we should pursue it or not. Jen thinks
that we should have an artistic element to the screen. Molly asks if anyone recalls the artist stipend on the
project. Kathy believes that there was a stipend. Wendy thinks it could be put out to the artist community with
suggestions. Wendy remarks that the present screen is not terribly attractive and does not think it is money
well spent unless we can come up with an attractive design that works in being in such proximity to the
highway. Bill believes that it is an entry to Vail and that we should pursue having an artistic element on the
fence. Margaret agrees with Bill. She does believe that there will be criteria of not distracting drivers with too
complex imagery. Kathy thinks it is better than having a large green screen. Gregg remarks that now that he
knows there is interest and that he will do more research on the costs and printing. Wendy asks if there has
ever been any feedback on the original screen. Did it meet the objective as a piece of art? Jen does not
believe that there was any negative feedback. Molly asks if there are specific requirements from CDOT. Gregg
will look into those specifications with CDOT. He will pull more information together and update the Board in
August.
4. Library TAP review
Molly presents the applicants for the next Temporary Art Placement (TAP) for above the fireplace at the Vail
Public Library (VPL). There are six applicants for this selection round and the work will be on view from July 14
through October 13. Molly explains that the plan regarding the Community Collective exhibition August 1
through September 1at the library is to invite each artist to submit one work who has participated in the library
TAP for the fireplace over the past year. She reminds the Board that it was decided that a People’s Choice
award would serve as the selection for the next work to be placed above the fireplace from October 13 through
January 13. Thus far, she has had positive feedback from the artists whom she told about the community
exhibition. Molly reviews the slides which include the previous works that have been selected for the TAP so
that the Board can familiarize themselves with the previous styles of art selected, as well as sizes.
Molly reviews the images three times with the Board:
Image #1, Sledding in Eagle Vail, Watercolor, 28 inches high x 40 inches wide
Image #2, Team Work, Acrylic on canvas, 32 ¼ x 42 ¼ inches
Image #3, Summer Reflections: Piney Lake, Oil on Canvas Board, 16 inches high x 20 inches wide
Image #4, Edges on Blue, Mono Lake, CA, Photography Printed on Metal, 36 inches high x 24 inches wide
Image #5, A Quiet Place (on the descent from the Eiseman 10th Mt. Hut), Oil, 30 inches high x 24 inches wide
Image #6, Osin, Oil, 14 inches high x 18 inches wide
Molly gathers the votes from the Board and Image #5 is selected. This work is by Nancy Rondeau. Molly
reviews the artists’ names after the voting. The Board again mentions that the selection was very strong. Molly
comments that the votes are very close, so it is nice that we are organizing the community show. Kathy
comments that she hopes that we get a good turnout since AIPP has reviewed such interesting work during
this process.
5. Summer AIPP programing updates
Rembrandt exhibition Art for Hearts at Grand View. Donation of $10 for entrance. Lynn now has a team
of volunteers assisting her and Meredith Richards is helping with marketing.
Molly asks the Board for feedback on Colorado Loops by Yoshitomo Saito at International Bridge. She
has received good response and has had some good press as well. She has more descriptive signage
for the sculptures onsite. Molly asks the Board if they are interested in bringing Yoshi to Vail for other
engagements during exhibition? Kathy comments that the meet the artist receptions do not have great
attendance. Jen suggests that perhaps we can incorporate it at a Farmer’s Market in proximity of his
sculptures. Molly remarks that he is interesting and very animated. Bill asks what the conclusion is with
having Yoshi at the Farmer’s Market. Molly will reach out and check his availability and will check in
with Special Events. Bill thinks it would be a great interface to make with the public for AIPP. Kathy
comments that perhaps we have an informal AIPP breakfast with the artist. Bill suggests that having a
screen looping his work and process near the sculptures. Wendy questions that area because it is
primarily food tents.
Lionshead art tour day August 7 at 10:00 a.m. meeting at the Library ending at Rembrandt. We will
have coffee and pastries as people gather to view the community exhibition.
6. Coordinator updates
The attendance for the art walks has been very strong thus far. Last week was a record of 35.
Molly met with Susie Tjossem for a demonstration of an app and audio tour that she is developing for
the Ski Museum. She invited Molly, Suzanne Silverthorne, Kelli McDonald and Mike Griffin for the
demonstration as she believes that there can be use of it within the town for other purposes, especially
the Art Walks. Molly explains the purposes for the app at the museum and how it will provide more
information that might be on site at the museum. For AIPP it would be more audio oriented towards
highlighting specific works from the collection. Molly did ask questions of the developer about how to
protect the beacons in transmitting signals in inclement weather and snow buildup. Margaret explains
that it is a GPS driven beacon so that the information will just show up when you are in proximity to the
sculpture/exhibit. She comments that it will alleviate some of the crowds at the art walks, so that people
can do it on their leisure. Margaret suggested to Susie that her developer should connect with the
developer of the 2015 app. The app developer would be able to record Molly while she is giving a tour.
Molly will go back to Susie with the positive feedback and interest from the Board.
Skatepark murals at Lionshead are installed and in good condition.
Molly updates the Board about the trial for ice sculpture vandal June 12 for which AIPP will be receiving
$1,000 in restitution. Molly recalls that the fee should be paid within six months.
Summer brochure is now printed and distributed.
Art Walk maps are also in distribution.
7. Triumph Winterfest logistics for 2014/15
Molly asks for feedback from the Board regarding Triumph Winterfest and the logistics in timing with 2015. The
Triumph Winterfest is typically celebrated MLK weekend. There is likely going to be something located on the
Gore Creek Promenade for 2015, so we may want to start Triumph earlier since the Creek may have other
activities come Feb. 2015. The board agrees that we can start earlier around the holidays, but celebrate it MLK
weekend. Molly asks for feedback from the board about the ice in the fountain. Kathy comments that it is a
vulnerable location. Molly comments that she believes that people viewed the ice installations as separate.
Molly comments that it was very enjoyed as the entry to Vail and lots of photos were taken. People commented
how pretty it was in the fountain. Molly comments that the ice should be done differently should we go in that
direction this winter season. Kathy would like for Molly to get Steve and Kent’s feedback on the location. While
the location at the fountain is very visible we need to make the connection better with the creek. The Board
directs Molly to connect with Paul as to start brainstorming and to talk with Kent and Steve about the Winterfest
project.
Meeting adjourned.
