VAIL PLANNING COMMISSION
MARCH 5, 1971
A meeting of the Vail Planning Commission was held March 5, 1971,
at 12:00 noon in Guido's, Vail, Colorado. The following members,
constituting a quorum, were present:
Rod Slifer, Chairman
Bob Clark
Mayor John Dobson
John Donovan
Dave Gorsuch
Also present at this meeting were:
Terrell J. Minger, Town Manager
Ken Richards, engineering consultant
Jen Wright, representing Vail Associates
The meeting was called to order by Rod Slifer, Chairman.
Article 9, Seetion 3 Ca} of the Zoning Ordinance, concerning park-
ing requirements for public accommodations, hotels, motels, and
lodges was recommended to be changed by the Planning Commission
to require three parking spaces for each four units, or .75 per
unit. This is a 25 percent reduction over the existing ordinance,
which requires one space per unit. It was agreed that several
changes should be made in the rest of the Zoning Ordinance, and
Terry Minger was asked to review it and make a list of proposed
revisions. The Planning Commission will then rewrite the ordinance.
Dedication of certain tracts of land was discussed with Jen Wright
from Vail Associates. Tract B, along Gore Creek from the sewer
plant down to the church, and Tracts ~ and F, Vail/LionsHead 3rd
filing, will be dedicated to the Town. Minger noted that there
were a couple of roads that had never been dedicated to the Town -
East Meadow Drive in front of the main parking lot and Willow
Bridge Road, for example - and Jen Wright said that Vail Associates
would check into this and have these roads dedicated to the Town.
The bridge on Forest Road (sewer plant bridge) should also be
dedicated to the Town as a public right -of-way. harry Robinson,
Town Attorney, will be asked to write a contract between Vail
Associates and the Town stating that Vail Associates will repair
the bridge in the spring, and until such time as the bridge is
repaired, the Town will not be held liable or responsible for it.
Larry Robinson will also prepare a letter asking for future drain-
age easements across hots 1, 3, 4, 5 and 6. These easements must
be dedicated before transfer of title or development of these par
titular sites.
VaillLionsHead 2nd and 3rd filings are to be subdivided, and Larry
Robinson will be asked to publish Notice of Public Hearing before
the Board of Trustees and the Vail Planning Commission in accordance
with the subdivision regulations.
Ken Richards noted that there is a four inch gas line owned by the
Public Service Company, running north of Tract B, beyond their ease-
ment up to about ten feet that must be moved, and it was felt by
the Planning Commission that the line should be moved into tract
B.
Minger suggested that the land on which

PLANNING COMMISSION

9:00 A. M.
A special meeting of the Vail Planning Commission, was held
pursuant to call and notice at the hour of 9:00 a.m., Thursday,
November 4, 1971, in the Municipal Offices of the Town of Vail.
The following members, constituting a quorum were present:
Rod Slifer, Chairman
John Dobson
John Donovan
Dave Gorsuch
Also present were:
Terry Minger, Town Manager
Jen Wright, Vail Associates Real Estate
The meeting was called to order by the chairman, Rod Slifer,
who explained that the purpose of this meeting was a preliminary
hearing on the 10th filing as submitted by Vail Associates, Inc.
After discussion, the Planning Commission's decision was to re-
quire the following information regarding the loth filing:
1. Locate the snow slide area on the west end of the proposed
subdivision. Also provide any snow study information available
on that area.
2. Provide street profiles. Also, Planning Commissir~n recom-
mends a re-study of the intersection of Fairway Lane and Ptarmi-
gan Road .
3. Require what the slope cuts will be an Fairway Lane. The
Planning Commission will also require re-vegetation of the cuts.
4. Provide plans of proposed water and sewer system.
5. Provide a plan of the proposed drainage system.
6. Jen Wright will send copy of the proposed plat to the utility
4 companies noted in the subdivision regulations {Page 8 and 9).

DECEMBER 6, 1971
A regular meeting of the Planning Commission for the Town of Vail was
held, pursuant to call and notice, at the hour of 1 Q:00 a, m, , December
6, 1971. The fallowing members, constituting a quorum, were present;

The meeting was called to order by Rod Slifer, Chairman.
The Planning Commission agreed to change Lot 6 Block 1 , LionsHead
Third Filing from P,A'. to H . D. M. F. Vail Associates agreed to change
the zoning of the Northeaster~i portion of Lot 1 Black 2 Third Filing, and
all. of Lot 7 Block 1 from M.D, M, F, to P,A,
A discussion was held to clarify what is allowed under the zoning P. A,
It appears there is very little difference between P.A, and H. D, M, F,
in regard to condominiums in relation to hotel rooms, as long as the
condominiums are managed and rented to the public, It is felt P.A,
should be rewritten and strengthened .
A discussion was held regarding roger Brawn's current letter to
the Planning and Zoning Commission. It was suggested that a defini-.
tian of boarding or rooming houses be cr..eated and that type of use not
be allowed in the residential zone. Roger Brown will be contacted re-
garding this suggestion. '
A discussion was held regarding the expansion of the residential zone
and the expansion of the multi-family zone, The new zones would allow
various densities and uses not currently existing in the ordinance.
The Planning Commission also recommends that all the architectural
committees in the Town of Vail should fall under control of the Town
government. This can probably not take place until Home Rule is
established far the Town.
