Greg Moffet asked why the satellite dish was so large (4 feet).
Bill Wilto stated that this was the smallest satellite dish available for the specific transmission of
the information that they needed.
Jeff Bowen stated he was still surprised that it requires that large of a satellite dish and not an
1 8" satellite dish.

George Ruther presented the project to the PEC. He stated that the purpose of the request is
twofold; one, to mitigate the wall height that is not in conformance with the Town of Vail Municip
Code and the second is to provide outdoor storage.
Staff is recommending denial of the request, stating that Criteria #2 is not met and may be a
grant of special privilege.

Bob Armour would like to see the elevation drawing. He stated that the PEC would like to
address each item individually.
Greg Moffet stated that he felt that bringing the building line all the way across would be
preferable.

Fred stated that this would be additional restaurant space. This isn't approved by the restaurant
owners as yet, but could be available for future use by the restaurant.
Kevin Deighan would like to see building extended. The soffits not finished, and he wants to see
the building completely finished and painted.
Fred stated that the problem with the soffit is the "rose mauling" (swiss painting) and was waiting
to have it done to the building, and needed to coordinate the colors of the rose mauling with the
soffit color. Fred explained that is why the soffits have gone unpainted.
Jeff Bowen stated that the model was not to scale. He stated that he would like to see the whole
area filled in to tie in the roof lines and entryway. He felt there is a much more efficient way of
changing the building than what they are requesting and wanted them to look at other
alternatives.
Bob Armour stated that changing some of the lines may be something to look at to save the
applicant money.
Bob Armour again stated that this is a worksession and the applicant can do what they want with
the suggestions.
Greg Amsden stated that enclosing this area may make the building look more massive looking.

Greg Moffet likes the idea of the flags on a larger scale on both sides of the entry.
Issue #3 regarding the landscaping and planter was discussed next: I
Greg Moffet would like to see a landscape planter on the north side of the building. He would like
to see more river rock in the planter design.
Kevin Deighan agreed with Greg Moffet's comments.

Jeff Bowen stated that when outdoor dining is determined, the landscaping should be considered
at that time. He would also like to see river rock or a water feature in that area and felt it still
could address the pedestrian traffic flow.
Fred stated he can move the planter out and that it can be in the river rock style suggested.
Greg Amsden stated that he strongly encourage the pursuit of the outdoor dining deck and
requested that the applicant apply for a conditional use permit.
Fred stated that he didn't know if they were used and that he would have to ask the restaurant
owners.

Bob Armour stated that the PEC feels positive about filling in the "dark hole". The signs, menu
box and flags will be dictated by the final design. The planter needs to be in river rock and the
fire stand pipe incorporated into the planter. The PEC encourages the use of an outdoor diniw.
deck and the applicant should apply for a conditional use permit. The applicant should look at
improving the waiting area. The PEC would like to see the underside of the soffits painted.

Ernie Bender, representing the VRD, stated they can't proceed without a Land Use Plan and
zoning change. The Vail Recreation District needs to expand the facility to store equipment
inside. They would like to see their equipment protected and they would better this area with
trees and enhance the front entrance. They have underground tanks that are intact but would
like to get them out from underground and place the tanks above ground for environmental

reasons. They also want to install a wash facility so they can reuse the water used for cleaning
equipment. The VRD wants to use a new wash water system to eliminate the sump problem'
which smells at times, They also want to save water and money; with this system, it recycles the
water so they can reuse it. The system also filters out many contaminants in the water.

Chris Kempf, a neighbor, who lives at 1358 Vail Valley Drive, was concerned that at the time the
landscaping is done he wants to see more than just saplings. He wants more than just a little
landscaping and wants this area totally blocked from his view.
Greg Amsden stated that the building was put in before the Land Use Plan was in effect so it
would be "grandfathered" and is in favor of the change to the Land Use Plan.
Craig Denton stated the VIRD has put everything on hold as far as the landscaping and building
until the zoning change has been dealt with.

Use Plan. In the long range scope, the change helps the neighbors and fits the scope of the
request. Bob also said that the property is owned by the Town of Vail. If we can have VRD
move the tanks at VRD's expense, it is a benefit to the Town to have it done.
Jeff Bowen moved to recommend approval of the amendment to the Land Use Plan. Greg Moffet
seconded the motion. It was a unanimous approval with a vote of 6-0.
Jeff made a motion to table this item indefinitely and Greg Am seconded. Unanimous vote
6-0.

6. Overview of the Town of Vail Non-Point Source Water Quality Plan,
Planner: Russell Forrest
Russ Forrest presented the plan. The Environmental Strategic Plan is a long range plan. The
key conclusions are that the economy and environment are innately linked. He went over the
specific points of the Environmental Strategic Plan.
A Greg asked where the water for Vail comes from. Russ said the water comes from 8 wells.
Kevin asked how safe is the water coming out of the taps.

Kevin stated it's an environmental issue that can be controlled. The city can hold up the permit
or shut them down.

Henry stated that 2 or 3 times a year that Gore Creek turns red. At the Pitkin Creek
Condominiums, the highway department built the road in such a way that the water runs off of the
highway and into the complex. How do we get the highway dept. involved? At Bridge Road, the
Town went out and regraded this area but never reseeded it. The washout was getting to be a
problem and Henry went out as a citizen and threw out wildflower seed.

Bill Wilto, owner/broker of RE/MAX Vail, Inc., is requesting a variance from Section 18.58.320
of the Vail Municipal Code in order to locate a satellite dish antenna on the roof of the
Crossroads East Commercial Building. Section 18.58.320(D, 3) of the Vail Municipal Code
states:
"The maximum height allowed for any satellite dish antenna, when measured from the
top of the satellite dish antenna down to existing or finished grade, whichever is more
restrictive, shall not exceed 15 feet."
The total height of the proposed satellite dish antenna above the roof surface, including
supporting framework, is 55 inches. The total height of the proposed satellite dish antenna is
19 feet above the nearest finished grade, which is adjacent to the north side of the building.

The applicant is requesting a four foot height variance in order to position the proposei)
satellite dish in such a manner that the top of the dish is four feet above the 15 foot
maximum height restriction, as measured to the nearest finished grade on the north

side of the building.
11. ZONING CONSIDERATIONS
Zoning: Commercial Service Center District
Setbacks: The proposed satellite antenna will not be located in any of the
setbacks required in the Commercial Service Center Deistrict.
Height: The satellite dish will be located on the roof of the Cartons
Saloon portion of the building and will have a maximum height,
at the top of the proposed antenna, of 19 feet.
Ill. VARIANCE CRITERIA AND FINDINGS
Upon review of the Criteria and Findings, found in Section 18.62.060 of the Vail Municip
Code, the Community Development Department recommends approval of the requeste
height variance based on the following factors: I
1. The relationship of the requested variance to other existing or
potential uses and structures in the vicinity.

3. The effect of the requested variance on light and air, distribution of
population, transportation and traffic facilities, public facilities and
utilities, and public safety.
B. The Planning and Environmental Commission shall make

Lee Neely, on behalf of La Tour Restaurant and Gotthelf's Gallery, has requested a
worksession with the Planning and Environmental Commission (PEC) to discuss a
proposed major exterior alteration in the Commercial Core 11 (CCII) zone district, for a
proposed building addition to the Village Center Building, located at 122 East Meadow
Drive/Block 5E, Vail Village First Filing.
The proposed addition will contain a front reception and waiting area for the restaurant,
and a bay display window and an increase in retail floor area for the gallery. The

side of the Village Center Building below the existing clock tower. In addition to the
proposed building expansion, the applicant's are proposing to improve the wood tie
landscape planter currently in the plaza area north of the proposed addition.

within the building include residential and professional office.

SUBJECT: A request to amend the Vail Land Use Plan from Open Space to Public - Semi
Public to allow for the redevelopment of the Vail golf course maintenance facility,
located at 1278 Vail Valley Drive, Parcel E, Vail Valley 7th Filing.

EXPLANATION OF LAND USE PLAN CATEGORIES
Public/Semi Public: The Public and Semi-Pubiic category includes schools, post office,
water and sewer service, storage facilities, cemeteries, municipal facilities, and other
public institutions, which are located throughout the community to serve the needs of the
residents.
CRITERIA FOR AMENDING THE LANQ USE PLAW
Criteria for amending the Land Use have been established on page 62 of the Land Use
Plan, which states.
"To change the Plan...it will be the responsibility of the applicant to clearly demonstrate
how conditions have changed since the Plan was adopted, how the Plan was in error or
how the addition, deletion or change to the Plan is in concert with the Plan in general."
1) How have conditions changed since the Plan was adopted?
The Plan was adopted in 1986 and the maintenance facility was built in 1966. The
purpose of this amendment is to address the legal nonconforming use on the property so
that needed improvements can be made to the facility.
2) How is the Plan in error?
The Land Use Plan (on page 63) states that " the boundaries established on the Plan
Map are general in nature and were not determined based on a parcel by parcel property
boundaries." This would explain how the Plan which was prepared in 1986, overlooked
